Aghdara is the newest district in Azerbaijan, created only recently from territory previously administered by Aghdam, Kalbajar and Tartar, with its own administrative centre and a place in the Karabakh economic region. That matters practically: any dataset, map or reference work predating its creation contains no Aghdara district at all, and any earlier source describing the name is describing settlements then administered elsewhere. Resettlement has been underway for some time, and several hundred families have returned. What distinguishes it from every other district in the liberated territories is that it has the largest single documented employer among them: a copper ore processing complex operating under an international production-sharing arrangement, alongside an operating and expanding hydropower cluster and the reservoir that irrigates much of the surrounding region.
This page sets out what an employer in Aghdara must do to bring in a worker from outside Azerbaijan: which permission is needed, who applies for it, how long each stage takes, what it costs, and which obligations fall on the employer rather than the worker. It is written for the person who has to make the hire happen, not for a general reader.
The system splits between those who need a work permit and those who do not, and the line runs through status rather than the job. Permanent residents, entrepreneurs, heads of foreign branches, majority stakeholders, technology park and Alat free zone personnel, academic staff, accredited journalists, sailors, athletes and recognised highly skilled migrants fall outside it. For everyone else, the employer applies.
The order of the two permissions is fixed and worth stating plainly. First the work permit, applied for by the employer and granted by the State Migration Service for a year or for the length of the contract, whichever is shorter. Then temporary residence, which depends on the work permit being granted. Because the work permit is revoked if residence is refused, an employer should treat both as one process, not two.
An employer costing a post needs three things: the wage, the contributions and the state fees. The minimum monthly wage is 400 manats. Social insurance, unemployment insurance, and compulsory medical insurance are all charged on gross pay, with the employer and employee each paying a share; social insurance differs between the oil and gas and state sectors and the rest of the private economy. Foreign employees are included in the contribution system , and are noexemptt.
This system has two traps, both administrative rather than substantive. An employment contract does not take effect when it is signed; it takes effect when it has been registered in the state electronic system and the registration confirmed, so that step belongs before the first working day. The permit is tied to the employer who obtained it, so placing the worker at somebody else’s site is a separate offence in its own right.
The framework is more predictable than its reputation suggests, as long as the order is respected. Below, we set out the routes into employment here, the industries in Aghdara that recruit from further afield, the help an employer can expect from us, and the process step by step, quoting published periods and fees where they exist and noting where a point is genuinely unresolved.
A copper ore processing complex staffing more than a thousand people sits in a district whose resident population is a small fraction of that.
Ore processing by flotation is as much chemistry as machinery, and the competences involved are scarce internationally, not just locally.
An expanding hydropower cluster with stations operating, under construction and under reconstruction needs electrical and control staff continuously.
Major reconstruction of the reservoir that irrigates much of the surrounding region requires civil engineering and water management skills.
The first step is to separate vacancies that warrant an international search from those that do not. Process and flotation technicians, metallurgists and laboratory staff, electrical and control engineers, plant operators and maintenance trades are the ones most often filled that way.
The job should set language. Plant and site work can begin at a functional level of Azerbaijani, while safety-critical, supervisory, and administrative roles need materially more.
Work permits for employment in the liberated territories may be extended for up to two years at a time rather than one, which matters for an industrial operation measured in years.
The first question is always whether this particular candidate needs a work permit at all, because the answer changes the timetable completely. Where an exemption applies, the employer deals only with the residence and registration questions. Where it does not, the permit is the gating item,,m and everything else folt. Establishing which applies takes an afternoon and saves weeks.
The administrative side of a hire and the suitability of the person are different problems, and the second determines whether the employer is recruiting again in six months. We assess candidates against the real content of the role, the working environment and the language demands of the particular workplace. A file that passes the authority tells you nothing about whether the person will stay.
Useful interview questions are practical ones. Which machines, which materials, which processes, and for how long. Which certificates exist and in what form. What language level, tested against the job rather than a certificate. Where will the person live, and how will they travel?? And finally, what do they understand the offer to be?. Answers to those five predict retention far better than any qualification does.
An employer should start the document work before anything else, because this stage cannot be accelerated. The file requires a notarised qualification document, a passport copy, a medical certificate confirming the absence of infectious disease, the company’s registration papers, and a justification reference explaining the need for this appointment. Apostille and certified Azerbaijani translation apply to foreign documents other than those in Turkish, Russian or English.
The most useful thing an employer can do before anything else is check the exemption list properly. Several of the categories are commercially significant rather than technical: the head and deputy head of a foreigncompany’ss branch or representative office, anyone holding a majority of a company’s charter capital, residents of the technology park and the IT specialists they employ, and personnel in the Alat free economic zone. Where one of those applies, the longest stage of the process does not arise.
Below are the parts of Aghdara's economy where employers most commonly look further afield. Every heading sets out the roles concerned and what separates a hire that lasts from one that does not.
The processing complex recruits flotation operators, mill technicians, laboratory analysts, metallurgists, process engineers and shift supervisors.
Annual ore throughput here runs into millions of tonnes, processed into copper concentrate, which is industrial scale by any measure.
Flotation and concentration are chemistry as much as machinery, with correspondingly narrow and internationally scarce skills.
Ore processing is chemistry as much as it is machinery, and the competences involved are narrow enough that they are scarce internationally rather than only locally. Employers in this sector should expect a wider search and a longer timetable than for general industrial roles.
Mining operations recruit drill-and-blast staff, haul truck and loader operators, mine surveyors, geologists, and supervisors.
Ore is drawn from a local deposit rather than imported, so extraction and processing are in the same district.
Explosives, heavy plant and confined space authorisations are specific and must be documented before unsupervised work.
Sites of this kind are usually remote, and accommodation, transport and rotation arrangements are part of the offer rather than details to be settled afterwards. An employer that can house and move people has an advantage in attracting applicants.
Generation operators recruit plant technicians, turbine and electrical fitters, control room staff, maintenance engineers and supervisors.
One station is operating, two are under constructionn,, and another is being reconstructed, making thisthis an expanding cluster rather than a single asset.
High voltage authorisations must be established and recorded before anyone works unsupervised.
Installations are specific to their setting, particularly in mountain and river valley locations, so a familiarisation period is realistic even for an experienced engineer. Allowing for it produces a safer operation than assuming transferability.
Water agencies and contractors recruit civil engineers, hydrologists, dam technicians, surveyors and maintenance staff.
The reservoir here irrigates around a hundred thousand hectares across several districts and is undergoing major reconstruction.
Dam and water infrastructure work carries formal competences and unusually high consequences if mismanaged.
On ground that depends entirely on managed water, irrigation is a technical trade rather than seasonal support. Canal operators, pump station technicians and maintenance fitters hold formal electrical and mechanical authorisations, work through the year and carry real responsibility, and none of that is acquired informally.
Network operatorsrecruit high-voltagee technicians, substation staff, protection engineers, lineworkerss and control personnel.
A substation is being fully rebuilt, and a transmission line to the neighbouring district has already been constructed.
Competence must be established and recorded before anybody works unsupervised on energised systems.
Standby and call-out arrangements are common in this work and change what the job actually is. Whether a post includes them, how frequently and on what terms should appear in the offer rather than being learned during the first month.
Workshops recruit plant fitters, hydraulic technicians, auto electricians, welders, machinists and service supervisors.
Mining and processing equipment in a district being rebuilt has to be maintained on site rather than sent away.
Requirements should name the machines and systems involved rather than describing the trade in general.
Equipment in the districts is often long established and site-specific, so a familiarisation period is realistic even for an experienced appointment. Allowing for it produces a safer operation than assuming experience elsewhere transfers without adjustment.
Agricultural operators recruit machinery operators, irrigation staff, agronomists, field workers and farm managers.
Farmland here has been offered in tender in a small number of very large parcels, pointing to commercial scale operation.
Land use questions remain unresolved in places, which affects what can be planned with confidence.
Accommodation and transport generally fall to the employer here, because the land is not where the housing is. Where lodging forms part of the package, its value and any deduction should be recorded in the contract, which must be registered in the state electronic system before the first day in any event.
Contractors recruit site managers, surveyors, plant operators, bricklayers, carpenters and finishing trades.
Settlements are being restored and returned to as families arrive incrementally rather than in large groups.
Clearance continues across the region, so site induction is a substantive safety mmatter nnota formality.
Ground conditions in these districts require explanation to anyone arriving from outside. Clearance work continues across the region, movement is controlled in places, and site induction is a substantive safety matter rather than a formality. That should be said before an ooffer nnoton the first morning.
Hauliers recruit lorry drivers, tipper drivers, plant transporters, yard staff and transport planners.
Concentrate moving out and materials moving in both depend on roads through mountainous country.
Licence recognition needs resolving before a start date is fixed, with the cost of any exchange agreed in writing.
Vehicle condition and defect reporting are legal obligations rather than good practice, and an operation that leaves them to informal habit eventually discovers the difference. Asking how a candidate has handled inspections and defects in previous work tells an employer more than a licence does.
Camp and service operators recruit cooks, catering assistants, cleaners, camp managers and maintenance staff.
An industrial workforce of this size in a district still being rebuilt has to be fed and housed locally.
Work is often residential and rotational, which should be described plainly before an offer.
Seasonal hospitality here uses the ordinary work permit, because there is no separate seasonal route. The three-month and six-month permit lengths are available at lower fees, which fits a defined season and is worth knowing before a year-long permit is bought unnecessarily.
Employers recruit safety officers, occupational nurses, permit coordinators, administrators and document controllers.
An industrial operation in a reconstruction district needs occupational health and safety provision beyond ordinary community care.
Recognising a foreign clinical qualification is a precondition for practice and follows its own timetable.
A contract and a permit are not enough to place someone in a clinical post. The education quality agency must recognise the qualification, which can take up to three months. That process runs on its own timetable, independent of the immigration one.
The sectors above are where employers in Aghdara most often look beyond the local workforce, but the list is not a boundary. Electricians, mechanics, surveyors, cooks, security staff, drivers, and many other occupations use the same route once the questions of exemption, qualification evidence, and a realistic language requirement have been settled.
The framework does not change with the occupation. The same work permit, residence sesequenceeand registration obligations apply whether the post is in a factory, an orchard, a hhotele or an office. What changes is the evidence needed to justify the appointment, the documents required for the qualification and the language level the role genuinely demands.
Regulated occupations carry an extra step. The education quality agency handles recognition of a foreign education document, and it can take up to three months from a complete file. It is not part of the work permit procedure and does not run behind it, which means an employer who starts it late will be waiting after the permit has been granted.
A single hire and a group of hires are different exercises. The route is identical, but a group must be planned around the annual quota the Cabinet of Ministers approves and allocates across sectors, and around document preparation, which is the real bottleneck when several files run at the same time.
What we do for employers in Aghdara is set out below, in the order it usually happens.
Where a plan has a hole, we point it out. That might be an exemption an employer has assumed applies and does not, a document that cannot realistically be apostilled in the country of origin, or a case for engaging a foreign national that will not survive scrutiny. None of those improves by being discovered later.
Some things sit outsideanyone’ss control except thestate’ss: whether a permit is granted, whether temporary residence follows, how much quota exists in a given sector and whether a foreign qualification is recognised. What we can control is the quality of the file, the timing of each step, and the accuracy of what the employer can expect. We work on those.
Once the person is here, three things need to be done promptly. The employment contract has to be registered and the registration confirmed in the state electronic system before work starts. You must register the place of stayd within fifteen days of arrival. Any subsequent change of address has to be re-registered within five working days. Employers who plan for these avoid themost commont post-arrival problems.
Two facts about Aghdara need stating first.First,t it is the newest district in the country, created from territory previously administered by Aghdam, Kalbaja,r and Tartar, which means no dataset or reference work predating its creationincludess i,,,t and any earlier source using the name refers to settlements administered elsewhere at the timSecond, hat it is the one place in the liberated territories where an emerging industrial labour market cly be descri honestlybed. A copper ore processing complex operates here under an internationalproduction-sharingg arrangemen,t with annual throughput in the millions of tonne and, staffingofs more than a thousand people, a substantial share of whom are formerly displaced persons. That is a different proposition from the construction economies around it.
The sequence an employer in Aghdara works through, in order.
Speed is a purchasable variable here, which is unusual. The work permit fee depends on the permit length and which of the three decision periods the employer selects: ten, fifteen, or twenty working days. The published figures range from 350 manats to 1,400 manats, so an employer who needs a fast decision can get one, provided the file is ready.
Document preparation is the stage employers most consistently allow too little time for. Qualificationsmusto be evidenced in a form the authority accepts, which usually means apostille in the country of origi. Notarisationn, then certified translation into Azerbaijani unless the document is already in Turkish, Russia,n or English. For some countrie,,s that sequence takes longer than the decision period itself, anyou can't shorten ited bhandlingto it later.
We are most useful for giving an employer a truthful picture before money is committed. Recruiting into Azerbaijan involves real costs in legalisation, translation, state fees and travel, and most of them are incurred before anyone works a day. Knowing at the outset whether an exemption applies, what the file will need and how long each stage takes is worth more than optimism about a plan that was never going to run.
Three separate costs need budgeting. Firs,,t the state fees, which are published: between 350 and 1,400 manats for the work perm, idepending onto its length and the decision period, plus 120 or 160 manats for temporary residence. Sec, the legalisation, transla, tion and notarisation, which depend on where the documents come fro: thirdd, and much the largest, the cost of employing the person including all contributions.
That said, the proportions should be kept in view. The resident returned population is a few thousand people, and an industrial operation staffing towards more than a thousand posts is therefore recruiting well beyond the district by necessity. Independent reporting also records that employment, mine safety and unresolved land use remain live problems for people who have returned, so the picture is not one of a district that has already solved itself. Alongside the mining complexsitsst a hydropower cluster with stations operating, under constructi,on and under reconstruction, anahe reservoir that irrigates around a hundred thousand hectares across several districts and is itself being rebuilt. Those are real, technicalong-termerm employers, and an employer recruiting into them should use ttwo-yearear permit renewal available here.
If you have a post in Aghdara that you expect to fill from abroad, the sensible first step is establishing whether the route exists and what it involves.

This page provides general information for employers and does not replace advice on an individual case. The fees, rates, quota arrangements and procedures described are set in legislation and in decisions of the Cabinet of Ministers and are subject to revision. Confirm the requirements in force with the State Migration Service or a qualified adviser before beginning a recruitment.
AtoZSerwisPlus helps employers hire foreign workers in Aghdara with practical guidance on recruitment, residence routes and preparing new arrivals.
Because it is the newest district in the country, created only recently from territory previously administered by Aghdam, Kalbajar and Tartar. Any source predating that which uses the name is describing settlements administered elsewhere at the time.
Yes, and it is the largest single documented employer anywhere in the liberated territories. A copper ore processing complex operates under an international production-sharing arrangement, with throughput in the millions of tonnes and staffing for more than a thousand posts.
Not? on its own. The returned resident population is a few thousand people. So, by necessity, the operation recruits well beyond the district, and independent reporting records that employment, mine safety, and unresolved land use remain live problems for returnees.
A hydropower cluster with stations operating, under construction and under reconstruction, and the reservoir that irrigates around a hundred thousand hectares across several districts and is itself being rebuilt. Both are technical and long-term, not temporary.
It depends on the post rather than on the district. Dealings with authorities, banks, and customers happen in Azerbaijani, so administrative and customer-facing roles need real fluency. Technical and production roles can often start at a lower level,, and some technology and oil sector work runs in English.
Letting someone start work in Aghdara before the employment contract is registered and confirmed in the state electronic system. The contract has no legal force until then, so the person is working under an agreement that does not yet exist.
Yes, by paying for it, and the option is open to any employer in Aghdara. The published decision periods are ten, fifteen and twenty working days and the state fee rises with the . speed. If a start e is needed date quickly,t this is usually cheaper than the delay, provided the file is ready to lodge.
The role, pay, working time in Aghdara, leave entitlement, and any accommodation or transport provided, including its value and any deduction. Since the contract only takes effect on registration in the state electronic system, everything intended to bind should be in it before that point.
Most do. Anyone outside the exempt categories needs a work permit, which the employer must obtain before a contract can lawfully be concluded. The exemptions that matter to employers in Aghdara are specific and include permanent residents, company heads, majority shareholders and recognised highly skilled migrants, so the list is worth checking first.
The employer, not the worker. Legal entities, individuals with entrepreneur status and branches or representative offices of foreign companies may apply. This is one of the first things employers in Aghdara get wrong, because they expect the candidate to arrive already holding permission.
The State Migration Service decides work permit applications. It also decides the temporary residence permit that follows, which is why the two stages are best treated as one process rather than separate administrative steps handled at different times.
One year, or the length of the employment contract where that is shorter. Shorter permits of up to three months and up to six months are also available to employers in Aghdara at lower state fees, which suit a defined season or a fixed-term project better than a full year.
By application at least thirty days before the current permit expires, and for not more than a year at a time. Employment in the liberated territories is the exception, where extensions of up to two years at a time are available instead of one.
Between 350 and 1,400 manats, depending on two things: how long the permit is for and how quickly you want the decision. A three-month permit decided in twenty working days is at the bottom of that range; a one-year permit decided in ten is at the top.
Ten, fifteen or twenty working days, and the employer chooses which by paying the corresponding fee. The choice is real rather than nominal, so a tight start date can be accommodated, provided the file is complete when lodged.
No, and this catches employers in Aghdara out regularly. Azerbaijan issues no combined work and residence card. The work permit comes first, and the temporary residence permit is a separate application, with its own fee and decision period.
The permission to live in the country, applied for once the work permit is in place. It runs up to a year in the ordinary case, or up to three years for a recognised highly skilled migrant. The decision period is fifteen or twenty working days at the the applicant’s office.
The work permit is revoked with it. The two documents are linked in both directions, which is why an employer should not treat residence as a formality to be dealt with after the important part is done. It is part of the same single process.
A long and specific list, and it applies identically in Aghdara. It includes permanent residents, entrepreneurs, heads and deputy heads of foreign branches and representative offices, majority charter capital holders, technology park residents, Alat free economic zone personnel, university lecturers, accredited media staff, sailors, athletes and coaches, and recognised highly skilled migrants.
Yes, and so are their deputies, which matters to any company opening in Aghdara. This is the usual route for a foreign company establishing a presence in Azerbaijan, because it removes the longest stage of the process for the people who have to be here first. Ordinary staff are not covered.
No.? Wherever the company operates, including Aghdara, a foreign individual holding at least a majority of the charter capital may work in any position without a permit, and the head of a company with a foreign founder is exempt too. Other staff are not covered.
A programme established by presidential order that exempts recognised highly skilled migrants from the standard work permit requirement, provided they work within their declared field, and gives them a three-year temporary residence period rather than one. Delivery is through a single-window portal run by the migration service.
Not in the form employers in Aghdara usually expect. No published rule requires a vacancy to be advertised for a set period before applying. Instead, the employer files a written justification for engaging this foreign national in this post, and the local labour priority operates through the annual quota.
A written statement from the employer in Aghdara explaining why engaging this foreign national in this position is necessary. It is a required item in the permit filee,e and it is assessed, so a thin or generic justification is a real risk to the application rather than a formality.
Yes, and it applies nationally rather than locally. The Cabinet of Ministers approves an annual labour migration quota, prepared on the recommendation of the labour ministry, and permits are issued within it. The quota is broken down by economic sector, with construction and mining historically accounting for the largest shares.
Yes. For an employer in Aghdara, dara the permit authorises employment with the company named in it, and employers must provide work only at their own workplaces. A move to a different employer is not simply an arrangement between two companies and should be assumed to require a fresh application.
No. Employers must employ the foreign workers they engage only at their own workplaces, and placing someone on a third-party site is treated as a separate administrative offence. Employers are also forbidden from holding a worker’s passport or identity documents.
The same file is required in Aghdara as anywhere: an application questionnaire, a passport copy, a notarised copy of the qualification document, a medical certificate confirming the absence of infectious disease, the emplemployer’sstitutive and registration documents, and the written justification for engaging the foreign national. A work or business visa is also required.
Generallyyes, into Azerbaijani, with notarial certification,r egardless oofthe workplace. There is a useful exception for education documents already in Turkish, Russian or English, which are exempt from the translation requirement in the recognition procedure. Checking which applies can save an employer several weeks.
Yes, or educationdocumentsh must be legalised under the Hague Apostille Convention, or through consular legalisation where the convention does not apply. This has to be done in the issuing country, which is why it should be started before anything else in the process.
Through the education quality agency, under the recognition procedure approved by the Cabinet of Ministers. It is a separate process from the work permit and does not run behind it, so an employer in Aghdara filling a regulated post should start both at the same time.
Up to three months from a complete file. That period runs independently of the work permit decision, which is why starting recognition after the permit is granted costs an employer time they thought they had saved.
Before work begins in Aghdara or anywhere else, the contract is registered as a notification in the state electronic information system. It takes legal effect only once the registration is confirmed, which the system does within a working day. A contract that has been signed but not registered does not yet exist in law.
It has no legal force, and that applies to every workplace in the country. Registration is a condition of validity rather than a reporting obligation, so an unregistered contract does not bind either party, and the employment sits outside the lawful framework. Termination has to be notified through the same system to take effect.
Yes, within fifteen days of arriving, wherever the person is going to live. The responsibility sits with the foreign national rather than the employer. Still, it is easy to miss and attracts administrative liability, so it is one of the things a sensible employer briefs somebody on before they travel.
They must re-register at the new location within five working days. It is a small obligation and easy to overlook once somebody has settled in, which is why it is worth mentioning at the outset rather than after a move has happened.
400 manats a month, set by presidential order and applying in Aghdara as everywhere else. It is a floor rather than a going rate, and in most sectors that recruit from abroad, the market rate for a competent person sits well above it.
The rates do not vary by district. In the oil and gas and state ssectors, the rates area flat 22 per cent from the employer and 3 per cent from the employee. Elsewhere in the private economy, the rates are banded, together amounting to 25 per cent of most salaries.
Yes, and getting this wrong badly distorts an employer’s budget. Social insurance is charged at flat rates in the oil and gas and state sectors and on a banded income scale in the rest of the private economy. Medical and unemployment insurance are uniform across sectors.
A separate compulsory contribution of half a per cent from the employer and half a per cent from the employee, calculated on the payroll fund and on salary respectively. It applies uniformly and is additional to social insurance and medical insurance.
Two per cent each from employer and employee on monthly income up to a threshold, and half a per cent on the part above it. Unlike social insurance, the rates are uniform and do not vary between the oil and gas, state and private sectors.
Ye.s. Foreign nationals receiving labour compensation from Azerbaijani sources, and stateless persons working under employment contracts here, are within compulsory state social insurance. An employer should not budget on the assumption that a foreign hire is cheaper in terms of contributions.
The Labour Code sets eight hours a day and forty hours a week as the maximum for normal working time. Where a post genuinely involves shifts, nights, or weekends, set that out in the offer rather than leaving it to be discovered.
At least twenty-one calendar days of paid basic leave. Longer entitlements apply to certain categories of employees and to length of service, and public holidays falling within a leave period are not counted against it, so the leave is extended accordingly.
No. Azerbaijan has no separate seasonal authorisation anywhere, including Aghdara, so seasonal workers from abroad use the ordinary work permit. What helps is that permits are available for up to three months and up to six months at lower fees, which fits a defined season.
Through the same work permit, applied for over a shorter duration. Permits of up to three months and up to simonths cost lesses than a year, so an employer wita fixed-termrm need should apply for the period actually required.
A narrow provision, often misread. It covers people seconded on mission for a total of ninety days within a year, in activity fields defined by the authorities. It is not a general permission to work for under three months without a permit, and the days accumulate rather than resetting each trip.
Substantial, and they apply in Aghdara as everywhere. Under the Code of Administrative Offences ,es a legal entity faces 15,000 to 20,000 manats for one or two workers and 30,000 to 35,000 manats when three or more are involved, with separate fines for responsible officials of 3,000 to 7,000 manats.
