Varaždin is both the seat of Varaždin County and its business centre, and the county is Croatia's most industrial: manufacturing leads here by a wider margin than in any other county. The catch is that much of the production is not inside the city. Plants sit in the ring of small municipalities around it, at Donji Martijanec, Jalžabet, Sveti Ilija, Trnovec Bartolovečki, Gornji Kneginec, Sračinec and Petrijanec, and in the towns of Ludbreg, Ivanec and Novi Marof. Varaždinske Toplice is a separate town with its own administration and its own thermal trade, not a district of the seat.
Here is the thing that decides whether a vacancy fills. A post advertised as Varaždin very often has its workplace in one of the ring municipalities, reached by a road with no scheduled bus and no evening service at all. Local candidates know this and self-select out; relocated candidates find out on the first shift. Name the settlement, not the county seat, and state how the site is reached on each shift, including the early one. If there is no service, arrange works transport and say so in the advert. The same discipline applies to the administrative side, because Varaždin is a large city in the Croatian sense and handles functions that elsewhere sit with the county office, so confirm which body deals with your specific town before you file anything.
A worker admitted this way holds one permission, covering residence as well as the job. Employer and post are named on it, so neither can change informally. The employer usually submits the application, and the worker does so in defined cases. Nothing lasts longer than the contract, and nothing lasts longer than three years.
Labour market questions go to the Croatian Employment Service; permits go to the Ministry of the Interior. The Service runs the test and issues an opinion. The Ministry decides the application and issues the document through the police administration that holds the file. Because the stages are consecutive, a favourable opinion is a step and not the end of the matter.
Since the rewrite, eligibility is assessed on different ground, and those grounds are applied incorrectly. The sums credited to the company’s transaction account over twelve months matter. So does proof that returns were filed, not merely that nothing is owed. So does a staffing proportion applied to third-country employees and never to the whole workforce.
Documents, deadlines and correspondence are ours to manage. Outcomes are not. AtoZSerwisPlus prepares and conducts the employer’s part of the procedure and nothing beyond it, because the labour market opinion belongs to one authority and the permit to another, and neither consults us. We therefore make no promise of approval, and none about timing.
Everything on this page applies to an employer in Varaždin exactly as it applies to one anywhere else in the country, because the Act on Foreigners is national law. The genuinely local part is the labour market itself: which posts stay open, for how long, and who else is hiring.
Employers here have been recruiting from outside the European Union for years, because the manufacturing base is large relative to the number of people living within travelling distance of it.
Setters are scarcer than operators. Anyone can be trained to load a machine; programming it and proving the first part off is a separate skill the county does not produce in quantity.
Weld certification is the sticking point, not welding itself. Plants need process and position coverage on paper, and the people who hold it are already placed somewhere in the county.
Leather and footwear trades are an ageing craft with a thin intake, so upper stitchers, clickers and lasters cannot be replaced from local school leavers at the rate the lines need.
Automation and maintenance technicians are wanted by every food, metal, plastics and wood plant at once, which is what happens when one small country has much production.
Food production operatives are needed in volume rather than in ones and twos, and the poultry and meat lines here were among the first in Croatia to recruit from abroad.
Slovenia lies along the western and northwestern edge, close enough that a qualified tradesperson can work over the border and sleep at home, which removes them from the local pool entirely.
Employers often start with people and work backwards to the paperwork. Reverse that. The occupation, duties, and requirements you commit to in the vacancy are what the Employment Service tests and what appears on the permit itself, so they must be consistent across the test application, the contract of employment, and the permit request. Vagueness here produces the longest delays.
Nationality first, then occupation, then duration: those three answers between them identify the route. A citizen of a Union member state needs no permit from the police administration. A third-country national in an occupation on the exempt list skips the labour market test. Seasonal work follows its own rules. The routes below cover the situations employers actually meet, and the choice fixes the earliest lawful start.
Employers underestimate the feedback obligation. During the test, which lasts no longer than fifteen days, the Employment Service searches its register and refers candidates, and each referral has to be answered. Files sit still while that answer is missing. After the Service reports that the domestic pool cannot supply the post, ninety days run from receipt of the notice for lodging the application.
Check early whether the occupation is regulated, because the answer changes the timetable. Recognition of the qualification falls to one of three agencies, depending on level, and the higher education agency runs the national information centre. If the profession is regulated, the file moves instead to its professional chamber, or to the ministry responsible for it, under rules and a timetable of its own.
On the employer-sponsored routes,, the employer provides evidence of housing and the wworker’smeans of subsistence. The first person accounts for fourteen square metres and each further person for six, with eight the maximum in one apartment and separate sanitary facilities for the sexes. Rent must stay below thirty per cent of net pay and cannot be deducted automatically from wages.
Employers in Varaždin recruit internationally in a predictable set of industries, listed next. The pattern under each is the same: which posts are open, what keeps that sector supplied with work locally, and the detail in the job description that most often needs correcting.
Employers recruit CNC turners, CNC millers, press and stamping operators, sheet metal workers, assembly operators, maintenance fitters and metrologists across the county’s engineering plants.
Metal products, machinery and equipment form the county’s largest manufacturing block, working as subcontract fabrication and machined components for German, Austrian and Slovenian supply chains.
Subcontract work means drawings change between batches, so ask what an applicant can read and measure rather than how many years they have stood at a machine.
Moving steel around a shop needs its own authorisation. Overhead crane operation and slinging are assessed separately, lifting accessories are inspected on a schedule, and a candidate who has only ridden a crane in another country must be signed off here.
Tool rooms recruit toolmakers, die makers, mould makers, tool grinders, spark erosion operators, jig fitters and supervisors at the plants supplying European industrial customers.
Almost every pressing, moulding and machining plant here keeps a tool room, and those rooms carry the county’s deepest skills and its oldest workforce at the same time.
Holding out for a finished tradesperson will leave the bench empty, so say plainly which machines and control systems the room runs and who will teach them.
Toolmaking is a long apprenticeship trade, and there is no quick substitute. A candidate should be able to describe a die they built, the corrections they made after he first trial ,and why the tool behaved that way.
Sites recruit automation technicians, PLC programmers, robot programmers, maintenance electricians, mechatronics technicians, pneumatics fitters and shift engineers across food, metal, plastics and wood plants.
Because the county packs so much production into a small area, the same technician grade is in demand across unrelated sectors, and candidates move between them easily.
Name the controllers, the drive families and the line speeds in the advert. A maintenance technician judges whether a post is a step forward by the equipment, not by the title.
Maintenance posts carry standby and call-out, and a turnaround runs twelve-hour shifts through days and nights until the plant restarts. Put the rota, the standby arrangement and the expected window in the advert, because applicants compare those before pay.
Producers recruit electrical assemblers, wiring harness operatives, coil winders, test technicians, soldering operators, line leaders and quality checkers on component and assembly work.
Electrical equipment is one of the branches the Chamber profile names for this country, built around components and sub-assemblies rather than finished consumer goods.
Dexterity and eyesight decide who can do this work, so set a short practical trial. Written experience on a form tells you very little about assembly speed.
Test and inspection posts want someone who can follow a test procedure exactly and record what the instrument showed, including the failures. Ask which test equipment a candidate has operated and whether they have written a report that an auditor later read.
Makers recruit upper stitchers, clickers, cutters, lasters, sole assembly operatives, pattern and grading technicians, finishers and line supervisors in and around the seat.
Footwear and leather goods here take almost all their revenue from export sales, working as subcontract and own-brand production for Western European buyers rather than for the domestic market.
Output peaks ahead of the autumn and pre-Christmas retail seasons, so the intake has to be trained before the peak, not during it. Plan the recruitment a full season early.
Cutting and pattern rooms need people who read a technical pack and work to a marker without wasting cloth. Ask whether an applicant has laid and cut by hand, on a straight knife or on an automated table, because the skills differ.
Factories recruit industrial sewing machinists, cutters, pressers, fusing operators, sample machinists, quality checkers, packers and production planners on garment lines across the country.
Garment making sits beside footwear in the country’s export mix and works the same way, to the output standards and delivery dates of buyers outside Croatia.
Piece rate, not hourly pay, is what an experienced machinist asks about first, so publish the rate structure and the expected output for the line in question.
Protective and technical fabric work carries product certification, which means recorded seam specifications, traceable materials, and documented inspection at every stage. Operators used to fashion production find the paperwork discipline the hardest part of the change.
Plants recruit poultry line operatives, meat cutters, boners, evisceration staff, hygiene operatives, cold store forklift drivers, food technologists and shift leaders.
Poultry and meat processing is the part of the country’s food sector that recruits in volume, and it has been drawing workers from abroad longer than most Croatian industries.
Demand lifts before Christmas and Easter, and the halls are cold and wet. State the room temperature, the protective equipment provided and who launders it.
Bakery and dairy shifts begin long before any bus runs, and processing plants add night work on top. State the pattern plainly at advert stage, and ask what nights a candidate has previously worked rather than whether they mind them.
Dairies recruit dairy process operators, bakers, confectioners, dough line operators, oven operators, packaging machine operators, laboratory technicians and beverage line staff.
Dairy, bakery and beverage production follows the county’s own arable and livestock base, with Ludbreg carrying a share of it alongside the ring plants nearer the seat.
First shifts begin long before public transport does, which is the biggest reason a village-based food vacancy stays open. Solve the journey and the post fills.
Weighing, labelling and lot recording are where an operative carries legal responsibility without realising it. Every pack carries a date code and a batch reference, and a recall depends on those entries being right. Legible handwriting and careful data entry matter here.
Mills recruit sawmill operatives, CNC wood machinists, joiners, furniture assemblers, sprayers, kiln operators, upholsterers and yard hands at sites across the county.
Wood and wood products are a smaller branch here than metal or food, running to sawn timber, joinery and furniture components rather than to finished furniture at scale.
Component work means repeat batches to acustomer’s drawingg, so machinists need setting skills as well as running skills. Say which machines are manual and which are programmed.
Presses, kilns, and board lines run without stopping, so the rota is a night-and-weekend pattern, with changeovers taken mid-shift. Planned maintenance is built into it. Somebody used to day work in a joinery shop finds the change severe.
Operators recruit injection moulding setters, extruder operators, tool changers, granulate handlers, assembly staff, quality inspectors, maintenance fitters and warehouse operatives on continuous shifts.
Rubber, plastics and non-metallic mineral products cover technical rubber, moulded parts and building products, supplying the same industrial customers as the metal plants next door.
Setting is the scarce half of this work and running is not, so split the advert. A setter post and an operator post attract completely different applicants.
Extrusion and thermoforming lines are hot, and candidates underestimate the heat. The work is standing, the line does not stop for anyone, and start-up and purging are the moments when an inexperienced operator costs material.
Resorts recruit spa therapists, physiotherapists, pool attendants, receptionists, housekeepers, cooks, waiting staff and maintenance technicians at Varaždinske Toplice and the surrounding accommodation.
Thermal and health tourism at Varaždinske Toplice runs far steadier than the coastal season, spread across treatment, accommodation and catering in a town that administers itself.
Clinical and hotel posts sit side by side here and are not interchangeable. Therapy roles require registration, so separate them in the advertising from housekeeping and catering.
Pool and beach supervision rests on a current rescue and resuscitation certificate, and the awarding body matters because not every foreign ticket is accepted here. Check validity dates before the season plan is built, and budget for retraining where it lapses.
Work outside those eleven headings fills steadily too: export documentation clerks and customs declarants behind the order books, purchasing and supplier quality staff, freight forwarders, HGV and reach truck drivers, software developers and systems staff coming out of the informatics faculty in the city, agricultural and harvest labour in autumn, and secondary school vocational instructors.
Nothing in the Act on Foreigners is organised by industry. It is organised by occupation, by the worker’s nationality and by the length of the engagement. So a business whose trade is not described above loses no ground, and asks the same questions.
Tell us the job title and the tasks behind it, because a title alone rarely settles anything. Then the location, the contract term, and whether the work is tied to a season. Last, the qualification or certificate a holder of that post must have.
Ask whether the post is exempt before you plan any dates around it. That answer comes from the occupation read alongside the county, and for some entries alongside the part of the year. Have it verified against the list in force rather than taking it on trust.
Hiring is yours. Procedure is ours. For an employer in Varaždin that means you assess the candidate and agree the terms, while we handle the test application, the permit request, the supporting evidence and the queries that come back. What that covers in practice is set out below.
Our half is procedural, and it is finite. It ends when the permit is decide,d and the worker has started. The ememployer’salf does not end there: the contract, the wage, the hours, the training and the working relationship all continue, and they were never ours to manage.
Nothing about the evidence is optional, and very little can be obtained early. The test creates the labour market notice. The contract must match the post that was tested. The housing papers describe existing premises. Sequence failures are the most common reason files return.
We can't make a decision, and we can't rush it. One authority issues the opinion, and another issues the permit, each on its own criteria. Anyone claiming pull with either is worth avoiding. Intermediaries are registered, must show the number, and may take a fee only from the employer.
Whatever help the employer takes, certain duties cannot be delegated. Inflow to the transaction account and returns actually filed—the proportion of domestic to third-country employees, measured when the application goes in. Feedback on every candidate referred. Safety training, paid for, before work starts. Housing that meets the standard.
A file is read as a sequence of dated documents, and a reader can see when one came before another. That is the practical reason for the order. Evidence dated after the application it supports, or before the vacancy it describes, raises a question the employer tmustanswer.
Do not give a start date to a candidate if the employer does not control it. The permit decision falls due ninety days after the application is complete, and exceptional circumstances add thirty. No average exists in any published source, so there is nothing firmer to plan against.
The practical trap is not a missing document but a document with the wrong date on it. Evidence ofThis kind of evidenceed as the procedure moves, and canno be reconstructed afterwards. Organise the account records and tax filings early, and start collecting the cacandidate’sapers at once.
There are good reasons to use a specialist and a bad one. The bad reason is the hope of a quicker decision. An employer in Varaždin gets neither from us nor from anyone else. The good reasons, which are about control of the process, are listed below.
Most of the value here is in removing surprises rather than in saving weeks. The surprises are always the same four: the route turns out to be another one, the cost is higher, a document nobody mentioned is demanded, and the start date moves.
The procedure asks not just for the right documents, but for the right documents at the right time. That is why catching up is impossible: you cannot reopen a closed period by hurrying. Treat the timetable as the constraint and everything else as the variable.
Our limits are worth stating plainly. We prepare, and we lodge. The Employment Service settles the opinion on its own criteria; the Ministry of the Interior decides the permit through the police administration, in its own time. Where the Act and a portal page differ, the Act is authoritative.
One more thing, and it is the error employers make most often about this county. Čakovec, Goričan and Kotoriba are in Međimurje, not here, so the motorway crossing at Goričan and the international rail crossing into Slovenia at Čakovec both sit in the neighbouring county. Varaždin CCounty’sown crossings are Dubrava Križovljanska and Trnovec by road for passengers and goods, and Otok Virje for passengers. The Drava trunk road begins at Dubrava Križovljanska, so westbound freight reaches Slovenia without touching a motorway. Verify the local unit of any crossing before you print it in a logistics post. German is the commercially useful language here, Slovene next for cross-border work, and English in office and engineering roles. AtoZSerwisPlus does not run an office in Varaždin and says so plainly.
Contact the team about a post in Varaždin, or register as an employer with AtoZSerwisPlus.
This is a general description of the Croatian framework for employers and is not a substitute for advice. The statute is amended and its lists reissued, so official sources govern. If a government portal disagrees with the Act in force, it is wrong. No outcome is promised. Confirm your position with the police administration and the Employment Service, or with your own adviser, before acting.
AtoZSerwisPlus works with employers in Varaždin on international recruitment, and is plain about which parts of the timetable nobody controls.
No. Both are in Međimurje, along with the Kotoriba rail crossing and the international rail crossing into Slovenia at Čakovec. Varaždin County’s own crossings are Dubrava Križovljanska and Trnovec by road and Otok Virje for passengers.
Identify the route the post belongs to, then apply through the competent police administration for the permission that covers the person. Nothing in the hiring file substitutes for it: not the contract, not the job offer and not a previously held Croatian document from another employer.
To live in Croatia and to perform the job named on it for the employer named on it. Those two entitlements arrive together and are limited in the same way. Work outside the named post is not covered, even for the same company.
Most of the evidence is the employer’s own. Company documents, the employment contract and the description of the post all sit on the company side, so an employer-lodged file comes together with fewer requests going back and forth. That is a practical point, not a legal one.
From the holder’s position, the restriction is simple and strict: employment with the company named, in the job named, and nothing else. Anyone told the card allows general employment has been told something that does not match the document.
Renewal left to the last weeks. The application has to go in well ahead of expiry, and the published deadlines are inconsistent, so an employer relying on a summary can be late without knowing it.
Unpaid wages lift the lock. So does criminal prosecution of the employer for labour offences, and inspection proceedings for serious violations. In those situations the six-month period does not have to run before the worker looks elsewhere.
Employers coming from two-step systems ask whether they file twice. They do not. The question of who may stay and the question of who may work are asked once and answered once, removing a whole stage of sequencing from the project plan.
A long stay visa is not an alternative to the permit. It is a travel document, not an authorisation to be employed, and no one works on it alone. The permit grants permission to hold the job and nothing else.
The Blue Card of the Union is the route for highly qualified employment. It is valid for up to forty-eight months, or, if the employment contract is shorter, for the contract term plus three months.
Seasonal work has its own provision in the Act, and the police administration applies it. Because seasonal rules differ from the general ones in more than one place, confirm the current position with the Ministry of the Interior before building a season around them.
Treat the family application as a separate file on its own timetable. Do not build it into the worker’s start date, because the two are decided independently and reunification has its own requirements. Ask the police administration what those currently are.
Permits shorter than a year are outside this altogether, and so are seasonal workers, who are expressly excluded. That leaves the requirement attached to ordinary longer permits, where evidence of the A1.1 pass is wanted at renewal.
Because much of the county’s production sits in ring municipalities rather than in the city. Donji Martijanec, Jalžabet, Sveti Ilija, and Trnovec Bartolovečki all have plants, and some have no bus service, which completely changes the candidate pool.
It is not. Nobody takes an exam. The phrase describes an administrative search of the unemployment register carried out by the Employment Service, which refers candidates to the employer and records what it finds.
It depends on what sits on the local register. A common occupation with people registered for it draws referrals quickly; a narrow requirement may produce none at all, and the file then closes at the limit.
The reply on each referral. Employers remember to request the search because nothing moves without it, but feedback on individual candidates is the step that slips, and an unanswered referral leaves the file incomplete.
Record the date, check the file against it, and fix a lodging date well inside the period. Leaving it to the final week leaves no room for a missing translation or a correction.
A list of occupations for which the employer is not obliged to request a labour market test. The management board of the Croatian Employment Service adopts it, and the Service publishes it.
Confirm it in writing with the Service for that occupation and that location, and keep the confirmation. Relying on a colleague’s recollection or an old download is how employers discover, late, that they needed a search.
Nothing is reserved, and nothing can be. The old approach required employers to fit inside a number decided each year centrally; the present one asks whether a domestic worker could fill the particular post.
Through ordinary evidence of trading over a period: payroll records, bank movement, contracts with customers or suppliers, filed returns. None of it is exotic, but it has to exist before you submit the request.
Usually the account inflow or the year of continuous domestic employment. The rest-- an active —gistered activity tied to the occupation, clear public charges with returns filed, an unblocked account, the staff ratio, no convictions and no unde, clared work entry-- are more —en already met.
Do not request the opinion yet. A refusal on this ground is a refusal, and the sensible course is to wait until receipts into the account, not turnover, reach the level the Act sets.
No share capital minimum exists. A monthly turnover threshold is still printed on state portal pages in Croat;a;; that fig ure has been superseded, and the Act prevails over any portal summary.
Full-time ones. Part-time domestic staff do not help here, so the count is emcount ofon full-time contracts who are Croatian, Swiss,s ,or Swisspan Economic Area nnationalssnationalsnt the third-country headcount.
It cannot. Every worker needs their own application and receives their own permit, naming that person, that employer, and that post. Hiring five people means preparing five separate files.
German, because the customers and in several cases the owners are German or Austrian. Slovene helps with cross-border work and at Slovenian-owned plants, and English covers the office, engineering, and informatics roles.
Because an unfiled return is a failure in itself, the condition has two limbs, and the one about submitting everything prescribed is independent of whether money is owed. Clean books are not the same as a clean filing history.
Document the trading that is actually happening, route receipts through the transaction account, and get the domestic contract signed on indefinite full-time terms. Each of those builds part of the record the conditions ask for.
No. Nationality and contract type both matter, so a payroll of thirty people may contribute far fewer than thirty to the domestic figure. Work from a list showing citizenship and hours, not a headcount total.
One line above gross: the health insurance contribution at 16.5 per cent. Everything else on the payslip is either income tax or the employee’s own pension deduction, neither of which the company bears.
In the decree currently in force, published in the Official Gazette. Read the period it covers and the amount, because the period tells you whether you are looking at the current instrument.
Not on the ground of citizenship. Equal treatment on pay is written into the Act on Foreigners for permit holders on an employment contract, so nationality cannot be the reason one employee sits below another.
A stated uplift for night work, overtime, holiday work and difficult conditions, plus the Sunday minimum. Rates on Croatian payroll sites and advice pages come from collective agreement practice rather than law, so decide your own figure and record it in the work rules.
Full-time work may not exceed forty hours a week, and total hours including overtime may not exceed fifty a week. Those two ceilings govern every rota, whoever is working it.
Renaming it changes nothing. A registration charge, a document charge or an administration charge levied on the jobseeker is still a charge to the jobseeker, and that is what the rule prohibits.
Its registration number, the written fee terms showing the employer pays, and the undertaking that candidates are charged nothing. Three short documents, and they answer most questions an inspector or an auditor would ask.
The file needs an address, a written tenancy covering it, and enough detail to show the premises meet the published standard. Gather those before the rest of the papers, because a flat found late holds everything else up.
An apartment is capped at eight occupants, based on its floor area. Where more than that are to be housed, the answer is a second unit rather than a larger single one, and the space rule then applies again from the beginning.
Deducting it with consent is still deducting it, and that is what the rule prohibits. Replace the deduction with a lease the worker signs and an invoice or standing order outside the payslip, so wages and rent never meet.
It does not. It is a town in its own right with its own administration, inside the wider urban area planning unit but separate from the seat. Thermal and health employment there is steadier than anything on the coast.
Nothing here should be taken as a fixed running order. The published rules set out what must happen but not the local mechanics of appointments and collection, which is precisely the question to put to the police administration in advance.
Costs fall on the employer, as they do for the rest of occupational safety Nothingg may be recovered from the worker, and nothingg in the permit procedure shifts the expense. Budget for it with other hiring costs.
Not for every job. The statutory requirement attaches to jobs with special working conditions, where the employer must refer the person to an occupational medicine specialist before employing them. Elsewhere a medical may be a contractual choice, but it is not the law.
The Ministry of the Interior makes decisions, working through the local police administration or a police station. The Employment Service provides an opinion earlier in the process but does not decide, and chasing the wrong office wastes time.
The honest answer is that the law sets an outer limit, that nobody publishes a usual figure, and that the employer will say the moment it knows. Candidates respond better to that than to a date which later moves.
A regulated profession needs professional recognition from its own competent body, usually the professional chamber or the ministry answerable for the field. The permit allows residence and work; it does not admit anybody to practise a profession the state controls.
Exchange covers the categories validly held, so those categories have to be identifiable. Where the licence does not show its validity period or what it authorises, a translation settles the point; without one, the application stalls on a detail.
Figures circulating for it come from two places, and neither fits. Some are drafts put before Parliament and not yet adopted; others belong to the separate offence of undeclared work. Quoting either as evidence of this offence would be wrong.
