Famagusta district is divided. The Republic of Cyprus exercises effective control only over its south-eastern part, administers that part from Paralimni, and everything set out on this page applies there, within the areas where the Government of the Republic of Cyprus exercises effective control. Two economies sit side by side. Along the coast, Agia Napa, Paralimni and Protaras live on hotels, apartment complexes, restaurants, beach services and shops. Behind them stand the red soil Kred-soiloria villages, Avgorou, Liopetri, Sotira, Frenaros, Deryneia and Acheritou, where potatoes, strawberries, watermelons and citrus are grown, graded and packed. The land office sits at Pais in, the tax ofand fice at Deryneiis in
The first administrative thing to get right is which labour office you deal with, because this district has no District Labour Office. The Department of Labour keeps a sub-office at Paralimni instead. Its own pages name that office without printing the address, so ring it, confirm whether it takes your vacancy or hands it on to a district office elsewhere, and use the name Paralimni, which is TIC's own English form. Second, this is two labour markets rather than one. The coastal strip and the inland villages keep separhaveseasons, separate job titles and separate travel needs, and a job description written for one of them will not fit the other.
Employers often expect a single application and find two. Approval to employ comes first, from the Department of Labour, which must agree that the post may be filled with a third-country national. Registration and the permit come second, from the Civil Registry and Migration Department, for a term ofup to three consecutive years tied to the employer; however, the employer ; the employeranswers a different question. The Department of Labour reviews the post and the labour market, and decides whether the employer may fill it from outside the Union. The Civil Registry and Migration Department looks at the person, the entry and the stay. The employer lodges the first application; the second is sought on the worker's behalf.
worker’sworker’sgs decide where a file goes and whether it succeeds. The first is the finding the Department of Labour must make: that the employer's needs cannot be met within the local pool of Cypriot and European workers. The second is the route: the online service for most general employment, the district offices for seasonal staff and asylum applicants.
Our part is the file, not the finding. AtoZSerwisPlus prepares the documents, lodges them, follows the file and makes the corrections the authorities ask for—the approval of public bodies, taken under criteria, at their own pace. We keep no office anywhere in Cyprus. Nobody can promise an outcome or a date, and we do not.
National rules, local labour markets. That is the whole of it. The permissions described above are the same for whoever is asking, while the reason for asking differs from one district to the next. This page takes Famagusta and says what an employer recruiting for Famagusta needs to settle first.
Every coast on the island hires in the same few weeks, so kitchen depth, chefs and sous chefs above all, runs thin exactly when each resort needs it most.
Supervisory hospitality posts are hard to fill locally, because no university sits in this district and the public tourism and hospitality campus is over at the other end of the island.
Harvest windows in the red soil villages are narrow. Field labour is wanted at needed in at short notice, which is a different problem from recruiting steadily through a year.
Certificated leisure work, water sports instruction and spa t,reatment among it, are licensed at the same time, and that which he pool twice over.
Steel fixers and formwork carpenters are the sharpest trade gaps reported anywhere on the island, and a resort site chases the same crews that every other district is chasing.
New vocational branches here, some teaching in English, are building local supply for catering and vegetable production, but a co. Still, it takes time, and an opening season will not wait for it.
Inland villages draw on small local pools, so a packhouse vacancy at Avgorou or Frenaros behaves nothing like a hotel vacancy ten minutes down the road at Protaras.
Changing the post after approval is expensive. The job title, duties, and requirements in the vacancy are the basis of the Department of Labour's decision; redefinition is a fresh exercise rather than an amendment. Decide what the job is while it is still cheap. Vague adverts usually cause a rewrite.
Two questions settle it. Who is the person, and what is the work? From the fThees natigivesty and therefore whether any permission is needed; from the second come the job sector and the duration. Together they fix the route, and with it the cost, the permission required and the earliest lawful start date. Neither question answers itself at the interview.
Payroll duties start before payroll does. An employer has to be registered in the Register of Employers before it takes anyone on, and it has to tell mustal Insurance Services about a new hire through ERGANI no later than the day before recruitment. Both are checked, and a late notification is a breach rather than a formality. Neither is something to fix afterwards.
Companies of foreign interest go through the Ministry of Energy, Commerce and Industry. Third-country nationals may not exceed seventy per cent of employees over five years, with thirty per cent Cypriot workers as the target. Support staff carry a separate limit, worded unclearly, so confirm with the ministry how it is applied. Highly skilled staff need a minimum gross monthly salary, a degree and relevant experience.
Never read the minimum wage as the going rate for a job. It is a decree figure, lower at recruitment and higher once the worker has completed six months with that employer, and it must be checked against the decree currently in force. Collective agreements in many sectors set more, and the applicable one governs what the post must actually pay.
The next part of the page is the useful part. It sets out the work, section by section: what is recruited, what drives the demand and what an employer needs to get right first. Nothing in it is specific to one business, so read it against your own in Famagusta.
Hotels recruit housekeepers, room attendants, chambermaids, receptionists, guest relations officers, front office supervisors, duty managers and night auditors, nearly all of them before the season opens.
Agia Napa, Paralimni and Protaras work commercially as one resort strip, so the hotel and apartment stock sets the hiring calendar for the coastal half of the area the Republic administers.
Write the contract against the real trading season, with honest start and finish dates, and say in the advert whether the post is suspended over the closed months or ends outright.
Split shifts are the thing candidates misjudge. A morning service, a long gap in the middle and an evening service make a working day that ends after the last bus, so state the pattern and say who gets the worker home.
Kitchens recruit head chefs, sous chefs, pastry chefs, commis chefs, line cooks, servers, bartenders and baristas, with the heaviest intake just before the strip opens.
Restaurants, bars and nightlife along this coast trade on visitors rather than on residents, so the food service payroll swells and contracts more sharply here than in any inland district.
Kitchen depth is the hardest thing to fill at the start of a season, because every coast hires at once, so settle the chef line before advertising junior posts.
Brigade titles travel badly. One kitchen's chef dekitchen’suns a section alone. At the same time, another's works uanother’snior, so write the section, the covers served,, and the number of hands on that section into the advert instead of the title alone.
Operators recruit lifeguards, pool attendants, beach attendants, water sports instructors, animators, entertainment hosts, children's club staff, and excursion representatives for the open months.
Beaches, wThese resorts sell beachesorts and excur, sions are what e the nightl and the leisure payroll tracks the visitoather than the resident population living behm.
Such posts are certificated and seasonal at once, so ask for the instructor or lifesaving qualification at application stage and check that it is recognised here before offering.
Guiding is performance as much as knowledge. A guide holds a group's attention, uses a second language, handles questions out of order, and keeps to a timetable, so audition the candidate aloud instead of reading a list of languages claimed.
Growers recruit field workers, potato harvest workers, strawberry pickers, watermelon harvest workers, citrus pickers, greenhouse workers, tractor drivers and irrigation technicians across the inland villages.
The Kokkinochoria are named for the red earth behind the coast: potatoes throughout, strawberries at Deryneia, watermelons at Frenaros, and kolokasi at Sotira carrying a protected designation of origin.
Harvest dates come from the grower rather than any published calendar, so settle the contract dates with the farm before you write and put out the vacancy.
Tie the engagement to the crop window, because the ground decides when the work starts. Weather moves a harvest forwards or back, so write a term with a stated earliest start and a mechanism for the days either side of it.
Packhouses recruit packhouse operatives, graders, sorters, cold store operatives, produce loaders, van drivers and agricultural supervisors, in step with whichever crop is coming in.
Packing, grading and chilled storage sit next to the fields they serve, because produce leaving these villages has to be graded and cooled before it travels anywhere else.
A cold store shift is spent at low temperature in issued clothing, often from an early start, which a candidate who has not done it should hear before applying.
Each machine type carries its own authorisation, and racking work carries its own discipline. Verify the training for every truck the person will use, then check they can read a location label, place a pallet square and report damage without being asked.
Processors recruit production operatives, line operatives, quality control assistants, warehouse operatives, forklift operators, maintenance technicians and shift supervisors at the Frenaros industrial area.
The Republic runs a government industrial area at Frenaros, which appears in current leasing announcements, though no official page states what is actually made on any individual plot there.
An industrial estate on the edge of a farming village cannot be reached on foot from the resort towns, so name the site and say whether transport is laid on.
Line speed sets the day, and a changeover resets it. Operatives strip, clean and reconfigure between products, often several times a shift, so look for someone who has worked to a takt time rather than to a general production background.
Contractors recruit air conditioning technicians, refrigeration technicians, hotel maintenance technicians, maintenance fitters, electricians, plumbers and welders, with the heaviest demand just before reopening.
Hotels, apartment blocks, packhouses and cold stores all run cooling plant in a hot climate, and the equipment is serviced in the quiet months rather than in front of guests.
Ask for licence evidence and the specific plant the candidate has worked on at application stage, because cold store and hotel systems are not interchangeable experience.
Machining is measurement before it is cutting. A turner or miller has to read a drawing, choose the right gauge and hold a tolerance repeatedly, so set a bench test with real metrology equipment rather than relying on a stated machine list.
Sites recruit steel fixers, formwork carpenters, site supervisors, foremen, carpenters, tilers, painters and welders, most heavily during the months when the hotels are shut.
Building and refurbishment along the coast is timed around the trading season, so the heavy work falls in the closed months, and the finishing trades follow.
A winter programme has a fixed reopening date, so state that date in the advert and say what happens to the crew once the hotels take their rooms back.
Plant tickets are machine specific. An operator cleared for a telehandler is not thereby cleared for an excavator or a mobile crane, so list the machines in the advert and verify each card with the awarding body before anyone starts.
Agencies recruit letting administrators, property managers, caretakers, reservations clerks, guest services assistants, gardeners, groundskeepers, cleaners for apartment complexes and holiday lets.
Apartment complexes sit alongside the hotels in the resort bed stock, and self-catering blocks are managed as a group, which makes for light winter work and hard summer turnarounds.
Changeover work is measured in hours between departures and arrivals, so put the turnaround time and the number of units in the advert and expect questions about both.
Licensing attaches to the individual who acts on an instruction, not to the agency behind them. Establish whether the candidate may take instructions, value or negotiate in their own name, and what has to be done before they may.
Shops recruit retail assistants, cashiers, sales assistants, stock room assistants, kiosk attendants, store supervisors, retail managers and delivery assistants along the inowns.
Resort retail opens and closes with the hotels around it, and the dependent shops contract out of season along with the restaurants and the leisure businesses.
Spoken languages matter more than retail experience in a shop serving visitors, so say which languages the counter actually needs rather than listing them all as desirable.
Coverage is the whole problem in a shop. Opening hours stretch across evenings and weekends, stock arrives when it arrives, and the counter needs whichever languages the customers bring, so set out the rota, the lifting and the languages in the advert.
Venues recruit security stewards, door supervisors, control room operators, car park attendants, event stewards, patrol officers and shift supervisors for the open season.
Agia Napa and Protaras have late-trading nightlife alongside the beach and water sports trade, and that mix keeps licensed door and steward work on the strip from spring through autumn.
Licensing and training sit behind these posts, so confirm what the venue requires before the offer, and be explicit that the hours finish long after the buses stop.
The licence and the vetting belong to the individual, and neither transfers with an employer. Confirm the licence is current, the background check covers the duties being asked for, and both will remain valid for the full engagement.
Other work the area fills that no section above covers: spa therapists in the hotel treatment rooms, laundry operatives, kitchen porters and dishwashers behind the restaurant lines, food and beverage supervisors, bar managers and restaurant managers along the coast, and bus drivers on the routes linking the resort towns.
Those headings record where demand abroad is heaviest, not the boundary of what can be done. An unlisted sector is not an obstacle. The questions put to an employer concern the duties attached to the role and the standing of the business asking, never its trade label.
Write down the post and the facts around it. Its title, the duties beneath that title, the location where the duties are discharged, the agreed term, whether the need recurs with a season, and the certificate or qualification without which the role cannot be filled.
Cyprus is small enough that its districts work as one labour market in many trades. The district label therefore tells an employer less than the identity of the District Labour Office covering its premises and the sectoral collective agreement that governs the post. Settle both before advertising.
The division of work is worth stating before anything else. For an employer with a post to fill in Famagusta, AtoZSerwisPlus handles preparation, submission, follow-up and correction. Judgement stays with the departments that hold it. Below are the details of that arrangement, and what it does not include.
Our side of the line is administrative. We prepare, lodge, follow up,,,, and put right whatever a department sends back. The employer's side is what makes it the employer: selection, the contract and its terms, the pay, the premises, the equipment and the supervision.
The procedure generates its own evidence as it goes. You cannot cite labour approval before it is given; the signed contract follows the approved post, not the other way round; the registration follows the permit. Documents produced out of turn do not fit where they are needed.
Promises are where this goes employers go emploval cannot be promised, nor a date, nor a result, and influence over an official is not something anyone can sell. An employment agency operating in Cyprus must hold a Department of Labour licence, and should show it on request.
Certain duties cannot be delegated. Entry in the Register of Employers before hiring. Notification to Social Insurance Services before the worker starts. Employer's liabilEmployer’sEmployer’snceand proof that contributions have been paid, both of which rrrequire renewalfety training before work begins. The covering collective agreement, identified.
Sequence is the whole of this section. An appointment generally moves through the stages listed here in the order listed, since each one yields the evidence the next consumes. Reversed, the employer ends up explaining why a document is dated before the decision it claims to rely on.
Nobody official states how long a decision takes. No typical period is published and no guaranteed one either, so every estimate in circulation is somebody's commentary.somebody’sical consequence is that you can't fix a start date before the permit is issued, and promising one to a candidate is a mistake.
Trying to compile the whole file first is a false economy, because the procedure writes most of the evidence itself and dates it. Work early on the free-standing items: the employer's registemployer’sts liability cover, the recognition route for qualifications and the agreement over the post.
A quick answer is worth less than a correct one. For an employer in Famagusta, the gain is in knowinge sequence, holding thhaving papers and avoid, ing the correcs that send a file round agaiback aroundbelow promises a date, because nothing honestly could.
Predictable is a lower promise than fast, and a more useful one. It gives an employer the route that applies, a list of what will be asked for and the stage t iwhat stageand the earliest start the law permits.
There is aThis procedure is particularly unkind totion. It requires evidence produced in a set order and inside set periods. Miss one of those and speed afterwards buys nothing, because the gap is in the record and the record is what gets read.
Honesty about the limits is part of the service. No decision is ours to take, and no promise is ours to make. The Department of Labour approves; the Civil Registry and Migration Department permits. And an out of daout-of-dateage never beats the instrument actually in force.
The two halves of this area peak at opposite ends of the year, which is the single most useful thing to plan around. The coastal season is the sharpest on the island and its c,losed stretch is long. Strawberry work around Deryneia runs from the turn of the year into early summer, squarely in the hotel off-season, while potatoes, watermelons and citrus keep their own cycles. Do not read that as a way of keeping one worker busy all year: a permit names the employer, so moving from a hotel to a farm is a change of employer. Arrival is easy, at least, since the motorway from Larnaca airport reaches the coast without a change of road. AtoZSerwisPlus does not run an office in Famagusta and says so plainly.
Any post in Famagusta starts with the vacancy details, so register or contact the team.
Summaries like this one give general guidance on the framework in Cyprus, not legal advice. Laws, decrees and criteria are amended, and the official sources are authoritative. Government portal pages sometimes lag the instrbehind ument in force, and the instrument applies. No outcome and no timor is undertakenprovidedfirmation from the Department of Labour, from the Civil Registry and Migration Department or from an adviser.
AtoZSerwisPlus prepares international hires for employers in Famagusta, from the eligibility check through the labour market stage to registration.
The south-eastern part, which falls inside the government-controlled areas and which the Republic administers from Paralimni. Everything here, the sectors, the offices and the seasons, belongs to that part. Nothing on this page describes or applies to any other part of the district.
Usually, hiring from outside the Union is exceptional; it is ordinary in Cyprus, and the framework supports it. What matters is sequence: the approval comes before the work, and employment that begins earlier is unlawful.
Budget for two files, not one. Because Cyprus has no EU-style single permit procedure, the labour approval and the residence document are prepared, lodged, and decided separately. The second cannot begin until the first is in place.
Official wording settles it. Under restricted labour market access, the Minister of Interior’s own page says the employer must hold a permit from the Department of Labour to employ third-country nationals. That is where the division of applicants comes from.
Yes. The permit is issued for employment with one named employer, and it covers no other engagement. That restriction is stated officially rather than implied by practice, and it applies from the permit’s first day.
Reading the maximum as an entitlement is a mistake. A permit may be granted for a shorter period, and planning a posting on the assumption of the full term leaves the employer short when the document expires earlier.
Keep two things current from the first day of employment: the employer’s liability policy with automatic renewal, and a clean record of social insurance payments. Include worker’s attendance for biometric capture in the renewal process.
No. Cyprus requires employer approval from the Department of Labour, followed by a residence and employment permit from the migration authorities. One document reaches the worker, but two separate decisions produce it.
Running a candidate through the general route when a simpler one applies. Status matters before building the file, because a long-term resident or the family member of a Union citizen does not need the employer to be approved at all.
Treat the staff categories as the design of the hire. Highly skilled staff need a university degree, diploma, or equivalent qualification; relevant experience; and a gross monthly salary at or above the level the Ministry sets; support staff are a separate category.
Percentage ceilings for general business, for employers under collective agreements and for agriculture circulate in professional commentary. None could be confirmed on an official page, so none appears here, and the District Labour Office is where an employer getssector’ssector’stor's figure.
Employers reading about it usually hope that it does. It does not: the category is the heading under which a senior appointment is submitted, and every other condition attaching to the post stays where it was.
Build the possibility into the offer. Because the permit does not provide for a change of employer, both businesses should expect a fresh application rather than an endorsement, and a new timetable with it.
The traditional operating period for hotels here is about seven months, and local hoteliers have said they intend to add roughly two weeks at each end. Treat that as an intention rather than a fixed length, and take the working dates from the employer.
The phrase is commentary shorthand. What the Department publishes is a requirement that prospects of meeting the employer’s needs locally be absent, with the stated aim of protecting the orderly working of the labour market and equal treatment of local and foreign workers.
No official page states one, and we will not invent one. The question an employer should ask instead is whether the search it ran, and can evidence, supports a finding that the post cannot be filled locally.
It makes the wording load-bearing. Every requirement in the description has to be one you would defend as genuinely necessary, because a requirement that looks decorative invites the view that the post could have been filled from the existing labour force.
With the Department of Labour, which publishes its own instructions to employers, and with the District Labour Office for anything category-specific. Confirm the service address from the Department rather than from a third party reproducing it.
Yes, and the entry has to be in place before it hires anyone. The duty sits with the business rather than with the worker, and it applies whether or not a third-country national is involved.
They read it as a post-hire formality. It is a pre-hire one: Social Insurance Services must be notified no later than one day before recruitment, and a late filing cannot be back-dated to cure the gap.
Go to Social Insurance Services, which holds both duties and will tell you what follows in your case. We can prepare and lodge the correction and follow it up, anwe makeke iclearry that the decision is not ours.
Cyprus does operate sector-dependent limits on the share of a workforce that may be third-country nationals, but we can't publish the applicable proportion for an ordinary business. Check with your District Labour Office.
Assuming a business with almost no employees can meet the limit on the share of third-country nationals. Where the applicable proportion is expressed against a whole workforce, a very small workforce leaves very little room.
Produce a post description precise enough to be assessed, a contract that matches it word for word, and evidence of your own registration as an employer. Ask the District Labour Office what else your category requires.
No, and the confusion is common. Stamping and signing affect the contract's status as a document; authority to take up the work comes only from the approval and permit that follow.
Ask before you a?sume. The permit side is certainly individual, one document per worker, and the approval side is the part to establish with the District Labour Office for the number and the posts you actually need.
Configure payroll for five separate charges on the employer side: social insurance, social cohesion, redundancy, human resource development and the General Healthcare System. Four of them make up twelve and a half per cent, and health adds two point nine.
On the coast, often notdistrict’srict's bus operator links Agia Napa, Protaras and Paralimni, within the limits of its timetable. For field, packhouse, or industrial-area work in the inland villages, there is no usable service, so the worker needs a car, or the employer provides transport.
It remits it, which is not the same as bearing it. The two sides are often added together into one figure and presented a the emplo’as the employer’s shareen only the employer’s own funds and health charge are its cost.
Only up to a point. Most of the charge stops once pay passes the maximum insurable earnings level, but the social cohesion fund keeps running on the whole wage, so one line never flattens.
Plan for the step up. A worker on the entry rate moves to the higher one after six months with the same employer, so a wage budget based on the opening figure alone runs short partway through.
The decrees themselves are the source. A national decree carries the exclusion list, and the hotel industry has a separate one with its job categories and rates, so an employer should read whichever applies rather than a summary.
Because the statutory minimum is a floor and sectoral collective agreements sit above it. Terms for a post often come from the agreement covering that sector rather than from the decree, and in some sectors legislation extends those minimum terms to every employer.
Price it at the rate the post carries locally, then add the employer contributions and any accommodation arrangement on top. Pricing it down because the candidate is recruited abroad is the version most likely to come apart on inspection.
Hours, rest and breaks come from the working time statute; paid leave comes from the Annual Leave with Pay Law. Both sit with the Department of Labour Relations, which is where a point left open by a published summary should be settled.
Evidence of accommodation is required, and the housing must be satisfactory, meet general safety and hygiene standards and allow a dignified life. A temporary address will do on first entry; a permanent one is expected at renewal.
Consent is no defence. An agency may not take any part of a of a worker’s pay even with a worker’s agreement, and a signature on a form does not make the charge lawful. Report what you learn to the Department of Labour.
The current standard contract, from the migration authorities themselves, together with the criteria the category applies to the employer. UseUse those two documents rather than n onlinean online templat, because the published text governs.
No. Lists of named tests circulate on commercial sites, none of them traceable to an official page, and they don't change what the authorities actually require. Get the certificate content directly from the authorities.
The biometric appointment and the register entry that go with the permit itself. They are worker’ser's steps rather thanemployer’syer's, which is how they end unobody’sody's diary and delay the start.
Lodge a complete file and answer every query the day it arrives. Those are the only parts of the timetable within anemployer's reachr, and a file returned for correction loses more time than it saves.
No. The Dhekelia Sovereign Base Area reaches into the western side of the district. It is a separate jurisdiction, so establish where the worksite physically sits instead of relying on the municipality or the postal district. Take advice for anything inside it.
No, and an offer to do so is a reason to look elsewhere. No decision period is published, and no intermediary decides either application, so the only safe commitment is a conditional one written into the offer.
It counts if KYSATS recognises it,which dependss on the awarding institution being recognised by its national authorities rather than on how the employer rates the course. SThe employer assesses skills and experience separately
They put a second queue in it. An examination sat in the Republic, and possibly a licence exchange before it, stand between a qualified driver abroad and a driving post here, so the vacancy cannot assume either.
From the aliens and immigration legislation and the authorities that enforce it, not from commentary and not from the private employment agency law, whose published penalties are for a different offence altogether. Ask the migration authorities for the current figures.
Work for one named employer inRepublic’slic's labour market, and nothing beyond that. It provides no basis for employing anyone at a site in areas where the Government of the Republic of Cyprus does not exercise effective control.
Before any ticket is issued, a paid itinerary is hard to change late, so fix the entry point first: Larnaca or Paphos airport, or the port of Larnaca, Limassol, Latsi or Paphos.
In Union law, a third-country national is a person who is not a citizen of the Union. Whecandidate’sate's position is not clear from the documents, put it to the migration authorities rather than guessing.
It does not. The instrument deals with crossing: checks on every person who crosses, movement only at authorised crossing points, and the treatment of goods. It carries no employment provision and confers no right to work.
