Kurzeme is two state cities and the coast behind them. Liepāja and Ventspils are both ice-free ports with a special regime for investors, described differently in regional and national sources, and each sets out what it handles terminal by terminal, from liquid ammonia and oil products to grain, wood chips, and roll-on/roll-off traffic. Brocēni, in Saldus novads, has the country’s only cement works. A radio astronomy and engineering institute operates from a rural parish in Ventspils novads, tied to a university in the city that teaches doctoral-level computing and electronics. Tukums sits at the region’s eastern edge, at the terminus of an electrified suburban line from Riga.
Settle which Ventspils you mean before anything is advertised. Ventspils is the name of a state city and, separately, of the novads around it; they are different authorities with different councils and different binding local rules. The region’s radio telescope installation, for one, stands in Ance parish in the novads and not in the city. A post advertised simply as Ventspils doesn’t say where the work is, who governs it, or how a candidate reaches the gate. The same care pays off with the transport authority, whose regional branches are listed as towns, leaving some of the region’s municipalities unnamed, so you can’t tell which office handles a licence from the region. Name the municipality, then the parish or the quay.
There is no standalone work permit to collect. The right to employment appears on the visa or residence permit itself, which is why the document and the job are inseparable. Employers who expect a third certificate to arrive later are waiting for something that does not exist, and they also miss that the entry binds one post to one payroll.
An opinion is not a receipt. It comes with conditions attached, and the grounds for refusing it are written down: failing to work with the agency on selection, failing to assess the candidates it offers, failing to justify rejecting them, or filling the post from the home market during the process. The statutory period is ten working days; the vacancy keeps its own two months from publication alongside it, and candidate assessment is due by the eighth working day.
Read the national average as a ceiling rather than a floor. The natural reading runs the other way, which is the trap: the amounts the authority publishes show it operating as the figure set where the sector would otherwise ask for more, and an application is decided against those published amounts. Low-paying sectors keep their own average. High-paying sectors are brought down to the national one.
We prepare, assemble, submit, and advise on compliance. We cannot decide: we offer no outcome, no decision, and no date. We charge our fee to the employer, by our own commitment, and never to the worker. We claim no Latvian licence or registration, no standing with any authority there, and no office.
From here on, the page is about Kurzeme: the work that is actually done, the posts that stay open, and what an employer should know before advertising one of them. The procedure doesn’t change by location, so what follows is what genuinely differs from place to place.
Ventspils has no passenger train, so people in the city or its novads fill the post, and the advert has to admit that at the top.
A small group across the two ports holds tank farm, gauging, and hazardous cargo tickets, and one of them is on the move.
Kiln and mill process work is learned on the plant itself, so nothing locally can replace a shift operator when they leave, and the gap is filled from further away.
Quay rotas follow ship arrivals rather than a timetable, and a candidate living in a town away from the water will not take call-out work without transport.
Marine welding, blasting and engine overhaul are wanted together on the repair berths, and yards elsewhere compete for the same people who hold all three.
The vocational towns here train for electronics, metalworking and road transport, and employers in the capital advertise into those towns the week the certificates are handed out.
Fish work demands knife skill, cold-room tolerance, and hygiene discipline in one person, and landings are seasonal, so a single village cannot staff the rota.
Two questions decide where we look. What exactly is the work, in the terms the authorities use for it, and what does that work require of the person doing it? Answering those two settles the search. Where a candidate is from affects eligibility only as a matter of procedure, and nothing else, and it plays no role in how we rank anyone.
An employer should expect to be told four things about every person we present: the trade evidence, the language position for that post, whether a competent body must recognise the qualification before the work can lawfully be done, and what remains outstanding. We list anything we have not established as outstanding rather than quietly leaving it out.
Employers are surprised by which trades are regulated here. A construction works manager is, and so are an electrical engineer, a surveyor, and a security worker, none of which read like a licensed profession from outside the country. Check the profession’s status before advertising, because recognition by the competent body follows its own timetable.
The occupational classifier assigns levels, so the reliable method is to identify the post code first and then read the level against that code, rather than matching a job title by eye. Broad groups carry a default level, and individual codes carry their own exceptions, which is exactly how a title-based guess goes wrong.
Most of the delay on these files happened before anyone applied, because we sourced a shortlist against a post that had never been defined. Define it. The definition is what the employment agency will see, what the wage condition attaches to, and what the language requirement is read against, and all three are far easier to get right in advance than in arrears.
Here is the demand side in Kurzeme, sector by sector. None of it is a forecast: each entry describes work underway, the roles it needs, and what an employer must arrange for someone arriving from outside the country.
Terminals recruit tank farm operators, loading arm hands, gaugers, pump room technicians, grab crane drivers, conveyor attendants, wheel loader drivers and shift supervisors.
The port publishes its terminals by what each one takes: liquid ammonia, oil and white products, chemicals, spirits, coal, fertilisers, iron ore, raw sugar, grain, roundwood and chips.
Each cargo has its own handling rules, so name the terminal in the advert and say which certificate must be in hand before the first shift.
Securing cargo is done outdoors, at height on a stack or down in a hold, with a bar and cold hands. Warehouse work does not cover it. Settle the fall protection, who inspects it, and what weather stops the gang.
Operators hire stevedores, hopper hands, silo operators, lashing crews, weighbridge clerks, ramp marshals, dispatch clerks and mooring hands on the Liepāja quays.
Liepāja handles dry agricultural bulk and grain, wood chips and pellets, inbound cement, food-grade liquids, and roll-on/roll-off traffic across a ferry berth.
The city has the region’s only passenger rail service, making Liepāja the only place here that can advertise to a candidate who doesn’t drive.
A planner spends the day being interrupted and re-sequencing work that hasn’t arrived, a different strain than a physical post. Try a candidate on a scenario, then settle who covers the desk, because an empty desk stops everything.
Yards hire hull platers, marine welders, blasters, painters, engine fitters, pipefitters, scaffolders, and crane drivers for vessels lying in the repair berths.
The Ventspils port offers shipyard services, including hull cleaning, painting, engine overhaul, and welding, along with a fishing-vessel pier and a food-processing area.
Work arrives with the vessel and leaves with it, so say whether the contract is per docking or continuous, and who supplies the breathing and blasting kit.
Welds are examined after the welder walks away, visually and by other methods, and rejection means cutting out he joint and doing it again. Ask what acceptance standard a candidate worked to and how often work came back.
The works recruits kiln operators, mill operators, control room staff, process technicians, electrical and instrument technicians, packing hands, bulk loaders and plant fitters.
Brocēni in Saldus novads has the country’s only cement works, and a carbon capture project is planned on the same site.
The plant runs continuously, so the rota covers nights and holidays, and the gate is reached by road from Saldus, so a car is assumed.
Every load lifted on a site or in a yard sits under a planned lifting operation, with someone named to plan it and someone appointed to direct it. The appliance and its tackle carry an examination record, which the employer keeps.
Tenants engage machinists, welders, assembly technicians, laminators, pressure-test hands, production planners, maintenance fitters, and warehouse operatives inside the park.
The Karosta industrial park at Liepāja is home to metal fabrication and a maker of diving and firefighting equipment, new firms on a redeveloped site rather than a continuation of anything.
Plots there are still being built on, so a post may start in one building and move to another, and the advert should name the gate to report to.
Working to a size and to a tolerance band are not the same habit. Put a drawing and a finished part in front of a candidate and ask what they would check, with which instrument, and what would fail it.
Producers recruit extraction plant operators, milling hands, dryer operators, process technicians, laboratory analysts, packers, hygiene crews and maintenance fitters at the Liepāja site.
The Liepāja park, which also hosts metal and equipment firms, produces protein from pea equipment processing, unusual for a food plant.
The process runs warm and wet, and the shifts are continuous, so describe the conditions in the advert rather than leaving the first day to do it.
Nobody sets their own work order on a line. Candidates from kitchens, farms and craft trades are used to finishing one thing before starting the next, and the belt removes that. Put them beside it for an hour before offering.
Plants hire filleting, grading, packing, cold store hands, quay hands, ice plant operators, quality technicians and net and gear repairers at the fishing harbours.
Ventspils has a fishing vessel pier and a processing area, and the small ports at Mērsrags, Roja and Pāvilosta take in fishing products and ship wood out.
Landings set the hours, so write the post as call-out work with a guaranteed minimum, and state how far the plant stands from the harbour itself.
Going to sea and working the shore side are separate hires. A sea-going post carries its own certification and medical and a different pattern of absence; a shore post carries neither. Settle which is advertised and what the seaside wants.
The plant recruits peeling line operators, sorters, graders, forklift drivers, log yard hands, saw doctors, maintenance fitters and shift leaders at Kuldīga.
A wood pre-processing plant ainKuldīga runs birch peeling technology on two shifts, next to a log yard that has operated at the edge of town for years.
Kuldīga has no passenger rail service, so the two-shift pattern must match a car or a shared lift, and the advert should say which.
Blades and knives decide whether a mill runs. Tensioning, levelling, sharpening, and setting are skilled trades learned at a bench rather than on a short course, so decide early whether the centre employs that competence or buys it in by the week.
The centre employs electronics engineers, mechanical engineers, signal processing specialists, satellite technology researchers, astronomy technicians, computing staff, maintenance technicians and visitor guides.
The installation stands at Irbene in Ance parish in Ventspils novads, with two radio telescopes, a low-frequency array, and an office in the city itself.
It is a rural parish post with nothing running to the gate, so the real interview question is the journey, and a shared vehicle is usually the answer.
Static damage shows up at the customer, not on the bench, so the audited routine includes wrist straps, mats, bonded surfaces, and packaging. An assembler from mechanical work has never been earthed to a bench. Decide who checks the measures.
Institutions recruit lecturers, workshop instructors, laboratory technicians, assessors, apprenticeship coordinators, programme managers, technical demonstrators, and placement officers across the region’s collegesand universitiess
Universities of Applied Sciences at Ventspils teach computing, electronics, and translation at the doctoral level, and competence centres in Liepāja, Ventspils, Kuldīga, and Saldus train trades.
A teaching post here is weighted on time served in the trade, so say whether the timetable leaves room to keep working in it.
Two separate questions arise about one candidate: whether the trade qualification is accepted, and whether the teaching qualification is. They go to different assessors,s and they want different evidence. Establish both before an offer, because an offer cannot wait on either.
The hospital employs ward nurses, emergency doctors, radiographers, anaesthetic technicians, laboratory staff, ambulance crews, porters, and catering and cleaning staff in the hospital towns.
Admission wards operate in Liepāja, Ventspils, Talsi, and Kuldīga, and one regional hospital body runs premises in two of those towns under a single name.
So the regional hospital means a different building in each town, and an advert must name the premises instead of the body that runs them.
What a nurse or technician is permitted to do differs between countries,s o the candidate may have done tasks the post cannot include, or none of the ones it must. Establish the scope of the post before writing the duties.
Past these sections, the region recruits stainless steel fabricators and building structure fitters at Talsi, appliance stamping and welding hands at Pastende, lock, hinge and casting workers at Aizpute, composite building and tank makers at Grobiņa, textile machinists on the Liepāja mill site, window and glazing unit assemblers at Tukums, smokehouse fabricators at Kandava, and bituminous concrete crews. We decide this one post at a time, which is slower to read but more useful than a list. Tell us the duties, the hours, and what the role pays, and we can answer the framework questions against that rather than in the abstract.
Both lists are matters of central publication, which means the version in force is the one the publisher is serving now, not the one quoted in a commentary. That matters more than usual, because such a list can sit unamended for years.
Advertising before answering those three questions is a common mistake, and it is expensive because the answers change who is eligible to hold the post. A notice written without considering the language level attracts applications from people who cannot do the job.
Support for an employer in Kurzeme begins before a candidate exists. The items below run from the questions that define the post to the registrations that happen before the first shift, and renewal sits at the end of the list rather than off it entirely.
Two of those four answers come from outside the business, and both have official homes: the remuneration requirement from the migration authority’s own published figures, the language level from the applicable Cabinet regulation. Neither should come from a recruitment page, including this one.
Order matters because each part needs the one before it. Recognition of a qualification cannot start until the document exists in a form the receiving body accepts, which often means translation and, where that body asks for it, legalisation as well. Neither step is the employer’s to hurry.
Somebody has to tell the new employee what the written terms say, in a language they read. That is the point of the duty: not a filed translation, but an employee who knows the hours, the rate, and the duties before they work their first hour.
Where one worker would cover two different jobs, that is two rights to employment rather than one flexible arrangement, and the exceptions are narrow. The point bites hardest in small businesses, where the same person genuinely covers two roles and the paperwork still has to say which one was authorised.
Running the stages in parallel to save time is the most costly mistake. Two of them cannot overlap because one depends on the other, and work done on a later stage while the earlier one is open is usually done twice.
Plan on the sequence rather than on a number. An employer can schedule only its own decisions, the completeness of the file, a nd the speed of its replies; the period attached to the decision belongs to the authority and is not a planning tool.
Establishing the official language level for a post is research, not a form, and it must be done against the classifier code that covers the duties. Done late, it does not merely delay the file. It changes the shortlist, because the level attaches to the post.
An employer in Kurzeme should choose a recruiter the way it chooses a subcontractor: based on what the work involves and what happens when something goes wrong. The points below are written to be read that way, and they also include the limits.
Then there is the part nobody enjoys: the employer’s own duties. The contract language, the conditions as filed, the notifications when something changes, the registrations before the first shift. Someone has to keep that list in front of the business, and it is better to do it early.
The European Union’s own immigration portal gives the vacancy period incorrectly and states the blue card salary condition on the wrong basis. It is widely quoted, which is why the error spreads, and none of these pages is based on it.
Where only a secondary report exists, we say that is what it is. A reading of a statute reported by someone else is not the statute itself, and an employer is entitled to know which of the two it has been given.
Tukums sits on this page, and it needs explaining. It is the municipality where the electrified line out of the capital ends, making it the only place in the region a candidate can reach from Riga by electric train, and the only place an employer advertises against the capital for the same people. Credible sources, including a national broadcaster, have also listed it under more than one region, so a candidate searching by region may never see the vacancy at all. Wind turbines are going up on farmland there where cereal growing continues, the agricultural competence centre at Kandava trains on the same ground, and the small port at Engure lies on the same coast. AtoZSerwisPlus does not run an office in Kurzeme and says so plainly.
Before advertising in Kurzeme, settle the route, the figure, and the language level with us.
Reading this should prompt you to ask the right office, not make a decision. The page is general and not advisory; requirements are revised; the official publication governs. We undertake nothing about results, permissions or dates. Because the immigration statute was recently replaced and official pages were found to carry stale figures, the text in force overrides anything on this page.
Hiring from outside the Union in Kurzeme? AtoZSerwisPlus works through the employer's own position, the registered vacancy, the application and the first weeks at work.
Because the set puts it here with the rest of the region and keeps it off the region’s page, so no municipality is claimed twice. For a recruiter, it matters because the electrified line from the capital ends there, which changes who can reach a shift.
Such hiring is lawful and routine, but it is an application process rather than an offer-and-acceptance process. Nothing can be promised to the candidate until the authority has decided and the employer has completed the earlier steps.
Not in place. A visa holder with employment rights may lodge a residence permit application from inside the country, and that counts as a fresh application rather than an extension.
Short-term work is the visa case. The employer should still check whether the post falls under the seasonal scheme, which covers agriculture, forestry, and fishing and operates under conditions different from the general ones.
Each job needs its own employment rights where there are several employers or positions. Commercial activity is treated differently, and the law narrowly allows short cover for an absent employee in another specialty.
Two separate things bear on this. The migration authority states that it does not issue an employment visa to a citizen of the Russian Federation. Separately, in designated critical infrastructure, citizenship determines who may hold a post, and the governing legislation specifies which ones.
One visa basis: the document must be in the passport before entry, including for nationals who may visit Latvia without a visa. Arriving first and applying afterwards won’t work.
Risky in Latvia in particular. The statute behind these periods changed, so a guide, a law firm note or a portal page written before that change may carry a period that no longer applies.
Tell them the sequence and which step the file has reached, and avoid giving a date. Candidates resign, give notice, and book travel based on what they are told, so an estimate presented as a date can cause damage.
Tell the migration authority without delay that the basis for the permit has changed. The duty sits with the inviter, and it does not disappear because the worker has found something else.
Treat it as a new application rather than a pay review. The occupation on the document must match the duties, and the remuneration condition is recalculated based on the new post.
These are separate applications, even when filed together. A change of specialty needs its own grant of employment rights, and bundling it into a renewal does not remove that requirement.
The employer notifies the migration authority that the circumstances behind the permit have changed, and the right to employment goes with the basis for it. Worth knowing at the same time: the agency’s opinion carries a replacement for twelve months from its date, with no new vacancy to register.
Not safely. The city has no passenger rail service, so put the journey in the advert, offer a shared vehicle or a works bus, and say where a car can be left.
It is not. The agency forms an opinion on how the employer behaved, so an employer that advertised and waited has not satisfied it; cooperation on candidates and reasons for every rejection are what count.
Count it as the first block of time and nothing more. The documents, the mission appointment, and the travel sit after it, and none of those fall within the ten working days.
Whether the employer ran a real selection. Registration and publication are the easy part; the agency looks for cooperation on the candidates it offered and a recorded reason for turning each of them down.
Ask where it comes from. If the answer is a Union portal page, or a commercial guide that copied one, it is not a Latvian source and the ten working days is what applies.
Answering the agency, taking the candidates it proposes seriously, interviewing them and reporting back within the selection window. The agency can check whether it genuinely contacted the people it sent, and it does.
The seasonal scheme works differently. Seasonal work in agriculture, forestry, and fishing is paid on a narrower sector average, and the national average does not cap it so that it can require more than ordinary employment.
It works as a limit, depending on how the deciding authority administers it. A low-paying sector is held to its own average; a high-paying one is brought down to the national figure, and that is what goes into the file.
Build the change into the budget rather than reacting to it. Contracts written at exactly the required amount need review every cycle, and a margin above it saves a later renegotiation with the worker.
One exists, and it’s why this condition is misquoted so often. Work from what the authority applies and publishes, and confirm the figure and the multiplier with it before making any offer.
It does. A card holder whose employer changes during unemployment can begin with the new employer once the application is filed, whereas the ordinary route makes the worker wait for the decision.
The shortage list changes one thing: a blue card in a listed occupation carries a lower salary multiplier. Neither list waives the vacancy step, alters a permit or opens a route of its own.
The code for the post, then the current text of the published instrument against that code. The shortage instrument is keyed to the occupational classifier, so the code decides the question,,notd a job title on its owt.
When duties affect public security, health, consumer rights, employment rights, or workplace safety, the official language obligation engages, and the law enumerates those interests rather than leaving them to the employer to judge.
Toleranceforf continuous process work first, because the kiln doen'tt stop for a weekend. Electrical and instrument certificates are the ones worth moving someone for, and most of the rest is trained on the plant.
Levels run across the full national scale, in three bands: basic, intermediate, and highest, each with a lower and an upper degree. Which band a post sits in is a matter for the regulation, not for negotiation.
If a person sits it again, the later decision governs, and an earlier decision survives only where the higher-level attempt was not passed. So the current decision is the document to ask for.
A contract drawn up only in another language does not meet the requirement, so don’t plan on it. What thLawaw provides for instead is a Latvian contract plus written terms in a language the worker follows.
An advert written to a template from another market will often fail this, because such templates list languages as desirable extras. Review every vacancy text against the rule before it is placed.
Ask about the Latvian the post itself requires, and about how the candidate will evidence it. Questions about a further language are out of bounds at interview unless that language is essential to the duties.
Qualification documents and the education award itself, so gather them from the candidate at offer stage rather than at the point of travel. A missing transcript stops the file where it stands, and the candidate may need time to obtain one from abroad.
Not in the regulated role itself. If the person can lawfully work while the decision is outstanding, it must be a different job, with the contract and authorisation matching.
No body is named here for a clinical profession, because the deciding authority differs by profession and specialty, and naming one would send some files to the wrong place. The academic information centre will say where a given file goes next.
No standing register or employer licence exists, so there is nothing to join in advance. We approve applications one by one, so each file stands on its own, and a previous success proves nothing about the next.
If anyone asks a candidate for money on our behalf, treat it as wrong and tell us. The employer pays our side of the arrangement, so any request to the worker does not come from us.
Keep the contract, the written terms given to the worker, the registration confirmation, the notifications sent and the pay records together. The labour regulator can inspect without warning, so the file needs to be retrievable and reconstructible.
No amount appears here on purpose. The figure moves, and the official site itself has been seen carrying out-of-date versions beside the current one, so read it at source and note the date you read it.
Where a sectoral agreement sets a floor above the statutory minimum, the statutory minimum stops being the planning number for that trade. Work from the agreement floor, and treat the national minimum only as the level nothing may fall below.
No.Telescopee installation is in a rural parish, the cement plant is inland at Brocēni, and fabrication runs at Talsi, Aizpute, Grobiņ,a and Tukums. Each is a separate journey problem, so check access before setting the shift.
Hazardous work carried out for at least half of normal working time runs on seven hours a day and thirty-five hours a week. Whether a post qualifies is a question about the work, so assess it before the rota is drawn.
No. It caps every seven-day period rather than a total number of hours to be used up, so presenting a figure as the maximum for several months at a time misreads the rule.
Daily rest of not less than twelve consecutive hours in any twenty-four, and weekly rest of not less than forty-two consecutive hours. Sunday is the general weekly rest day under the Labour Law.
Rates differ for some, including workers, self-employed persons, and employed persons working for a foreign employer while present in Latvia. A general payroll page will flatten those distinctions, so check which one your worker is in.
When the contract, registration, authorisation, and tax records all match the application, there is very little left to explain. Keeping those four aligned is cheaper than accounting for a difference afterwards.
Two questions sit here, a nd only one has a settled answer. The accompanying answer is clear: the right to work recorded in the previous immigration statute was unrestricted, but that statute has been replaced, and the new one’s position needs confirming.
Heavy goods and passenger work is among the main ways workers from outside the Union take up employment here, and it is the route where the licence question bites hardest. Plan the driving seat separately from the rest of the hire.
Whether theoccupationn isregulated andd whether a drivingentitlementt isneeded are the two things thatt most often stop a hire once the permit is through, you can answer both before a word of the advert is written.
