Slavonski Brod is the seat of Brod-Posavina County and its dominant economic centre, with heavy metal and process engineering concentrated in the city itself. The county’s second pole sits well to the west at Nova Gradiška, where the mix turns towards wood and food. A motorway and a main line railway run the length of the county between the two, which makes that axis fast even though it is long. The Sava forms the southern boundary, a working waterway and a road crossing into Bosnia and Herzegovina, so the city carries the customs and forwarding trade that follows. Flat lowland throughout, with hills only along the northern edge.
One warning before anything else: write the town’s full name every single time. Brod on its own is ambiguous; there is a Bosanski Brod directly across the river in another state, and paperwork that says only Brod produces delivery, payroll and registration errors that take weeks to unpick. The county is Brod-Posavina and the seat is Slavonski Brod, so use both in full on adverts, offers and contracts. The second trap is newer and quieter. Zone land in this county is marketed at very low cost in large plots, which means a new site can open in a village with no labour pool within reach. Before you treat a zone address as a recruitment location, check which settlements sit within a sensible daily journey and whether any works transport already runs out there.
There is one permission, not two. Called the residence and work permit and, in the Act, the single permit, it authorises a stay and a specific job at a specific company. Who lodges it varies: usually the employer, sometimes the worker, where the Act provides. No matter how long the contract runs, the permit cannot run past three years.
Two bodies are involved, and they act in order. The Croatian Employment Service runs the labour market test and issues its opinion. The Ministry of the Interior, working through the local police administration, issues the permit and takes the decision. A positive opinion is not permission to start work; it is the condition for asking the police to grant it.
Much of what an employer will read about eligibility is out of date. The conditions were rewritten. The financial question is how much has come into the transaction account over twelve months, as per the tax record, meaning filings as well as payments; and the ratio is taken against third-country employees, not against entire staff.
We are engaged to produce a file that reaches the authorities complete and consistent. Beyond that, we have no part: the labour market opinion is the Employment Service’s, and the permit is the Ministry of the Interior’s. We do not forecast a result, a date or an approval.
Two things run in parallel for an employer in Slavonski Brod. One is a national permission procedure with fixed steps and fixed conditions. The other is a local shortage of particular skills, which is what makes the procedure worth starting. This page covers the first, then the second.
Good road and rail access cuts both ways. It makes leaving easy, and skilled fabricators from this county are recruited directly into higher-paying work elsewhere in the European Union.
Coded welders, weld inspectors, and non-destructive testing technicians are short wherever heavy fabrication concentrates, and the pipeline here competes with German and Austrian fabrication employers for the same people.
Programmers for machine tools and engineers for automation and control systems are scarce locally, and the plants that need them are the ones least able to leave a post open.
The county has two labour markets, not one. A vacancy in the west cannot be filled from the city, and a wage set for the city is the wrong wage in the west.
Business zone land is marketed cheaply and in large plots, so new sites open in places with no resident pool within a sensible daily journey of the gate.
General production-level hiring goes reasonably well. The skilled trade and engineering layer is tight, and that layer is exactly what the county’s manufacture industry runs on.
The local university supplies mechanical and production engineering graduates, which is rare for a county this size, but it does not supply coded trades or inspection qualifications.
The most common cause of avoidable delay is a job description that nobody checked. The Employment Service tests occupation, duties, and requirements exactly as written, and the permit is tied to them afterwards. Before approaching any candidate, make sure one description will serve the test, the contract, and the application without amendment. Redrafting it later can mean running the test again.
Employers who assume one procedure covers everyone spend money they don't need to. The route turns on three things: who the worker is, what the job is, and how long it runs. Those are set out below. Fix the route at the start and you, know what the file will cost, whether the Employment Service has to test the market, and when work can begin.
What happens during the test is simple enough. Within fifteen days, the Employment Service compares the vacancy with the people on its register and sends the employer anyone who looks capable of doing the job. The employer must respond to each. When the service says someonethe service says it is suitable and suitable, the application follows within ninety days of receipt.
Doctors show how different the regulated route is. Beyond the permit, a physician needs entry in the register of physicians, a licence for independent practice, and Croatian at B2. That language level comes from the chamber and has nothing to do with the A1.1 requirement in the Act on Foreigners, which is a far lower bar and a separate obligation.
Two conditions sit with the employer rather than the worker on the sponsored routes: adequate accommodation and means of subsistence. Floor area is prescribed: fourteen square metres for the first occupant and a further six for each person beyond, with a ceiling of eight in any one apartment. Rent is capped against net salary at thirty per cent and may not be withheld from pay.
These are the industries in Slavonski Brod where foreign hires are a normal part of staffing rather than an exception. Each section covers the roles recruited, the local reason the sector exists at the scale it does, and one drafting tip that saves an employer time later.
Employers recruit coded welders, platers, plate workers, structural fabricators, fitters, industrial painters, blasters and weld inspectors for pressure and structural work in the city.
Heavy metal fabrication and process plant work is the city’s core activity, with end markets in rail rolling stock, steel bridges, industrial plant, and farm machinery sold across Europe.
Coding matters more than years served. Ask for the process, the position, and the certificate at the application stage, and budget for revalidation, because expired coding stops the work immediately.
Operating a machining centre and programming one are different jobs. Control familiarity has to be verified, not assumed, because a machinist confident on one control can be slow on another. Ask which controls, which materials and who did the programming.
Contractors recruit pipe fitters, mechanical fitters, pressure vessel welders, mechanical engineers, production planners, non-destructive testing technicians, project engineers and quality staff for plant work.
Process plant is designed and built here for export, which means one-off and small-batch work, long lead items, and drawings that change during the build rather than repeat production.
Order driven work makes headcount swing with contracts instead of seasons. Say honestly whether a post is project length or permanent, because candidates in this city have learned to ask.
Coded welding is qualified by procedure, position and material group, not by years at a bench. Name the standard and the procedures the post needs in the advert, budget for a test piece, and expect an inspection body to hold the record.
Plants recruit rolling stock assemblers, bogie fitters, steel erectors, crane operators, jig setters, drilling and sawing line operators, painters and dimensional inspectors.
Rail vehicles and steel bridge sections are the two largest products leaving the city, and both are built to drawing in a covered hall rather than assembled from bought-in modules.
Large assemblies mean working at height, on staging and in confined spaces. Safety requirements are heavier than in general production, and training has to be completed before the start date.
Fume, arc glare, noise and hot metal are all present at once in a fabrication shop. Extraction, screens, hearing protection, and eye protection are issued, and staff are trained to use them; that training comes before the first weld, not after.
Workshops recruit machine tool operators, turners, millers, tool setters, automation technicians, maintenance electricians, metrology technicians and design office programmers for the engineering base.
Engineering here has a local degree pipeline behind it, since the city’s university was formed partly from an engineering faculty, and that feeds the machining and automation layer.
Automation candidates want to know the control platform. Name it in the advert, along with whether maintenance is planned or reactive, and responses improve noticeably.
Machining posts turn on what a candidate can hold and measure. Ask which controls they have programmed, which gauges and coordinate measuring equipment they have used, and whether they read a drawing with geometric tolerance symbols without needing them explained.
Mills recruit sawmill operators, woodworking machine operators, joiners, packaging line operatives, kiln hands, timber graders, forklift drivers and maintenance fitters around the western towns.
Wood processing runs across both poles and concentrates around Nova Gradiška, where agroforestry land and a clean growing environment support sawn timber, joinery, converted paper, and wood packaging.
Western vacancies will not fill from the city. Advertise Nova Gradiška separately, with its own pay comparison, because daily travel between the two towns is not a normal pattern here.
Presses, kilns, and board lines run without stopping, which makes the rota a night-and-weekend pattern, with changeovers taken mid-shift. Planned maintenance is built into it. Somebody used to day work in a joinery shop finds the change severe.
Producers recruit food production operatives, bakery and confectionery line staff, wrapping machine operators, food technologists, hygiene staff, laboratory technicians, warehouse hands and shift leaders.
A recently built confectionery and snack bar plant at Nova Gradiška anchors this sector in the wes inbuildings on thecounty’sg food, fruit and wine base.
Food lines run three shifts and require hygiene training before day one. Candidates moving across from metalwork are surprised by the hairnet, jewellery and footwear rules, so explain them early.
High care areas run to rules that feel excessive until they are explained: separate entry, separate clothing, no movement back into low risk without changing. Allergen segregation adds its own discipline, and a single wrong hand movement can condemn a batch.
Growers recruit vineyard workers, orchard pickers, pruners, cellar hands, tractor drivers, plant protection technicians, packhouse graders and agronomists through the growing and picking season.
Viticulture and fruit growing sit on the slopes above the lowland, and the county treats agriculture and biotechnology as development priorities, with a dedicated research centre behind that choice.
Picking and pruning are paid by result in practice, so set out exactly how pay is calculated. AArrangeaccommodation for short-season hcrops as soon asthe crop is ready.
Spraying plant protection products requires a licence held by the operator, issued after formal instruction and periodically renewed. It is not transferable from another country as a matter of course, so check whether the holder must requalify before the first application.
Factories recruit sewing machinists, cutters, textile finishers, leather workers, pattern technicians, production technicians, quality inspectors and line supervisors in city’s’sle shops.
Textile and leather manufacturcity’s sectorcity’s sectorcity’s sectore city'scity’sector list, andurable part of it is technical fabric work rather than fashion garments, which move easily between countries.
Be honest about volume and product. Subcontract sewing can end when a contract ends, and experienced machinists here know thatgenuine, describeescribe inely permanent post should.
IsucIndustrialing is machine-specific. An operator fast on a lockstitch may be slow on an overlocker, a bar tacker or a programmable unit, so put a sample garment and the actual machine in front of a candidate during the trial.
Terminals recruit stevedores, crane and mobile plant operators, barge handlers, tally clerks, warehouse operatives, forklift drivers, maintenance fitters, and shift supervisors on the riverfront.
The city works as a river port on the Sava, giving the county an inland waterway link alongside the motorway and the main line railway that run through it.
Cargo work is weather exposed and runs to vessel arrival rather than a fixed roster. Fuel and gas transfer at the port is planned only, so do not advertise it.
Repair and refit trades are examined on paper before anyone reaches a vessel. The gate checks hot work authorisation, staging competence, and a current medical fitness certificate, and a surveyor may ask for the welder qualification record itself.
Hauliers recruit international and domestic lorry drivers, tautliner and tipper drivers, tanker drivers, yard shunters, transport planners, workshop fitters, tyre technicians and traffic clerks.
The corridor runs east to west across the country, and the crossing into Bosnia and Herzegovina sits in the city, so cross-border driving is ordinary work rather than a specialism.
Professional drivers need the certificate of professional competence behind code 95, and international haulage needs the driver attestation carrying that code. Confirm both before you make an offer.
International haulage also needs the driver attestation, issued for a named driver working for a named operator and carrying the competence code. It is not transferable between operators, which surprises drivers who have worked for a large fleet abroad.
Operators recruit forwarding clerks, customs declarants, warehouse operatives, forklift drivers, inventory controllers, dispatch planners, transport administrators and warehouse supervisors along the corridor.
A road border crossing inside the city and a main line railway through it generate customs, forwarding and warehousing work that purely inland counties simply do not produce.
Forwarding roles need language and systems skills far more than lifting, and they are office posts. Advertise them separately from warehouse work or you will screen the wrong people.
Every truck type carries its own authorisation: counterbalance, reach, pivot steer, powered pallet truck, order picker. Practical assessment on the machine the post actually uses is the only check worth having, and refresher training falls due at set intervals.
Several occupations recruit steadily without appearing above: bricklayers and concrete batching plant operators in building materials, biotechnology laboratory technicians at the county research centre, vocational instructors and teachers, nurses and care assistants, agricultural machinery mechanics, retail supervisors in both towns, and crane and plant hire operators across the business zones.
Do not read the list above as a limit on who may recruit abroad. It reflects where the shortages bite hardest. Beyond those sections, the framework is unchanged, and the two things that actually govern eligibility are the occupation and the employer’s standing.
Practical enquiries include the occupation and a plain account of the duties, the location where the work is performed, the term of employment, whether that term follows a season, and whichever qualification, licence, or certificate the post cannot lawfully be filled without.
Nothing else in the procedure moves the calendar as much. An exempt occupation skips the test entirely; a non-exempt occupation cannot. The listing is county-specific and in part seasonal, so it has to be looked up and not guessed from the job title.
Think of it as a split file. One half belongs to the employer in Slavonski Brod: the vacancy, the candidate, the terms, the working relationship. The other half is administrative, and it is the half we take over. Below is what that includes, listed item by item. The employment relationship stays yours.
Divide the work by who is answerable for it. The employer is answerable to the worker for pay, hours, safety and the conditions on site, and remains the employer throughout. We are answerable for the file: that it is complete, consistent, lodged in the right order and followed up.
Evidence gathered out of turn is the commonest way to lose weeks. Ask what each stage produces and what the next stage needs from it. The contract follows the tested post, not the other way round. The housing documents follow the address, not an intention to find one.
Approval is not ours to give, a date is not ours to set, and we do not suggest otherwise. Both authorities decide on their own criteria. One test an employer can apply to any agency: ask for the registration number from the intermediaries register, and remember the jobseeker is never charged.
Duties the employer keeps: inflow and tax-filing conditions on the company itself; the staffing proportion, counted against third-country employees on the day of lodging; an answer for every referral; safety training arranged and funded before work starts; and accommodation that meets the standard set by regulation.
Work through the nine steps in the order given. Each one is a condition for the next, so a step taken early is usually repeated. The most common version is agreeing a start date with a candidate before the post has been tested.
Dates in this procedure come from the statute, not from experience. A complete application starts ninety days for the decision, and exceptional circumstances allow thirty more. Because no authority reports a usual figure, an employer that has already booked a flight is carrying a risk it need not carry.
Nobod.y audits this file for eloquence. They audit it for sequence, and a document dated out of sequence is the usual reason a file is queried. Sostart withn the slow itemsrightt away: recognition of the qualification, the accommodation, and the papers the candidatemusto obtain abroad.
Most employers in Slavonski Brod arrive after something has gone wrong elsewhere: a missed deadline, a description that did not match, a test that had to be run again. The list below is really a list of those problems, and of how we keep them from repeating.
Predictability is what employers actually want from this, and it is different from speed. It means knowing which route the post takes, what the procedure will cost, which documents will be asked for and at what stage, and how early the first lawful day of work could fall.
Every piece of evidence has a moment. Produce it before that moment, and it may not be accepted; produce it after and the moment has gone. Nothing done at speed afterwards recovers it. Employers who plan this properly work from the deadlines inwards, not from their own diary outwards.
Anything on this page that looks like a commitment is not one. The Employment Service issues the opinio,n and the police administration issues the permit for the Ministry of the Interior, each on its own criteria. A figure lifted from a search result will not survive the Act.
Then plan around the river. The Sava is the councounty’sthern boundary and an external land border of the free travel area, with the crossing inside the city, so cross cross-borderting and posted worker questions are live here in a way they never are inland. The city also works as a river port, which adds cargo handling to the road and rail trades, although the fuel and gas terminal that hed for that port is planned rather than built and should not be advertised as jobs. Seasonally this is a steady county: the metal and process sector swings with orders rather than the calendar, food processing lifts at the autumn intake, and construction runs spring to autumn. AtoZSerwisPlus does not run an office in Slavonski Brod and says so plainly.
Register as an employer with AtoZSerwisPlus, or contact the team to discuss a vacancy in Slavonski Brod.
General guidance on the Croatian framework is all this is, not advice for a particular employer. The law moves changests published lists are revised, so officirely on official publicationsld a government website differ from the Act currently in force, the Act decides. No approval and no date are promised. Ask the Employment Service, ask the police administration, or ask an adviser.
AtoZSerwisPlus helps employers in Slavonski Brod plan lawful international hiring, with the evidence prepared in the order the procedure requires.
There is a Bosanski Brod directly across the river in another state, so the short form is ambiguous on addresses, contracts and delivery notes. Write Slavonski Brod in full, and write the county as Brod-Posavina, on every document.
Usually whether hiring outside the Union is exceptional or routine. It is routine, and the statute sets out the routes for it. What makes the employment lawful is the permission itself, applied for and issued in advance, so the answer turns on timing rather than on principle.
There is a single expiry date to track rather than two, and a single decision to wait for. That simplifies the diary but concentrates the risk: when the permission ends, the stay and the job end together, so one missed date affects everything.
With the Ministry of the Interior, and specifically with the police administration that will handle the file. The ministry publishes the form and the lodging arrangements. The defined cases in which a worker may apply are best checked there before a candidate is told anything definite.
A sister company is a different employer. Where a group moves staff between its legal entities as a matter of course, each entity named on a permit is the only one that may use that worker, and a transfer needs the change of employer route.
The date printed on the card is the date that governs. Working past it is not lawful, whatever stage a renewal has reached, so the worker needs to know the expiry as well as the employer does.
Yes, but not immediately in every case. A worker may change employer during the permit's validity, and a permit issued on arrival carries an initial six-month lock. That lock lifts early where wages go unpaid or the employer faces prosecution or inspection for labour offences.
Budgeting for two procedures running one after the other. The assumption to drop is that a residence step follows the work step. Employers who allow for both end up with a timetable longer than the procedure actually is.
Check the candidate's nationality against the current entry requirement, and confirm the answer with the Ministry of the Interior. Those requirements change without notice to employers, so a figure learned on a previous hire should not be reused without checking.
Neither a general hiring route nor a faster version of the standard permit, though both descriptions circulate. The Blue Card answers a narrow question, whether a highly qualified post can be filled from outside the Union, and nothing wider.
A seasonal permit is still a permission to reside and to work, issued against a named employer. The shorter working pattern does not make it a lighter document, and the same duty to have it in place before work starts applies.
Family reunification is a separate residence ground under the Act, not an extension of the worker's permit. Family members of a permit holder appear in the Act's routes, so a route exists. Whether a family member may take employment should be confirmed with the Ministry of the Interior.
Confusing this with the B2 Croatian the medical chamber requires of doctors. They are separate requirements at very different levels: A1.1 sits near the bottom of the scale, B2 well up it. An employer budgeting for the chamber standard has overestimated badly.
Not realistically. The two towns are far enough apart that daily travel between them is not normal, and the sector mix differs: heavy metal and process engineering in the east, wood and food in the west. Advertise them as two markets.
A written statement of the post: job title, occupation, duties and the conditions offered. That description is what registered jobseekers are matched against, so vague wording produces referrals nobody wants and a weaker file later.
The Service notifies the employer of the outcome. Where no suitable domestic worker was found, receipt of that notice opens a further and much longer window inside which the application has to be lodged.
On the Croatian Employment Service's pages covering work permits and the labour market test. The wording there is short, and reading it once before a first request saves correcting the file afterwards.
Whatever shows the day the notice landed: the delivery confirmation, the electronic timestamp or the covering envelope. If the lodging date is ever questioned, that is the document which settles when the period began.
The management board of the employment service adopts it, and the service publishes the current version on its own website. No other body issues it, and no third-party copy is authoritative.
No, and this catches people out. A separate list of deficit occupations is published for education enrolment purposes and circulates under a similar name. It has nothing to do with the labour market test exemption.
No. There is no figure set aside for an industry, a county or a season. Where a recruiter refers to numbers available for a sector, they are repeating a feature of the arrangement that was abolished.
Build a trading record before relying on foreign recruitment. A company that has just been set up will struggle at this step and at the employer conditions, so the sequence matters more than the speed.
Go through them with you before anything is lodged: activity and its link to the post, charges and returns, account inflow, account blocks, the domestic employee, the ratio, convictions, the undeclared register. We prepare and correct the file; the opinion is the Service's to give.
Neither. What counts is money coming into the transaction account across a year, not revenue recognised in the accounts, not turnover as reported, and not capital subscribed. The bank statement, not the profit and loss account, answers it.
Inflow to the transaction account over a year, nothing else. Croatian government portals continue to publish a monthly turnover figure; it no longer reflects the law, and the statute, not the portal, is what the Service applies.
At the moment the application is lodged. A domestic employee recruited the week afterwards does not count, so the domestic total has to be at the required share of the third-country headcount on the day of filing.
They cannot. If the person named withdraws before travelling, the replacement starts the procedure from the beginning, because the authorisation attached to that individual and not to the vacancy. Plan a little slack for this.
A current certificate for the process and the position the work needs, not a general claim of welding experience. Ask for it at application, plan a practical test, and budget for revalidation, because an expired coding stops the worker at once.
Well before any recruitment spend. Missing returns take time to prepare and file, and discovering them after a candidate has been chosen wastes the candidate's time as much as the employer's money.
Two of the employer conditions look back over a year: the account inflow window and a full year of continuously employing the same domestic worker. A company without that history has something to solve first.
On the date the application goes in. A resignation that takes effect the week before can therefore change the position, so check the payroll on the day rather than relying on a figure from last month.
The Tax Administration publishes them, and it is the source to use when an older page disagrees. Pages that still add an employment contribution and a contribution for occupational health describe abolished charges, replaced by a higher health rate.
They do. The bases used to calculate compulsory insurance contributions are set annually by order, so they carry the same risk as the pay floor: use the order in force, not a remembered amount.
It is not. The point rests on the equal treatment provision of the Act on Foreigners, which names pay expressly, together with the Minimum Wage Act. General equality wording borrowed from elsewhere is the wrong place to look.
Sunday work carries a statutory minimum uplift of fifty per cent an hour. For overtime, night work, holiday work and difficult conditions the Act requires increased pay but sets no percentage, leaving the amount to be agreed.
At least twelve consecutive hours in each period of twenty-four, reduced to eight consecutive hours for seasonal work. Build the figure into the shift pattern rather than discovering it when a rota is already published.
A written undertaking that no candidate will be charged anything, with a right to end the engagement if it happens. That turns a rule the employer cannot police into a term it can enforce.
The public employment service, trading companies and self-employed individuals, with private providers required to register first. So an employer has a choice of routes, and the register is what distinguishes a lawful private provider from an unlawful one.
Documentation sits with the employer. That does not stop the worker choosing where to live, but whatever is chosen has to be capable of being documented by the business lodging the application.
Detail of this kind comes from the ordinance governing residence of third-country nationals, which sets the areas, the services and the occupancy limits. Ask the local police administration how it wants the measurements presented before you compile the evidence.
Set up a tenancy in the worker's own name, or a sub-let from the company, and collect the money by standing order from the worker's account. Keep the housing charge out of the payroll run altogether.
Zone land here is marketed at low cost in large plots, so sites open in places with no labour pool within a sensible daily journey. Check the settlements and any works transport around the address before treating a zone as a recruitment location.
Registration of the employment comes first, with the pension and health insurance entries following it. Those are the same obligations as for a domestic recruit, and a permit does not displace them; they remain the employer's to complete within the ordinary deadlines.
Training has to be understood to be training. Deliver it in a language the worker follows, with an interpreter if necessary, and record what was covered. A signed sheet in a language nobody read is the version inspectors notice.
An occupational medicine specialist, not a general practitioner, is the person named for this purpose. Identify the provider you will use before the hire, since finding one at short notice in a smaller area can hold up a start date.
The deadline sits in the Act on Foreigners, which obliges the Ministry to decide as soon as possible and in any event within that period, counted from a properly lodged request. The same article provides the exceptional extension.
Write the start as conditional: employment to begin on a date to be agreed once the residence and work permit has been issued. That single clause does more to protect the relationship than any estimate you could offer.
An opinion is what the agency issues for employment in a non-regulated profession, and it is not an administrative decision. That makes it quicker to obtain but weaker as an instrument, and it does not admit anyone to a regulated profession.
Beyond a valid licence, a professional driver has to hold the certificate of professional competence that sits behind code 95. For international haulage there is also the driver attestation, with code 95 recorded in its remarks section.
Penalties here belong to the Act on Foreigners, while undeclared work is dealt with under its own legislation. Mixing the two is how wrong amounts get repeated, and it also obscures that one employer can be caught by both at once.
