Međimurje is the country's smallest and northernmost county, held between the Mura and the Drava, and it is a rare case where the seat is also the economic centre. Čakovec is the focal point for business, trade, and education, and because the county is compact and densely settled, the whole of it functions as one commuting basin. Prelog and Mursko Središće are secondary centres inside that basin rather than separate labour markets. Slovenia lies along the northwest boundary and Hungary along the east, with Austria a short distance beyond. Manufacturing defines the place: metal fabrication, clothing and footwear, and food processing, spread across many small sites rather than a few large ones.
Because the county is small and densely settled, its municipal boundaries are closer together than anywhere else in the country, and that is the practical trap. A site, a registered office and a worker's address can sit in three different municipalities within a short drive, and local charge obligations, zone conditions and the permitting authority follow the municipality rather than the county. Check which one each address belongs to before you fix the payroll or the lease, because correcting it later means reopening both. One more label to read carefully: the national secondary school classification bundles several metal and marine engineering trades under a single field name. That is a curriculum heading, not evidence of a maritime industry in a landlocked county, and a candidate holding that qualification is a metal trades candidate.
The permit an employer applies for is combined. Residence and employment are authorised in the same instrument, the single permit, and it is valid only with the company and the position named on it. Applications usually come from the employer, though the worker may lodge one where the Act allows. Duration matches the contract, capped at three years.
Two decisions, two institutions, one order. The Croatian Employment Service tests the labour market and records its opinion. The Ministry of the Interior grants or refuses the permit through the police administration. Employers who read the opinion as the permit lose time, because the second application still has to be lodged and examined on its own merits.
Money arriving in the transaction account over twelve months is now the financial condition, replacing what earlier summaries describe. Tax standing has two limbs: nothing outstanding, and every prescribed return filed. The workforce condition is the proportion of third-country nationals employed, a far smaller base than the whole payroll suggests.
The decision is never ours. AtoZSerwisPlus prepares the employer's documents, files them in the right order and deals with the authorities as the procedure runs, and that is the whole of our role. The Croatian Employment Service issues the opinion. The Ministry of the Interior issues the permit. We offer no promise about either.
The purpose of this page is practical: to set out what an employer in Čakovec has to do, in what order, to bring in a worker from outside the Union. None of the procedure is local. All of the difficulty in filling the post is. Keep that distinction in mind.
The local pool exists here; the problem is competition. With Slovenia to the north and Hungary to the east, skilled metal and machining candidates have realistic daily or weekly alternatives at other employers' rates.
Expect to be benchmarked against employers across borders rather than against other Croatian counties, which changes what an offer needs to be to be taken seriously.
The employer base is overwhelmingly small and medium-sized, so no single site anchors a hiring campaign and the same narrow group of tradespeople is approached by many firms at once.
Machine operators can be found. Programmers and setters cannot, and neither can toolmakers or die makers, which is where a tier-supply order book actually stalls.
Welders certified to pressure and structural standards are scarce, and European industrial customers audit certification, so an uncertified hire does not solve the vacancy.
Industrial sewing machinists with experience on current machines are thin on the ground, because the clothing and footwear sector here works to productivity standards set by globally connected customers.
German-capable technical sales and supplier quality staff are a narrow pool relative to demand, and cross-border employers recruit them first.
Write the post before drawing up a shortlist. The occupation title, duties, and stated requirements are exactly what the Employment Service examines, and what the permit is issued against. The same wording must appear in the test application, the employment contract, and the permit request. A loose or inflated description is the most common avoidable cause of delay.
One procedure does not fit every hire. The worker's nationality may put the post outside the permit system entirely. The occupation may exempt it from the labour market test. A short engagement may fall under the seasonal permit. Work through the routes below before committing to a candidate, since the route decides the cost and when the worker may lawfully start.
At most fifteen days pass between the request and the Employment Service's answer. In that time it reviews the jobseekers on its register, refers those who appear suitable, and expects a response on each one. Missing that step is the most common procedural error in the file. A nil result, once notified, leaves ninety days in which to lodge the permit application.
An opinion is not a decision, and the difference matters. For employment in an unregulated profession, the agency responsible for that level of qualification issues an opinion. For a regulated profession, the chamber or ministry makes an actual decision based on its own criteria, and that is where most of the time goes. Three agencies divide that work between them, by level.
Gather the accommodation evidence early, because it is part of the application, not an afterthought. Space starts at fourteen square metres, plus six for each person after the first, and eight is the outside limit for an apartment. Electricity, heating, water and natural light are prescribed. A written lease, no automatic wage deduction, and a rent ceiling fixed below thirty per cent of net salary.
Which sectors in Čakovec actually hire from outside the country is a narrower question than it sounds. These are the ones that do it regularly. Under each, we list the job titles employers are recruiting, why the work is concentrated there, and one practical tip for writing the post.
Employers recruit CNC turners, milling machinists, press and stamping operators, sheet metal workers, locksmiths, assemblers, mechanical fitters and quality inspectors across the county's metal plants.
The county's metal sector makes components and finished products ranging from small toolranging parts for wind fa. It sells principally to European indmainlytomers rather than domestic consumers.
Customer audits reach down to the shop floor, so name the drawing standards, the measuring equipment and the documentation expected of an operator. Candidates ask about that before they ask about pay.
Blasting, priming and spray coating bring respiratory protection into the job, and a tight-fitting mask has to be face fit tested on the person wearing it. Beards defeat the seal. Confined space work adds entry training and a standby attendant.
Workshops recruit toolmakers, die makers, mould makers, jig and fixture fitters, tool grinders, spark erosion operators, tool setters and tool room supervisors.
Tier supply into Europe needs its own tooling made and repaired locally, because sending a damaged die abroad costs more in stopped production than the repair itself ever does.
This is the county's hardest grade to fill and the slowest to train, so build the post around a progression route from setter to toolmaker instead of waiting for a finished one.
Ask a toolroom candidate to interpret a drawing at interview. Whether they can hold a close tolerance, choose the right instrument and say when a feature needs an inspection report is the whole question, and a certificate does not answer it.
Sites recruit robot technicians, automation engineers, controls programmers, maintenance electricians, pneumatics fitters, vision system technicians, metrology staff and production engineers.
Small plants competing on productivity automate earlier than their size suggests, so the county carries more robot cells and inspection equipment than its factory floor areas would imply.
One technician often covers several unrelated machine families on one site. Say which controllers and which generation of cell are in use, because that decides whether an applicant can actually help.
Drawing office and technical documentation roles are where language actually bites. The drawings may be in English, but the standards, customer correspondence, and supplier enquiries often are not, so test reading and writing in the language the files use.
Producers recruit industrial sewing machinists, cutters, pattern makers, lasters, shoe assembly operatives, pressers, finishers and production planners in and around Čakovec.
Clothing and footwear manufacture has a long history here and still runs, carried by small local firms alongside operations working to the output standards of globally connected customers.
Machine experience matters more than years served. Ask which machines an applicant has run and at what piece rate, and set the trial on the machine the post actually uses.
Finishing and inspection look like the easy end of the line, but they are not. Pressing is hot, standing is constant, and inspection is judged against a defect standard the inspector must apply all shift consistently. State whether the post rotates between stations.
Plants recruit millers, bakers, confectioners, dough line operators, oven operators, packaging line staff, food technologists and hygiene operatives on continuous shifts.
Food processing here goes back more than a century and rests on the county's own arable base, with milling and bakery products made close to where the grain is grown.
Bakery shifts start before dawn, and the buses do not. Where the post sits outside Čakovec, arrange transport or accommodation, and put that in the advert rather than in the induction.
Jewellery, watches, false nails, nail varnish and visible piercings are not allowed in production, and hair and beard covering is required. These rules surprise people and cause resignations in the first week, so set them out before an offer is accepted.
Processors recruit butchers, meat cutters, boners, slaughter hall operatives, vacuum packing operators, cold store staff, quality inspectors and cleaning team members.
Meat processing sits alongside milling in the county's food sector, supplied from local livestock, and the plants have been modernised while staying small enough to move between product lines. Candidates wantcoldd and wet conditions and a knifeskillsl test described in advance. State the room temperature and whether protective equipment and laundry are provided.
Fitness to handle open product is checked, not assumed. Candidates declare stomach illness and skin complaints, and exclusion from work after certain symptoms is mandatory. Explain the declaration and the exclusion rule at interview so nobody treats it as an insult later.
Firms recruit export documentation clerks, customs declarants, freight forwarding coordinators, purchasing clerks, supplier quality staff, production planners, technical sales staff and CAD documentation assistants.
Almost everything made here leaves the country, so each small plant needs its own export administration, and German is the working language of that relationship with European industrial buyers.
Test the language in writing, not in conversation. These roles live in order confirmations, complaint responses and technical specifications, and a confident speaker is not always a confident writer.
Carrying dangerous goods brings a separate training certificate for the driver and a trained adviser for the operator, with classes and packing groups that a general haulage background does not cover. Verify the certificate class against what the vehicle will actually carry.
Hauliers recruit international lorry drivers, tautliner drivers, tipper drivers, van couriers, forklift drivers, yard shunters, transport planners and vehicle maintenance fitters.
The motorway from the capital, via Varaždin, ends at the Goričan crossing, where it continues onto the Hungarian network, so the county's outbound freight funnels through one main point.
Rotas built on that single crossing fail when it backs up. Drivers also need the certificate of professional competence behind code 95, and for international runs the driver attestation as well.
Distribution rounds are physical work with a driving licence attached. Loading, stairs, gates, keypads and repeated lifting fill the day, and an applicant who has only run trunk routes on a motorway finds the first week harder than expected.
Providers recruit software developers, test engineers, support engineers, systems administrators, data engineers, product owners, technical writers and service desk agents in Čakovec.
Information technology and electric mobility services are named as growing alongside the manufacturing base, and the polytechnic in the county knowledge centre runs a computing programme that feeds them.
Graduates here weigh a local offer against remote work for the capital or abroad, so describe the actual product and the team size. Vagueness reads as an outsourcing desk.
Hybrid arrangements have to be written down, not implied. Say how many on-site days a post carries each week, whether the team spans time zones, and who supplies equipment, because an applicant will otherwise assume whatever arrangement suits them.
Growers recruit tractor drivers, sprayer operators, harvest machine operators, irrigation hands, vegetable pickers, grading and packing staff, agronomists and farm mechanics.
Agriculture is a significant part of the county economy in its own right, and it also supplies processors. Hence, the field calendar and the plant calendar are the same.
Field peaks come in spring and autumn, which is the one part of this county's hiring that is genuinely seasonal. Plan the intake against sowing and lifting, not against the summer.
Written language matters more here than spoken. Chemical labels, safety data sheets, dose instructions and machine warnings are all read, and getting one wrong is expensive. Spoken instruction on a picking gang can run through a supervisor who shares the crew language.
Operators recruit spa therapists, pool attendants, receptionists, cooks, waiting staff, housekeepers, events coordinators and maintenance technicians at the thermal facilities.
Continental and thermal tourism is real here but much smaller than manufacturing, driven by an events calendar rather than by a summer season, with a carnival peak in late winter.
Peaks here are event dates rather than months, so these posts suit part-year and weekend patterns. Write the shift pattern into the advert, or you will interview people expecting full-time work.
Presentation rules in guest-facing roles are stricter than in most other work, and kitchens add non-slip footwear and cut-resistant gloves. Issue the uniform and the safety footwear at induction, and put the grooming standard in writing rather than correcting it afterwards.
Away from those eleven headings the county also fills sheet-fed and web press operators, bookbinders and print finishers, hydro plant technicians on the Drava, high voltage electricians, warehouse operatives, and teaching staff at the polytechnic. Several of those sit in single-site operations rather than across a sector.
A sector heading is a convenience for the reader, not a category in law. Employers in trades we have not set out above go through the identical procedure. You must establishs the post, the dutie,s and whether the company meets the statutory conditions.
Write down the occupation and the duties that go with it. Add the place of work, the contract term, and whether the post recurs with the season. SaState theualification, licence o,r certificate the job derequiFromith that, the roubecomes clearied.
The single fact that shortens or lengthens a hire is exemption. A listed occupation goes straight to the permit application; an unlisted one does not. Since listing varies by county and in places by season, treat the answer as something to look up, never to infer.
What AtoZSerwisPlus does for an employer in Čakovec is the procedural half of the job. You decide who to employ, on what terms, and whether the person is right for the work. We prepare, lodge, and follow up on the applications that turn that decision into a lawful appointment.
Practically, the employer answers three question,s and we answer the rest. Who is being appointed? On what terms? Under what conditions will the work be done? Once those have answers, the route, the drafting, the filings, the evidence and the chasing can all be taken off the employer's desk.
Much of what sits in a permit filcomes fromof an earlier step. That is why we work through the procedure rather than around it. Anything assembled early tends to describe a post that has since been reworded, premises that have changed, or a candidate who was never referred.
Employers should be suspicious of anyone who promises an outcome, because nobody outside the authorities can deliver one. We do not, and we claim no influence over the opinion or the permit. We can offer our number from the public register of intermediaries. The jobseeker pays nothing, ever.
The employer remains responsible for these, engagement or no engagement: money coming into the transaction account, every return filed, the domestic-to-third-country proportion as at lodging, a reply to the Employment Service for each referral, safety training before the first shift (paid by the employer), and standard accommodation.
Each stage of the procedure exists to produce evidence for the one after it. That is why the order holds. An employer who lodges before the opinion arrives has nothing to lodge with; an employer who signs a contract before the post is defined signs the wrong description and pays to have it corrected.
Planning here means planning against a statutory maximum. The authority has 90 days once a complete application is in, and exceptional circumstances add a further 30. There is no published average to use to shorten it. Until the grant is in hand, the first working day remains an estimate.
Most of the evidence in this file can only be created while the procedure is running. That is why a file put together afterwards fails on its dates rather than on its content. Start the accommodation search and the written lease early, before you even choose a candidatee.
Oucommitmentng to an employer in Čakovec is narr,ow anwe keep itpt. We prepare the file properly, lodge it in the right order and tell you where it stands. We do not undertake that it will succeed, or that it will be decided by any particular day.
Employers who have been through this once stop asking about speed. They ask which route, at what cost, against what evidence, in what order, and from when the worker may lawfully begin. Those are the questions with answers, and answering them is the work.
Improvised timing is the commonest reason a straightforward appointment takes far longer than it should. The procedure requires specific evidence, in a specific order, within specific timeframes. A late step delays whatever is done afterwards. Build the plan around those periods and treat everything else as flexible.
Decisions belong elsewhere. The Employment Service forms the opinion; the permit is the business of the Ministry of the Interior and its police administration, each on its own criteria and at its own pace. A figure copied from a search result is no basis for a plan.
A last practical point about timing. : thiss one of the least seasonal counties in the country, and saying so in the advert is worth more than it sounds. Metal, clothing, and food production run to order year-round, so the swing follows customer order books and the shutdown weeks of client factories in high summer and at the turn of the year, not the weather. That gives you something most Croatian employers cannot offer a candidate: a permanent contract with a predictable rota. Use it, because the people you want have realistic daily alternatives across two land borders and will judge the offer on stability, shift pattern and progression rather than on scarcity. AtoZSerwisPlus does not run an office in Čakovec and says so plainly.
Register with AtoZSerwisPlus as an employer, or ask the team about a specific role in Čakovec.
The account given here is general, covers the Croatian framework only, and is not legal advice. Rules are amended and published lists are updated, so check the official sources. Where a ministry portal and the Act as it currently reads are inconsistent, the Act governs. No result and no timingares promised. Confirm your own case with the Employment Service and, for the permit, with the police administration.
Employers in Čakovec get practical help from AtoZSerwisPlus on sourcing, screening, the labour market test and the residence and work permit.
Yes, and this is the clearest such case in the country. Čakovec is the focal point for business, trade and education, and because the county is compact and densely settled, the whole of it commutes to work within short distances.
One decision settles two things for the worker: the right to be in Croatia and the right to hold the named job. Neither exists independently of the other on this route. If the permission lapses, both the stay and the employment lose their footing at the same moment.
Vocabulary has moved on, and some published material has not. Croatian practice long spoke of a radna dozvola, and the phrase survives in older summaries and in conversation. The current Act speaks of a residence and work permit and of the single permit.
Who is lodging, and where. Fix that first, because the same evidence is required regardless of which party applies, and assembling a file twice wastes weeks. Agree it with the candidate in writing so nothing is lodged in duplicate by mistake.
The reassignment nobody reports. A worker is quietly moved from the job on the permit to a different occupation inside the same company, and the file is never updated. This is the most common breach of the tie, and inspectors find it easily.
Validity runs for the term of the employment contract, with a ceiling of three years. A seasonal permit may also run up to three years for the same employer. Apply for renewal well before expiry, and confirm the current deadline with the local police administration.
If employment ends before the permit does, the basis for the permit is gone. The practical route back is for a new employer to run the change procedure within the applicable limits. The worker’s position in the meantime should be confirmed with the police administration.
Residence and employment are decided in the same act, so there is no order for an employer to get wrong. That removes the classic failure of a two-step system, where the first permission expires while the second is still being examined.
Visa rules belong to the Ministry of the Interior and to the Croatian diplomatic mission covering the candidate’s country. Neither this page nor a recruitment summary is the place to settle them. Confirm the position for the specific nationality before committing to anything.
Forty-eight months is longer than the three-year ceiling on the ordinary permit, and that matters for an assignment meant to run beyond three years. A posting of that length is worth routing correctly at the outset rather than renewing twice.
Operators ask whether they must start again every season. They need not. Because a seasonal permission can be granted for up to three years to the same employer and user, a returning crew can be planned across several seasons.
Whether a spouse or an adult child may be employed is not something the research behind this page settles. Rather than guess, ask the Ministry of the Interior. Nobody should rely on a second income until they have that answer.
Neither this page nor a consultancy summary should be relied on for the start date, which is why none appears here. TActAct carries it, and the Ministry of the Interior administers the obligation. Ask the ministry whether it currently applies to your permits.
German, because the metal sector sells into European industrial customers and the export relationship runs in it. Slovene and Hungarian help with border traffic and haulage, and English covers software work and wider export administration.
Treat it as the first administrative step, not a formality bolted on at the end. Submit the request before the permit application, and everything afterwards depends on the notice the Service issues at the close.
The Service’s own search, and exposing the vacancy to its register. Nothing in it obliges the employer to advertise for a fixed stretch of time; the clock belongs to the search, not to a notice board.
Whoever holds the file, provided somebody actually does. Our part is preparing the request, watching for referrals, drafting the replies and correcting anything queried; the decision itself is never ours to influence.
Work backwards from it. Decide who you are hiring, gather their papers and confirm the post before requesting the search, so the period that follows is used for lodging rather than for collecting documents.
With the Croatian Employment Service, on the day. Copies circulate, some of them years old, and a copy is not the list; only what the Service publishes at the time of the request governs.
Some entries are limited to part of the year in particular coastal areas. Outside that window, the exemption does not apply, so the date an application is lodged can change the answer.
There is no allocation to run out. Employers still ask because the old arrangement worked that way, but no annual ceiling now exists, and an application is not competing against a national total.
In two situations. Where the employer is not actively carrying on the activity it is registered for, and where suitable workers were recently found for it, the Service can refuse to run the search at all.
In the Act on Foreigners, in the provision on the Employment Service opinion. It sets out the active registered activity connected to the occupation, filed returns and settled public charges, account inflow, the account block limit, the year of employing a domestic worker, the ratio, convictions and undeclared work.
Counted back from the request over the preceding twelve months, not by financial year. An employer just short of the figure may reach it by waiting, since early months fall away as newer receipts arrive.
Only one, and that condition is specific: the same domestic employee kept on continuously for a year, indefinite and full time. Beyond that there is no headcount floor, and no rule that a business must reach a certain size.
Domestic, European Economic Area or Swiss nationals on full-time contracts amounting to at least twenty per cent of the number of third-country nationals employed, or ten per cent where the occupation is exempt, measured when the application is lodged.
Because the work scales with headcount. Documents arrive from different people at different speeds, and one incomplete file holds up only itself, so staged start dates are more realistic than a single arrival date for everybody.
They set the benchmark. Qualified welders, machinists and toolmakers can commute or relocate to employers over either boundary, so an offer here is judged against those rates and shift patterns rather than against other Croatian counties.
The employer’s. Nothing in this condition looks at the worker’s affairs; it tests the hiring company. A sole trader is examined in the same way, against the same record of public charges and the same filing duty.
The Croatian Employment Service, which issues the opinion on whether the employer conditions are met. Put the company’s own facts to it before spending money on recruitment abroad, because only that body rules on them.
They do. The condition expressly includes Croatian emigrants and the family members of a Croatian emigrant in the domestic tally alongside nationals of Croatia, the European Economic Area, and Switzerland.
Not any longer. Older guidance added an employment contribution and an occupational health contribution to the health rate, and both were abolished; the health rate was raised at the same time.
We check the decree in force on the day the papers are drawn up and set the contract against that, rather than against a figure carried over from an earlier file. Pay terms are then correct on lodging.
Outside the equal treatment article, which names Blue Card holders, seasonal workers and some self-employed third-country nationals as excluded. Their position comes from other provisions. Put the question to the Ministry of the Interior rather than assuming either answer.
Increased pay, with the amount left open. The percentages quoted for night work across Croatian payroll and advice pages are typical collective agreement figures, not statutory ones, so the employer must set its own rate in the work rules or the contract.
One hundred and eighty hours in the year, raised to two hundred and fifty where a collective agreement provides for it. The weekly ceiling of fifty hours applies on top, so you have to watch both.
Ask for the fee structure in writing and ask who pays each element. A provider that works properly will answer plainly; hesitation about whether candidates contribute is the signal to walk away.
You are dealing with a business operating before it is entitled to, and the recruitment risk lands on the employer. The register exists so you can check this in advance.
Not every one. The condition is documented for employer-sponsored routes, including seasonal work, rather than for all residence and work permits. Since most employer hires run through an Employment Service opinion, it covers the ordinary case anyway.
Count the people, then the metres. Start at fourteen square metres for one and add six for each further occupant, so four sharing need thirty-two. If the arithmetic comes out short, the premises are not adequate however pleasant they look.
The cap is thirty per cent of net salary, so the figure moves with what the worker is actually paid. Work it out from net pay rather than gross, and check it again whenever the wage changes.
Barely. Manufacturing runs to order all year and swings with customer order books and client shutdown weeks. Only fieldwork and harvest intake at the food plants move with the calendar, and the tourism element follows event dates instead.
Once the permit is granted, the worker attends in person so that biometric data can be taken, and the residence card follows. The employer then registers the employment, and the worker completes pension and health insurance registrations as with any other hire.
Employers treat the permit as the last hurdle and put the worker straight on the line. The safety duty is separate and earlier. It applies from the first day of work, whatregardless of where immigration file has isn an employer require a medical anyway?
Many employers do, and nothing prevents it being written into the offer. What matters is the distinction: a contractual medical is the employer's own conditioemployer’she statutory one belongs to posts with special working conditions and cannot be waived.
A complete application starts it. Until the file is in order the, period is not counted, so the practical lesson is to assemble every document before lodging rather than to lodge early and send the rest afterwards.
No start date can be promised, because theemployer doess notmake the decisione. Until the permit is granted, any date is provisional, and saying otherwise sets up a disappointment that costs the candidate and the employer alike.
Not always in the same way. Where the occupation is not regulated, the agency issues an opinion an,d an opinion carries no administrative force. Regulated occupations are the opposite: nothing proceeds until the competent body has decided.
Reciprocity is the condition everybody expects a,nd it does not exist. Nothing in the regulation makes exchange depend on how Croatian licences are treated abroad, and there is no country list to check. Candidates are often told otherwise.
WIfan employer puts someone on the line before the permit exists, the offence is committed wregardless ofthe eventual decision. A pending application is not permission, and an inspection during the waiting period finds exactly that.
