Split-Dalmatia is the largest county in the country by area, and it is really three places. The coast is a narrow urbanised strip, continuous from Trogir through Kaštela and Solin into Split, then running east past Omiš to the Makarska Riviera under the Biokovo range. The Zagora inland is karst upland, thinly settled, with Sinj as its largest centre and Imotski and Vrgorac out towards the state boundary. The islands are Brač, Hvar, Vis, Šolta and the Drvenik group, all ferry-dependent except bridge-linked Čiovo. Two things catch employers out: the airport is at Kaštela, and the port is several basins rather than one place.
The county is administratively one and functionally three, and any figure or promise pitched at county level will be wrong for at least one part of it. The coast is a narrow urbanised strip where the port basins, the airport, the university, the cement and cargo terminals and the marine services all sit. The Zagora is karst upland with fewer and smaller employers, longer journeys and a different cost base; Sinj is realistically commutable to Split, while Trilj, Vrlika, Imotski and Vrgorac function as their own small labour markets. The islands recruit by relocation, not by commuting, and Supetar, Hvar, Stari Grad, Vis and Komiža are towns in their own right, so local permits, local charges and local administration for an island operation run through the island town.
Both halves of the permission arrive in one decision: leave to reside and leave to work, and the Act calls the result a single permit. Because the company and the post appear on site fact, a move to other duties requires a separate procedure. Employers normally apply, workers in defined cases, and the maximum term is three years.
The Employment Service does not issue a permit. Its role is the labour market test, ending in an opinion on whether the post can be filled from the domestic pool. Only the Ministry of the Interior, acting through the police administration where the employer is based, grants the permission. The stages run one after the other, never together.
Eligibility rules for employers are not what most summaries say. They were rewritten, and three things now govern: inflow into the transaction account for the preceding twelve months; tax returns filed and public charges settled; and a proportion of domestic to third-country workers calculated on the third-country headcount rather than total employment.
We prepare, lodge, and follow up. We do not decide. The Croatian Employment Service issues a positive opinion based on its own assessment, and the Ministry of the Interior issues the permit through the police administration, so we make no commitment about approval or how long anything takes.
The permit procedure doesn't change because a business is in Split rather than somewhere else. The statute, the two authorities and the employer conditions are national. The labour supply is not, which is why the rest of this page turns to the sectors that recruit here and the roles they cannot fill.
The summer peak is far larger than the resident workforce can cover, so coastal and island hospitality is filled substantially from outside the county and from outside the country.
Accommodation for seasonal staff is the practical limit on how many people you can actually bring in, and on the islands it binds before pay or interest ever does.
Marine refit trades are the county’s scarcest skill, because refit demand has grown while the training route that once supplied those trades narrowed sharply.
Experienced chefs and kitchen management are the most acute annual shortage on this coast, and every employer reaches for them in the same few weeks before the season opens.
Qualified stonemasons and restoration masons remain short against demand even with the school on Brač, because trained masons are also drawn to work abroad.
Ferry deck and engine crew holding certification for domestic routes are a narrow pool, and the seasonal crewing uplift needs them all at once.
In the Zagora and on the ferry islands, the working-age population has been leaving for some years, and inland almost every skilled trade grade is thin in absolute terms.
Decide what the job is, in writing, before anything else happens. Occupation title, duties, qualifications and experience are the substance of the test the Employment Service runs, and the permit repeats them. Employers who later adjust the description find themselves back at the beginning. One version, used in every document from the test to the permit, is the whole of the discipline required here.
Different workers reach the same workplace by different procedures. Nationality can remove the permit question altogether; the occupation can remove the labour market test; the length of the work can put the post under the seasonal rules instead. Below are the routes in current use. The one you choose sets the cost and the date on which employment may lawfully start.
Once the test is requested, the Employment Service has fifteen days to review its registered jobseekers and put forward anyone who fits. Each referral must be answered by the employer, with the interview outcome or the reason for rejection. That feedback is compulsory and routinely forgotten. Confirmation that the domestic register produced nobody suitable starts a ninety-day window for the application.
Regulated occupations follow a slower path. Three agencies handle recognition of a foreign qualification, split by qualification level, and the higher education agency hosts the national information centre. Where the profession is not regulated, what the agency issues is an opinion rather than an administrative decision. Regulated professions go to the professional chamber or the ministry responsible. Start recognition before the permit file.
Housing is judged against a published standard, so guesswork is expensive. Eight people is the limit for one apartment. Men and women need separate sanitary facilities. Heating, electricity, running water, and natural light must be provided. A written lease is part of the evidence, and the worker’s pay may not be reduced automatically to cover the room. The employer supplies this evidence.
Below are the industries in Split that come to us most often, along with the roles each is trying to fill. Alongside the roles, a short note on why that sector recruits here and what the posting needs to say if the labour market test is to work.
Resorts recruit receptionists, reservations staff, housekeepers, room attendants, maintenance technicians, lifeguards, excursion guides and events assistants from Trogir round to Makarska.
Tourism is the county’s single largest sector across the coast and islands, and the summer concentration is the sharpest anywhere in the country, with Makarska and the islands the most extreme cases.
Split itself has a longer shoulder season than the resorts because city breaks, cruise calls, and conferences extend it. Say which of the two the post belongs to.
Kitchen and bar staff need documented hygiene instruction before service, and the employer arranges it. A candidate who cooked in a private household has no such record, so treat that experience as a starting point rather than a qualification.
Employers recruit head chefs, sous chefs, chefs de partie, pastry chefs, kitchen porters, waiting staff, bar staff and baristas for the coastal summer.
Vocational secondary provision here is weighted to tourism and catering, which supplies junior grades. Still, the county cannot cover the senior kitchen grades from its own schools.
East of Split, the coastal road is the only through route and summer traffic is heavy, so a split shift with a long commute will not be reliable. Build rotas around that.
Service comes irota splits a day, so the rotdinnertst arota splits and dinne,r with dinnerggap between them. Late finishes and weekend working go with it. Applicants not told this plainly at interview leave within a month.
Operators recruit ferry deck crew, engine crew, masters and mates on domestic routes, ticketing agents, boarding staff, roll-on/roll-off marshallers, terminal supervisors, and cruise ground staff.
This is the largest passenger port in the country and in the Adriatic, serving island lines to Brač, Hvar, Vis, Šolta, Korčula, Lastovo and the Drvenik islands from several basins.
Domestic route certification is what separates a usable applicant from an unusable one, so name the certificate in the advert and verify it before the season crewing plan is signed.
Repair and refit trades are examined on paper before anyone reaches a vessel. They check hot work authorisation, staging competence, and a current medical fitness certificate at the gate, and a surveyor may ask for the welder qualification record itself.
Terminals recruit crane operators, forklift drivers, stevedores, lashing crews, warehouse operatives, bulk loading staff, customs clerks and agency documentation staff at Solin and Kaštela.
Container and cargo work sits in the Vranjic and Solin basins and in the Kaštela basins, with warehousing and a roll-on/roll-off ramp, not in the city basin where the passengers are.
Never write port of Split in a job advert. The basins run across roughly fifteen kilometres and several municipalities under different operators, so name the basin and the town instead.
Every truck type carries its own authorisation: counterbalance, reach, pivot steer, powered pallet truck, order picker. Practical assessment on the machine the post actually uses is the only check worth having, and refresher training falls due at set intervals.
Sites recruit marine welders, platers, shipwrights, yacht joiners, upholsterers, blasters and sprayers, marine electricians and marine systems technicians in the conurbation. The marine sector here recruits for repair, refit, marine equipment and marina sservices, and the county’s own investment page is out of date on this point.
Refit peaks in autumn and winter when vessels leave charter, so pairing a winter refit post with a summer season job builds a full year for one person in one county.
Marine electrical and systems work carries a verification problem. Shore qualifications do not always cover vessel distribution, earth return arrangements or the test regime a class surveyor expects, so ask which systems an applicant has commissioned and on what class of craft.
Producers recruit kiln operators, mill process operators, control room operators, bulk loading operatives, tanker drivers, maintenance mechanics, maintenance electricians and laboratory technicians.
Cement production sits in the Solin and Kaštela area with its own port-side handling, rests on local limestone, and is one of the county’s genuinely year-round industrial employers.
Process and maintenance technicians for this kind of plant are short here, so pitch the shift allowance and the training route rather than the location, which candidates already know.
Nobody sets foot on a site without an induction, and work at height adds harness training, rescue arrangements and inspected equipment on top of it. Scaffold erection is its own competence, and a general builder is not qualified to alter a scaffold.
Quarries recruit quarry workers, wire-saw operators, CNC stone machining operators, stonemasons, carvers, stone fixers, polishers and restoration masons, mainly on Brač.
Pučišća on Brač is described as the cradle of stonemasonry in the country, and its school, more than a century old, is the only place offering formal training in the traditional craft.
Quarry work is limited by weather rather than by season, so it runs when the coast is quiet. That makes it a year-round option worth naming beside a seasonal offer.
Extraction sites run under a safety regime that names individuals. Anyone working near shotfiring needs the training, the exclusion drill and the authorisation recorded, and a general construction induction does not cover a working face or a bench edge.
Plants recruit CNC machinists, assemblers, welders, electrical and electronic assemblers, injection moulding operators, maintenance technicians, quality inspectors and production engineers.
Auto parts and the production of metal and electrical components are the county’sss under-recognised manufacturing stream, and unlike almost everything else on this coast they run through the whole year.
The transferable engineering skill base from the mechanical trades secondary stream feeds this work, so a candidate trained for heavier marine trades is usually a good fit. Say so in the advert.
Component assembly to cycle time is the part candidates misjudge. The line sets the pace, the standard work is fixed, and a quality gate stops the piece if it is wrong. Show a real station at interview rather than describing one.
Providers recruit software developers, quality assurance engineers, platform engineers, data engineers, product managers, delivery managers, technical writers and support agents in Split.
Information technology and related services are substantial and growing here, supported by a technology hub and two technology parks, with the University of Split supplying the graduate flow.
Senior engineers here are recruited against remote offers from abroad, so describe the product, the team and the progression.Locationn on this coast is not an argumen in itselft.
Experience in this field is claimed more often than it is demonstrated. Set a task close to the work, ask which parts of a named system the candidate personally built, and speak to someone who reviewed their code rather than their manager.
Processors recruit fish filleting operatives, fish packing staff, cold store operatives, olive mill operators, bottling line staff, preserve kitchen hands, food technologists and hygiene staff.
Fish processing and Mediterranean products, olive oil, jams and spreads, and honey, are all named in the county’s own investment profile, and the fish side follows catch and species cycles.
Because the rhythm follows the catch rather than the tourist calendar, these posts can be offered year-round. That is unusual on this coast and worth stating plainly.
High care areas run to rules that feel excessive until they are explained: separate entry, separate clothing, no movement back into low risk without changing. Allergen segregation adds its own discipline, and a single wrong hand movement can condemn a batch.
Growers recruit vineyard workers, pruners, harvest pickers, orchard hands, vegetable pickers, tractor drivers, grading and packing staff and irrigation hands inland.
Viticulture around Imotski and Vrgorac, stone fruit and early vegetables at Vrgorac, and livestock on the karst make up the inland economy, alongside business zones at Trilj, Šestanovac and Imotski.
Stone fruit and early vegetables peak in spring and early summer, and the grape harvest is in autumn, so inland work brackets the coastal season instead of overlapping it.
A tractor driver and a combine operator are not interchangeable. Ask which machines, headers, and guidance systems they use, and put the applicant on the machine before the season. Driving entitlement for the road also needs to be checked against the vehicle class.
Beyond those eleven headings, the county fills marina berthing staff and dockmasters, hotel security officers, excursion skippers, transfer drivers, retail supervisors in Split, karst livestock keepers inland, and site managers in specialised construction. Island operations are administered through the island town, so a Supetar or Hvar post is a local matter there.
Industry labels do no work in this procedure. The file the authorities read describes a job: its title, its duties, its qualifications. Whether the employer calls itself a workshop, a wholesaler or a service provider is immaterial, provided it satisfies the conditions in the Act.
The most useful enquiry sets out the occupation, a short description of the duties, the address or site where the work is done, how many months the contract covers, whetherthel work isseasonald, and which certificate or qualification the post requires.
One question changes the timetable more than any other: whether the occupation sits on the exempt list. Exemption depends on the occupation, the county, and sometimes the time of year. Have it checked against the current list instead of assuming the answer.
Employers engage us in Split to run the administrative side of a foreign appointment and nothing more than that. The choice of worker stays with the business, as it should. Below is what we take on, stage by stage, once that choice has been made.
A foreign hire has an administrative side and an employment side. The administrative side is technical, sequential and easy to get wrong, and we do it. The employment side is a judgement about a person and a business, and it belongs to the employer who has to live with it.
Paperwork prepared too soonmusto beredonen. The Employment Service notice, the matching contract, the housing documents for the actual premises, and the employer certificates each have their moment. Submitting a request without the preceding item triggers a request for more information.
No approval, no date, no outcome: those belong to authorities applying their own criteria, and we can't influence them. Check us instead. An intermediary must be registered with the Ministry of Labour, show its registration number on documents and advertisements, and charge the employer, never the jobseeker. Ask for the number.
Engaging us does not move these—the inflow test on the transaction account. Returns filed, not merely liabilities paid. The balance of domestic against third-country staff when the file goes in. A response on each referral the Service sends.—safetytraining before work, on the employer. Accommodation satisfying the published standard.
There is a reason the steps run this way. Eligibility is checked before money is spent, the post is written before it is tested, and the file is assembled before it is lodged. Employers who improvise the order tend to discover the missing condition at the last stage.
The clock does not start when papers are handed over. It starts when the application is complete, and it runs for ninety days, with thirty more available in exceptional circumstances. Because no average is published anywhere, a include start date be the contract a,onditional on the permit.
An employer cannot manufacture this evidence later. Responses to referrals belong to the t periodest; a lease belongs to the period before the application; training belongs to the period before work starts. Get the qualification recognition moving first, because it answers to nobody else’s timetable.
Predictability is the honest offer. An employer in Split who works with us knows what has been lodged, what is outstanding and what happens next. Nobody can promise an approval or a date, because those belong to the authorities. Below are the reasons employers find that worth having.
Being predictable is not the same as being fast, and only one is on offer. The predictable part covers the route this post falls under, the cost attached to it, the evidence each stage requires, and the earliest first day the law allows.
Lateness compounds in this procedure and speed does not correct it. Each piece of evidence has a place in the order and a period within which it has to exist. Once a period has passed, the only remedy is to run that stage again, which costs more than waiting.
Promises are easy to make about other ppeople’sdecisions, and we make none. The Employment Service holds the opinion. The permit is for the Ministry of the Interior to grant, at the police administration. A number from a search result is no foundation; the Act governs.
A last practical point about addresses and ferries: Split Airport is at Kaštela, in the Resnik and Divulje area, with a passenger port terminal immediately beside it. Hence, an airport-adjacent role is a Kaštela role for travel, accommodation and local administration. On the islands, ferry capacity rather than distance limits how staff and supplies move at the height of the season, and island accommodation for seasonal staff is the binding constraint on how many people you can place overall. Against that, the year-round sectors, refit, port and terminal work, cement, stone, component manufacturing and software, are the right basis for permanent contracts, with the counter-seasonal refit cycle as the natural complement to summer hospitality. AtoZSerwisPlus does not run an office in Split and says so plainly.
To start, register your company with AtoZSerwisPlus or contact the team about hiring in Split.
Employers should treat the material above as a summary of national rules, not as advice on their own circumstances. Legislation and its lists change, and official sources govern. A government page that no longer matches the Act yields to the Act. Promises of an outcome or a date are not made. Ask your local police administration, the Employment Service, or your own adviser.
Recruiting abroad for a post in Split? AtoZSerwisPlus handles the procedure while the hiring decision and the terms stay with the employer.
The coastal strip, the inland Zagora and the islands. The coast is urbanised and concentrated, the Zagora is the only settled karst upland with smaller employers, and the islands recruit by relocation because all but Čiovo depend on ferries.
Starting the person on the strength of a signed contract. A contract creates obligations between the parties; it does not authorise anyone to work in Croatia. Work may begin only once the permission exists, and an early start exposes the company to inspection.
In the Act on Foreigners, which defines a single application procedure and identifies the single permit as a biometric residence permit. The Ministry of the Interior publishes the practical description. Read both before relying on a third-party summary of either.
Nothing useful. The procedure expects one application, and a duplicate creates two files against one post that then must be reconciled. If a candidate has already lodged something, say so at once rather than filing again.
Yes, on both counts. The permit names the employer and names the post, and the holder may work only in that job for that company. A change of occupation with the same employer, or a move to a different employer, needs a fresh positive opinion or an exemption.
Diarise the expiry date the day the card arrives, then set an internal review several months earlier. Since different official pages report the renewal window differently, the safe approach is to start early and ask the police administration what applies now.
Older guidance says a permit chains the holder to one employer for its whole life. That is no longer accurate. Changes are allowed during the permit, subject to the initial lock that applies on arrival and the steps the new employer must take.
One decision produces one document. The employer is not waiting for a second card to arrive, and the worker is not carrying two permissions with different end dates. Everything the holder relies on sits on a single biometric residence permit.
The permit is not a boarding pass. Employers assume the decision settles everything, but entry is a separate question answered by the candidate’s nationality. Ask the Ministry of the Interior what the particular national needs before buying the ticket.
Decide the route before the offer is drafted, because the two are not interchangeable once a procedure is running. Establish whether the post is genuinely highly qualified, then apply on that footing and keep the paperwork consistent.
Work that genuinely rises and falls with the calendar: harvest, processing peaks, the hotel and campsite season, and the trades that service them. The route is defined by that pattern, not by the contract length an operator would prefer to offer.
Yes in principle, with a qualification. The Act provides routes for a permit holder’s relatives to appear, so joining the worker is contemplated. The right to work is a different question, and we do not answer it here.
Pay the cost, arrange the exam early enough to hold a certificate before the renewal, and keep the certificate with the personnel file. Then check with the Ministry of the Interior whether the obligation has begun, because the Act defers its start.
Because it is not one place, the port runs across roughly fifteen kilometres of coast in several basins and municipalities, some under separate concessionaires, so the phrase tells a candidate nothing about location, employer or travel. Name the basin and the town.
Someone on the register looks like a match, so the employer receives their details. The employer interviews or otherwise assesses them and reports back on each one; referrals are not appointments, and a poor fit can be recorded as such.
Often wrongly, as a month or more of compulsory recruitment activity. The real figure is shorter, and the activity is theService’ss, so a foreign parent company budgeting for a long advertising campaign is budgeting for nothing.
Because the search was run against that description, if the contract or the permit request names a different occupation or different duties, the notice no longer covers the post being applied for and the file can be rejected.
It does not, and treating it that way is a common error. The notice supports a lodging window of ninety days and nothing longer; the contract term matters to the permit, not to the search result.
Advisers often refer to it as the deficit occupations list, which is imprecise and causes real confusion. The proper description is the list of occupations for which no labour market test must be requested.
Check the current published version with the Croatian Employment Service for the specific post, on the day. The answer depends on the occupation and location, so the job name alone does not settle it.
Because older guides and some translated summaries were written under the previous regime and have never been rewritten, anything describing a yearly allowance for employing foreign workers describes a system that no longer operates.
It is not, and this is a recent tightening. Being on the register was once treated as sufficient; the Service now looks at whether the registered activity is actually being carried on before starting a search.
Taken together: real trading in the registered activity, linked to the occupation; public charges settled and all returns filed; the account inflow figure; no long account block; the same domestic worker employed for a year, indefinite and full time; the staff ratio; no relevant convictions or undeclared work entry.
Transaction account statements covering the period, from the bank. They show receipts as they landed, which is exactly what the condition asks about. It is not a revenue or turnover figure, so management accounts do not answer it.
No, because no size test exists. Portal pages run by the Croatian government have not caught up and still show a monthly turnover threshold; those numbers are obsolete, and the Act in force decides.
Nothing of the sort. The requirement runs the other way round: a modest fraction of the third-country headcount, twenty per cent generally and ten for an exempt occupation, on the domestic side.
No. The permit is personal, so a crew of ten produces ten applications and ten decisions. Employers who plan on one submission for a group discover the arithmetic late and lose weeks rebuilding the paperwork.
At Pučišća on Brač, which is described as the cradle of the craft in the country. Its school has run for more than a century and is the only place offering formal training in traditional stonemasonry, making it a national asset in this country.
The ministry responsible for finance keeps the official evidence, so its record governs, not thecompany’ss own ledger or its accountant’s recollection. Where the two disagree, the employment service relies on the official record.
Not immediately. The requirement is the same person employed continuously for a year on an indefinitefull-timee contract, so a recent appointment starts a clock rather than closing the gap.
The Croatian Employment Service applies the employer conditions when it issues its opinion. The rule is in the Act on Foreigners, and the Service is the body that will review your figures.
They are still adding two charges that no longer exist: the employment contribution and the occupational health contribution. Both were abolished,, and the health insurance rate rose in their place, so including them nowdouble-countss.
Quoting an amount from memory or from an older employer guide. Both go stale on a fixed annual cycle, and an offer built on a superseded figure has to be reopened with the worker.
Holders of a residence and work permit who work under a contract of employment, plus some further categories admitted for work. Blue Card holders, seasonal staff, and one self-employed group are not included, and the Ministry of the Interior should be asked about them.
They appear on Croatian payroll pages and advice sitesalongsides the statutory rules, which makes them readlikes law. In truth, they reflect what collective agreements commonly provide, so put the figure you will actually pay into the contract.
Four weeks at least, paid. The statute is written in weeks, so express it that way in the contract; converting it into a fixed count of days misstates the entitlement for anyone whose pattern differs.
The rule is about who may be charged for mediation, so do not look for a route to pass that cost on. A deduction or a repayment arrangement reaches the same prohibited destination by a longer road.
Yes,throughf registration. Private providers of employment mediation must be entered in the register kept by the Ministry of Labour before they begin operating, making it an entry requirement rather than discretionary permission.
Housing must be settled before the application is submitted, not afterwards. An application missing accommodation evidence is incomplete, and the decision period does not begin to run until it is.
Employers read the first figure as a per-person allowance and multiply it. It is not: only the first occupant attracts fourteen square metres, and everyone after is six. Reading it the other way makes a perfectly adequate flat look too small.
Where housing is supplied at no charge, the cap has nothing to bite on, and no deduction question arises. The written tenancy is still worth having, because the application needs evidence of where the worker will actually live.
Ship repair, yacht refit, marine equipment and marina services. Thecounty’ss own investment page is out of date and should not be used for this sector. The transferable engineering skill base now feeds refit, repair and general component manufacturing.
The permit is issued as a biometric residence document, so there is a card rather than a sticker in a passport. To collectg i,tyou must attendg the police administration in person, and the local office willexplainy howto arrange appointmentsd.
New equipment or technology triggers it again, as do changes in the work process, moves to different duties, and any finding that health has been harmed. A single induction at the start does not discharge the duty for good.
Occupational safety legislation sets it, and it sets it narrowly: posts with special working conditions, not employment generally. Read that alongside whatever your own sector adds, because food handling, transport and healthcare each bring their own checks.
No authority publishes a typical or average turnaround, so there is no official figure to plan against beyond the statutory maximum. Anything shorter quoted commercially has no official basis, however confidently it is offered.
Production plans built on an assumed arrival fail quietly and expensively. Staff are rostered, orders are accepted, and training slots are booked around someone who is not there. Build the plan so that it still works if the decision takes the full period.
Employers confuse the two and lose time. Academic recognitionletst someone continue studying; it says nothing about the right to work in aregulatedd profession. For that, the competent chamber or ministry has to decide.
Check the expiry date on the foreign licence, the date of entry, and whether the professional competence qualification is held. Do not waste time looking for a reciprocity agreement or a country list, because neither is a condition of exchange.
The State Inspectorate does, and it runs inspections rather than waiting for complaints. Expect requests to see permits, contracts, and payroll records, so keep those documents available at the workplace.
