Khojaly is a mountainous Karabakh district that came fully under Azerbaijani control after the operation of autumn twenty twenty three, and it has since seen the largest resettlement of any district in that group covered here, with around a thousand families returned. What makes it distinctive is that a genuine, if small, civilian economy has begun rather than being planned. Thousands of hectares of grain have been planted, hundreds of hectares of orchards established with pomegranate, apple, walnut, quince, grape and plum, cooperatives and family farms formed by residents farming for the first time, livestock and agricultural companies named and operating, and silk rearing resumed after more than three decades. It is a village economy rather than a district labour market, but it is real.
The purpose here is practical. An employer in Khojaly considering a candidate from abroad needs to know whether permission is required at all, who files for it, how many working days the decision takes, what the state fees are, and what the business must do before the person starts. Those questions are answered below in the order they arise.
First, an employer should establish which side of the line a candidate falls on. The law exempts a defined list, including permanent residents, people running their own business here, heads and deputies of foreign branches, anyone holding a majority of a company’s charter capital, technology park residents, Alat free zone personnel, lecturers, accredited media staff, and highly skilled migrants.
Employers often expect a single document, but there isn’t one. The work permit is the employer’s application and the State Migration Service’s decision, lasting a year or the contract term, if shorter. Temporary residence is a separate application resting on that permit. The link runs both ways, since a refusal of residence revokes the work permit, which is why you must plan the two together from the start.
National rules govern pay and contributions, and the employer pays them regardless of the worker’s nationality. The statutory minimum monthly wage is 400 manats. Social insurance, unemployment insurance and compulsory medical insurance are levied on top of gross pay, with employer and employee shares, and the social insurance rates differ between the oil and gas and state sectors and the rest of the private economy. Foreign workers sit inside the social insurance system rather than outside it.
The two most common failures have nothing to do with the merits of the hire. One is treating registration of the employment contract as paperwork to be caught up on later, when in fact the contract carries no legal force until the state electronic system has registered and confirmed it. The other treats the permit as portable, when it authorises work only for the employer named in it and at that employer’s own premises.
Employers who plan this properly find it workable. Employers who improvise find that the last step blocks the first. The sections below cover the routes, the sectors in Khojaly most likely to need them, what we do, and how the process runs, with statutory periods and state fees given where published and unsettled questions named rather than smoothed over.
Resettlement here is the largest of the Karabakh group covered on this site, and new arrivals create demand for services faster than the returning population can supply them.
Arable and orchard land is being brought back into production at a scale that needs machinery operators and agronomic supervision.
Cooperatives and family farms formed by first-time farmers need technical support and training, not just labour.
Silk rearing resumed after more than thirty years, which means the skills have to be rebuilt rather than recalled.
Some posts on a vacancy list warrant looking abroad, and most do not, so that judgement has to be made first. Machinery operators, agronomists, orchard and irrigation technicians, livestock specialists, construction trades and drivers are the ones most often filled that way.
Language should match the job. Field and site work can begin at a functional level of Azerbaijani, while advisory, veterinary and administrative roles need materially more.
Work permits for employment in the liberated territories may be extended for up to two years at a time rather than one, reducing the administrative load on a multi-year operation.
Everything starts with a single question: does this person fall inside the exemption list? If they do, the work permit stage disappears, and the employer is left with residence and registration. If they do not, the permit governs the timetable and nothing can be finalised until it exists. That question is cheap to answer and expensive to get wrong.
Getting the permission is not the same as getting the right person, and employers who conflate the two are the ones who repeat the exercise. Our screening starts withscreening starts with what the job involves day to day, what the conditions eare, and what language the work is conducted in, because those are the things a candidate either can or cannot live with once they arrive.
We screen on five practical points, because those are the ones that decide whether somebody is still in post at the end of the probation period: demonstrable experience with the specific equipment and processes, documentary evidence that will stand up, a tested rather than asserted language level, a workable answer on housing and transport, and an accurate shared understanding of the terms being offered. Employer-applied work permit—the ordinary route. The employer files, the State Migration Service decides, and the permit lasts a year or the contract term.
Documents are where timetables slip. The work permit file needs a notarised copy of the qualification document, a passport copy, a medical certificate, the employer’s own registration documents, and a written justification of why this foreign national is needed in this post. Qualifications obtained abroad generally need an apostille and a certified translation into Azerbaijani, though documents in Turkish, Russian, or English are exempt from the translation requirement.
It is worth separating the permit from the qualification. A work permit allows a person to be employed by the company named in it; it says nothing about whether they may practise a regulated profession. Where the occupation is regulated, the education quality agency conducts a separate assessment of the foreign education document, which can take up to three months, and the two timetables must run alongside each other rather than one after the other.
These are the sectors in Khojaly that reach outside the immediate labour market. Each entry describes the posts in question and the practical considerations involved.
Arable operations recruit tractor and combine operators, drill operators, agronomists, storekeepers and field supervisors.
Thousands of hectares of grain have been planted here out of a larger area of arable land returning to use.
Cleared and uncleared ground can sit close together, making movement control part of the routine.
Field work is harder than a job title suggests, with long days, summer heat on open ground and repetitive handling. Describing the conditions before an offer produces people who complete the season rather than people who leave in the second week, and in a district where labour is scarce, that difference is the whole economics of the crew.
Orchards recruit planting crews, pruners, irrigation technicians, pickers, grading staff and orchard supervisors.
Hundreds of hectares of orchard cover pomegranate, apple, walnut, quince, grape and plum rather than a single crop.
New plantings need establishment care and irrigation management before they yield anything.
Orchard and plantation work divides into distinct operations across the year, from pruning through thinning to the harvest itself, and experience in one does not transfer to another. A vacancy that says only that it wants fruit workers will attract applicants who can do part of the job, but not the rest.
Livestock companies recruit stock handlers, herders, dairy staff, feed operators and veterinary assistants.
Private companies operate here, supporting livestock and buffalo farming rather than state programmes alone.
Animal work runs through weekends and holidays, and the rota belongs in the offer, not the first month.
Handling animals is a learned skill rather than an obvious one, and confidence with one species does not transfer to another. Asking what a candidate has actually worked with, in what system and at what scale, produces a shortlist that can be assessed instead of one that has to be tried out.
Rearing operations recruit rearing house staff, mulberry field workers, feeding and grading workers and supervisors.
Silk rearing resumed here after more than three decades, on superintensive mulberry plantings.
Because the skills lapsed for a generation, training capacity matters as much as labour capacity.
Dust, noise and repetitive handling define the working environment on most textile lines, and the protective requirements that follow involve training before the first shift rather than after it.
Cooperative and advisory bodies recruit agronomists, extension advisers, trainers, cooperative managers and administrators.
Residents farming for the first time have formed cooperatives and family farms, including wowomen’swomen’s cooperativesy work here is capacity building rather than routine agronomy and needs people who can teach.
Accommodation and transport generally fall to the employer here, because the land is not where the housing is. Where lodging forms part of the package, its value and any deduction should be recorded in the contract, which must be registered in the state electronic system before the first day in any event.
Processors recruit line operators, boners and trimmers, cold store staff, quality technicians and maintenance fitters.
Named meat businesses operate in the district, giving local livestock an outlet rather than shipping it out raw.
The hygiene and traceability regime applies to all line staff, with training preceding the first shift.
Processing volume in much of this sector follows the agricultural year rather than staying level, so shift patterns expand and contract. Setting out what the employer does during the quieter months helps make an offer somebody can accept,t with a clear picture of the year.
Contractors recruit site managers, surveyors, plant operators, bricklayers, carpenters and finishing trades.
Housing and public buildings are being completed as families return in batches rather than all at once.
Clearance continues across the region, so site induction is a substantive safety matter, not a formality.
The labour market here is being built at the same time as the infrastructure, so an employer cannot assume the services that exist elsewhere. Housing, catering, transport and medical cover are frequently the employer’s problem to solve, and the ones who solve them are the ones who can staff a site at all.
Irrigation services recruit canal operators, pump technicians, maintenance fitters, surveyors and field engineers.
Bringing arable land back into production depends on restoring the water systems that serve it.
Document pump and electrical authorisations must be obtained before unsupervised work begins.
Pump and electrical competences must be established and recorded before anyone works unsupervised on a system, and a certificate issued abroad needs legalising like any other document. Identifying what a post requires while writing the vacancy keeps a start date achievable.
Hauliers recruit lorry drivers, tractor and trailer drivers, plant transporters, yard staff and dispatchers.
Produce, inputs and construction materials all move in and out of a mountainous district by road.
Settle licence recognition before the start date, with any exchange cost allocated in writing.
Documentation is as much a part of this work as driving is, and a driver who cannot complete paperwork correctly creates delays that cost more than the time saved on the road. Where a post involves customs, weighbridge or delivery records, the language requirement should be set accordingly.
Employment and training bodies recruit trainers, vocational instructors, advisers, coordinators and administrators.
A substantial employment programme covers this and neighbouring districts, places residents, and supports self-employment.
Vocational teaching qualifications obtained abroad may need recognition depending on the post.
Teaching years are set well in advance, so an appointment that arrives after a term has begun usually waits until the following one. The recruitment timetable therefore has to be built backwards from a fixed date.
Clinics, schools and public bodies recruit nurses, care assistants, teachers, administrators and support staff.
Provision is being created in step with the returns rather than maintained from an existing base.
Clinical and teaching qualifications from abroad need formal recognition before practice, which takes its own time.
Working across a dispersed rural catchment changes what a clinical post actually is, since travel, isolated decision-making and limited immediate support all form part of the job. Describing that honestly filters candidates far better than a general description of the role does.
The sectors above are where employers in Khojaly most often look beyond the local workforce, but the list is not a boundary. Welders, mechanics, electricians, cooks, security staff, drivers, and many other occupations use the same route once the questions of exemption, qualification evidence, and a realistic language requirement have been settled.
Occupation does not alter the route. A welder, a chef, an agronomist and a systems administrator all pass through the same permit, the same residence application and the same contract registration. What differs between them is the qualification evidence the file will need and what can honestly be said in the justification for engaging a foreign national rather than a local one.
For a regulated professionn,n there are two clocks rather than one. The permit runs on its published decision period; recognition of the foreign qualification runs through the education quality agency for up to three months. Employers who treat recognition as something to arrange once the permit arrives consistently lose the time they thought they had saved.
Volume matters most in planning. One appointment can be handled as it comes up; several at once run into the annual labour migration quota, set by the Cabinet of Ministers and divided between sectors, and the practical capacity to legalise and translate multiple document sets in parallel.
Our support for employers in Khojaly covers the following, taken roughly in sequence.
Employers are better served by an accurate assessment than an encouraging one. If the exemption being relied on does not cover this post, if the qualification document cannot be produced in legalised form, or if the justification for the appointment is thin, we say so in the first conversation rather than after the state fee has been paid.
It is worth being clear about where our work stops. The State Migration Service decides on permits and residence permissions. The Cabinet of Ministers approves the labour migration quota. The education quality agency handles recognition of qualifications. Our contribution is preparation, evidence, sequencing and realistic expectations, which is a great deal but is not a decision.
Arrival is where most of the remaining obligations fall. The employment contract must be registered in the state electronic information system and the registration confirmed before work begins. The worker must register their place of stay within fifteen days of arriving, and re-register within five working days of any change of address. Neither is onerous, and both are easy to miss.
Khojaly is the closest thing to an emerging civilian economy anywhere in the Karabakh group, and the evidence for that is unusually concrete. Thousands of hectares of grain have been planted, hundreds of hectares of estorchards established across half a dozen fruit types, cooperatives and family farms formed by residents farming for ti includingme, inc incincluding two women’s cooperatives, and meat livestock and meat companies operating, and silk rearing resumed after more than three decades. Land is being allocated in small parcels, which points to smallholder and family farming rather than large commercial blocks. This is a genuinely different proposition from districts where activity is construction only. It iAt this scale, itstill a village economy at ter than a district labour market, and should be described thatas suchring Process
Below is the process as it runs for an employer in Khojaly.
The state fee for the work permit is not a single figure: it depends on the permit length and how quickly the employer wants a decision. The published periods are ten, fifteen,, and twenty working days, and the faster the decisi,o,n, higherrr the fee, ranging from 350 manats for a short permit decided in twenty working days to 1,400 manats for a year decided in ten.
Registration of the employment contract deserves particular attention, because it is not a filing obligation in the ordinary sense. The contract has no legal force until it has beistered in the state electronic information system and the registsystem confirmsystemregistrationn a working day. An employer who lets somebody start before that confirmation has a worker on site under a contract that does not yet exist.
Working with us in Khojaly means the following.
Our clients are employers who want to keep the person rath, notly fill the post. That shapes what we do: describing the job honestly, testing candidates against its real demands, getting the contract and its registration right the first time and preparing arrivals properly. An employer who judges this solely by what a placement costs is better served by someone else, and we say so in the first conversation.
An honest budget has three lines. The state fees are known in advance: the work permit costs between 350 and 1,400 manats dep, ending on duration and how fastquickly you want a decisiond temporary residence costs 120 or 160 manats. Document legalisation and certified translation cost what the country of origin charges. Everything else is the employment cost itself, which dwarfs the first two.
The practical consequence is that the scarce people here are advisers and technicians rather than labourers. Residents farming for the first time need agronomic support, training and veterinary access more than they need extra hands. Silk rearing that lapsed for a generation has to be taught rather than remembered. New orchards need establishment care and irrigation management for years before they yield. An employer recruiting into this district should therefore look for people who can build capacity: agronomists who can advise a cooperative, vocational instructors, ir. These irrigation technicians commission systems and then hand them over. That is a different brief from staffing a plant, and the vacancy should reflect it.

The material here is general guidance for employers in Azerbaijan and should not be treated as legal advice. Statutory periods, state fees, contribution rates, and the labour migration quota are set by legislation or government decision and change periodically. Employers should check the current requirements with the State Migration Service or an adviser before recruiting internationally.
AtoZSerwisPlus helps employers hire foreign workers in Khojaly with practical guidance on recruitment, residence routes and preparing new arrivals.
A small but genuine one. Thousands of hectares of grain have been planted, hundreds of hectares of orchard established, cooperatives and family farms formed by residents farming for the first time, and silk rearing resumed after more than three decades.
It is the closest thing to an emerging civilian economy in the group. Land is allocated in small parcels, pointing to smallholder and family farming, and named private livestock and meat companies operate rather than construction activity alone.
Advisers and technicians rather than labourers. Residents farming for the first time need agronomic support, training and veterinary access. Silk rearing, which lapsed for a generation, has to be taught, and new orchards need years of establishment care.
The procedure is the same, but renewals are longer. Work permits for employment in the liberated territories may be extended for up to two years at a time rather than one, which reduces the administrative load for multi-year operations.
Around two dozen categories. Several are commercially useful rather than technical, covering company heads, majority shareholders, technology park and free zone personnel and recognised specialists, and checking the list is the cheapest step in the whole process.
Both the head and the deputy head are outside the requirement, which is why this is the usual way a foreign company puts its first people into the country. It does not extend to the staff they then recruit.
Not where they hold at least a majority of the charter capital. That person may then take any position in the company. The exemption attaches to shareholding, not seniority, so it does not pass to colleagues.
Both are exempt, along with IT specialists employed by technology park residents. For a technology employer that removes the longest stage of the process entirely, it's worth establishing whether the exemption applies first.
A programme established by presidential order that exempts recognised highly skilled migrants from the standard permit. At the same time, they work in their own field, and it gives them a three-year residence period rather than one.
Not one an employer completes. No published rule requires advertising for a set period. The file instead needs a reasoned justification for the appointment, and local priority operates through the annual quota rather than case by case.
Themployer’s's written case for why this post needs this foreign national. Because there is no formal advertising test, this document carries the weight a labour market test would carry elsewhere and deserves proper drafting.
Yes. The Cabinet of Ministers approves an annual labour migration quota divided between economic sectors, and permits are issued within it. That matters far more when planning several hires than a single appointment.
Yes, and to the named position as well. Treat a move between employers as a fresh application rather than a transfer, even if both companies belong to the same group.
Only at theemployer’ss own workplace. Placing someone at a third-party site is a separate offence, which matters particularly for subcontracting and labour supply arrangements.
A questionnaire, passport copy, notarised qualification document, medical certificate, the employer’s registration documents, and the written justification. A work or business visa is also needed, and missing items stall the file rather than delay it briefly.
Into Azerbaijani, with notarial certification, in most cases. Education documents already in Turkish, Russian or English are exempt from the translation requirement under the recognition rules, which is worth confirming before paying for one.
Education documents need apostille legalisation, or consular legalisation where the apostille convention does not apply. Because that happens abroad and on another country’s timetable, it is the stage least within anemployer’ss control.
Through the education quality agency under a Cabinet-approved procedure. That assessment is separate from the notarised copy the permit file needs, and the two aare often confusedd to anemployer’ss cost.
Up to three months from a complete file, running independently of the permit. Since the permit decision is a matter of working days, recognition is frequently the longer of the two and belongs first in the sequence.
Before work begins, without exception. Registration in the state electronic system, and the confirmation that follows within a working day, give the contract legal force, so it cannot be caught up on later.
Nothing takes effect. Registration is a condition of validity rather than a reporting duty, which is the reverse of how most systems work and the single most misunderstood requirement in Azerbaijani employment administration.
Within fifteen days of arrival, and the duty sits with the worker rather than the employer. It is easy to overlook and carries administrative liability, so a sensible employer briefs somebody on it before they travel.
Re-registration is due within five working days at the new address. An employer who helps arrange accommodation usually knows about a move first and is well placed to make sure it happens.
400 manats a month across the whole country. It is a legal floor rather than a market rate, and in most sectors that recruit internationally the going rate for a competent person sits well above it.
Both thirty-nine per cent of gross pay combined in the oil and gas and state sectors, split twenty-two and three. Elsewhere in the private economy, a banded scale applies, reaching 25 per cent across most incomes.
Social insurance does, with flat rates in oil and gas and the state sector and banded rates elsewhere. Unemployment and medical insurance are uniform, so only one of the three needs a sector check.
Half a per cent from the employer and half from the employee, on the payroll fund and on salary respectively. It applies uniformly and is easy to leave out of a first cost estimate.
Two per cent from each side up to an income threshold and half a per cent above it, applied uniformly across sectors. That uniformity makes it simpler to budget than social insurance, which is not uniform.
They are inside it. The social insurance law brings foreign nationals earning from Azerbaijani sources into the compulsory system, so a foreign hire is not cheaper in contribution terms than a local one.
A maximum of eight hours a day and forty a week. Where a post genuinely runs shifts, nights or weekends, the actual pattern should appear in the offer rather than being discovered in the first month.
None exists. Agricultural and hospitality employers use the same permit as everyone else. The shorter durations at reduced fees are the practical accommodation the system makes, rather than a separate scheme.
By using the ordinary permit for a shorter period. The fee structure rewards that, so an employer with a genuinely fixed term need should apply for the period required rather than defaulting to a year.
Narrower than it sounds. It covers secondment on mission rather than local hire, the ninety days accumulate across the year, and it applies only in activity fields the authorities have defined.
Heavy enough to dwarf doing it properly. A company employing one or two foreign nationals without permits faces 15,000 to 20,000 manats, rising to 30,000 to 35,000 for three or more, with separate fines on officials.
There is a duty to notify vacancies to the central electronic system, but it is general labour market information rather than a step in the permit process. Treating it as a labour market test would be a mistake.
Renewals run longer, up to two years at a time rather than one. On the ground, resettlement is still in progress in these districts, services are being built alongside the work, and employers generally house and transport their staff.
From first enquiry to first day, plan on months rather than weeks. Published decision periods are short; apostille and certified translation in the country of origin are not, and they must be completed first.
Family members make their own applications on their own grounds, and a spouse of an Azerbaijani citizen registered here is exempt from the permit requirement entirely. Each positionneeds too becheckedg individually ratherthan assumedg.
Set it by the post rather than by policy. Anything dealing with customers, patients or state bodies needs real fluency, while production and site work can start lower, and parts of the technology and energy sectors run in English.
Starting somebody before the contract has been registered and confirmed. It is entirely avoidable with fortnight’s planning, and it leaves a worker on site under an agreement that has no legal existence yet.
Yes, by paying the higher fee for an at-once decision instead of fifteen or twenty. What you can't buy is faster legalisation abroad, which is usually the real constraint on a start date.
Pay, hours, leave and any accommodation arrangement with its value and deductions. Because the contract only takes effect on registration, and amendments mean going back through the system, it is worth gettingit complete the first time.
It is, and the procedure is identical wherever the workplace sits. The differences between a district employer and a capital one are practical rather than legal: accommodation, transport and the strength of the case for the appointment.
Check the exemption list first. If the candidate is outside it, the employer files for a work permit and nothing can be finalised until it is granted. If they are inside it, the whole permit stage disappears, and the timetable shortens considerably.
The employer. That surprises people who expect a candidate to arrive with permission already in hand, and it is worth telling candidates early, because they cannot start the process sthemselves, however willing they are.
The State Migration Service, which decides both the work permit and the temporary residence permission that follows it. Applications can be made through the state service centres, and documents are increasingly issued electronically rather than on paper.
Up to a year, or the contract term where that is shorter. Three-monthh andsix-monthh permits also exist at lower fees, which matters to any employer whose need is genuinelyfixed-termm rather thanopen-endedd.
By extension, filed no later than thirty days before the current permit runs out. Extensions run for up to a year at a time, except in the liberated territories, where two years is available and worth using on a long project.
Between 350 and 1,400 manats. Two things move the figure: how long the permit runs and which of the three published decision speeds the employer chooses. Neither is fixed so that the cost can be managed deliberately.
