Thessaloniki is both the capital of Central Macedonia and its economic centre, and the only city outside the capital region with a genuine metropolitan labour market. The region has seven regional units, and several are substantial employers in their own right: Thessaloniki, Chalkidiki (inland at Polygyros), Imathia (at Veria), Pella (at Edessa), Pieria (at Katerini), Kilkis, and Serres. Imathia and Pella host the fruit-growing and canning belt; Chalkidiki and the Pieria shore host the summer resort economy; and Kilkis and Serres sit on the roads running north and east. The easternmost of the three Chalkidiki peninsulas ends in Mount Athos, a self-governed area outside the region’s municipalities.
The fruit belt in Imathia and Pella runs the largest seasonal recruitment in northern Greece, and its calendar is specific enough to plan against. Cherries come first, late May into June. Early peach varieties start from about late May; the main crop runs through the summer, and canning peaches are concentrated in July and August. Apples follow in autumn and kiwi comes last, picked from about late October. Winter is pruning and tree work rather than idle time, and the canneries run behind the harvest, so processing contracts extend past the picking window. Holdings are small and fragmented, so demand sits with many small employers rather than a few large ones, and growers face operational risk by hiring later than the fruit allows.
Start with what the employer is actually doing: inviting someone who is still abroad, moving a colleague between companies in the same group, bringing in a specialist for a defined task, or filling a season. Each one is a different procedure, with a different applicant, a different timetable, and a different relationship to the ceiling.
Two ministries matter, and they do different things. The labour ministry proposes the act that sets the ceiling and runs the consultation behind it; the migration ministry decides the applications that draw on it. Neither of them, nor any other body, examines whether a particular post should have gone to a worker already in the country.
The first step in this procedure is reading, not filing. Someone has to open the act in force, find the occupation, and establish that positions remain against it. It is a short piece of work; you can do it before spending any money, and it decides whether the rest has any point. No local allocation exists to look up.
Aftercare is in scope rather than extra. Renewal windows open and close, declaration duties start on the first day of work, and employer changes have a timing rule attached. Knowing when each falls due is much cheaper than discovering it late, after the event.
Each decentralised administration covers more than one region. So the office handling a file for Thessaloniki isn’t necessarily based there, and the letterhead address doesn’t indicate the authority. That is worth knowing before building a file on a geographic assumption.
Local workers do not take up orchard work. Young residents are reluctant to do it, and the labour that once arrived for the harvest now travels farther north within the Union.
Cannery and food process supervisors with retort and line experience are scarce across the belt, and a plant that loses one rarely replaces it from the same town.
Refrigeration and automation technicians are wanted at once by the canneries, the cold stores, the warehouses and the resorts, so the same few candidates hold several offers.
Heavy goods drivers willing to run Balkan routes are a standing shortage in Kilkis and Serres, where nights away and frontier waiting time thin the field considerably.
The Chalkidiki peninsulas and the Pieria coast open for a season and close again, so year-round residents are far fewer than the summer rota needs.
The city draws working-age people from across northern Greece and absorbs its own graduates, so employers in the belt compete mainly on pay, shift pattern, and commute.
In the border units and on the mountain fringes, movement runs toward the city, so a vacancy there is filled by persuading someone to move, and accommodation settles it.
Language, licences and recognition are sourcing filters and not later problems. Sourcing a driving post from a country whose licences cannot be exchanged produces a candidate who cannot lawfully drive, a defect of the search rather than the person. The filter belongs at the top, where it costs nothing to apply. A candidate deserves to know that before agreeing to anything.
Experience claims are screened against documents rather than against the interview. A dated reference, a payroll trace or a service certificate covering a stated period is worth more than a confident account of the same period. Where nothing can be produced, the claim leaves the file instead of sitting in it unsupported. An undocumented year is a year we leave out.
One practical rule covers most of this. If the occupation is regulated, treat recognition as the critical path and build the hiring plan around it. If it is not regulated, treat the qualification as a commercial judgement and move on. Confusing the two costs either months of delay or a standard the employer meant to keep. One of those costs is recoverable, and the other is not.
We will not describe a language as belonging to a population or region, or imply that recruiting from a particular origin supplies it. Language capability belongs to individuals and is tested one person at a time. Any other presentation is both inaccurate and the start of a worse mistake. We assess and report on individuals.
Approaching a candidate is a commitment even when it is phrased as a conversation. Somebody starts telling a household, giving notice, making plans around it. So the checks that could kill the hire happen before that first contact, not after a shortlist has formed and expectations have grown. The order of the checks is really a courtesy to the candidate.
Read the sections below as notes for a recruiter rather than as an account of an economy. For each industry present in Thessaloniki, they list the posts, the trades or tickets behind them, and the question that should be settled before advertising anything.
Growers recruit pickers, orchard hands, pruning and thinning crews, tractor drivers, irrigation hands, crate loaders, field supervisors and grading line operatives across Imathia and Pella.
Imathia is thecountry’ss main peach area, with cherry, pear, apple, and kiwi alongside it, and most plain-grown fruit goes to industrial processing rather than the fresh market.
Holdings are small and split across several parcels, so the demand is spread over many small employers, and a crew hired for one grower often moves between neighbouring orchards.
Harvesting from trees is overhead work on sloping, uneven ground, with ladders, nets and powered combs, and the ache lands in shoulders and necks rather than backs. Ask what height an applicant has worked at and who steadied the ladder.
Canneries recruit line operatives, retort and steriliser operators, syrup and brine hands, seamer minders, process operators, quality assurance technicians, palletisers and shift leaders.
A large share of the peach crop is canned where it is grown, so processing capacity sits beside the orchards and agri-food is the region’s declared champion sector.
Canning runs behind picking rather than alongside it, so processing work extends past the harvest window, and a contract here can last longer than a field contract.
Heat is the hazard people underestimate here: steam lines, hot water, jacketed vessels and a retort that must not be opened early. Running one is an authorised task, so name in writing who may do it and who may not.
Employers recruit warehouse operatives, reach truck and forklift drivers, pickers, inventory controllers, logistics coordinators, customs declarants, cold store hands and dispatch supervisors.
Demand concentrates west of the city at Sindos, Kalochori and along the Chalastra road, where the port, the railway and the motorway junctions meet.
The metro does not reach these industrial areas, so a western shift still assumes a car, and that single fact narrows the realistic catchment more than pay does.
Cold store work is done in issued insulated clothing with timed relief, and fingers lose dexterity before the body feels cold. Take a shortlisted candidate into the chamber during the interview rather than describing the temperature.
Terminals recruit stevedores, reach stacker and crane operators, terminal tractor drivers, lashing hands, bulk cargo hands, port clerks, tally clerks and shift supervisors.
The port gives the city a hinterland reaching into the Balkans, so container, conventional and bulk cargo all move through it, and rail haulage serves it directly.
Transit traffic makes the workload lumpy, so explain how overtime and call-out are handled, because a candidate from a factory background will not expect that pattern.
A turnaround is measured against the departure, so work arrives in short, identical cycles with nothing between them and no slack inside them. Some people cannot stand that shape, so describe it precisely at interview.
Fleets recruit international heavy goods drivers, tanker and tipper drivers, trailer shunters, load planners, traffic clerks, customs brokers, workshop fitters and transport supervisors.
Kilkis sits between the city and the North Macedonia frontier and Serres on the roads north to Bulgaria and east to Thrace, so haulage here is international by default.
Nights away are the norm on these runs, so state the route pattern, the rest arrangements and how time away is compensated, because that is what candidates compare.
Line haul runs while the road is clear, which means the shift starts late and ends in the dark. Say where the vehicle stands overnight, what the cab provides for washing and sleeping, and how the week rotates.
Plants recruit sewing machinists, cutters, pressers, textile machine operators, line supervisors, pattern and sample hands, quality inspectors and finishing room operatives.
Clothing and textile manufacture has held on in the Kilkis and Serres industrial zones and around the city, supplying domestic labels and contract work for abroad.
Machinists are judged on speed and finish rather than on paper qualifications, so build a short practical trial into the process and say in the advert that it exists.
Industrial sewing speed does not transfer between machines, and an operator quick on one head can be slow on the next for a fortnight. Put the actual machine and a real piece of work in front of a candidate.
Workshops recruit joiners, machinists, edge-banding and router operators, sprayers, assemblers, upholsterers, bench fitters, and dispatch hands across the industrial belt.
Furniture, joinery and metal products are long established around the city and in the Kilkis zone, close to the construction and fit-out demand of northern Greece.
Fit-out work travels, so say whether the job is bench work in the shop or installation on site, and whether the installer is expected to drive the van.
Chainsaw competence is certificated by task, and crosscutting, felling and dealing with windblown timber are separate units. Establish which units you hold, then watch a cut, because a ticket and a working habit are not the same.
Resorts recruit receptionists, guest relations agents, housekeepers, housekeeping supervisors, chefs de partie, pastry chefs, waiting staff, bartenders, lifeguards and spa therapists.
The Kassandra and Sithonia peninsulas host large-format resorts that run full hotel operations, including spa and wellness, rather than the small properties found inland.
Each peninsula is a dead end with no railway and no airport, so nobody commutes from the city; seasonal accommodation is part of the offer, not an extra.
Treatment posts depend on a qualification somebody else must accept, starting with the insurer and whoever regulates the therapy. Settle recognition and cover before the post is advertised, and ask how an applicant screens a client for contraindications.
Hotels recruit receptionists, night porters, housekeepers, breakfast and buffet staff, cooks, waiting staff, beach attendants, pool technicians and maintenance hands along the Pieria strip.
Pieria is a strip market: the motorway and the railway run north to south, Katerini is the centre, resort settlements line the shore and Mount Olympus closes the southern end.
Katerini sits on the main railway line, and properties are close to it, so it is the one coastal market a candidate can reach without a car.
Attraction work is custody as much as service: counting people in, keeping a route moving, stopping contact with what is protected, writing an incident down. It suits somebody who can stand a repetitive day and still notice what matters.
Contractors recruit shutterers, steel fixers, tunnel hands, mechanical and electrical installers, systems technicians, site engineers, quantity surveyors and safety officers.
A driverless metro now runs from the railway station to Nea Elvetia, with an extension towards Kalamariato to follow, so civil, mechanical, and electrical work continues across the city.
Urban sites work to restricted hours and tight access, so say where the welfare facilities and the parking are, because on a central site neither is a given.
Plant entitlement is machine by machine: an excavator says nothing about a telehandler, a dumper or a mobile crane. Check each card against the machines on the job, then put the applicant on the machine before confirming.
Employers recruit software developers, test engineers, support technicians, data engineers, multilingual service desk agents, systems administrators, product analysts and team leads in the city.
The city’s universities turn out a steady technical intake, which is why development teams and shared service centres have settled here rather than only in the capital.
Language pairs decide service desk hiring more than tooling does, so name the languages and the support hours in the advert and be specific about remote working.
Evidence beats a list of technologies here. Set a timed exercise on the systems this team really runs, ask which parts of a named product the applicant built unaided, and let an engineer do the judging, not a recruiter.
Beyond the eleven sections the region pays for winery cellar hands, oenologists and vineyard workers around Naoussa and Goumenissa, marble and aggregate quarry plant operators, refrigeration engineers, nurses and laboratory technicians in the city hospitals, supply chain planners trained at Katerini, and ground handling agents at the airport.
The headings above help readers find things. The Cabinet Act, which lists occupations by code and attaches several positions to each, sets the authority. Where this page and that act disagree about what is possible, the act is right.
Two employers advertising quite different titles often hire into one code and draw on one pool of positions. That matters because they share a ceiling, whatever their advertisements happen to say. The code is the unit of account here.
Joining the relevant body is worth doing long before the quarter it matters in. An estimate assembled by a body that has just acquired a member carries less weight than one built from two years of that member’s own reported activity and data.
Below is the service written out as a list of actions. Nothing in it promises a decision, because on a post in Thessaloniki, as anywhere else, the decision belongs to the authority, and the file is the only thing anyone can work on.
Effort spent screening is wasted if you never read the occupational ceiling. The reading therefore happens first, and it is a reading of the instrument as it stands rather than of a secondary summary. Only then does approaching anyone about the post make sense.
An incomplete file is no less of a problem than a wrong one. Both come back, and both come back after the waiting rather than before it. The order we work in exists to ensure the first submission is examined on its merits.
Working time is where induction earns its keep. Full-time employment is forty hours a week, eight hours a day on a five-day week and six hours and forty minutes on a six-day week. Overwork and overtime are different things with different premiums, and combining them results in underpayment.
The authority may ask for supplementary documents, and when it does, the decision period is suspended until they arrive. How quickly they arrive is the one part of that exchange anybody can affect. We hold the bundle so that an answer takes days rather than a fresh collection.
Two sets of periods are worth keeping apart, because they are regularly merged. The examining authority sets the decision period on the permit. The notification limbs between the consular authority and the employer are separate obligations with their own lengths, and they sit entirely outside that decision period.
A travel document expiring during the permit’s validity period can shorten the permit or stop the application. Checking its validity during screening, rather than at submission, is the difference between a passport renewed in time and a candidate who has to be replaced.
For a hire into Thessaloniki, the things that actually matter are dull: the right text, the right order, early bad news, and a record of everything lodged. Those are the items below, and nothing has been added to lengthen the lie.
Working alone, an employer will find the documents and miss the admissibility question. That is the expensive way round. Establishing whether the occupation can be applied for at all costs a reading, and it is the one step that cannot be recovered later on.
None of this is a claim to special access. The instruments are public, and any employer can read them. The claim is narrower: that somebody has read them recently, and that the page in front of you reflects that rather than what was true earlier.
We will tell an employer when its own conditions are the obstacle.e The income invested for each hire is what matters; iit’s's not there, no amount of work or candidate side changes anything. That conversation is easier at the start than after a refusal.
Three calendars overlap here, and an employer who understands the sequence can keep people working most of the year. Industrial, port, and distribution work in and around the city isn’t seasonal, with retail-driven peaks in distribution. Resorts in Chalkidiki and on the Pieria coast open in spring and close in autumn, roughly May to early October for most properties, and a little longer for the largest. The orchards and canneries run from late May to the end of October, then turn to pruning. The second point is administrative: state-side supervision for this region sits with a decentralised administration seated in the city that also covers two other northern regions. AtoZSerwisPlus does not run an office in Thessaloniki and says so plainly.
Describe the role and the timing you have in mind for Thessaloniki, and we will read the act.
Our aim on these pages is accuracy at the time of writing, which is not the same thing as authority. The governing text, as it stands, prevails over anything that appears here, and you should consult it before making any commitment. Figures that an amending law replaced were still on official pages. This site undertakes no outcomes, rulings, or approvals.
Employers in Thessaloniki recruiting abroad can rely on AtoZSerwisPlus for the procedural half, with the hiring judgement left where it belongs.
The applied university is spread across the region by discipline. Katerini teaches supply chain management; Kilkis teaches creative design and clothing; Serres teaches engineering and economics; and the city offers agriculture, food science, and health subjects. An employer can point to a genuinely local pipeline.
The most common error is treating a signed offer as the whole story. The occupation must be in force, with positions still open, and the employer must hold approval before the worker moves.
Both the Code and Codech annual act appear in the Government Gazette, Series A. That is the authoritative version, and a reproduction on a commercial site is convenient but does not govern where the two diverge.
In the Government Gazette, Series A, and as a registered administrative procedure in the national procedure register. The occupation figures themselves sit in an annexed table and not in the text of the act.
The act already published continues to apply. That is deliberate: the extension prevents a standstill, and it means an employer never waits on a publication before lodging, only checks which act it is reading.
Because it decides which number governs the hire. Two posts a business thinks of as the same job can sit under different occupations with different figures, one with positions left and one already exhausted.
Which office takes in the employer application, and the practical questions of accommodation, transport and recruitment. On the ceiling itself, it determines nothing, which is why a national figure is the only one worth checking.
There is nothing to argue on. We're only at the merits stage with an admissible application, and the ceiling check comes before that, so the quality of the vacancy is never in issue.
The sector body or chamber filing estimates for your field is the practical place to settle a code, because it works with the same classification. No advance ruling on the mapping comes from the service.
The competent directorate reviews the minutes, the employer submissions, the labour supply picture and the volume of invitation applications made and completed over the past two years, then reports to the minister, who proposes the act.
Nobody weighs the vacancy itself. What is examined is the completeness of the file and the conditions of the contract and the employer, and the market question is answered with a number rather than judgement.
Advertise if it serves your own recruitment, not to satisfy the procedure. It buys nothing administratively, provides no evidence of anything examined, and the time it takes is time during which positions can disappear.
Ask which provision of the Code requires what is being asked for. The approval conditions are set out there, and neither completeness nor the position check requires a certificate or opinion from the service, so it's worth querying a request for one before it is met.
Cherries run from late May into June, early peaches from about late May, canning peaches in July and August, apples in autumn, and kiwi from about late October. Canneries run behind the pickers, so processing work continues after the orchards quieten. Pruning carries part of the winter.
Each worker holds a permit and lodges their own application, so the stage cannot be batched. The approval stage can cover multiple posts at once, which is where an employer gains by planning the whole intake together.
The migration ministry decides, and a competent director signs the approval act. The filing office and deciding body are different, which is why an employer should not expect an answer from the office it filed with.
The offer must run at least six months and be signed in front of a consular officer, and the term shown at the approval stage is the term they agree to.
Settled. It sits in the amended article, and the ministry has confirmed it separately so employers can plan on it. What has not caught up is the published description, not the rule.
The pay condition is the main difference: a ratio tied to average earnings rather than the statutory wage floor. The qualification evidence is heavier, and the decision period includes a shorter variant that the ordinary route does not.
Two things: using the general wage floor instead of the ratio, and using a cash threshold found in older material. Either produces an offer below the line and a file that cannot succeed on its pay.
They predate the amendment and record validity as variable instead of giving a figure. So an employer checking there will find nothing, and an employer checking an older summary will find a length that no longer applies.
The decision on a highly qualified employment application, where the employer holds that status. It does not shorten the employer approval stage, the consular stage, or anything the worker must do after arrival.
No area standard has been published in the sources consulted, so the duty is to have accommodation in place rather than meet a measurement. Secure something suitable, or hold evidence that the worker’s own housing satisfies the statutory requirements.
The file is incomplete, and an incomplete file does not start the clock on a decision. In a seasonal context, that usually means the season moves rather than the paperwork catching up.
An ordinary seasonal approval, on the ordinary conditions and through the ordinary channel. The instrument itself requires no separate application, form, office,e or document.
No second permit is required. One decision includes both residence and labour market access, so an employer looking for a work permit document alongside it is looking for something that isn't issued.
We prepare the application so that it is complete when lodged, lodge it, follow the correspondence, and correct whatever the authority raises without losing days. We decide nothing, and we undertake no date.
The three peninsulas are long dead ends with no airport and no railway, reached from the city by road, and the gulfs between them rule out moving staff sideways. Nobody commutes daily from the city to a Sithonia property. Accommodation is therefore part of the package.
That the application is lodged, that the authority has a stated period once the file is complete, that an appointment abroad follows the decision, and that the employer will confirm the day as soon as it is known. Candidates respect that.
Notify the one-stop service. If thee move happens withinthe month,s thmonths ng employer carries that duty, not the one being left, and a move completed without notification leaves a gap that an inspection will find.
Only by filing within the two months before expiry. Once the permit has lapsed,, the chargeaccruesy by the month, and nothing in the published materialsuggestsg it can be waived for a good reason.
It does not require ownership, a purpose-built block, or accommodation held in theemployer’ss name. It requires that one of the two declarations can be made truthfully and supported if the authority asks for the underlying documents.
Work to the published words. Make sure the place is genuinely fit, that health and safety would withstand a look, and keep the evidence that supports the declaration, because the employer will be judged on the declaration.
An offer written before the cycle closes can sit below the floor by the time the worker starts. Write the pay clause so that it is at least the statutory minimum in force on the first day, and review it before signature.
We point the employer to the body’s current rates and to the coverage package question, and we leave the arithmetic to the payroll. We will not supply a single percentage, because there is no official one.
It flattens the contribution cost at the top of the scale. Once pay passes the limit, further salary carries no additional contribution, which changes the comparison between one senior post and two intermediate ones.
Proportionate hours and proportionate pay. A part-time post is measured against the full-time week, and its minimum pay is the proportionate equivalent of the statutory floor rather than a separate rate of its own.
A 20% uplift for each hour within the band, which on a full band is a predictable addition to the weekly cost. Where a pattern relies on it continuously, the honest comparison is with the cost of another pair of hands.
Above the forty-fifth hour. Up to that point, the extra hours are overwork at the lower premium; past it, they are overtime at the higher premium, with the daily cap and the annual cap applying.
Declare the hours first and work them second. That order keeps them on the ordinary overtime fifigure reversing it moves the same work onto the higher rate the Code sets for irregular overtime.
Staff peak weeks by engaging enough people for the peak, not by assuming the existing team will absorb it. When the season is short and intense, that calculation is the difference between a rota that holds and one that doesn't.
One stretch only: the Mount Athos end of the easternmost peninsula, which is self-governed and covered by a separate notice rather than here. Everything else in Chalkidiki is an ordinary municipality, administered from Polygyros inland rather than from the resort coast, so the filing town and the workplace sit apart.
Overtime does not suspend the daily minimum. Extra hours must fit within what remains of the twenty-four-hour period once the rest is set aside, which often limits them in practice rather than the annual ceiling.
A business whose main code is Codeside the covered list stays outside it, even where some of what it does would fall inside. The main code decides, which cuts both ways and is worth establishing early.
Our work is preparing the file, lodging it, following it up and correcting it when the authority asks. We have no standing with any inspector and no influence over a penalty, and we will not suggest otherwise.
Academic recognition is a decision about the qualification itself, taken by the national body responsible for recognising foreign academic titles. It establishes what the qualification corresponds to, and it is separate from any question of practising a profession.
Where the qualification comes from outside the Union, the mutual recognition machinery built for Union qualifications generally does not apply, and a separate equivalence procedure is available to a third-country holder. Which applies turns on where the qualification was earned.
Our position is that we prepare and lodge immigration applications and do not hold the practice question. We will not imply that a clinical recognition can be arranged, and any service that does should be asked to put it in writing.
Exchange is available only for licences issued by a closed list of countries, and most of the countries that send workers here are not on it. If a country is not on the list, there is no exchange
