Šibenik is the seat of Šibenik-Knin County and also its economic centre, which is not the usual pattern in this part of Croatia. The county still behaves as two labour markets rather than one. A narrow coastal strip carries the port, the hotels, the marinas and the retail trade, from Vodice and Skradin round to Primošten and Rogoznica. Behind it, the karst interior runs inland to Drniš and Knin, thinly settled, working stone and land, and formally classified in the county plan as an area of specific development needs. No airport operates anywhere in the county, so staff and guests arrive through Split or Zadar.
Thekey operational fact is that this county contains two hiring markets within one administrative boundary, and they do not feed each other. Drniš lies a good half hour inland of Šibenik on state road, Knin considerably further, and neither is a realistic daily journey into an early hotel shift or a late restaurant service on the coast. Coastal employers therefore recruit for accommodation, not for travel time. Interior employers face the opposite position: a small, dispersed pool spread across long distances, with thecounty’ss own plan treating that area as one of specific development needs, so state and county support schemes differ by local unit within a single county. Match the local unit to the scheme before you price a post or claim an incentive.
Under the Act, the same permission authorises residence and employment, hence the name single permit. It attaches to one employer and one job title rather than to the labour market generally. An employer normally lodges the request, and a worker may do so in the cases the Act defines. The contract sets the length, subject to a three-year limit.
The Ministry of the Interior issues the permit through the police administration and makes the decision. Before that, the Croatian Employment Service must have run the labour market test and given its opinion. One does not substitute for the other: a positive opinion opens the application, and the application is where permission is granted or refused.
Published summaries lag behind the Act here, so employers assess themselves against superseded conditions. The live ones are these: the transaction account’s inflow for the preceding twelve months; every prescribed return submitted, as well as every liability settled; and a proportion of domestic workers calculated on third-country employees instead of on the workforce as a whole.
We assemble the employer’s file, submit the test application before the permit request, and keep the two consistent with the contract. We cannot decide. The Employment Service forms its own view,, and the police administration makes its own decision, so nothing here should be read as a promise by either.
Employers in Šibenik deal with the same statute, the same authorities and the same conditions as employers in every other county. Only the hiring problem is local. The sections below separate the two: firstt, how the permission workss then, which sectors here recruit from abroad and what each needs.
The county plan records the working-age contingent contracting faster than the national pattern, with the strongest outward movement in the interior municipalities, so the resident pool shrinks where the stone and land work is.
Rolling mill and metallurgical process skills barely exist outside the one site that uses them, so a vacancy at that grade cannot be filled from anywhere else in the county.
Marine engineering, marine electrics and composite trades are locally scarce, and every marina and charter base on this coast wants them in the same few weeks before the season opens.
Stone cutting and dressing is a trade the interior teaches by working at it, and fewer people still do it than the quarries and saw plants need.
Qualified chefs and kitchen staff go missing precisely at season start, when hotels, campsites and restaurants along the coast all open their kitchens within days of each other.
Nurses are short across the county, and the two hospitals sit far apart, one on the coast and one inland at Knin, so neither can borrow staff from the other.
Higher education in the county amounts to two polytechnics, one on the coast and one at Knin, so degree-level engineering and food technology recruits arrive from Split, Zadar, or further.
Settle the vacancy first, then look for candidates. The job description is not a formality: the occupation, tasks, and qualifications are tested by the Employment Service and carried onto the permit. Any difference between that description, the signed contract and the permit file invites questions, and questions cost weeks. Draft it once and draft it accurately.
Routes differ, and so do their costs and their timetables. What sorts one from another is the worker's nationality, the occupation to be filled, and the length of the engagement. Each is described below. Employers get most value from settling this question on day one, because a route chosen late has usually been chosen expensively, and it may also have delayed the start.
Nothing can be lodged with the police administration until the test is over. It occupies fifteen days at most. The Employment Service looks at its registered jobseekers, refers those it considers suitable, and requires the employer to account for each referral. Its notice that the domestic market cannot fill the post is valid for ninety days from receipt.
Qualification recognition and the permit run on separate tracks. The recognition track splits three ways by award level, with the higher education agency also acting as the national information centre. Employment in a non-regulated occupation attracts an opinion on the qualification. A regulated profession requires the competent chamber or ministry to admit the person to practise. Start the recognition file early.
Employers on these routes must provide evidence of accommodation as part of the file, along with proof of means of subsistence. The first person needs fourteen square metres; each additional person adds six. Running water, heating, electricity and daylight must be present. A written lease is required, and the rent ceiling is 30% of net salary. Nothing may be deducted from wages for it.
The sections below cover the sectors in Šibenik that most often look beyond the local market. Each one names the roles actually recruited, explains why the work is there, and gives one point to get right in the posting. Employers usually recognise their own sector in two or three of them.
Employers recruit rolling mill operators, casters, crane drivers, maintenance fitters, industrial electricians, quality inspectors and metallurgical process technicians into cold rolling and casting work.
Cold rolling of sheet and strip, and casting of blocks and billets, feed automotive and aerospace supply chains from Šibenik. A single large employer dominates this part of the county’s industry.
Because one site carries the sector, vacancies appear in bursts rather than steadily. Ask candidates which alloys and gauges they have handled, since rolling experience does not transfer evenly.
Fume, arc glare, noise and hot metal are all present at once in a fabrication shop. Extraction, screens, hearing protection, and eye protection are issued, and staff are trained to use them before the first weld, not after.
Workshops recruit CNC machinists, welders, plate and sheet metal workers, fabricators, assembly fitters, maintenance electricians and production planners in the Ražine and Podi zones.
General fabrication grew up around the heavy metals site and the port, and it now works to order for construction, marine and industrial customers along the middle of the coast.
Order books here swing with building work and marina refits, so fabricators want to know whether a post is workshop-based or sends them out to a quay or site.
Automation and instrumentation work sits between trades, so the title has to be unambiguous. State whether the post calibrates field devices, writes control logic or maintains drives, because each attracts a different applicant and the wrong one arrives confident.
Quarries recruit plant operators, stone saw operators, stone cutters, dressers, blasting technicians, tipper drivers and yard loaders across the karst interior around Drniš and Promina.
Technical and architectural stone comes out of the limestone behind the coast, and Drniš has built a business zone around cutting and finishing it rather than shipping raw block.
Quarry work runs all year but loses days to winter rain, so build a wet weather clause into the rota and say whether pay follows hours or the week.
Crushing and screening plant is noisy and dusty, and respirable dust is the health risk that decides the protective equipment. Face fit testing comes before first work, health surveillance follows, and neither is optional because the operator dislikes the mask.
Operators recruit berth masters, mooring staff, dockmasters, marine engineers, marine electricians, riggers and boat cleaners across one of the densest concentrations of nautical ports in the country.
Berth capacity here has grown sharply over the last decade, and the county plan treats nautical tourism as one of its strongest assets, spread from Skradin and Murter to Rogoznica.
Hull and topside trades work outdoors to a hard deadline before launch, so state the working hours and whether the post includes weekends through the fitting-out period.
Berth and marina services do not follow the visitor season. Haul-out, winter storage and launch create their own peaks either side of it, so write the contract term against the boat calendar rather than copying a summer hospitality season.
Fleets recruit charter base managers, skippers, charter hostesses, sailing instructors, boat valets, turnaround cleaners,, and provisioning staff at bases around Murter, Tisno,, and Vodice.
Charter runs off the same berths as the marinas, but on a weekly cycle: boats come in on a Friday or Saturday, are turned round, and leave the next day.
That cycle means the whole week’s work lands in a day and a half. Recruit for the turnaround pattern openly, because candidates who expect evenly spread hours do not last.
Housekeeping and kitchen work is physically hard in a way guests never see: bending, stripping beds, pushing trolleys, standing on a hot line for hours. Ask about that directly at interview, because people leave in the first fortnight over it.
Terminals recruit stevedores, crane and grab operators, forklift drivers, tally clerks, customs clerks, forwarding clerks and shift supervisors on the bulk, general and liquid cargo berths.
The port of Šibenik is open to public traffic of special international economic interest, so a state port authority, rather than the city, governs it. Quay access is negotiated there.
Cargo work is one of the few year-round shift patterns on this coast, which is the strongest argument an advert here has against a summer hospitality offer.
Lorry driving needs the right category on the licence, a certificate of professional competence recorded as code 95, and a tachograph card cardving time and rest rules bind the rota, so build the schedule around them rather than delivery windows.
Producers recruit meat-curing operatives, cheesemakers, dairy process hands, food hygiene technicians, packers, cold store operatives, and quality staff in the interior around Drniš.
Dry-cured ham from Drniš carries a protected geographic indication, ansheep’s's cheese, wine, and olive oil come from the same karst land, so this work happens inland rather than on the quay.
Curing and cheese rooms run to a fixed humidity and temperature, and the working day starts early. Say both in the advert and say how the site is reached without a bus.
Line speed decides who copes. A packing or filling line sets the pace, breaks are timed to it, and the demanding part is the changeover between products, when tooling, labels and paperwork all change together under pressure.
Landings recruit deckhands, net menders, fish graders, ice and chill hands, filleting operatives, packers and refrigerated van drivers at Tribunj, Murter and Rogoznica.
Those three are designated fishing ports in the county spatial plan, which is why landings, chilling and onward transport concentrate there instead of spreading along the whole coastline.
Hours follow the boats and not the clock, so write the post around landing times. Candidates from factory food work rarely expect a start that moves with the weather.
Handling and grading ashore is cold, wet and fast. Hands work in chilled rooms through the shift, hygiene training is a condition of entry to the floor, and the day starts when the boats land rather than at a set hour.
Parks recruit rangers, ticket and entry staff, boat operators, guides, cleaners, visitor centre assistants and seasonal wardens at Krka and across the Kornati archipelago.
Krka lies wholly inside the county and finances itself through admissions, while Kornati covers a large archipelago where private land ownership complicates management and, therefore, staffing.
Park posts are mostly part-year, and several are reached only by boat, so treat transport and lodging as part of the offer rather than something the worker arranges.
Someone who has worked a large city property will expect departments with edges. In a smaller house the receptionist carries bags, serves breakfast and answers the night bell, and that breadth has to be described honestly or it reads as bait.
Hotels recruit receptionists, housekeepers, chefs, commis chefs, waiting staff, bar staff, campsite attendants and lifeguards from Vodice and Primošten round to Rogoznica.
Hospitality and retailhiren mretail hireacross this county than factories do, spread acrossspread acrosssites,s acampsitest rentals along the whole coastal strip.
Kitchens all open within the same fortnight, so you can't fill a late chef vacancy locally. Recruit the kitchen brigade first, then the front of house.
Food hygiene training and allergen knowledge are legal obligations on the business, and they fall on whoever is at the stove. A cook who cannot state what is in a dish, in customers’ language or the manager’s, creates liability.
Sites recruit bricklayers, formwork carpenters, steel fixers, plant operators, scaffolders, tilers, site supervisors,, and general labourersforor hotel, apartme,nt, and infrastructure work.
Building work here follows tourism capacity and second home demand, so it concentrates on the coastal strip and thins out sharply once you pass the motorway inland.
Coastal sites are restricted through the season, which pushes the heavy programme into autumn and spring. Say when the work actually runs, or candidates will plan around the wrong months.
Plant operators are hired on the machine, not the trade. An excavator ticket says nothing about a telehandler or a mobile;crane, lifting operations need an appointed person, and a slinger or signaller is a separate certificated role.
Several trades recruit here without appearing under those eleven headings: retail supervisors in the coastal towns, olive and vineyard pickers through the autumn, honey producers and beekeepers, secondary school teachers and vocational instructors, polytechnic nursing staff, municipal water and waste crews, ferry ticket and terminal staff, and cleaning teams working private rental turnarounds.
The eleven sections above are the sectors in which employers most often look abroad. They are not a closed list. An unlisted sector is no obstacle, because the procedure attaches to the occupation and to themployer’s's own standing, never to the industry label above the door.
Give the occupation, and give the duties as well: two posts with the same title can take different routes. Say where the work happens, how long the contract lasts, whether the season governs it, and what qualification or certificate the holder must produce.
Employers plan around a date and then discover the exemption question. Take it first. The answer follows from the occupation and the county, and sometimes from the season, so the title alone settles nothing. Ask for it to be checked.
Our work for an employer in Šibenik begins once the vacancy is settled and you have chosen a candidate. From there we take the test application, the contract documents, the permit request, the accommodation evidence and the questions that follow. The list below sets it out in order.
Two sides, and they do not overlap. Ours is administrative: what is lodged, in what order, with what attached. Yours is everything an employer normally decides: whom to appoint, what to pay, and how the work is organised and supervised. Nobody else can sensibly hold that half.
We work in the order the authorities work in, because no other order produces a complete file. The labour market stage comes first and generates its own notice. The contract is written to that post. The accommodation evidence names real premises with a written lease behind it.
Some agencies sell certainty. It does not exist here: authorities grant the opinion and the permit using their own criteria, and nobody lobbies them. Ask instead for the registration number that every intermediary must hold and display, and check that no fee is being sought from the worker.
A checklist of what cannot be handed over. Account inflow and filed returns, both live conditions. The domestic-to-third-country proportion, which is judged on the day the application is lodged. Feedback to the Employment Service on referrals. Safety training completed at themployer’s's expense. Accommodation meeting the published standard.
Taking the steps out of turn creates work rather than saving it. An opinion obtained before the rest of the file is ready spends part of its own validity waiting. A contract signed against a loose description has to be redrawn once the test wording is settled, and that redrawing costs weeks.
Until the permit is granted, there is no start date, only an intention. The statutory decision period is ninety days once the application is complete, and another thirty where circumstances are exceptional. No authority publishes how long it usually takes. So the contract should make the first day depend on the grant.
A retrospective file is easy to spot and hard to defend, because the dates do not line up with the steps they are supposed to evidence. Two things repay an early start above all others: the accommodation, and whatever recognition thcandidate’s's qualification needs.
Speed is the wrong thing to buy. Accuracy is not. For an employer in Šibenik,, the useful question is whether the file will be right when it reaches the authority, because acorrect filet removesavoidablee delaye. The rest, as below, follows from that.
Employers rarely ask us to be quick. They ask to plan. That means a route identified, a cost stated, a list of the evidence each stage requires in the order it is required, and an honest earliest start date.
Late is not a small problem in this procedure; it is a repeated stage. Evidence belongs in an order and within periods, and rushing the next step leaves the earlier gap exactly where it was. Anyone planning a start date should plan the periods first and the people second.
The Employment Service has authority for the opinion. For the permit, the Ministry of the Interior decides, and the police administration issues it. We hold neither power, so we undertake nothing. When a government page conflicts with the Act, the Act takes precedence.
A last practical point, on the season and on one small administrative catch. The coastal peak is short and severe: marinas, charter bases, campsites, park entry and coastal retail all swell for high summer and drop to a skeleton after it, while island businesses close outright. Aluminium, fabrication, stone and port cargo carry on through the year, which makes them thcounty’s's only genuinely permanent shifts. The catch sits on Murter. One small bridged island is divided between two local administrations, Murter-Kornati and Tisno, so two sites a few minutes apart can answer to different local authorities and different local charges. Read the local unit off the address before you register anything. AtoZSerwisPlus does not run an office in Šibenik and says so plainly.
Employers hiring in Šibenik can register with AtoZSerwisPlus or speak to the team first, whichever suits.
Use this page for orientation only. It is not legal advice, and your own position may turn on facts it does not address. The Act and its lists are revised, so official sources are authoritative. A portal page at odds with the Act in force does not displace it. No date or approval is promised. Ask the Employment Service or the police administration, orseeke advic, first.
AtoZSerwisPlus supports employers in Šibenik on international recruitment: the occupation description, candidate verification, the permit file and arrival.
They are two labour markets inside one county. Drniš and Knin lie well inland on a state road, and nobody travels from there for a coastal hotel shift. Advertise, price and house each side on its own terms.
Build the permission into the timetable and make the offer conditional on it. Because authorisation precedes employment, you cannot put the candidate on a rota until the decision is made. Employers who commit to a firm start date before that point end up renegotiating with the candidate.
A biometric residence permit card. It carries the holder’s identity data and records the permission granted, including the employer and the occupation it was issued for. Employers who have only seen the decision letter should ask the worker for the card itself.
The employer normally lodges it. The worker may lodge it in defined cases set out in the Act, so the choice is not always themployer’s's alone. Either way, the application goes to the competent police administration or police station on the prescribed form.
Check the occupation on the card before any reassignment, and treat any change as a new administrative step rather than a payroll amendment. Where the move is real, apply for a fresh positive opinion or establish that an exemption covers the occupation.
Contract length drives permit length. Issue a nine-month contract and the permission is roughly that long; the three-year ceiling matters only once the contract exceeds it. Employers who want a longer permit must offer a longer contract first.
The gaining employer does the work. It requests a fresh labour market test, notifies the police within three days with the employment contract, and needs a positive opinion within five days. The worker may start once that opinion is issued.
The Act’s definitions are the place to look: they name the single application procedure and describe what it produces. The Ministry of the Interior provides the practical steps. Where a general summary still describes two procedures, prefer the ministry.
Two documents, two purposes. One gets the person across the border; the other lets them stay and work once here. Keeping them distinct in the hiring file avoids confusion that can leave a worker in the country with no right to work.
Assuming any graduate post qualifies. The route is confined to highly qualified employment, and an employer that routes an ordinary vacancy through it loses time it could have spent on the standard application. Settle which route applies before drafting anything.
No Croatian language exam applies to seasonal workers. The A1.1 obligation written into the Act expressly excludes them, which removes a cost and a scheduling problem from seasonal recruitment. It remains legislated for other permits, with a start deferred in the Act.
Assuming the worker’s card covers the household. It does not. Each family member needs their own basis for being in Croatia, applied for on the reunification ground, and the employer should not treat the two files as one piece of work.
No. The Act requires an A1.1 exam in Croatian and Latin script, not a fluency test or the B2 standard the medical chamber applies to doctors. Those two keep getting merged in summaries.
None operates. The county spatial plan carries a planned airport inland near Drniš, but it is not built, so employers move staff and guests through Split or Zadar. Factor the transfer into any relocation timetable.
Croatia’s public employment service carries it out, using its register of unemployed people. That is a different body from the one ruling on the permit, and mixing them up is why requests reach the wrong desk.
Yes. Where the register holds nobody matching the requirement, the notice can issue well inside the limit. The outer figure is a ceiling on the Service, not a waiting period the employer has to sit through.
No. Waiting passively is how the obligation most employers overlook gets overlooked: each candidate sent across has to be answered while the search is open, and the notice at the end does not cure the gap.
Ninety days. The employer has that long from receiving the notice that no suitable domestic worker was found, and inside it the application must be lodged or the opinion requested.
That being on it excuses the rest. In practice, the exemption touches the search alone, and an employer failing the account inflow condition or the staff ratio is refused an opinion on whether the occupation is exempt or not.
Assume a search is needed and plan for it. If the exemption is confirmed, time is gained;if you assume ang exemption andareg wrong, you loses theentiree search period at the worst moment.
The labour market test, applied case by case. Instead of a number fixed in advance for the whole country, the service checks each post against the register of domestic jobseekers when the employer asks for it.
Nothing else can proceed. Without a search there is no notice, without a notice there is no positive opinion, and without the opinion the application to the police administration has no support.
Yes. Every item must be satisfied: the registered activity pursued and linked to the occupation, public charges and returns clear, the twelve-month inflow, no account block beyond thirty consecutive days, a year of one continuously employed domestic worker, the ratio, no convictions, and no undeclared work listing.
It cannot. Capital subscribed sits on the balance sheet and has nothing to do with this condition, which looks only at what actually moved through the transaction account. The Act describes the test as inflow, and means it.
That the requirement it is quoting was replaced, and that the page it read has not been amended. Budget approvals built on a figure from an uncorrected government page rest on a rule no longer applied.
No, and this is the error that does the most damage. The percentage is calculated against the third-country headcount, not against the total workforce, so it is a far smaller number of domestic staff than employers fear.
Not for a block of posts. No company-wide authorisation is obtained once and used for later recruits; each person recruited goes through the procedure in their own name.
Marina, berth and yacht services. Berthing, mooring, hull and topside trades, marine engineering, marine electrics, chandlery and charter base operations are what recruit, spread across marinas from Skradin and Murter down to Rogoznica.
Ordinary discipline. A return that falls due while the file is in progress must be filed on time, because the condition is not met once and banked. Put a reminder against every filing date.
Squarely in the look back. Both the financial test and the domestic employment test measure a period that has already passed, sothe company can't satisfy them withy anythingity does on the day it applies.
Run the count. Take the payroll, mark each person’s citizenship and whether the contract is full-time, add the Croatian emigrants, then set that total against the third-country headcount on the same date.
Sixteen and a half per cent for health insurance, calculated on gross pay. That is the full statutory employer-side contribution cost in Croatia: no separate employer pension, unemployment, or accident contribution sits beside it.
Treat it as a starting point and verify it. Secondary pages copy an amount once and leave it there, so what you read may already have been superseded by a newer decree.
A third-country national holding a residence and work permit and employed under a contract must be treated the same as a Croatian citizen aregardingconditions of employment, including pay, working time ,and termination. The source is the equal treatment article of the Act on Foreigners, as amended.
Only the one for Sunday work, at not less than fifty per cent for each hour worked. Every other uplift is real as an entitlement but open as to amount, which is why the eemployer’sown documents matter.
Write them into the work rules and the rota, then record hours actually worked. A record showing the limits are being kept is the only practical answer to a later question about them.
They cannot. Charging a jobseeker for help in finding work is not permitted, so a candidate who has handed over money has been charged against the rule, not merely overcharged. Establish that before the person travels.
Providers established in another European Economic Area state may operate after notifying the competent authorities. The practical check is the same: ask what notification or registration the provider holds, and ask to see it.
The authority looks for proof that the premises exist and meet the standard, not a declaration of intent. Write down the address, attach the tenancy agreement, and be ready to answer questions about floor area and facilities.
Running water, heating, electricity, natural light and furnishings are all prescribed, and sanitary facilities must be separate for men and women. Premises that are sound but unfurnished will not pass, so budget for beds, storage and kitchen fittings.
Employers who housed seasonal staff in the past often carry over a payslip line for lodging. That line is the error. Remove it, invoice the rent separately, and keep the lease and the payroll records as two unrelated sets of papers.
Murter has a road bridge, so a post there is commutable. The offshore and channel islands are not; staff must be housed, and island schooling and primary healthcare are thin enough to affect anyone bringing a family.
A grant settles the immigration question and nothing else. The card still has to be produced from biometric data, the employment still has to be registered, and pension and health insurance still have to be arranged in the usual way.
Sixty days is the outer limit for working under supervision where training was not completed first. Employers read it as a grace period and let it run out. Count the days from the first shift and book the training within them.
Where the referral is statutory, it is part of theemployer’ss safety costs and is arranged before the person is taken on. Leaving it until after arrival is common and avoidable, since the appointment can usually be booked while the permit is pending.
An extension of thirty days is available in exceptional circumstances, on top of the ninety. It is not routine, but it exists, which means a plan built on the maximum should allow for the longer figure as well.
Nothing paid to anyone fixes a date, because the date is a decision of the authorities. Promising one is a sign that whoever made the promise does not control the procedure. Our own role stops at preparing, lodging and following up the file.
Three agencies divide the work by award level, from school qualifications through vocational ones to higher education. The agency responsible for degrees also acts as the national information centre, so it's a sensible place to start.
An expired document can still be exchanged, but only while it has been out of date for six months or less. Beyond that point, exchange is closed and a driving test has to be sat, which is a much slower and dearer route.
Seriously, and the absence of a published figure is no comfort. Fines are available, a ban on work is available, and the fact that no amount is quoted here reflects uncertainty about the number rather than about the liability.
