Kyrenia is one of the six administrative districts of the Republic of Cyprus, named in the Republic’s own administrative division alongside Nicosia, Limassol, Larnaca, Paphos and Famagusta. It is the smallest of the six by area, along the island's northern edge, with Nicosia district to the south and Famagusta district to the east and south-east. A limestone range runs its length, and the towns and villages sit on the narrow coastal strip between the range and the sea. The district lies entirely within areas where the Government of the Republic of Cyprus does not exercise effective control. That is where an employer has to start, and the rest follows.
The absence shows up in the Republic’s. Its Tax Department lists five district tax offices, but none for Kyrenia. The Ministry of the Interior lists Civil Registry district offices for passports and identity cards in five districts, and Kyrenia is not among them. The Department of Labour operates four District Labour Offices and two sub-offices, and Kyrenia appears nowhere in that network. Behind all three absences sits Protocol No Ten to the Act of Accession, which suspends the application of the Union acquis in the non-government-controlled areas, described by the European Commission as outside the Union’s and fiscal territory and outside its area of freedom, justice and security. So there is no office in the district to approach and no permit to apply for.
Two permissions precede one permit. The Department of Labour approves the employer to hire a third-country national for the post. The Civil Registry and Migration Department registers the worker and issues a temporary residence and employment permit, which may extend to three consecutive years; for any other employer is unlawful on both sides.
The worker also plays a part in this. Once the Department of Labour has approved the employer for the post, the worker applies for a permit to enter, then registers at the Civil Registry and Migration Department after arrival and provides biometric data. Passport validity, the signed contract, and insurance all fall under that second stage.
The test is written as an absence. The Department of Labour has to be satisfied that there is no prospect of meeting the employer’s needs from the local labour force, Cypriot or European, and it verifies that by its own investigation. Most general employment applications are now lodged through the Department’s channel. Seasonal staff and asylum applicants stay with the district offices.
Three parties, three jobs. The employer supplies the facts about the post and the business. AtoZSerwisPlus prepares and lodges the application, follows it and corrects what needs correcting. Public bodies decide on criteria they set and at a pace they set. That middle role includes no office in Cyprus and no promised result of any kind.
This page is written for employers hiring in Kyrenia. The framework above is national, set by law and administered by national bodies rather than district ones. The local element is the labour market: who is available, in which trades, and at what time of year. The rest of the page is about Kyrenia.
The Republic’s framework does not operate in the district. Neither the Department of Labour approval nor the residence and employment permit applies to a workplace there.
Because there is no office and no address, an instruction to contact the district office for Kyrenia cannot be followed. An employer given one should check where it actually leads.
No agency, intermediary or document can supply a route the framework does not contain. If an employer is about a workplace in the district, it needs legal advice.
Legal advice starts with citizenship, not with permits. A candidate who holds citizenship of the Republic of Cyprus is a citizen of the Union and not a third-country national, so no permit question arises.
Lawful points of entry into the Republic are the international airports at Larnaca and Paphos and the ports of Larnaca, Limassol, Latsi and Paphos. A worker arrives through one of them.
The Green Line Regulation governs the crossing of persons and goods at authorised crossing points. It carries no employment provision, so it is not a route to employing anyone.
An employer whose premises sit in the areas where the Government of the Republic of Cyprus exercises effective control recruits in ordinary, as the other five district pages set out.
One description has to survive three readings. What the Department of Labour assesses what the vacancy says about the work, the duties and the requirements is what thee contract records and;whatt the permit is issued against. Where those three disagree, the file goes back, and the employer is asked to explain which version is the real one. That costs more than writing it properly.
No single procedure exists for iring from abroad, and the differences are not cosmetic. Nationality, the kind of work, the sector and how long the engagement runs put a post on one route rather than another. That choice, made at the start, fixes what the employer pays, which permission is required and when work may begin. Everything else follows from it.
One day. That is the margin on the ERGANI notification: Social Insurance Services must hear about a new hire at least a day before recruitment. The Register of Employers entry comes earlier still, before the employer hires at all. Employers who treat both as first-week administration are already late by the time the worker arrives. The dates are not negotiable.
The Ministry of Energy, Commerce and Industry approves this. TheThe ceiling for third-country nationals is 70% of employees over a five-year period, with 30% as thefive-year period; this is the 30% priority workers arget. Support staff are capped separately. The official wording of that cap is circular, so ask how it is being applied. Highly skilled staff need a degree, experience and minimum monthly pay.
The national minimum wage comes from a decree, at a lower rate on recruitment and a higher rate after six months of continuous employment with the same employer. Take the current amounts from the responsible body rather than from any published summary. Domestic, agricultural, livestock, and maritime workers, people in vocational trainingg, and hotel staff sit outside i, and have their own sectoral decree.
Where the work is, and what it needs, is the subject of the sections below. They name roles, give the reason behind the demand and flag the practical point that decides who applies. Use them as a checklist against your own vacancy in Kyrenia rather than as a survey.
Employers in the capital recruit accountants, auditors, corporate administrators, software developers, nurses and construction trades, and the district carries the deepest professional pool on the island.
The Republic controls the southern part of that district, and the Civil Registry and Migration Department, which issues the permit, is based there.
Register the vacancy with the District Labour Office for Nicosia, and give the premises address in the part the Republic administers, because that address is what the file turns on.
Operators there recruit hotel staff, kitchen brigades, beach and pool attendants, field hands, and packhouse workers, split between the resort coast and the red-soil villages behind it.
FamagusThe Republic administers only the south-eastern part of the Famagusta district, Paralimni and Dertoia, so the district name alone does not say which part a site sits in.
There is no District Labour Office for that district. Ring the Department of Labour sub-office the Republic calls Paralimni and confirm with it where your vacancy should go.
Larnaca employers recruit ground handlers, ramp and cargo staff, security screeners, drivers, hotel staff and field workers in the villages inland.
An international airport and a working port sit in the district, both among the Republic’s points of entry, which is why most workers arriving for a job land here.
Plan arrival day as part of the hire: the collection, the first night and the onward leg are the employer’s responsibility, whichever district the job is in.
Firms there recruit ship managers, marine purchasers, terminal and warehouse staff, corporate administrators, software teams, hotel and restaurant staff and vineyard labour.
This is the island’s commercial and shipping centre, and its port is one of the lawful points of entry, so a worker can arrive directly in the district.
Accommodation is tighter here than anywhere else in the Republic, so settle where the worker will live before fixing a start date, and ask which labour office covers your premises.
Hotels and growers recruit room attendants, waiting staff, cooks, ground handlers at the airport, banana and vegetable pickers and building trades across the district.
Paphos is the most straightforward of the five on jurisdiction, with no part outside the Republic’s control and no separate jurisdiction inside its boundary.
The district runs as two labour markets, Paphos town and Polis, so ask which office covers your vacancy before you file anything with either.
Ask what citizenship the candidate holds before you ask anything about permits, because the answer decides whether a permit question arises at all.
A candidate holding citizenship of the Republic of Cyprus is a citizen of the Union, not a third-country national, regardless of which community they belong to and where on the island they live.
The Government records the employment of Turkish Cypriots in the government-controlled areas among its own measures, and issuRepublic’sand identity cards to Turkish Cypriots.
Work that the government-controlled areas recruit for and the sections above do not name includes nurses and midwives, welders and steel fixers, heavy goods vehicle drivers, electricians, air conditioning technicians, care assistants, shop assistants, and warehouse order pickers. None of those posts sits in Kyrenia district, and each is recruited where the framework operates.
Sector headings help a reader find the relevant part of a page. They settle nothing about whether a hire can be made. That question is answered by looking at the role as written, the duties under it and temployer’sr’s compliance position, whatever the business calls itself.
An unlisted sector needs a few facts before anyone can say which route applies. Name the post. Describe the tasks it covers. Say where it is carried on, for how long, and whether it recurs each season. Then list any certificate or qualification the role demands.
Districts on a small island are not sealed off from each other, and workers cross between them daily. So the practical questions are which District Labour Office the premises fall under and which sectoral collective agreement applies to the job. An employer should have answers to both before advertising.
An employer in Kyrenia usually wants to know who does what. AtoZSerwisPlus prepares and lodges the file, follows it and answers the queries that come back; the employer provides the facts about its own business; the public bodies decide. The section below sets that out in order.
Two halves, and they do not overlap. Ours is procedural: assembling evidence, completing forms, lodging them in the right place and answering what comes back. The employer’s is substantive: choosing the person, setting the pay and hours, providing the workplace and supervising the work once it starts.
Dates are what the reviewer checks first. An approval has a date; the contract signed under it must come after; the permit application must come after that; the registration later still. Where a document carries an earlier date than the step it rests on, the file goes back.
Some things are not on offer. An approval cannot be undertaken. A date cannot be undertaken. An outcome cannot be undertaken. Nor does anybody here hold sway with a decision maker. In Cyprus, an employment agency must be licensed by the Department of Labour, so ask for the licence.
No arrangement with us shifts any of the following. Get onto the Register of Employers before hiring. Notify Social Insurance Services before the first shift. Keep employer’s liability insurance current, and keep contribution receipts, because renewal requires both. Train for safety first. Find the collective agreement that covers the role.
What follows is the sequence an appointment generally takes, and you can't rearrange it. Each step manufactures the evidence the next step has to cite. Take them out of turn, and the result is a file whose documents refer to decisions that had not yet been made.
There is no published period for a decision, typical or guaranteed, from any authority involved. Whatever durations an employer has read are commentary rather than rule. As a result,t the start date remains provisional while the permit is outstanding, and a candidate should never be given a date the employer cannot keep.
A file built backwards is rejected on its dates, which is harder to argue with than a point of substance. The procedure creates its evidence while it runs. What an employer can get ahead on is narrow: its own registrations, its insurance cover, qualification recognition and the applicable agreement.
Employers return for predictability, not speed. Nobody can make a department move faster. What canyou can do to ge a file that does non'tme back, ad to p the same answer in every document. TThissection fcoversKyrenia.
Nobody can sell speed in this procedure, so what is sold is predictability. An employer who knows the route, the evidence and its timing, the total cost and the earliest lawful start date can plan around the process instead of waiting on it.
Improvising fails here for a structural reason. The procedure requires evidence in a stated sequence and within stated periods, so lateness is recorded rather than absorbed. Moving faster on the following step does not close a gap that already exists behind it.
We neither decide nor promise. The approvaent of Labour to givegrants approval;vil Registry and Migration Department. Where issues the permit a portal page and the instrument in force disagree, the instrument governs, so a figure lifted from a search result cannot anchor a plan.
A last word on boundaries, because the paperwork does not settle them. A district name, a postal code an,d a municipality on a contract do not be,,t,by themselves,ll an employer which jurisdiction a worksite falls under, a;e physical site is ides it. Two of the five areas above contain or adjoin a Sovereign Base Area. That is a separate jurisdiction and a separate question, oandan employer needs ats own. advice Where a Republic administrative function is nominally attached to Kyrenia, it is discharged from the government-controlled areas, which is why no address inside the district appears anywhere here. And if the premises in question are themselves in the district, the useful answer is the plain one: this framework does not reach them. AtoZSerwisPlus does not run an office in Kyrenia and says so plainly.
Employers recruiting for Kyrenia can register now or write to the team with questions.
Treat this as general information about the Cyprus framework, not as legal advice. Statutes, decrees and criteria are revised; the official sources govern. If a government portal page says one thing and the instrument in force another, the instrument prevails. No outcome or timetable is promised. PutTakeur owne to the Department of Labour, to Civil Registry and Migration Department or, to adviser.
Hiring from outside the Union in Kyrenia? AtoZSerwisPlus works through the employer conditions, the approval, the permit application and the first weeks at work.
No. The Republic’s permit framework does not apply in the district because the Republic exercises no effective control over any part of it and has no presence there to administer a permit. An employer whose premises sit in the district should take its own legal advice rather than make an application.
Assuming that a person already in Cyprus on another basis may simply be put on the payroll. A visitor’s permit carries no right to work, and employment requires a permit issued for that purpose and for that employer.
The migration service’s own renewal document list names the Department of Labour approval as a required paper. That is the clearest official confirmation that two permissions back the single document a worker holds.
Check the employer name on the document before anyone starts, and check it again after any corporate change. If the entity on the payroll is not the entity on the permit, the employment is not covered.
A temporary residence and employment permit may run for up to three consecutive years. The term granted in a particular case is the authorities’ decision, and the official pages state the maximum rather than a standard length.
Renewal work starts well before expiry, because the evidence is historical. Contributions must already have been paid, the liability policy must already be in force, and the worker must attend again so biometric data can be captured.
Employers who have hired in another member state expect one application to cover residence and work. That is not how it runs in Cyprus. The labour permission and the permit are separate applications, even though the worker finishes with one document.
Ask what the candidate already holds before choosing a route. A long-term residence permit, or family membership of a Union or Cypriot citizen, changes the question from which permit to which evidence of status.
It is a route for companies of foreign interest, run by the Ministry of Energy, Commerce and Industry through its Business Facilitation Unit. A qualifying company employs third-country staff under that approval rather than through the ordinary Department of Labour permit.
Recruitment planning under this route runs alongside the local hiring plan. Once the cap is reached, there is no room for a further third-country hire until the balance changes, so Cypriot recruitment has to proceed in parallel.
Commentary presents the threshold as the point at which the labour market test stops applying. Two sources support the figure itself, neither of them official, and neither says that any test is disapplied. Treat it as an application category and nothing more.
Letting a worker start at the new employer while the paperwork is sorted out. The permit names one employer, so working for another is outside it from the first day, regardless ofwhatr the two businesses have agreed.
None, because there is none to contact. Kyrenia appears in no Republic list of district tax offices, Civil Registry district offices or labour offices, and no address is published for one. Check anything presented as a district office for Kyrenia before an employer acts on it.
The test is a finding the Department of Labour must make: that, based on its own investigation, there is no prospect of satisfying what a particular employer needs from the labour force already here, whether Cypriot or European.
Plan on evidence rather than on a period, because no period is published. Keep the advert wording, the applications received, and the reasons each was unsuitable, and the file can answer the Department whenever the question is put.
Those two things get confused. Sector-dependent limits on the share of third-country nationals are a separate matter from the assessment of the post itself, which turns on whether the particular needs described can be met from the labour force here.
Files are started before the employer has what the form asks for, and then sit unfinished. Assemble the post description, the contract, and the employer’s own registration details first, and the submission itself is short work.
It belongs to the social insurance side of the state, and Social Insurance Services is the body to approach for the registration and for anything unclear about it. Take the current form and requirements from that body rather than from commentary.
Earlier than that. It is due no later than the day before recruitment, so an employer that files on the morning the worker starts has already missed the deadline, however complete the rest of the file is.
We publish no amoamounts ortcomes for this, because no official page wecwe canly on states them. What is certain is that the duties are dated and checked, so the sensible course is to correct the position and ask the body itself.
It is not a figure to borrow, and that is the mistake worth avoiding here. The proportions that circulate in commentary could not be confirmed against any official page, and planning headcount on an unconfirmed figure is how an employer discovers the real one late.
The Department of Labour decides the application, and the District Labour Office will tell you how it applies the criteria to a business of your size. Ask them, rather than inferring an answer from the company’s age.
A written description of the post you would defend to an officer, the contract in final form, your registration details, and the category under which the application will go in. Assembling those first turns the submission into a short task.
Your own name and the post exactly as they will appear on the permit, because work is lawful only for the employer the permit names. Keep the duties identical to the description already submitted.
Each worker needs a permit of their owns issued to that person annaminges the employer. The published material does not say whether a single approval from the Department of Labour can cover more than one post.
Social Insurance Services is the authority on the four funds, and the Tax Department publishes the General Healthcare System rates. Confirm both before configuring payroll, rather than relying on a commentary table.
Start with citizenship. A candidate who holds citizenship of the Republic of Cyprus is a Union citizen, so no third-country permit arises. For a third-country national living there, no official source sets out a procedure, so ask the Civil Registry and Migration Department rather than assume one.
Not as a cost to you. Theworker’ss social insurance and health contributions come out of the gross figure named in the contract, so they reduce take-home pay rather than what the business spends.
Obtain the maximum insurable earnings in force and load it into payroll, then exclude the social cohesion fund. Because the level is set annually, you must repeat the check rather than do it once.
By decree under the Minimum Wage Law. The decree has two levels: a lower rate on recruitment and a higher one after six months of continuous employment with the same employer. No amount is published here, because the decree in force sets it.
The sectoral decree for the industry, not the national one. It sets minimum monthly and hourly rates for a long list of job categories, based on a thirty-eight-hour week over five days, so the category matters as much as the wage.
It did not. The decree set a floor under a bargaining system that still covers most of the detail on pay, hours, and leave, which is why an employer should find the agreement before naming a figure.
Ask the Department of Labour Relations whether any provision requires parity with local staff, because the published material we could read states equal treatment as an objective of the framework rather than as a pay rule. Keep the answer with the file.
Under the Organisation of Working Time Law, average weekly working time, including overtime, must stay within forty-eight hours measured over a reference period. The law provides daily and weekly rest and breaks during work, and paid annual leave of four weeks.
At renewal, because a permanent address is expected by then and a temporary one no longer answers. Settle the housing early, and keep the document that proves it, since the premises can be inspected.
Not under the law in force. A repealed text naming the Minister still sits on an official site, so the position should be read from the current Private Employment Agencies Law and the Director who issues licences under it.
Reading across from the general employment rules, the national minimum wage decreeis does not apply. That decree does not reach domestic workers, and the standard contract governs terms that an ordinary employment contract would settle freely.
With the migration authorities, which set out the documents each permit category requires. That document list is the only place to settle what the certificate must contain. Check it again for each application.
Treat it as its own phase with its own appointments, not as a formality after the decisions. The start date depends on steps the worker has to take in person, so build the plan around them.
They cannot. Tables of typical processing times appear in professional commentary,, and none rests on a published decision period, so a figure taken from one has no official basis and should not go into a commitment.
Recruit where your own premises are. If they are in the government-controlled areas, the ordinary routes appl,y and the vacancy goes to the labour office that serves the address. The five areas above show which office that is, and the other district pages set out the detail.
Putting a fixed calendar date in a signed offer. Write the offer so that employment begins on a date to be confirmed once the permit allows the holder to work, and say in the letter why.
KYSATS publishes what it will and will not recognise, including that it does not recognise institutions or evaluate programmes. TheRepublic’ss single point of contact for business sets out the requirements profession by profession, which is the right place to find a specific post.
A Certificate of Professional Competence, a separate qualification obtained by written examination in the Republic,, is required for heavy goods vehicles and buses. The licence question and the certificate question are both live.
Reading the permit as coverage of the island rather than as authorisation for one worker to work for one employer. It does not authorise work at premises in areaswhereh the Government of the Republic of Cyprus does not exercise effective control.
TheRepublic’ss Ministry of Foreign Affairs publishes it, together with the statement that entry elsewhere breaches theRepublic’ss national legislation. Take the current list from there before booking, because an itinerary is easier to set than to unpick.
Which citizenship the candidate holds. That single answer decides whether there is a permit question at all, and it is the one thing an employer should settle before touching any form.
Nothing about employment. Build no part of a hire on it, and where a question concerns someone crossing, treat the crossing and the employment as separate matters decided under separate rules.
