Masally lies in the Lankaran-Astara region between the Caspian shore and the Talysh Mountains, with forest covering a substantial area and a mild, humid climate. It has one of the largest rural populations on this list. Agriculture centres on cereals, chiefly wheat, alongside vegetables, potatoes, and a growing tea sector, with cattle, sheep, goats, and poultry. An industrial district operates here, small in area but real, and freight movement through the district is substantial for its size. This mix of a large agricultural workforce and a small formal industrial base shapes what an employer can and cannot recruit locally.
This page sets out what an employer in Masally mustMasly must do to bring in a worker from outside Azerbaijan: which permission is needed, who applies for it, how long each stage takes, what it scosts, and which obligations fall on the employer rather than the worker. It is written for the person who has to make the hire happen, not for a general reader.
The system splits between those who need a work permit and those who do not, and the line runs through status rather than the job. Permanent residents, entrepreneurs, heads of foreign branches, majority stakeholders, technology park and Alat free zone personnel, academic staff, accredited journalists, sailors, athletes and recognised highly skilled migrants fall outside it. For everyone else, the employer applies.
The order of the two permissions is fixed and worth stating plainly. First the work permit, applied for by the employer and granted by the State Migration Service for a year or for the length of the contract, whichever is shorter. Then temporary residence, which depends on the work permit being granted. Because the work permit is revoked if residence is refused, an employer should treat both as one process, not two.
An employer costing a post needs three things: the wage, the contributions and the state fees. The minimum monthly wage is 400 manats. Social insurance, unemployment insuranc,e, and compulsory medical insurance are all charged on gross pay,e with th employer and employee each paying a share; social insurance differs between the oil and gas and state sectors and the rest of the private economy. Foreign employees are included in the contribution system and are not exempt.
This system has two traps, both administrative rather than substantive. An employment contract does not take effect when it is signed; it takes effect when it has been registered in the state electronic system and the registration confirmed, so that step belongs before the first working day. The permit is tied to the employer who obtained it, so placing the worker at somebody else’s site is a separate offence in its own right.
The framework is more predictable than its reputation suggests, as long as the order is respected. Below, we set out the routes into employment here, the industries in Masally that recruit from further afield, the help an employer can expect from us, and the process step by step, quoting published periods and fees where they exist and noting where a point is genuinely unresolved.
A very large rural population supplies general agricultural labour while offering almost no documented technical or industrial competences.
The industrial district needs process, quality, and maintenance staff from the moment an enterprise opens, not after a training period.
Tea, vegetable and potato harvests arrive in successive narrow windows, and Azerbaijan has no seasonal permit route to match them.
Poultry and livestock production need continuous technical and veterinary attentionn, not seasonal help.
Deciding which vacancies genuinely need a search beyond the country, and which do not, comes before anything else. Process and line operators, maintenance and electrical trades, quality and laboratory roles, poultry technicians and drivers are the ones most often filled that way.
Language should follow the post. Field, poultry, and line work can start at a functional level of Azerbaijani, while quality, administrative, and customer-facing roles need materially more.
Retention matters as much as recruitment,, and a large young workforce is an obvious alternative. Honest descriptions and practical help with housing hold people better than a higher advertised rate.
The first question is always whether this particular candidate needs a work permit at all, because the answer changes the timetable completely. Where an exemption appliess, the employer deals with residence and registration questions alone. Where it does not, the permit is the gating itemm and everything elsefollowsl it. Establishing which applies takes an afternoon and saves weeks.
The administrative side of a hire and the suitability of the person are different problems, and the second determines whether the employer is recruiting again in six months. We assess candidates against the real content of the role, the working environment and the language demands of the particular workplace. A file that passes the authority tells you nothing about whether the person will stay.
Useful interview questions are practical ones. Which machines, which materials, which processes, and for how long. Which certificates exist and in what form. What language level, tested against the job rather than a certificate. Where will the person live, and how will they travel?? And finally, what do they understand the offer to be?. Answers to those five predict retention far better than any qualification does.
An employer should start the document work before anything else, because this stage cannot be accelerated. The file requires a notarised qualification document, a passport copy, a medical certificate confirming the absence of infectious disease, the company’s registration papers, and a justification reference explaining the need for this appointment. Apostille and certified Azerbaijani translation apply to foreign documents other than those in Turkish, Russian or English.
The most useful thing an employer can do before anything else is check the exemption list properly. Several of the categories are commercially significant rather than technical: the head and deputy head of a foreigncompany’ss branch or representative office, anyone holding a majority of a company’s charter capital, residents of the technology park and the IT specialists they employ, and personnel in the Alat free economic zone. Where one of those applies, the longest stage of the process does not arise.
Below are the parts of Masally's economy where employers most commonly look further afield. Every heading sets out the roles concerned and what separates a hire that lasts from one that does not.
Arable farms recruit tractor and combine operators, drill operators, storekeepers, agronomists and field supervisors.
Cereals and wheat in particular are thedistrict’ss largest cultivated crop rather than one among several. Ask about machinery experience by make and type rather than accepting a general claim.
Azerbaijan has no separate seasonal authorisation, so agricultural labour from abroad uses the ordinary work permit like any other hire. It does have ais three-month permit at a lower fee, which suits a defined season, and employers who know this avoid paying for a year they do not need.
Growers and packhouses recruit field workers, lifting machine operators, graders, packers, and storekeepers.
Mild, humid conditions support a longer growing season than the plains and a wider range of produce.
Storage conditions determine commercial value, which makes store management technical rather than general work.
Field work is harder than a job title suggests, with long days, summer heat on open ground and repetitive handling. Describing the conditions before an offer produces people who complete the season rathan thosehothan thoseave in the second week, and in a district where labouscarcesarc, escarceence drdifference drives the crew's economicowing and Collection
Tea holdings recruit pluckers, field staff, collection point operators, graders and supervisors.
Tea is a growing sector here within the regional belt rather than along-esan establisheducking is paced by the flush rather than the working day, producing intense periods and quiet ones.
Plantation and grading work often runs in mixed crews, where instructions must be understood immediately. A tested working level of the site language matters more here than a certificate, and it is as much a safety question as a productivity one once machinery is involved.
Poultry and stock operations recruit house staff, hatchery technicians, veterinary assistants, livestock handlers and feed operators.
Poultry production requires continuous environmental and feed control, which is technical work rather than seasonal labour.
Biosecurity and hygiene requirements apply to everyone on site and involve training before the first shift.
Livestock work does not stop for weekends or holidays, and that single fact eliminates more candidates than any skill requirement. An employer who sets the rosets-call expecon-calld cover arran, gements before an offer avoids the most common early departure in this sector.
Industrial district enterprises recruit machine operators, production staff, quality inspectors, warehouse personnel and maintenance fitters.
The industrial district here is small in area but operational, giving the district a formal manufacturing base.
Process and equipment experience should be asked for by name rather than described in general terms.
Lifting gear, pressurised systems, high voltage and specific machinery all require competence to be shown and recorded before anybody works on them unaccompanied. Identifying which authorisations a post requires while the vacancy is being written is what keeps a start date achievable.
Processors recruit line operators, packers, quality technicians, cold store staff and maintenance personnel.
Output follows the agricultural year closely, so shift patterns expand and contract rather than staying level.
Hygiene and traceability obligations cover everyone on the line and involve training before work starts.
Food and drink production carries hygiene, traceability, and health documentation obligations that apply to everyone on the line.Thesee come with training that precedes the first shift, and an employer who leaves them until the workerarrivesd finds somebody on site who cannot lawfully start.
Forestry operations recruit forestry workers, machine operators, sawmill staff, graders and yard personnel.
Substantial forest cover in the district supports a timber chain alongside the agricultural economy.
Work on steep wooded ground is hazardous and requires competencies that precede the first shift.
Intake follows the felling year and the construction market rather than staying level, so volumes rise and fall. Explaining how the quieter periods are handled gives a candidate something to weigh rather than something that disappoints early.
Hauliers and warehouse operators recruit lorry drivers, forklift operators, warehouse staff, weighbridge operators and dispatchers.
Cargo movement through this district is substantial for its size, reflecting its position on the southern corridor.
Resolve licence recognition before a start date, with any exchange cost allocated in writing.
Border and terminal work runs to timetables that do not bend, including nights and weekends, and the pattern often differs from what a job title suggests. Setting it out before an offer avoids the most common friction in these roles.
Fishing and coastal businesses recruit boat crew, net handlers, processing operators, graders and cold store staff.
The Caspian shore gives the district a coastal economy alongside its upland and agricultural ones.
Sailors are among the categories exempt from the work permit requirement, which changes the procedure for some posts.
Work on the water and processing are different jobs with different requirements, and sailors are, in any case, among the categories exempt from the work permit. Which side of that line a post falls on changes the whole procedure.
Contractors recruit blocklayers, groundworkers, carpenters, roofers, electricians, plumbers and excavator operators.
A large and growing population keeps demand for housing and public buildings steady rather than cyclical.
Trade certificates and plant authorisations must be evidenced before anyone works unsupervised.
Competences for plant, lifting and work at height have to be documented before anyone operates unsupervised, and a certificate issued abroad may need legalisation like any other document. Starting that early is the difference between a start date that holds and one that slips.
Clinics, schools and offices recruit nurses, carers, teachers, clerks, payroll staff and support workers.
One of the largest rural populations on this list keeps demand for school and clinical provision high.
Foreign clinical and teaching qualifications must be recognised first, on a timetable separate from the permit.
Registration and recognition run on their own timetable and do not accelerate when a permit arrives. An employer planning around the immigration period alone will find the clinical appointment unusable for weeks, which is why both processes must start together rather than in sequence.
The sectors above are where employers in Malaysia most often look beyond the local workforce, but the list is not a boundary. Bakers, joiners, painters, cleaners, security staff, drivers, kitchen staf,f and many other occupations use the same rout, once the questions of exemption, qualification evidenc,e and a realistic language requirement have been settled.
The framework does not change with the occupation. The same work permit, residence sequenc,e and registration obligations apply whether the post is in a factory, an orchard, a hote,l or an office. What changes is the evidence needed to justify the appointment, the documents required for the qualification and the language level the role genuinely demands.
Regulated occupations carry an extra step. The education quality agency handles recognition of a foreign education document and can take up to three months from a complete file. It is not part of the work permit procedure and does not run behind it, which means an employer who starts it late will be waiting after the permit has been granted.
A single hire and a group of hires are different exercises. The route is identical, but a groupmusto be planned around the annual quota the Cabinet of Ministers approves and allocates across sectors, and around document preparation, which is thereale bottleneck when several filesrung at the same time.
What we do for employers in Masally is set out below, in the order it usually happens.
Where a plan has a hole, we point at it. That might be an exemption an employer has assumed applies and does not, a document that cannot realistically be apostilled in the country of origin, or a case for engaging a foreign national that will not survive scrutiny. None of those improves by being discovered later.
Some things sit outsidanyone’s's control except thstate’s's: whether a permit is granted, whether temporary residence follows, how much quota exists in a given sector and whether a foreign qualification is recognised. What we can control is the quality of the file, the timing of each step, and the accuracy of what the employer is told to expect. We work on those.
Once the person is here, three things need to be done promptly. The employment contract has to be registered and the registration confirmed in the state electronic system before work starts. You must register your place of stay within fifteen days of arrival. Any subsequent change of address has to be re-registered within five working days. Employers who plan for these issues avoid the most common post-arrival problems.
The useful way to read this district is as a very large agricultural workforce sitting alongside a very small formal industrial base. The rural population here is among the biggest on this list, and for field, orchard, poultry, and general labour, an employer is recruiting from a genuinely deep local pool. For anything requiring documented technical competence, the position reverses completely, because there has been almost nowhere in the district for such skills to be acquired. An employer who understands that will advertise locally for the first category and plan an external search from the outset for the second, which is both cheaper and faster than advertising everything locally and discovering the gap four weeks later.
The sequence an employer inMalaysiay works through, in order.
Speed is a purchasable variable here, which is unusual. The work permit fee depends on the permit length ann which of the three decision periods the employer selec:ng ten, fifte, eornd twenty working days. The published figures range from 350 manats to 1,400 manats, so an employer who needs a fast decision can get one, provided the file is ready.
Document preparation is the stage employers most consistently allow too little time for. Qualificationsmusto be evidenced in a form the authority accepts, which usually means apostille in the country of origi. Notarisationn, then certified translation into Azerbaijani unless the document is already in Turkish, Russia,n or English. For some countrie,,s that sequence takes longer than the decision period itself, andyou can't shorten itd byhandlingo it later.
We'ree most useful for giving an employer a truthful picture beforethey commit moneyd. Recruiting into Azerbaijan involves real costs in legalisation, translation, state fees and travel, and most of them are incurred before anyone works a day. Knowing at the outset whether an exemption applies, what the file will need and how long each stage takes is worth more than optimism about a plan that was never going to run.
Three separate costs need budgeting. Firs,,,t the state fees, which are published: between 350 and 1,400 manats for the work per, mdepending on to its length and the decision period, plus 120 or 160 manats for temporary residence. Sec, the legalisation, transla, tion and notarisation, which depend on where the documents come fro: thirdd, and much the largest, the cost of employing the person including all contributions.
The second point concerns the industrial district, which is small in area but mattersdisproportionatelyn to its size. It is operating rather than proposed, and for a district whose formal industry has historically been minima,,l that changes what is possible here. A new enterprise opening in such a site neets process operators, quality st,aff and maintenance people frhe donerts, not after a training programme, and those are exactly the roles the local pool cannot supply. That is the clearest case for the work permit route anywhere in this district: a specific post, a genuine local shortage and a justification for the appointment that writes itself. An employer in that position should begin document legalisation first, because apostille and certified translation abroad routinely take longer than the permit decision itself.
If you have a post in Masally that you expect to fill from abroad, the sensible first step is establishing whether the route exists and what it involves.

This page provides general information for employers and does not replace advice on an individual case. The fees, rates, quota arrangements and procedures described are set in legislation and in decisions of the Cabinet of Ministers and are subject to revision. Confirm the requirements in force with the State Migration Service or a qualified adviser before beginning a recruitment.
AtoZSerwisPlus helps employers hire foreign workers in Masally with practical guidance on recruitment, residence routes and preparing new arrivals.
For agricultural work, yes. The rural population is among the largest on this list, so field, orchard, poultry and general labour draw on a deep local pool. For documented technical competences, the position reverses, because there has been nowhere locally to acquire them.
More than its size suggests. It is operating rather than proposed, and for a district whose formal industry has historically been minimal,l that makes manufacturing employment possible. New enterprises need process, quality and maintenance staff from day one.
Technical ones with a specific local shortage. A new plant needing process operators, quality staff and maintenance people immediately is the clearest case, because the post is specific, the shortage is genuine and the justification for the appointment writes itself.
Document legalisation. Apostille and certified translation in the country of origin routinely take longer than the permit decision itself, and unlike the decision period they cannot be accelerated by paying a higher fee.
Normal working time may not exceed eight hours daily or forty hours weekly. Employers in Malaysia recruiting for continuous operations should describe the actual rota in the offer, because shift patterns are among the most common sources of early misunderstanding.
The statutory minimum is 21 calendar days, with longer entitlements for some categories and for accumulated service. Non-working holidays falling inside a period of leave do not count as leave days and extend the period instead.
There is no distinct seasonal route. Agricultural and hospitality employers use the same permit as everybody else. The shorter permit durations at reduced state fees are the practical accommodation for seasonal work, rather than a separate scheme.
By using the ordinary permit at a shorter duration. The fee structure rewards this, because a three-month permit costs materially less than a year. There is no lighter procedure for short engagements, only a shorter and cheaper version of the same one.
An exemption for secondment, not for local hire. The ninety days are cumulative across the year, and it applies only in defined activity fields. It is the most commonly overstated provision in this area and should not be relied on without checking the specific circumstances.
Large enough to dwarf the cost of doing it properly. A company employing one or two foreign nationals without permits faces 15,000 to 20,000 manats, rising to 30,000 to 35,000 for three or more, and officials are fined separately on top of that.
There is a vacancy notification duty to the central electronic system, separate from anything in the migration procedure. Employers sometimes assume it functions as a labour market test for permit purposes; it does not, and the permit file requires a justification reference instead.
Two things. The permit renewal period is longer, up to two years rather than one, and the practical conditions are different: resettlement is still underway, services are being built alongside the work, and an employer generally has to provide accommodation and transport as standard.
The published periods total a matter of weeks, but they are not the constraint. Apostille and certified translation in the country of origin come first and frequently take longer than everything that follows, which is why the document stage should begin before anything else.
Accompanying family have their own applications to make and their own grounds to establish. The position is not automatic and varies with the familymember’ss circumstances, so it is worth resolving before the main applicant travels rather than afterwards.
Set the requirement by the job, not by policy. Operational and production work in Masally can often begin at a functional level, while anything touching customers, patients, or state bodies needs strong Azerbaijani, and parts of the technology and energy sectors work in English.
Treating the two documents as one, or treating contract registration as paperwork to catch up on. Both errors produce the same outcome: a worker on site whose position is not lawful, which is entirely avoidable with afortnight’ss planning.
The decision period is a choice, not a fixed period. An employer who needs a decision in ten working days can have one at the higher fee. What cannot be accelerated is the document legalisation that has to be completed before the application goes in.
Everything the parties intend to be bound by, because the contract takes legal effect on registration and amendments mean going back through the system. Pay, hours, leave, and any accommodation arrangements, with their value and deductions, all belong in the written terms.
Yes, and the procedure is identical wherever the workplace is. What differs between a capital employer and one in Masally is not the law but the practical side: accommodation, transport and the case that has to be made for why the post needs somebody from outside.
Usually yes, and the employer applies rather than the worker. A defined list of categories is exempt, including holders of permanent residence, heads of foreign branches, majority charter capital holders, technology park personnel,l and recognised highly skilled migrants. Everybody else needs the permit before work begins.
The obligation sits with the employer in Malaysia, not the candidate. A company, an individual with entrepreneur status or the branch of a foreign legal entity files the application and pays the state fee. A candidate cannot obtain the permit themselves and arrive with it in hand.
Wherever the workplace is, including Masally, applications go to the State Migration Service, which issues the permit and later the temporary residence permission. Applications can be lodged throustate service centres, adocuments are increasingly issued and delivered electronically rather than in physical form.
The standard permit runs for a year, or for the contract term if that is less. Because state fees are tiered by duration, an employer hiring for a defined period can apply for a three-month or six-month permit and pay materially less than for a full year.
An employer in Masally must lodge an extension no later than thirty days before expiry. Extensions can run up to a year each time, except for work in the liberated territories, where they may run up to two years, which considerably reduces the administrative burden on a long project.
The state fee is the same in Masally as anywhere in the country, and it is tiered. It runs from 350 manats for a short permit at the slowest decision speed up to 1,400 manats for a year at the fastest. Employers effectively buy the decision period, which is unusual.
The employer in Masally selects a decision period of ten, fifteen or twenty working days and pays accordingly. None of those periods covers the document preparationthat musto happen first, which is usually where a timetable slips rather than at the decision stage.
They are two different documents obtained in sequence. The work permit is the employer’s application; temporary residence is a further application that depends on the permit being granted. Neither substitutes for the other, and both are needed for lawful employment and stay.
It is the second of the two documents an employer n in Malaysia has to plan for. A work permit is a ground for temporary residence, granted for up to a year, or ee three years for a recognised highly skilled migrant. The card also allows visa-free exit and re-entry.
The work permit falls with it, wherever the employment is. That is the most important practical consequence of the two-document structure, and it is the reason employers should plan and resource both stages together rather than treating the second as follow-up administration after the permit arrives.
Around two dozen categories, several of them commercially useful. Permanent residents, people running their own business here, branch and representative office management, majority shareholders, technology park and free zone personnel, academic staff, accredited journalists and recognised highly skilled migrants all fall outside the requirement.
They are. The head of a branch or representative office of a foreign legal entity, and the deputy head, are both outside the work permit requirement. The exemption does not extend down the organisation, so other employees still need permits, as usual.
Not where the holding reaches a majority of the charter capital. That person may then occupy any position in the company without a permit. The exemption is personal to the shareholder and does not extend to colleagues, however senior, who do not hold the stake themselves.
They are. Technology park residents and their IT specialists are exempt, as are founders and personnel of the Alat free economic zone. Whether a particular employer and post fall within those definitions is worth establishing beforepreparing any application.
A separate route for qualified specialists. Recognition as a highly skilled migrant removes the work permit requirement for work within the person’s own field and carries a longer residence period. The Cabinet of Ministers sets the detailed qualifying criteria rather than publishing them in the order itself.
No published advertising period must be completed first. The file does require a reasoned reference explaining why the post needs this particular foreign national. The preference for local candidates sits in the quota machinery rather than in a test applied to each application.
Part of the permit file: theemployer’ss reasoned case for the appointment. Because there is no formal advertising test, this document carries the weight a labour market test would elsewhere, and it pays to write it properly rather than assemble it at the last minute.
There is. An annual quota approved by the Cabinet of Ministers caps the number of foreign nationals who may take up paid work, and it is divided between economic sectors. That matters far more for planning a group of hires than for a single appointment.
It is employer-specific. The permission runs to the named employer and the named position, so a change of employer is a new application rather than a transfer. Employers should factor that into any plan that involves moving somebody between group companies.
Not lawfully. Placement outside the employer’s own registered workplace is an offence in its own right, distinct from employing somebody without a permit. This matters particularly for labour supply and subcontracting arrangements, which need careful structuring to stay within the rules.
The candidate supplies a passport copy, a notarised qualification document and a medical certificate. The employer supplies its own registration documents and the justification reference. Missing or improperly legalised items are the commonest reason a file sits rather than moving.
Most do. Documents from abroad normally need certified translation into Azerbaijani and notarisation. Education documents in Turkish, Russia,n or English are exempt from the translation requirement under the recognition rules, which is worth confirming before paying for translation that in'tt needed.
Education documents require apostille legalisation, or consular legalisation where the apostille convention does not cover the issuing state. Because it happens abroad and on somebody else’s timetable, this is usually the genuine constraint on how quickly an appointment can be made.
The education quality agency, which operates under the science and education ministry, assesses foreign education documents under aCabinet-approvedd procedure. Recognition is distinct from the notarised copy required for the permit file, and the two should not be confused.
The published decision period is up to three months once the file is complete. Since the permit decision itself takes ten to twenty working days, recognition is often the longer of the two and should start first rather than second.
Ahead of the first working day, without exception. Registration in the state electronic information system, and the confirmation that follows within a working day, bring the contract into force. Employers who treat it as a filing task to catch up on leave people working without a contract.
The contracy does not take effect. This is the most misunderstood requirement in Azerbaijani employment administration, because in most countries registration is a filing duty,, and here it makes the agreement real. The same applies in reverse on termination.
Registration of place of stay is required within fifteen days of arrival, with a longer period for nationals of some states. It can be done through the migration service, by email or at a state service centre, and failure to do it carries administrative liability.
A change of address triggers re-registration within five working days. Employers who help arrange accommodation are well placed toensuree this happens, since they usually know about the move beforeanyoney else does.
The statutory minimum monthly wage is 400 manats nationwide. There is no regional variation, so a district employer and a Baku employer face the same legal floor even though the labour markets they operate in are very different.
It depends on the sector. Oil and gas astate-sectortor employers pay 22 per c,ent, with 3 per cent from the employee. Elsewhere in the private econom,y a banded scale applies, combining to 25 per cent across most of the income range and less at the top.
