Sisak-Moslavina divides into three sub-regions, and local candidates use the names Posavina along the Sava around Sisak, Moslavina along the motorway corridor through Kutina and Novska, and Banovina in the hill country to the south and west around Petrinja, Glina, and Hrvatska Kostajnica. They are not one commuting area. Sisak lies roughly fifty kilometres from the capital, close enough that the capital bids for county’sty's skilled workers and close enough to be sold as commutable. The motorway serves Moslavina well and does not reach Sisak or Banovina at all, so journey times in the southern half are longer than a map suggests.
The single most useful thing to understand here is that construction demand is a programme, not a local market. The earthquake reconstruction programme runs across five county-level units, not two: the City of Zagreb, Krapina-Zagorje County, Zagreb County, Karlovac County and this one. Everyone assumes it is a Sisak and Petrinja matter. Inside this county it reaches much further again, into Kutina, Novska, Glina, Lekenik, Sunja, Topusko, Gvozd, Dvor and Hrvatska Kostajnica, so an employer scoping sites or accommodation to the two largest towns will miss most of the geography. One statutory framework, one set of procedures and one funding architecture cover the whole area, which means subcontracts come through programme procurement, and the demand carries published completion targets rather than running indefinitely.
There is one permission, not two. Called the residence and work permit and, in the Act, the single permit, it authorises a stay and a specific job at a specific company. Who lodges it varies: usually the employer, sometimes the worker, where the Act provides. No matter how long the contract runs, the permit cannot run past three years.
Two bodies are involved, and they act in order. The Croatian Employment Service runs the labour market test and issues its opinion. The Ministry of the Interior, working through the local police administration, issues the permit and takes the decision. A positive opinion is not permission to start work; it is the condition for asking the police to grant it.
Much of what an employer will read about eligibility is out of date. The conditions were rewritten. The financial question is how much has come into the transaction account over twelve months; a clean tax record means filings as well as payments; and the ratio is taken against third-country employees, not the entire staff.
We are engaged to produce a file that reaches the authorities complete and consistent. Beyond that, we have no part: the labour market opinion is the Employment Service’s to give, and the permit is the Ministry of Interior’sor's to grant. We do not forecast a result, a date or an approval.
Two things run in parallel for an employer in Sisak. One is a national permission procedure with fixed steps and fixed conditions. The other is a local shortage of particular skills, which is what makes the procedure worth starting. This page covers the first, then the second.
Construction trades of every kind are short here because programme demand far exceeds the local trade pool, and it competes with capital and employers abroad at the same time.
With the capital about fifty kilometres from Sisak, the county’s most employable skilled workers have a realistic daily commute at capital-region rates, so local advertising alone will not fill a trade vacancy.
The county’s own implementation programme records pronounced outward movement and notes that whether people stay or return depends on work being available, a labour-supply fact rather than anything else.
The resident pool thins sharply from the Posavina corridor towards Banovina, so a vacancy in Glina, Dvor or Hrvatska Kostajnica draws from a much smaller catchment than one in Sisak.
Because the programme’s demand is met largely from outside the county, accommodation for incoming trades is a live constraint, not an afterthought, particularly away from the larger towns.
Specialist process and instrumentation technicians for the chemical and energy plants are scarce, and so are welders certified to pressure standards, which the same plants also need for shutdowns.
Conservation and heritage trades for the monument works come from a narrow national pool, and every restoration contract in the country wants the same few people at once.
The most common cause of avoidable delay is a job description nobody checked. The Employment Service tests occupation, duties, and requirements exactly as written, and the permit is tied to them afterwards. Before approaching any candidate, make sure one description will serve the test, the contract, and the application without amendment. Redrafting it later can mean running the test again.
Employers who assume one procedure covers everyone spend money they don't need to. The route turns on three things: who the worker is, what the job is, and how long it runs. Those are set out below. Fix the route at the start, and you know what the file will cost, whether the Employment Service has to test the market, and when work can begin.
What happens during the test is simple enough. Within fifteen days, the Employment Service compares the vacancy with the people on its register and sends the employer anyone who looks capable of doing the job. The employer must respond to each. If the Service says nobody suitable is available, the application follows within ninety days of receipt.
Doctors show how different the regulated route is. Beyond the permit, a physician needs entry in the register of physicians, a licence for independent practice, and Croatian at B2. That language level comes from the chamber and has nothing to do with the A1.1 requirement in the Act on Foreigners, which is a far lower bar and a separate obligation.
Two conditions sit with the employer rather than the worker on the sponsored routes: adequate accommodation and means of subsistence. Floor area is prescribed: fourteen square metres for the first occupant and a further six for each person beyond, with a ceiling of eight in any one apartment. Rent is capped against net salary at thirty per cent and may not be withheld from pay.
These are the industries in Sisak where a foreign hire is a normal part of staffing, not an exception. Each section covers the roles recruited, the local reason the sector exists at the scale it does, and one drafting tip that saves an employer time later.
Contractors recruit formwork carpenters, steel fixers, concrete workers, bricklayers, roofers, plasterers, dry liners and site engineers across the programme’s building sites.
This is a funded national programme with a statutory basis, a defined works scope and published completion targets, covering structural and non-structural repair, new single-family houses and multi-apartment restoration.
The work has a visible end date, so be honest with candidates about the assignment length. Contracts run through programme procurement rather than through ordinary private tender.
Electrical, heating, and gas trades are areas of construction where registration determines who may sign off work. Establish which body recognises applicant’s qualification and what it entitles them to certify, because an unrecognised fitter can install but cannot commission.
Specialists recruit conservation masons, lime plasterers, heritage joiners, roofing slaters, structural repair fitters, decorative painters, surveying technicians and conservation site managers.
Heritage monuments sit inside the programme’s works scope alongside ordinary buildings, which means the trade mix needed here is much broader than housebuilding and includes methods most site crews never use.
Ask for evidence of work on protected buildings, not general site experience, and expect consent conditions to set the materials and the sequence. Budget the extra time into the programme.
Where the workload comes from a funded programme rather than ordinary demand, the work arrives in phases and stops between them. Write fixed-term contracts against the phase the crew is engaged for, and tell applicants what happens when that phase closes.
Crews recruit road construction operatives, bridge fitters, asphalt paving gangs, cabling crews, water and drainage layers, plant operators, tipper drivers and civil inspectors.
The programme covers roads, bridges, and utility and energy infrastructure, as well as buildings, so civil engineering demand runs in parallel with housing and public building work.
External civil works still follow the spring-to-autumn weighting, so state which months the post covers and what happens in winter. Candidates from abroad ask this first.
Water, waste and network posts carry confined space entry and standby duty, and both change the job. Confined space work requires training, a rescue plan, and medical support, while standby means being reachable on a rest day. Put both in writing.
Employers recruit furnace operators, caster operators, rolling mill operators, crane operators, metallurgical technicians, maintenance mechanics, hydraulics technicians and industrial engineers.
Metallurgy and metalworking are a rcountry priority sector, and Sisak has a Faculty of Metallurgy, so the qualification route and occupations both exist locally.
These occupations transfer well between heavy plants, so a candidate with mill or foundry experience from elsewhere usually adapts. Say which process the post sits on, because that decides the fit.
Operating a machining centre and programming one are different jobs. Verify control familiarity rather thanassumedt, because a machinist confident on one control can be slow on another. Ask which controls, which materials and who did the programming.
Plants recruit process operators, panel operators, shift supervisors, instrumentation and control technicians, mechanical maintenance technicians, laboratory analysts, chemical engineers and process safety officers.
The county names the energy, oil, petrochemical, and chemical industries among its priorities, and that cluster sits mainly along the Posavina corridor and in Moslavina rather than in the hills.
Continuous plants mean a rotating shift pattern, so state the cycle and the shift allowance up front. Planned shutdowns create short bursts of extra demand that need separate fixed-term hiring.
Process operating in a chemical plant runs on a permit-to-work system: isolation, gas testing, and a signed authority before a valve moves. An operator new to that discipline learns it before being left on a panel.
Sites recruit coded welders, pipe fitters, pipe spool fabricators, boilermakers, weld inspectors, non-destructive testing technicians, shutdown fitters and fabrication supervisors.
Heavy metallurgy and process plants in the same county create steady demand for welding to certified standards, and the programme's utility and energy work adds to it from a different direction.
Record the coding, the process and the qualified positions before an offer, and set a test piece. This is the grade where you discover a mismatch on the first morning.
Machining posts turn on what a candidate can hold and measure. Ask which controls they have programmed, which gauges and coordinate measuring equipment they have used, and whether they read a drawing with geometric tolerance symbols without needing them explained.
Operators recruit wellsite operators, workover crew members, measurement technicians, mechanical technicians, electrical technicians, wireline assistants, pipeline inspectors and field supervisors.
Moslavina carries onshore hydrocarbon activity, which is why the county lists oil alongside chemicals and energy, and the work sits in the fields rather than inside a plant fence.
Field work means travel between sites, outdoor conditions in winter and call-out. Spell out the vehicle, the rota and the standby arrangement, because none of that is obvious from a job title.
Named, authorised people switchand ooperateon a network nd local assessment issues authorisation rather than bringing it in from another country. Expect a period of supervised working before a new starter holds any authority alone.
Producers recruit injection moulding operators, extrusion operators, tool setters, granulate handlers, finishing and trimming operatives, maintenance technicians, quality inspectors and production planners.
Plastics and rubber processing is part of the county's manufacturing mix, and it runs to customer orders rather than any season, which makes it the steadiest industrial shift work here.
Tool setters decide whether a moulding shop runs, so separate the setter post from the operator post in the advert instead of bundling them together.
Injection moulding runs continuously, so the shift pattern includes nights and the tool change is the skill that matters. Ask what tonnage of press an applicant has set, and whether they changed tools themselves or waited for a setter.
Farms recruit combine operators, tractor drivers, sprayer operators, stock keepers, milking parlour hands, grain store operatives, farm mechanics and agronomists in the lowlands.
Agriculture is prominent across Posavina and Moslavina, on flat land along the Sava, while Banovina in the hills runs smaller holdings and more forestry than arable.
Spring planting and the autumn maize and oilseed harvest are the two intakes, and the autumn one runs into the processing peak. Recruit for both together or lose the second.
Spraying plant protection products requires a licence held by the operator, issued after formal instruction and periodically renewed. It is not transferable from another country as a matter of course, so check whether the holder must requalify before the first application.
Processors recruit food production operatives, butchers, meat processors, dairy operators, intake and weighbridge staff, packaging operators, hygiene teams and quality technicians.
The food industry is a named county priority and rests on the Posavina and Moslavina farming base, so the plants stand close to the fields and their busiest period is the autumn campaign.
Campaign work is a fixed-term uplift on a year-round core, so advertise the two separately. A candidate offered a campaign and expecting a permanent post will leave when the campaign ends.
Knife skill is trained, not declared. A cutter needs speed with control, a feel for the carcass and settled habits with chain mail gloves and scabbards. Test it at the bench before hiring, because the difference shows in yield immediately.
Estates recruit chainsaw fellers, harvester operators, forwarder operators, timber lorry drivers, crane-loader drivers, forest road hands, timber measurers and forestry supervisors.
Forestry is prominent in Banovina and in the lowland forests around Lipovljani, and the county names it alongside agriculture, so it is a standing employer rather than an occasional one.
Felling and extraction are weighted to winter, which is the opposite of the construction calendar, so a forestry contract pairs neatly with a summer site job for the same person.
Wood dust is a respiratory hazard with long-term consequences, hardwood especially. Extraction at the machine, fit-tested dust masks, hearing protection, and housekeeping are all part of the method, and none of it works if it is optional.
Outside those eleven headings, the county also hires game and software developers, quality assurance testers, support engineers, thermal spa attendants at Topusko, nature reserve guides in the Sava lowlands, river barge crews, and teaching staff at the Petrinja campus. Gaming and information technology are named as an emerging county focus, so those posts are small in number but real.
Do not read the list above as a limit on who may recruit abroad. It reflects where the shortages bite hardest. Beyond those sections,s the framework is unchanged, and the two things that actually govern eligibility are the occupation and employer’s own standing.
Practical enquiries include the occupation and a plain account of the duties, the location where the work is performed, the term of employment, whether that term follows a season, and whichever qualification, licence, or certificate the post cannot lawfully be filled without.
Nothing else in the procedure moves the calendar as much. An exempt occupation skips the test entirely; a non-exempt occupation cannot. The listing is county-specific and in part seasonal, so it has to be looked up and not guessed from the job title.
Think of it as a split file. One half belongs to the employer in Sisak: the vacancy, the candidate, the terms, the working relationship. The other half is administrative, and it is the half we take over. Below is what that includes, listed item by item. The employment relationship stays yours.
Divide the work by who is answerable for it. The employer is answerable to the worker for pay, hours, safety and the conditions on site, and remains the employer throughout. We are answerable for the file: that it is complete, consistent, lodged in the right order and followed up.
Evidence gathered out of turn is the commonest way to lose weeks. Ask what each stage produces and what the next stage needs from it. The contract follows the tested post, not the other way round. The housing documents follow the address, not an intention to find one.
Approval is not ours to give, a date is not ours to set, and we do not suggest otherwise. Both authorities decide on their own criteria. One test an employer can apply to any agency: ask for the registration number from the intermediaries register, and remember the jobseeker is never charged.
Duties the employer keeps: inflow and tax-filing conditions on the company itself; the staffing proportion, counted against third-country employees on the day of lodging; an answer for every referral; safety training arranged and funded before work starts; and accommodation that meets the standard set by regulation.
Work through the nine steps in the order given. Each one is a condition for the next, so a step taken early is usually repeated. The most common version is agreeing a start date with a candidate before the post has been tested.
Dates in this procedure come from the statute, not from experience. A complete application starts ninety days for the decision, and exceptional circumstances allow thirty more. Because no authority reports a usual figure, an employer that has already booked a flight is carrying a risk it need not carry.
Nobody audits this file for eloquence. They audit it for sequence, and a document dated out of sequence is the usual reason a file is queried. Sostart withn the slow itemy: recognition of the qualification, the accommodation, and the papers the candidatemusto obtain abroad.
Most employers in Sisak come to us after something has gone wrong elsewhere: a missed deadline, a description that didn't match, a test that had to be run again. The list below is really a list of those problems, and of how we keep them from repeating.
Predictability is what employers actually want from this, and it is different from speed. It means knowing which route the post takes, what the procedure will cost, which documents will be asked for and at what stage, and how early the first lawful day of work could fall.
Every piece of evidence has a moment. Produce it before that moment, and it may not be accepted; produce it after and the moment has gone. Nothing done at speed afterwards recovers it. Employers who plan this properly work from the deadlines inwards, not from their own diary outwards.
Anything on this page that looks like a commitment is not one. The Employment Service issues the opinio,n and the police administration issues the permit for the Ministry of the Interior, each on its own criteria. A figure lifted from a search result will not survive the Act.
One more practical point, about distance. The motorway crosses the county on a pan-European corridor and serves the Moslavina towns well, but it does not reach Sisak, and it does not reach Banovina at all. Petrinja, Glina, Hrvatska Kostajnica and Dvor are on state roads, so their journey times are materially longer than their map distance suggests, and a rota built from kilometres will fail there. At the same ti,me the northern half sits inside tcapital’sl's commuting shadow, which is both the councounty’spetition and its selling point: it can honestly be described as commutable. Use the sub-region names, Banovina, Moslavina and Posavina, because candidates use them and getting them right reads as local knowledge. AtoZSerwisPlus does not run an office in Sisak and says so plainly.
Register as an employer with AtoZSerwisPlus, or contact the team to discuss a vacancy in Sisak.
General guidance on the Croatian framework is all this is, not advice for a particular employer. The law changes, and its published lists are revised, so rely on official publications. Should a government website differ from the Act currently in force, the Act decides. No approval and no dateares promised. Ask the Employment Service, ask the police administration, or ask an adviser.
AtoZSerwisPlus helps employers in Sisak plan lawful international hiring, with the evidence prepared in the order the procedure requires.
Across five county-level units, not two: the City of Zagreb, Krapina-Zagorje County, Zagreb County, Karlovac County and this one. Within Sisak-Moslavina it also reaches Kutina, Novska, Glina, Lekenik, Sunja, Topusko, Gvozd, Dvor and Hrvatska Kostajnica.
Usually whether hiring outside the Union is exceptional or routine. It is routine, and the statute sets out the routes. What makes the employment lawful is the permission itself, applied for and issued in advance, so the answer turns on timing rather than on principle.
There is a single expiry date to track rather than two, and a single decision to wait for. That simplifies the diary but concentrates the risk: when the permission ends, the stay and the job end together, so one missed date affects everything.
With the Ministry of the Interior, and specifically with the police administration that will handle the file. The ministrMinistryhes the form and the lodging arrangements. Check the defined cases in which a worker may apply there before telling a candidate anything definite.
A sister company is a different employer. Where a group moves staff between its legal entities as a matter of course, each entity named on a permit is the only one that may use that worker, and a transfer needs the change-of-employer route.
The date printed on the card governs. Working past it is not lawful, regardless of how far along a renewal is, so the worker needs to know the expiry date as well as the employer.
Yes, but not immediately in every case. A worker may change employer during the permit’s validity, but a permit issued on arrival carries an initial six-month lock. That lock lifts early where wages go unpaid, or the employer faces prosecution or inspection for labour offences.
Budgeting for two procedures running one after the other. The assumption to drop is that a residence step follows the work step. Employers who allow both end up with a longertimetable than the procedure actually is.
Check the candidate's nationality against the current entry requirement, and confirm the answer with the Ministry of the Interior. Those requirements change without notice to employers, so don't reuse a figure from a previous hire without checking.
Neither a general hiring route nor a faster version of the standard permit, though both descriptions circulate. The Blue Card answers a narrow question, whether a highly qualified post can be filled from outside the Union, and nothing wider.
A seasonal permit is still a permission to reside and to work, issued against a named employer. The shorter working pattern does not make it a lighter document, and the same duty to have it in place before work starts applies.
Family reunification is a separate residence ground under the Act, not an extension of the worker's permit. Worker’s members of a permit holder appear in the Act's routes, sAct’soute exists. Whether a family member may take employment should be confirmed with the Ministry of the Interior.
Confusing this with the B2 Croatian the medical chamber requires of doctors. They are separate requirements at very different levels: A1.1 sits near the bottom of the scale, B2 well up it. An employer budgeting for the chamber standard has overestimated badly.
It has a statutory basis, a defined works scope and published completion targets, and subcontracts run through programme procurement rather than private tender. That makes demand more predictable than an ordinary construction market, and also finite.
A written statement of the post: job title, occupation, duties and the conditions offered. That description is what registered jobseekers are matched against, so vague wording produces referrals nobody wants and a weaker file later.
The Service notifies the employer of the outcome. If no suitable domestic worker is found, receipt of that notice opens a further, much longer window within which the application must be lodged.
On the Croatian Employment Service's pages, Service’s work permits and the labour market test. The wording there is short, and reading it once before a first request saves correcting the file afterwards.
Whatever shows the day the notice landed: the delivery confirmation, the electronic timestamp or the covering envelope. If the lodging date is ever questioned, that document settles when the period began.
The management board of the employment service adopts it, and the service publishes the current version on its own website. No other body issues it, and no third-party copy is authoritative.
No, and this catches people out. A separate list of deficit occupations is published for education enrolment purposes and circulates under a similar name. It has nothing to do with the labour market test exemption.
No. No figure is set aside for an industry, a county, or a season. Where a recruiter refers to numbers available for a sector, they are repeating a feature of the arrangement that was abolished.
Build a trading record before relying on foreign recruitment. A company that has just been set up will struggle at this step and with the employer conditions, so the sequence matters more than the speed.
Go through them with you before anything is lodged: activity and its link to the post, charges and returns, account inflow, account blocks, the domestic employee, the ratio, convictions, the undeclared register. We prepare and correct the file; the Service gives the opinion.
Neither. What counts is money coming into the transaction account across a year, not revenue recognised in the accounts, not turnover as reported, and not capital subscribed. The bank statement, not the profit and loss account, answers it.
Inflow to the transaction account over a year, nothing else. Croatian government portals continue to publish a monthly turnover figure; it no longer reflects the law, and the statute, not the portal, is what the Service applies.
At the moment the application is lodged. A domestic employee recruited the week afterwards does not count, so the domestic total has to be at the required share of the third-country headcount on the day of filing.
They cannot. If the named person withdraws before travelling, the replacement starts the procedure from the beginning, because the authorisation is attached to that individual, not the vacancy. Plan a little slack for this.
The Moslavina towns, including Kutina and Novska. Sisak and the Banovina towns are not on it and are reached on state roads, so Petrinja, Glina, Hrvatska Kostajnica and Dvor have longer journey times than their map distance implies.
Well before any recruitment spend. Missing returns take time to prepare and file, and discovering them after a candidate has been chosen wastes the candidate's time and the employeemployer’s
Two of the employer conditions look back over a year: the account inflow window and a full year of continuously employing the same domestic worker. A company without that history has something to solve first.
On the date the application goes in. A resignation that takes effect the week before can therefore change the position, so check the payroll on the day rather than relying on a figure from last month.
The Tax Administration publishes them, and it is the source to use when an older page disagrees. Pages that still list an employment contribution and an occupational health contribution describe abolished charges, replaced by a higher health rate.
They do. The bases used to calculate compulsory insurance contributions are set annually by order, so they carry the same risk as the pay floor: use the order in force, not a remembered amount.
It is not. The point rests on the equal treatment provision of the Act on Foreigners, whichexpressly names pay, together with the Minimum Wage Act. General equality wording borrowed from elsewhere is the wrong place to look.
Sunday work carries a statutory minimum uplift of fifty per cent an hour. For overtime, night work, holiday work and difficult conditions the Act requires increased pay but sets no percentage, leaving the amount to be agreed.
At least twelve consecutive hours in each period of twenty-four, reduced to eight consecutive hours for seasonal work. Build the figure into the shift pattern rather than discovering it when a rota is already published.
A written undertaking that no candidate will be charged anything, with a right to end the engagement if it happens. That turns a rule the employer cannot police into a term it can enforce.
The public employment service, trading companies and self-employed individuals, with private providers required to register first. Soemployers haves a choice of routes, and the register distinguishes a lawful private provider from an unlawful one.
Documentation sits with the employer. That does not stop the worker from choosing where to live, but whatever is chosen must be capable of being documented by the business lodging the application.
This level of detail comes from the ordinance governing the residence of third-country nationals, which sets the areas, services, and occupancy limits. Ask the local police administration how it wants the measurements presented before you compile the evidence.
Set up a tenancy in the workerworker’same, or a sublet from the company, and collect the money by standing order from the worker'sworker’s. Keep the housing charge out of the payroll run altogether.
Posavina is the Sava corridor around Sisak, Moslavina the motorway belt through Kutina and Novska, and Banovina the hill country around Petrinja, Glina and Hrvatska Kostajnica. Candidates use these names for their own area, so use them correctly.
Employment registration comes first, with the pension and health insurance entries following. These are the same obligations as for a domestic recruit, and a permit does not replace them; the employer must still complete them within the ordinary deadlines.
Training has to be understood to be training. Deliver it in a language the worker follows, with an interpreter if necessary, and record what was covered. A signed sheet in a language nobody read is the version inspectors notice.
An occupational medicine specialist, not a general practitioner, is the person named for this purpose. Identify the provider you will use before the hire, since finding one at short notice in a smaller area can hold up a start date.
The deadline is in the Act on Foreigners, which obliges the Ministry to decide as soon as possible and, in any event, within that periodMinistryd from a properly lodged request. The same article provides the exceptional extension.
Write the start as conditional: employment to begin on a date to be agreed once the residence and work permit has been issued. That single clause protects the relationship more than any estimate you could offer.
An opinion is what the agency issues for employment in a non-regulated profession, and it is not an administrative decision. That makes it quicker to obtain but weaker as an instrument, and it does not admit anyone to a regulated profession.
Beyond a valid licence, a professional driver must hold the certificate of professional competence behind code 95. For international haulage there is also the driver attestation, with code 95 recorded in its remarks section.
Penalties here belong to the Act on Foreigners, while undeclared work is dealt with under its own legislation. Mixing the two is how wrong amounts get repeated, and it also obscures that both can catch one employer at once.
