Karlovac is the seat of Karlovac County and its clear economic centre, and manufacturing dominates the county’s output to an unusual degree. It is also the hinge on the route from the capital to the coast, where traffic separates towards the port in the northwest and towards the south, so almost everything travelling that way passes through the county. Duga Resa sits next door on the Mrežnica and shares the same labour market. Ozalj lies northwest towards the Slovenian border. Ogulin and Slunj are upland towns reached on slower roads. Four rivers meet at the county town, and local tourism rests on those rather than on any coast.
Start with why this county’s unemployment position looks more comfortable than it is. Registered joblessness is low here because working-age people have left, not because local employers have filled their posts. The two situations read identically in a summary and call for opposite plans. In practice,, you will fill general production roles locally with reasonable succes,, then stall on coded welders, machine tool programmers, automation and metrology staff, food technologist,s, and textile technicians. The capital is a short motorway run away, which makes the northern part of the county a genuine commuting option in both directions, so you are competing for your own residents against capital wages every working day. Price the technical grades against that rather than against the county, and expect those searches to run in months.
A worker admitted this way holds one permission, covering residence and the job. Employer and post are named on it, so neither can change informally. The employer usually submits the application, and the worker does so in defined cases. Nothing lasts longer than the contract, and nothing lasts longer than three years.
Labour market questions go to the Croatian Employment Service; permits go to the Ministry of the Interior. The Service runs the test and issues an opinion. The Ministry decides the Ministrytionn and issues the document through the police administration that holds the file. Because the stages are consecutive, a favourable opinion is a step and not the end of the matter.
Since the rewrite, eligibility is assessed on different groundss, and those grounds are often described incorrectly elsewhere. The sums credited to thecompany’ss transaction account over twelve months matter. So does proof that returns were filed, not merely that nothing is owed. So does a staffing proportion applied to third-country employees and never to the whole workforce.
Documents, deadlines and correspondence are ours to manage. Outcomes are not. AtoZSerwisPlus prepares and conducts the employer’s part of the procedure and nothing beyond it, because the labour market opinion belongs to one authority and the permit to another, and neither of them consults us. We therefore make no promise of approval, and none about timing.
Everything on this page applies to an employer in Karlovac exactly as it applies to one anywhere else in the country, because the Act on Foreigners is national law. The genuinely local part is the labour market itself: which posts stay open, for how long, and who else is hiring.
Capital is a short motorway run away, so local employers compete for their own residents against capital wages every working day, with no geographic protection.
Coded welding, machine tool programming, automation and metrology are the recurring gaps in a county whose output is low volume and high specification rather than repeat production.
Textile technology training has thinned across the country, so technologists for the technical fabric plants will be recruited from outside the county or not at all.
Food technology and food safety specialists are equally scarce, and brewing, meat, dairy and bakery plants here all want the same qualification at the same grade.
Proximity to the capital cuts both ways. It widens the graduate catchment for a Karlovac employer, and it draws those same graduates away once they have qualified.
The upland towns are separate markets on slower roads, so thecounty’ss labour pool isn't one pool, and an advert placed in the county town reaches only part of it.
Vetted sectors narrow the eligible field further, because clearance and record requirements sit in front of the start date and cannot be compressed by paying more.
Employers often start with people and work backwards to the paperwork. Reverse that. The occupation, duties, and requirements you commit to in the vacancy are what the Employment Service tests and what appears on the permit itself, so they must be consistent across the test application, the contract of employment, and the permit request. Vagueness here produces the longest delays.
Nationality first, then occupation, then duration: those three answers between them identify the route. A citizen of a Union member state needs no permit from the police administration. A third-country national in an occupation on the exempt list skips the labour market test. Seasonal work follows its own rules. The routes below cover the situations employers actually meet, and the choice fixes the earliest lawful start.
Employers underestimate the feedback obligation. During the test, which lasts no longer than fifteen days, the Employment Service searches its register and refers candidates, and each referral has to be answered. Files sit still while that answer is missing. After the Service reports that the domestic pool cannot supply the post, a 90-day period runs from receipt of the notice to lodge the application.
Check early whether the occupation is regulated, because the answer changes the timetable. Recognition of the qualification falls to one of three agencies, depending on level, and the higher education agency runs the national information centre. If the profession is regulated, the file moves instead to its professional chamber, or to the ministry answerable, under rules and a timetable of their own.
On the employer-sponsored routes, the employer provides evidence of housing and the worker’s means of subsistence. The first person accounts for fourteen square metres and each further person for six, with eight the maximum in one apartment and separate sanitary facilities for the sexes. Rent must stay below thirty per cent of net pay and cannot be deducted from wages automatically.
Employers in Karlovac recruit internationally in a predictable set of industries, listed next. The pattern under each is the same: which posts are open, what keeps that sector supplied with work locally, and the detail in the job description that most often needs correcting.
Employers recruit mechanical fitters, engine and turbine assemblers, machine assemblers, hydraulic fitters, test technicians, mechanical engineers, production planners and quality inspectors in the machinery plants.
The county’s machinery sector builds diesel engines, turbines and specialised equipment for energy and industrial plant markets, so the work is low volume and high specification rather than volume automotive.
Assembly here is drawing-led, and tolerances are tight, so a practical test beats a long history. Say whether the role is bench assembly or commissioning travel, because those attract different people.
Maintenance posts carry standby and call-out, and a turnaround runstwele < s111> ve </s111>- hour shifts through days and nights until the plant restarts. Put the rota, the standby arrangement and the expected window in the advert, because applicants compare those before pay.
Fabricators recruit coded welders, platers, sheet metal workers, pipe fitters, blasters, industrial painters, weld inspectors and workshop supervisors for fabricated metal products.
Fabricated metal products sit alongside the machinery plants and feed them, which keeps a broad welding trade in the county rather than one narrow speciality serving a single customer.
Procedure and inspection requirements differ between plants here, so confirm which standard applies before you advertise. Candidates ask that question, and a vague advert reads as an unserious employer.
Continuous plant runs through the night and through the weekend, and maintenance carries standby on top of the rota. Anyone taking a call-out post needs to live within reach of the site and understand what being on call actually means.
Workshops recruit machine tool turners, millers, tool setters, design office programmers, metrology technicians, deburring hands, tool storekeepers and shift leaders across the machining base.
Small-batch machining for engines, turbines, and plant equipment needs programming and measurement skills in the same shop, which is why metrology sits close to production rather than in a separate building.
Name the control system and the measuring equipment in the advert. Programmers select themselves on that detail, and a machinist who has only run set jobs will struggle with one-off work.
Toolmaking is a long apprenticeship trade, and there is no quick substitute for it. A candidate should be able to describe a die they built, the corrections they made after the first trial, and why the tool behaved that way.
Breweries recruit brewing process operators, bottling and canning line operators, kegging staff, filtration technicians, laboratory technicians, cellar hands, maintenance fitters and warehouse operatives.
Brewing is long established and locally identified in Karlovac, with soft drink bottling beside it, so the sector belongs to the town’s working identity rather than arriving recently.
Bottling volumes peak through the summer while the plant runs all year, so agree the seasonal overtime pattern in advance. Line work is wet, loud and fast, which candidates should know.
Bakery and dairy shifts begin long before any bus runs, and processing plants add night work on top. State the pattern plainly at advert stage, and ask what nights a candidate has previously worked rather than whether they mind them.
Producers recruit butchers, meat cutters, bakers, dough line operators, dairy process operatives, packaging operators, food technologists and hygiene staff across the county’s food plants.
Meat products, dairy and bakery work rest on the county’s own agricultural intake, and the autumn crop and fruit intake lifts processing headcount for a defined stretch each year.
Bakery shifts start at night, and butchery is cold work, so both belong in the advert. Hygiene training happens before the first shift and should be scheduled, not assumed.
Weighing, labelling and lot recording are where an operative carries legal responsibility without realising it. Every pack carries a date code and a batch reference, and a recall depends on those entries being right. Legible handwriting and careful data entry matter here.
Mills recruit sawmill operators, woodworking machine operators, joiners, furniture assemblers, packaging line hands, timber graders, forklift drivers and maintenance fitters in the forested south.
More than half the county lies under forest, which supports sawn timber, packaging, construction joinery and furniture, with the upland around Ogulin carrying a good share of the processing.
Construction joinery follows the building season, so autumn and winter work has to be planned, or the crew disperses. Ogulin is a separate catchment and needs its own advert.
Yard and sawmill work happens outdoors beside moving plant, with logs, packs and a grab crane in the same space. Boots, visibility clothing and a disciplined way of standing clear are basic, and winter mud and summer heat both take a toll.
Factories recruit textile machine operators, technical finishers, sewing machinists, dyeing and coating operators, textile technologists, quality inspectors, cutters and line supervisors.
Duga Resa’s textile tradition survives in export-oriented technical fabric work, which is the durable part of the sector, rather than in fashion garment production that moves between countries.
Technologists will come from outside the country because the training pipeline has thinned. For machinists, test on the actual fabric weight rather than on a general sewing trial.
Cutting and pattern rooms need people who read a technical pack and work to a marker without wasting cloth. Ask whether an applicant has laid and cut by hand, on a straight knife or on an automated table, because the skills differ.
Plants recruit injection moulding operators, extrusion operators, tool setters, process technicians, mould fitters, assembly operatives, quality inspectors and packing staff on continuous lines.
Packaging, plastic building products and sanitaryware are made in the county, which puts moulding and extrusion work alongside the metal trades in the same industrial districts.
Tool changes and start-up scrap are where new operators struggle, so include a training period in the offer. Continuous running means a fixed night rotation, which you should advertise.
Extrusion and thermoforming lines are hot; candidates often underestimate the heat. Work is standing, the line does not stop for anyone, and start-up and purging are the moments when an inexperienced operator costs material.
Manufacturers recruit assembly operatives, ballistics and test technicians, armourers, machinists, quality and compliance staff, stores controllers, packers and shift supervisors in this controlled sector.
Firearms and ammunition production is a genuinely local activity here and unusual in the country, which makes the hiring process in this sector different from ordinary manufacturing.
Expect security vetting, criminal record checks, export control and dual-use compliance, and clearance or nationality conditions on some posts. Treating these as ordinary production vacancies is the common mistake.
Security work is licensed to the person, not to the post. Vetting, a record check and the certificate behind the licence all attach to the individual and take time to obtain. No employer can lend its own authorisation to a starter.
Operators recruit warehouse operatives, forklift drivers, multi-drop drivers, lorry drivers, forwarding clerks, inventory controllers, dispatch planners and warehouse supervisors along the corridor.
Almost everything moving between the capital and the coast passes through this county, which makes distribution siting sensible here, and the rail junction at the county town adds to that.
Northbound and southbound catchments differ because the route divides, so a site’s labour pool depends on which side of that split it sits. Check it before committing to an address.
Night operations are the norm in this industry, not an exception. Trunk runs leave before dawn, inbound unloading happens overnight, and weekend cover is part of the rota. Anyone who has only worked days should hear that in plain terms.
Providers recruit rafting and kayak guides, activity instructors, campsite reception staff, lifeguards, cooks, waiting staff, maintenance hands and seasonal supervisors on the county’s rivers.
Four rivers meet at Karlovac, and freshwater activity tourism runs on them, with upland visitors around Ogulin and Slunj and transit trade along the road towards the coast.
This is a summer addition rather than a season in its own right, so contracts are short. Guides need water safety certification, which takes time to arrange before the season opens.
Housekeeping and kitchen work is physically hard in a way guests never see: bending, stripping beds, pushing trolleys, standing on a hot line for hours. Ask about that directly at interview, because people leave in the first fortnight over it.
Other occupations recruit here outside those headings: bricklayers, formwork, carpenters, and site espring-to-autumnng-to-autumn construction; railway track and signalling trades on the corridor works; winter road maintenance and gritting crews in the uplands; nurses and care assistants; secondary school teachers; retail supervisors; and vineyard workers around Ozalj.
Nothing in the Act on Foreigners is organised by industry. It is organised by occupation, by the worker’s nationality, and by the length of the engagement. So a business whose trade is not described above loses no ground at all, and asks the same questions.
Tell us the job title and the tasks behind it, because a title alone rarely settles anything. Then the location, the contract term, and whether the work is tied to a season. Last, the qualification or certificate a holder of that post must have.
Ask whether the post is exempt before you plan any dates around it. That answer comes from the occupation read alongside the county, and for some entries alongside the part of the year. Have it verified against the list in force rather than taking it on trust.
Hiring is yours. Procedure is ours. For an employer in Karlovac that means you assess the candidate and agree the terms, while we handle the test application, the permit request, the supporting evidence and the queries that come back. What that covers in practice is set out below.
Our half is procedural, and it is finite. It ends when the permit is decide,d and the worker has started. The employer’s half does not end there: the contract, the wage, the hours, the training and the working relationship all continue, and they were never ours to manage.
Nothing about the evidence is optional, and very little can be obtained early. The test creates the labour market notice. The contract must match the post that was tested. The housing papers describe existing premises. Sequence failures are the most common reason files return.
We can't make a decision, and we can't rush it. One authority issues the opinion, and another issues the permit, each on its own criteria. Anyone claiming pull with either is worth avoiding. Intermediaries are registered, must show the number, and may take a fee only from the employer.
Whatever help the employer takes, certain duties cannot be delegated. Inflow to the transaction account and returns actually filed—the proportion of domestic to third-country employees, measured when the application goes in. Feedback on every candidate referred. Safety training, paid for, before work starts. Housing that meets the standard.
A file is read as a sequence of dated documents, and a reader can see when one came before another. That is the practical reason for the order. Evidence dated after the application it supports, or before the vacancy it describes, raises a question the employer tmustanswer.
Do not give a start date the employer does not control. The permit decision falls due ninety days after the application is complete, and exceptional circumstances add thirty. No average exists in any published source, so there is nothing firmer to plan against.
The practical trap is not a missing document but a document with the wrong date on it. This kind of evidence is generated as the procedure moves and cannot be reconstructed afterwards. Organise the account records and tax filings early, and start collecting the candidate’s papers at once.
There are good reasons to use a specialist and a bad one. The bad reason is the hope of a quicker decision. An employer in Karlovac gets no such thing from us, or from anybody. The good reasons, which are about control of the process, are listed below.
Most of the value here is in removing surprises rather than in saving weeks. The surprises are always the same four: the route turns out to be another one, the cost is higher, a document nobody mentioned is demanded, and the start date moves.
The procedure asks not just for the right documents, but for the right documents at the right time. That is why catching up is impossible: you cannot reopen a closed period by hurrying. Treat the timetable as the constraint and everything else as the variable.
Our limits are worth stating plainly. We prepare, and we lodge. The Employment Service settles the opinion on its own criteria; the Ministry of the Interior decides the permit through the police administration, in its own time. Where the Act and a portal page differ, the Act is authoritative.
Nor is the county one travel area. Karlovac and Duga Resa function as a single market. Ozalj sits to thenorthwestt near the Slovenian border, wherecross-borderr work is a live option for local people. Ogulin and Slunj are upland towns a long way south on slower roads, thinly settled, with winter driving conditions that affect shift attendance. However, Ogulin has the advantage of sitting on both the motorway and the line towards the port. Transit traffic towards the coast peaks heavily through the warm months, which lifts roadside service work along the corridor. Rail works on the section towards the capital have run in phases, so confirm the current position before publishing any commuting claim. The honest pitch here is steady,year-roundd manufacturing. AtoZSerwisPlus does not run an office in Karlovac and says so plainly.
Contact the team about a post in Karlovac, or register as an employer with AtoZSerwisPlus.
This is a general description of the Croatian framework for employers and is not a substitute for advice. The statute is amended and its lists reissued, so official sources govern. If a government portal disagrees with the Act in force, it is wrong. No outcome is promised. Confirm your position with the police administration and the Employment Service, or with your own adviser, before acting.
AtoZSerwisPlus works with employers in Karlovac on international recruitment, and is plain about which parts of the timetable nobody controls.
Because it reflects people having moved away rather than vacancies being filled; general production roles still fill locally, while coded welders, programmers, automation staff and technologists do not. That gap is what employers actually run into.
Identify the route the post belongs to, then apply through the competent police administration for the permission that covers the person. Nothing in the hiring file substitutes for it: not the contract, not the job offer and not a previously held Croatian document from another employer.
To live in Croatia and to perform the job named on it for the employer named on it. Those two entitlements arrive together and are limited in the same way. Work outside the named post is not covered, even for the same company.
Most of the evidence is the employer’s own. Company documents, the employment contract and the description of the post all sit on the company side, so an employer-lodged file comes together with fewer requests going back and forth. That is a practical point, not a legal one.
From the holder’s position, the restriction is simple and strict: employment with the named company, in the named job, and nothing else. Anyone who has been told the card allows general employment has been told something that does not match the document.
Renewal left to the last weeks. The application has to go in well ahead of expiry, and the published deadlines are inconsistent, so an employer relying on a summary can be late without knowing it.
Unpaid wages lift the lock. So does criminal prosecution of the employer for labour offences, and inspection proceedings for serious violations. In those situations the six-month period does not have to run before the worker looks elsewhere.
Employers coming from two-step systems ask whether they file twice. They do not. The question of who may stay and the question of who may work are asked once and answered once, removing a whole stage of sequencing from the project plan.
A long stay visa is not an alternative to the permit. It is a travel document, not an authorisation to be employed, and no one works on it alone. The permit permits to hold the job and nothing else.
The Blue Card of the Union is the route for highly qualified employment. It is valid for up to forty-eight months, or, if the employment contract is shorter, for the contract term plus three months.
Seasonal work has its own provision in the Act, and the police administration applies it. Because seasonal rules differ from the general ones in more than one place, confirm the current position with the Ministry of the Interior before building a season around them.
Treat the family application as a separate file on its own timetable. Do not build it into the worker’s start date, because the two are decided independently and reunification has its own requirements. Ask the police administration what those currently are.
Permits shorter than a year are outside this altogether, and so are seasonal workers, who are expressly excluded. That leaves the requirement attached to ordinary longer permits, where evidence of the A1.1 pass is wanted at renewal.
Security vetting, criminal record checks, export control and dual-use compliance, and clearance or nationality conditions on some posts. Plan a longer timetable than for ordinary production, and check with the employer which roles are open before advertising.
It is not. Nobody takes an exam. The phrase describes an administrative search of the unemployment register carried out by the Employment Service, which refers candidates to the employer and records what it finds.
It depends on what sits on the local register. A common occupation with people registered for it draws referrals quickly; a narrow requirement may produce none at all, and the file then closes at the limit.
The reply on each referral. Requesting the search is remembered because nothing moves without it, but feedback on individual candidates is the step that slips, and an unanswered referral leaves the file incomplete.
Record the date, check the file against it, and fix a lodging date well inside the period. Leaving it to the final week leaves no room for a missing translation or a correction.
A list of occupations for which the employer is not obliged to request a labour market test. The management board of the Croatian Employment Service adopts it, and the Service publishes it.
Confirm it in writing with the Service for that occupation and that location, and keep the confirmation. Employers often discover, late, that a search was needed by relying on a colleague's recollection or an old download.
Nothing is reserved, and nothing can be. The old approach required employers to fit inside a number decided each year centrally; the present one asks whether a domestic worker could fill the particular post.
Through ordinary evidence of trading over a period: payroll records, bank movement, contracts with customers or suppliers, filed returns. None of it is exotic, but it has to exist before you submit the request.
Usually the account inflow or the year of continuous domestic employment. The rest, an active registered activity tied to the occupation, clear public charges with returns filed, an unblocked account, the staff ratio, no convictions and no undeclared work entry, are more often already met.
Do not request the opinion yet. A refusal on this ground is a refusal, and the sensible course is to wait until receipts into the account, not turnover, reach the level the Act sets.
No share capital minimum exists. A monthly turnover threshold is still printed on state portal pages in Croatia; that figure has been superseded, and the Act prevails over any portal summary.
Full-time ones. Part-time domestic staff do not help here, so the count is employees on full-time contracts who are Croatian, Swiss, or European Economic Area nationals, set against the third-country headcount.
It cannot. Every worker needs an application of their own and receives a permit of their own, naming that person, that employer and that post. Hiring five people means preparing five separate files.
Many do, in both directions, because the motorway run is short. That widens your residential catchment, and it also means you compete with capital wages for the same trades. Confirm the state of the line works before quoting any rail time.
Because an unfiled return is a failure in itself, the condition has two limbs, and the one about submitting everything prescribed is independent of whether money is owed. Clean books are not the same as a clean filing history.
Document the trading that is actually happening, route receipts through the transaction account, and get the domestic contract signed on indefinite full time terms. Each of those builds part of the record the conditions ask for.
No. Nationality and contract type both matter, so a payroll of thirty people may contribute far fewer than thirty to the domestic figure. Work from a list showing citizenship and hours, not a headcount total.
One line above gross: the health insurance contribution at 16.5 per cent. Everything else on the payslip is either income tax or theemployee’ss own pension deduction, neither of which the company bears.
In the decree currently in force, published in the Official Gazette. Read the period it covers and the amount, because the period tells you whether you are looking at the current instrument.
Not on the ground of citizenship. Equal treatment on pay is written into the Act on Foreigners for permit holders on an employment contract, so nationality cannot be the reason one employee sits below another.
A stated uplift for night work, overtime, holiday work and difficult conditions, plus the Sunday minimum. Rates on Croatian payroll sites and advice pages come from collective agreement practice rather than law, so decide your own figure and record it in the work rules.
Full-time work may not exceed forty hours a week, and total hours including overtime may not exceed fifty a week. Those two ceilings govern every rota, whoever is working it.
Renaming it changes nothing. A registration charge, a document charge or an administration charge levied on the jobseeker is still a charge to the jobseeker, and that is what the rule prohibits.
Its registration number, the written fee terms showing the employer pays, and the undertaking that candidates are charged nothing. Three short documents, and they answer most questions an inspector or an auditor would ask.
The file needs an address, a written tenancy covering it, and enough detail to show the premises meet the published standard. Gather those before the rest of the papers, because a flat found late holds everything else up.
An apartment is capped at eight occupants, based on its floor area. Where more than that are to be housed, the answer is a second unit rather than a larger single one, and the space rule then applies again from the beginning.
Deducting it with consent is still deducting it, and that is what the rule prohibits. Replace the deduction with a lease the worker signs and an invoice or standing order outside the payslip, so wages and rent never meet.
They are upland towns far south on slower roads, thinly settled, with winter driving conditions that affect attendance. Ogulin has wood processing and sits on both the motorway and the line towards the port, so it recruits separately.
Nothing here should be taken as a fixed running order. The published rules set out what must happen but not the local mechanics of appointments and collection, which is precisely the question to put to the police administration in advance.
Costs fall on the employer, as they do for the rest of occupational safety. Nothing may be recovered from the worker, andnothingg in the permit procedure shifts the expense. Budget for it with other hiring costs.
Not for every job. The statutory requirement attaches to jobs with special working conditions, where the employer must refer the person to an occupational medicine specialist before employing them. Elsewhere a medical may be a contractual choice, but it is not the law.
The Ministry of the Interior makes decisions, working through the local police administration or a police station. The Employment Service provides an opinion earlier in the process but does not decide, and chasing the wrong office wastes time.
The honest answer is that the law sets an outer limit, that nobody publishes a usual figure, and that the employer will say the moment it knows. Candidates respond better to that than to a date which later moves.
A regulated profession needs professional recognition from its own competent body, usually the professional chamber or the ministry answerable for the field. The permit allows residence and work; it does not admit anybody to practise a profession the state controls.
Exchange covers the categories validly held, so those categories have to be identifiable. Where the licence does not show its validity period or what it authorises, a translation settles the point; without one th e application stalls on a detail.
Figures circulating for it come from two places, and neither fits. Some are drafts put before Parliament and not yet adopted; others belong to the separate offence of undeclared work. Quoting either as evidence of this offence would be wrong.
