Primorje-Gorski Kotar holds several economies that behave nothing like each other. Rijeka and the towns around the bay carry the container terminal, the refinery, marine services, the university and the county’s professional work. Opatija and the Liburnian strip, twelve kilometres of continuous resort from Volosko through to Lovran, sit on the Istrian peninsula and yet belong to this county rather than to Istria County. Inland Gorski Kotar is upland, forested, and genuinely cold in winter, with processing industry and forestry instead of visitors. The islands are another case, and only Krk has a road bridge, which is why the airport named after Rijeka sits at Omišalj rather than in the city.
Two addresses in this county mislead people, and both cost time. Opatija is geographically on the Istrian peninsula, and it is not in Istria County. Its county administration, county tourist board, county development support, and county education network all run through Rijeka, not Pula, so an advert that groups Opatija with Istria points candidates and applications to the wrong county institutions and also misleads on commuting. Opatija and Rijeka are eighteen kilometres apart and form one commuting area despite selling completely different products. The second address is the airport. It carries Rijeka’s name but sits at Omišalj on the island of Krk, across the bridge, so airport-adjacent employment and any claim about being near the airport means Krk, not the mainland.
Employers sometimes expect to file twice. They do not. A single permission covers residence and work, names the company and names the job, and cannot be carried to a different post without going back to the authorities. The employer is the usual applicant, and the worker may apply in defined cases. Validity equals the contract term, up to three years.
A positive opinion is a document about the labour market, nothing more. The Croatian Employment Service writes it after running the test. Permission to reside and work comes later, from the Ministry of the Interior, issued by the police administration that covers the workplace. Neither authority does the other’s work, and neither stage can be skipped.
The employer conditions were rewritten in the most recent amendment, and not every published summary has caught up. Eligibility now turns on the inflow to thecompany’ss transaction account over the preceding twelve months, on tax returns having actually been filed as well as charges paid, and on a ratio measured against the third-country headcount rather than the whole workforce.
We handle theemployer’ss side: preparation, lodging, follow-up, and the corrections authorities request. We do not handle the judgement. Public bodies issue the opinion and the permit based on their own criteria and on their own timeline, and we cannot provide either an approval or a date.
This page sets out the route an employer in Rijeka takes to hire someone from outside the Union, and what that route costs in time and obligation. The framework is the same countrywide. Shortages, sectors, and competition for the same candidates vary by area.
Marine refit and repair trades are the country’s scarcest skill, because that work has grown while the old training route into those trades narrowed and was never replaced.
Refinery turnarounds need specialist maintenance trades in short, intense, planned windows, and no local pool has enough rotating equipment fitters and instrumentation technicians to cover the gaps between them.
The expanded container operation has added demand for crane, gantry and terminal equipment operators faster than anyone locally has been trained to run that class of machine.
Welders certified to pressure standards are short everywhere on this coast, and process and marine customers audit the certificate, so an uncertified applicant cannot fill the vacancy.
The resort strip wants year-round hospitality and spa staff, and it bids for them against Italian, Austrian and Slovenian employers who are a short drive or a short flight away.
Gorski Kotar settlement is dispersed, and journeys are long; local secondary provision is limited, so students travel out, and the upland pool has been thinning for some years.
Posts on Cres, Lošinj and Rab cannot be commuted to, because those islands depend on ferries, so they are relocation hires with live-in accommodation and ferry-constrained shift patterns.
Get the wording of the post right at the outset, because youu reuseit at every stage. The Employment Service tests the occupation and the requirements you have written, and issues the permit for that occupation. Where the vacancy, the contract and the application describe slightly different jobs, the file stops. Most avoidable delays employers face begin here, not later.
Which procedure applies is not a matter of preference. Nationality, occupation, and employment duration decide it, and the routes below are the full set an employer needs to consider. That decision comes first because everything downstream follows from it: the fee, the need or otherwise for a market test, and the start date.
Fifteen days is the outside limit for the test. The Employment Service spends them searching its register and sending suitable candidates to the employer. Every referral needs an answer: employers who ignore the feedback obligation are the ones whose files stall. A negative result, meaning no suitable domestic worker was identified, gives the employer ninety days from receipt to lodge its application.
Recognition of a foreign qualification is a separate procedure from the permit, and it takes longer. Which agency handles it depends on the level of the qualification: three cover the field between them, and the one for higher education also runs the national information centre. For a regulated profession, recognition is professional rather than academic and rests with the chamber or Ministry.
Adequate housing has a legal definition here, and the employer must meet it. Sanitary facilities: men and women must be separate. Natural light, electricity, heating and running water are each required. The lease must be written. Rent cannot go above thirty per cent of net salary, and it cannot be deducted from wages as a matter of course. Subsistence is evidenced in the same file.
Eleven sectors follow. These are the sectors in Rijeka where employers most regularly ecruit from abroad. For each, the roles that come up,whyn the demand exists locally, and the single thing worth getting right when drafting he vvacancy Read the two or three that apply to you and skip the rest.
Terminals recruit gantry crane operators, straddle carrier drivers, reach stacker drivers, lashing crews, yard planners, vessel planners, shift supervisors and terminal electricians.
A new container terminal is operating on the bay, under its own concession and separate from the general cargo berths, and cargo across the port area has grown with it.
The port area runs along the bay and onto Krk, so never advertise a post as being at the port. Name the municipality, because local charges and travel differ between them.
Warehouse operative covers picking, packing, loading, stock counting and truck driving, which are not the same job. Name the truck, the temperature and the shift, and say whether the role is on the dock or on the pick face.
Operators recruit process operators, panel operators, shift team leaders, instrumentation technicians, electrical maintenance technicians, laboratory analysts, process engineers and process safety specialists.
The refinery has just completed a major upgrade: a delayed coking unit added, heavier crude grades now processable, higher diesel yield, and vacuum gas oil no longer bought in.
These are permanent shift posts, not seasonal ones, which makes them the strongest year-round offer in the county. Say the rota and the training route, because both are what applicants compare.
Field and well-site posts are rotational: a block of days away, a block at home, and travel at each end of both. The rotation belongs in the advert alongside the trade, because it decides whether a candidate can take the job.
Contractors recruit rotating equipment specialists, mechanical fitters, instrumentation technicians, inspection and integrity engineers, scaffolders, insulation installers, turnaround planners and schedulers.
Planned shutdowns at the process and energy plants concentrate a very large amount of skilled work into a short, fixed window, and the date is set long before the labour is found.
Advertise these as fixed-term assignments with the window stated, and sort accommodation and site passes in advance. A turnaround that starts a week late costs more than the crew does.
Coded welding is qualified by procedure, position and material group, not by years at a bench. Name the standard and the procedures the post needs in the advert, budget for a test piece, and expect an inspection body to hold the record.
Employers recruit coded welders, pipe fitters, platers, plate rollers, pipe spool fabricators, weld inspectors, non-destructive testing technicians and fabrication supervisors.
Two of the county’s biggest customers, the process plants and the repair berths, both buy welding to certified standards, so the same trade serves refining, marine work, and general fabrication.
Check the coding, process, and positions an applicant is qualified in, and budget for a test piece. Send home any wrongly coded hire on day one.
Drawing reading and measurement separate a fitter who can work to tolerance from one who cannot. Give a print, a vernier and a micrometre at interview and watch. First- and third-angle projection alone will catch out plenty of inexperienced applicants.
Sites recruit marine welders, platers, pipe fitters, blasters, sprayers, marine electricians, marine engineers and dock and rigging crews along the repair berths.
The marine sector on this coast recruits for repair, survey, and marine equipment work, and theuniversity’ss maritime and engineering faculties feed directly into it.
Work comes in project shapes rather than as a steady line, so applicants want to know the expected duration and whether the next vessel is booked. Answer that in the advert.
Bulk cargo handling is heavy, dusty and noisy, and much of it happens in holds where access is restricted. Respiratory protection, hearing protection and confined space training precede first work, and none of that can be arranged after the shift begins.
Refit teams recruit yacht carpenters, joiners, upholsterers, varnishers, composite technicians, marine systems technicians, electronics technicians and refit project managers through the winter season.
Refit and winter storage work peaks in autumn and winter, when vessels leave charter, and eases through summer, which makes it the natural counterweight to a summer hospitality contract.
Pairing a winter refit contract with a summer season post gives a candidate a full year of work in one country. Very few employers here actually put that offer in writing.
Composite repair on small craft involves resins, solvents and grinding dust in enclosed spaces. Extraction, respirators and skin protection matter more than the laminating skill itself, and health surveillance is part of the job rather than an extra the employer can defer.
Marinas recruit berthing staff, dockmasters, mooring hands, travel lift operators, chandlery counter staff, security officers, cleaners and administration clerks around the county’s harbours.
Marina services run along the mainland coast and on the islands, serving visiting owners and crews, so Italian and Germans earn their keep on the pontoon as much as at reception.
Berth work follows the yacht year, so the shoulder months carry haul-out and launch peaks that have nothing to do with the tourist season. Build the rota from the boat calendar. Hospitality rotas rarely look like the ones candidates imagine. Broken shifts, late finishes after the last table and six days on the trot in peak weeks are normal, and the last bus has usually gone by closing.
Providers recruit spa therapists, masseurs, physiotherapists, wellness instructors, nurses, hydrotherapy attendants, treatment coordinators and spa reception staff along the Liburnian strip.
Opatija is positioned as a wellness and health destination thanks tothanks to its climate and sea, and the wellness product keeps resorts trading outside the summer.
Therapist qualifications differ a great deal between countries, so state which treatments the post covers and which registration the site requires. Check it before the contract, not at induction.
Clinical work begins with the professional chamber, not with the employer. Entry in the register and a licence for independent practice come first, and doctors additionally need Croatian at B2, which the chamber sets and which no employer can waive.
Hotels recruit sous chefs, chefs de partie, pastry chefs, kitchen porters, waiting staff, bar staff, baristas and conference catering assistants across the resort strip.
Because the Liburnian coast trades all year, with terraces and the promenade in use through winter, permanent kitchen contracts are realistic here in a way they are not elsewhere on this coast.
Say permanent in the advert and mean it, because experienced chefs on this coast have learned to read hospitality offers as seasonal. That single word changes the applications you get.
Kitchen titles mean different things in different countries. Say which section the post covers, how many covers a service runs to and who the post reports to, because chef de partie on one brigade is a commis on another.
Mills recruit sawmill operators, planing and moulding operators, kiln operators, CNC operators, timber graders, joiners, biomass plant operators and maintenance fitters in the uplands.
The upland economy rests on processing industry, forestry and agriculture rather than on visitors, with Delnice as its central authority and the motorway and railway both running through the interior.
Candidates underestimate the winter here. Say the altitude, the snow weeks and whether transport to the site is provided, because a coastal applicant is picturing a mild climate.
Woodworking machines are assessed individually. Competence on a panel saw says nothing about a spindle moulder or a four sider, and the spindle is the machine that removes fingers. Assess on the actual machine, with the guards and jigs the site uses.
Resorts recruit receptionists, housekeepers, room attendants, maintenance technicians, pool attendants, waiting staff, night porters and transfer drivers on Krk, Cres, Lošinj and Rab.
Away from the Liburnian strip, the coast and islands run a conventional sharp summer, with Crikvenica and Novi Vinodolski on the mainland and the ferry islands reached only by boat.
Ferry capacity, not distance, sets thesets thesets the shift pattern on Cres, jLošinjLošinj, and Rab. Krk has a bridge, so only Krk supports daily travel from the mainland.
Language matters at the desk and at the table, and matters much less in the laundry or the still room. Decide which posts need fluent guest-facing English, then stop screening the rest of the team against a standard the work never uses.
Beyond the eleven headings above, the county also fills snow clearance plant operators in the uplands, forwarder and harvester drivers, airport ground handlers at Omišalj, customs and shipping agency clerks, hospital and laboratory staff in Rijeka, and construction site trades—several of those fall under one municipality rather than the county as a whole. We selected the sectors above because that is where employers turn abroad most readily, not because the rules stop elsewhere. If your activity falls outside them, the answer is unlikely to change: the post you need filled and thecompany’ss own position decide the matter.
Five details decide the answer here. What is the occupation, and what will the worker do all day? Where is the work carried out? For how long is the contract? Is the post seasonal? And what qualification or certificate must the holder produce?
Two vacancies with identical titles can run on different schedules, because exemption is decided by occupation and county together, and in some cases by the season. The list is resafeste safestsafestcheck to checkcheck the occupation against the version in force.
An employer in Rijeka should not have to learn this procedure to use it. That is the point of engaging us. You keep the hiring judgement and the employment relationship. We take the forms, the order they go in, the evidence and the follow-up, as listed below.
The line runs like this. We take the procedure: forms, sequence, evidence, deadlines and correspondence. The employer keeps the hiring decision, pay and terms, the workplace itself, and the day-to-day management of the person once work starts. In practice that means you interview and you choose.
Think of the file as something that grows rather than something that is collected. Each stage produces the paper the next stage needs. A permit request lodged before the labour market stage has nothing to attach, and a contract signed for a different post contradicts what was tested.
Read any promise of a timetable as a warning sign. We give none, because the authorities apply their own criteria and consult nobody. What is verifiable is registration: an intermediary must be entered in the register kept by the Ministry of Labour, quote its number, and charge no jobseeker anything.
Read this as theemployer’ss own list. Account inflow. Tax returns filed. The proportion of domestic workers against third-country workers, as at the date of lodging. Feedback on each referred candidate. Safety training paid for and done before the worker starts. Accommodation up to the published standard.
The order of the steps below is set by what each one leaves behind. A permit application needs an opinion; an opinion needs a test; a test needs a described post. Skip forward,, nd the authority receives a request resting on evidence that has not yet been created, and it waits there.
Nobody publishes a processing time for this permit, so any figure an employer is quoted comes from somewhere other than the authority. The AcpAC provides outouter limitstead: ninety daydaysom a complete appapplication plusirty more in exceptional circumstances. Keep the start date provisional until the decision is in hand.
Paper Paperd at the right moment is worth more here than paper created carefully. An employer who starts the file after the ccandidate arrivesis already missing documents tthat needto be dated earlier. Housing, the lease and the training booking are the items to secure in advance.
Employers in Rijeka want to know where they stand. Not a faster permit, which nobody can supply, but a clear account of what has been done, what is pending and what could still go wrong. The following list describes that.
Nobody hires an adviser to make the Ministry faster. They hire one to remove the unknowns: which procedure the post falls under, what it costs,Ministrye Ministry be asked for and in what order, and how soon the worker could lawfully be at work.
Order and timing are both prescribed, which is a harder combination than either on its own. Doing the next thing quickly does not cure the last thing done late. In practice,,this means the plan has to start from the fixed periods and work outwards to the convenient dates.
We do not decide anythin,g and we promise nothing. ThEmployment Service holdsth thopinthe police administrationMinistry of the Interior, throgholdsermit, base , on i own criteria anoninand timelinee a portal page and the Act disagree, the Act wins.
A last point, and it is the one county-level averages destroy. Gorski Kotar is in the same county as the Rijeka coast, but it is a different labour market, a different climate and a different kind of work. The coast is mild and Mediterranean; the interior is forested upland with a real winter, snow clearance as a seasonal labour peak, and processing industry and forestry instead of hotels. Wage expectations, commuting distances, journey times and the available skill mix all differ, so any figure or promise pitched at county level will be wrong for one side of it. Write to the sub-region: name the town, name the climate, and describe the work that actually happens there. AtoZSerwisPlus does not run an office in Rijeka and says so plainly.
Employers with an open post in Rijeka should register with AtoZSerwisPlus or write to the team.
Treat this as background on employing third-country nationals in Croatia, not as advice on your own case. Statutes are amended, and lists reissued, so official sources are authoritative. If aA government portal page contradicts the Act in force, the Act governs. No timetable or result is promised. Verify your position with the police administration, the Employment Service, or a lawyer.
AtoZSerwisPlus helps employers in Rijeka hire from abroad with practical guidance on the route, the labour market test, the permit file and preparing new arrivals.
Primorje-Gorski Kotar, not Istria County, even though Opatija sits on the Istrian peninsula. County administration, the county tourist board, development support and the county education network all run through Rijeka, so applications and paperwork go there rather than to Pula.
Yes. The Act on Foreigners provides for it, and the basis is a permission granted before work starts, the residence and work permit issued by the Ministry of the Interior through the local police administration. Nationality decides which regime applies, not whether employment is possible.
One. Employers arriving from systems that separate a work permit from a residence permit expect to hold both, but Croatia issues a single instrument covering the stay and the employment. Its Croatian name is dozvola za boravak i rad, and the Act calls it the single permit.
Two circulate, and both are wrong. One says only the employer may ever apply; the other says the company can leave it entirely to the candidate. Neither holds: the company is the normal applicant, and the Act separately defines cases in which the candidate may lodge the request.
Write the post accurately at the outset, because you are committing to it for the life of the permission. Internal flexibility that seems obvious in a small team is not available here. Plan the establishment so ordinary cover does not require a fresh procedure.
Ask your local police administration what the renewal deadline currently is, and get the answer before you rely on any figure. We do not publish one here because the official sources conflict, and a wrong figure is worse than none.
The Act’s change-of-employer article sets out each step, and the local police administration applies it. Because the sequence was rewritten in the most recent amendment, older summaries describe a stricter position. Check the current steps with the Ministry of the Interior.
Older descriptions set out a work permission obtained first and a residence permission applied for afterwards. That is not how it works now. The two were brought into one procedure, and material describing the older sequence will send an employer down a path that no longer exists.
International transport workers are treated differently here. For them the ceiling is far higher, three hundred and sixty-five days rather than thirty, under the same long stay visa provision. Hauliers planning cross-border driving work should read it before anything else.
Seasonal and general labour are outside it. The route was built for highly qualified employment, so a packing line, a kitchen or a building site belongs on the standard permit instead. Choosing by convenience rather than by the nature of the post wastes the application.
Seasonal workers sit outside several general rules, and the language exam is only the most visible. That matters because guidance written for the standard permit will mislead an operator reading it for a seasonal crew. Read the seasonal provisions, or ask which apply.
Candidates ask this in interviews, and a useful reply separates the two halves. Reunification is its own residence ground, which is certain. What a family member does for a living is not, so it must be checked with the authorities.
The Act requires a third-country worker holding a permit valid for a year or more to pass an exam in Croatian language and Latin script at level A1.1, with the employer paying the cost. The obligation is legislated with a start deferred in the Act.
At Omišalj, on the island of Krk, not in Rijeka and not on the mainland. Krk is reached by a fixed bridge, which is why the island carries the airport, and airport-adjacent roles are Krk roles for travel and accommodation purposes.
Croatian law prioritises domestic labour supply. Before a post can go to a third-country national, the employment service must check people already registered with it and put forward anyone who fits the stated requirement.
No such advertising obligation exists. The fifteen-day period measures how long the register is searched, and the post is left open to referrals. Employers who read it as a mandatory advert period publish notices nobody asked for.
Whether the person was assessed, and what came of it. A short, factual outcome for each individual referred is enough, but it must be given for every one, and this is the duty overlooked more than any other.
By counting from the wrong event, or by waiting on a document from abroad. Papers from the worker’s home country should start while the search is still running, not afterwards.
It lowers it. Where the occupation is exempt, domestic, European Economic Area or Swiss nationals on full-time contracts need to reach ten per cent of the number of third-country nationals employed, rather than twenty.
Two different lists circulate under similar names. One governs exemption from the labour market test; the other feeds recommendations on school and college enrolment. Search results mix them, and only the first is relevant here.
The Croatian Employment Service states plainly on its pages that, for employing third-country nationals, a labour market test replaced the earlier annual arrangement. The state portal carries the same position.
In the amended provision of the Act on Foreigners dealing with the labour market test. The wording is short, the grounds are specific, and the Service applies them before taking the request any further.
They were rewritten, and the figures moved. The current set covers the pursued registered activity linked to the occupation, all returns filed and public charges settled, the twelve-month account inflow, no lengthy account block, the year of one domestic employee, the staff ratio, convictions, undeclared work.
The wording is inflow to the account, a measure of receipts rather than of profit, turnover or capital. If how a particular business’s receipts are made up matters, ask the Employment Service before applying.
There is no minimum turnover condition. Monthly turnover figures still sit on Croatian government portal pages; they are out of date, and where a portal page and the current Act disagree, the Act governs.
On twenty third-country nationals, a general occupation needs at least four Croatian, European Economic Area or Swiss employees working full time. Where the occupation sits on the exempt list, two is enough.
Three things at once: the named holder, the named employer and the named post. Change any one of them, and you are dealing with a fresh matter rather than an amendment to what already exists.
It is upland and forested with a genuine winter, while the coast is mild and Mediterranean. The interiorrelies onn processing industry, forestr,y and transport rather than touris;, settlement is dispersed, and journeys are long, so county averages meanlittleg across that divide.
Pull the record of public charges held by the finance ministry, then reconcile it against the list of returns the company was obliged to file. Two separate enquiries, and the second is the one that surprises people.
Its owtwelve-monthth account history, and whether one Croatian, European Economic Area or Swiss national has been on an indefinitfull-timeme contract with it for a year. Those two answers decide the timing.
Twenty per cent at minimum, measured as a proportion of the third-country nationals the employer has on its books, or ten per cent when the occupation is exempt. The denominator is that third-country count, never total staff.
Pension contributions totalling twenty per cent, withheld from the gross figure by the employer and paid over. It is a deduction from the worker’s pay, not an additional cost to the company.
No. One decree sets one gross monthly figure for the whole country, so location changes nothing about the floor, however much actual pay levels vary above it from place to place.
The rate the post carries, measured against the floor in the current decree, and one pay structure across the payroll rather than a separate one for foreign hires. The Ministry of the Interior can confirm where seasonal and Blue Card staff stand.
Both attract increased pay as of right, with the level unstated in the Act. Work on a public holiday or other statutory non-working day, and work in difficult conditions, both qualify, and the parties settle the amount.
They decide what is buildable. Fifty hours including overtime in a week, twelve consecutive hours off between shifts and twenty-four consecutive hours of weekly rest leave less room in a rota than planners expect.
The employer, and only the employer. A jobseeker may not be charged for employment mediation, whatever the service is called or however it is packaged. The cost of recruitment sits with the company doing the recruiting.
Ask it for its registration number. A registered providemustto show that number in its business documents ans advertisements, so a provider that cannot produce one on request has answered the question.
Employers often assume the worker will find a room and that nothing needs to be shown. On the sponsored routes the obligation runs the other way: the file is the employer’s, and the accommodation evidence belongs in it.
Several kinds qualify: apartments, small buildings, tourist facilities, structures the employer owns, and temporary accommodation on a site. The form matters less than whether the space, service,s and separation of sanitary facilities meet the written standard.
A written lease is required, and an oral arrangement will not do. It also gives the employer the document it needs for the application, which is a second reason to have one drawn up before the worker arrives.
On the Liburnian strip. Opatija trades year-round in wellness and health tourism, with terraces and the promenade in use in winter, so a permanent kitchen or spa contract is credible there. Križevci, Novi Vinodolski and the islands remain sharply seasonal.
After approval,, there is still administration tocompleteh, and the card has to be issued. Plan for a short interval rather than a same-week start, and ask the police administration what it expects before treating the worker as available.
Before the first shift, which in practice means while the permit is still being processed or immediately after the worker arrives. Scheduling it late is what pushes employers into the supervision allowance they did not need.
Nationality makes no difference to this duty. The examination requirement follows the post, so a third-country national in an ordinary role faces no statutory medical, and one in a post with special working conditions faces the same referral as a domestic colleague.
Shorter periods arwidely quoted,l,y and noncomees from an authority. The only published number is the statutory maximum of ninety days, with an extension of thirty in exceptional cases. Treat everything else as marketing.
Where a recruiter has quoted a month to a candidate, the employer inherits the problem. Replace quoted months with a written condition in the offer and a single named contact who updates the candidate. Say nothing about timing that the file cannot support.
Separate legislation governs regulated professions and the recognition of foreign professional qualifications, with implementing rules beneath it. Rather than rely on a citation, ask the national information centre or the chamber itself, since both work from the current text daily.
A licence issued outside the European Economic Area may be exchanged for a Croatian one with no test, provided the application is made within one year of entry. After that year, the foreign document is no longer a basis for driving.
No amount is quoted here, and that is deliberate. The figures in circulation are either proposals that have not become law or sanctions attached to a different offence altogether. The exposure is real even though the number is not settled.
