Zemgale is a land region, and most of what it does begins in the soil. The farmland in its western half is the most fertile in Latvia, and the eastern half is forestt; beneath both liesthe longest extraction list of any region: peat, clay, dolomite, gypsum, limestone, gravel, andd sand. The institutions that belong with land are here as well. Every veterinary surgeon, forester, agronomist, food technologist, and rural engineer trained in this country is trained at Jelgava, and the largest power station in Latvia stands on the Daugava at Aizkraukle, generating power around the clock rather than on an order book.
Settle one thing before you ring anybody. The agricultural department that carries thisregion’ss name does not cover this region. Its territory is the Dobele, Jelgava, and Bauska districts, plus Jelgava city, so a grower in Jēkabpils who rings the Zemgale department has reached the wrong office; Jēkabpils is handled instead by a department whose ground reaches into Vidzeme. Agency territories here are not the statistical regions and cannot be worked out from them. Two naming traps sit alongside that one: Jelgava names both a state city and the novads wrapped around it, and the historic cultural region of the same name reaches further west than the statistical one, which is how a national broadcaster came to file a wind park at Tukums under Zemgale. Put the municipality on the advert, not the region.
Decide first which authorisation the engagement actually needs, because the paperwork diverges from that point onward: one is a long-stay visa with employment rights, the other a temporary residence permit held for employment. From there, keep the employer name and the specialty on it stable. Reassigning the worker to different duties is a fresh procedure, not an administrative correction. The statute sets ten working days for the post, and an employer planning around thirty days has taken that figure from the Union’s immigration portal, where the Latvia entries are badly out of date. Nothing on that portal should be used for this. The agency issues an opinion at the end, and it can refuse on the grounds set out. The vacancy has a minimum life of its own, running two months from the day it goes up, with candidate assessments due by the eighth working day.
An employer recruiting into a high-wage sector and offering that sector’s average is offering more than the condition requires. The national average is the point at which the requirement stops rising. Most pages on this subject state the sector limit and drop the limit, which is how a well-informed employer ends up with a salary line it never needed to carry. No one outside the authorities can promise a result here, and we don’t. Approval, refusal and timing rest where the law puts them. On our side the commitments are plain: the employer pays us, the worker pays us nothing, we claim no Latvian registration or authorisation, we speak for no Latvian authority at all, and we hold no premises there.
An employer recruiting into Zemgale follows the same framework as anywhere else: route, remuneration, language level, recognition, vacancy stage, filing. The local part comes after, based on who is available and what the site actually needs that day.
Jelgava sits within the capital’s outer commuting reach and has electric service, so employers here compete for staff with city employers on the same timetable.
Arable work peaks hard. A combine seat or a grain intake post is wanted for weeks, not months, and few people in the district keep a stretch that long free.
Stainless fabricators and pressure vessel welders are in demand, and the few in the district who have them are already placed elsewhere.
No one produces tickets for drilling, crushing, and loading plant locally in any volume, so a quarry rarely replaces an operator with someone from the same handful of villages.
The generation needs control room and maintenance cover through every night and every weekend, and local candidates with other options turn it down first.
Aizkraukle and Bauska have no hospital admission ward of their own, which narrows who will take permanent shift work there once a household’s travelling is counted in.
Veterinary medicine, forestry, and food technology graduates from Jelgava qualify. Employers recruit them at once in every region, so local practices compete for them from the same lecture theatre.
Because one grant covers one specialty, an employer wanting two kinds of work from the same hire is planning two procedures, whether it intends to or not. Decide which specialty the post really is, source for that, and keep the second role for a second post. This single decision removes most of the rework we see on files and most of the delay.
The checks that catch most problems are dull ones. Does the passport run well past the engagement, do the work-history dates reconcile, does the certificate name the qualification the duties require, and, for a driving post, can this individual’s entitlement be used in Latvia at all? Each of those has stopped a hire that looked settled.
The practical consequence is sequencing. Recognition runs on its own track: it begins when the documents are complete, not when the employer needs an answer, and the immigration file can’t compress it. So the recognition question is asked at the point the post is designed, not at the point a candidate has been chosen and told.
Two duties fall directly on the employer, and neither waits for anything else. The employment contract is concluded in writing in Latvian before work begins. If an employee’s Latvian is not sufficient for the purpose, the written terms must also be provided in a language that the particular employee understands. Both are documentary obligations rather than aspirations, and both are checkable.
The order is not a matter of style. The agency stage must run and produce an opinion before the migration authority can be approached; that opinion rests on a selection the employer actually made, and the conditions the application is decided on are the conditions the employer must then maintain. Each step depends on the one before it.
Read the sections below as a description of demand in Zemgale, not as a ranking. A sector with a short entry may still have the open vacancy, and the roles named are the ones employers actually ask for.
Growers recruit tractor drivers, combine operators, sprayer operators, grain store hands, agronomy assistants, machinery fitters, grain lorry drivers and farm supervisors across the western districts.
The fertile half of the region runs west of Jelgava towards Dobele and Bauska, and farmers work that ground for cereal growing rather than anything more decorative.
Fieldwork starts before the published timetable, and the last stretch to a farm is usually gravel, so name in the advert who provides the ride at dawn.
Applying plant protection products is a certificated task with an application record behind every pass, and the sprayer itself is tested equipment. Settle whether the post includes spraying, which certificate it wants, and who keeps the records when an operator leaves.
Mills take on intake graders, dryer operators, roller mill hands, blending and packing operators, maintenance fitters, weighbridge clerks, forklift drivers and shift supervisors.
This region makes flour, flour mixes, and pasta because the grain is grown on the ground beside the mill, and Jelgava trains the country’s food science specialists.
Intake runs flat out through harvest and slackens after it, so settle whether the post is seasonal or year-round before a candidate has to ask at interview.
Where manufacture runs in campaigns, a crew has to be trained before intake starts rather than during it. Work recruitment back from the first delivery, and decide what the same people do between campaigns, because that answer determines who accepts.
Faculties recruit lecturers, clinic veterinary surgeons, veterinary nurses, laboratory technicians, animal attendants, workshop demonstrators, field trial assistants and course administrators.
Veterinary medicine, forestry, agriculture, food science, and rural engineering are taught nowhere else in Latvia, and all of that provision sits on one campus in Jelgava.
Teaching posts and clinic posts are advertised together here, so state which part of the week is bench or clinic work and which part is tuition.
An instructor signs off on a learner’s competence, and people rely on that signature well outside the college. Someone who has supervised apprentices on a works floor has never had to provide evidence for an assessment decision. Settle who verifies the assessment beforehand.
Contractors hire harvester operators, forwarder drivers, chainsaw cutters, brush and stump clearance hands, loader operators, scaling clerks, forest road graders, and site supervisors.
The eastern half of the region is forest rather than field, and the country’s only forestry degree is taught at the Jelgava faculty on the far side of it.
Harvesting sites shift every few weeks and are reached by local gravel roads, so the post needs a vehicle, and the advert should clarify whether fuel is paid.
A harvester operator is first a machine operator, working a boom and a screen while the head measures and records every stem. Earthmoving experience does not transfer. Settle how many weeks of conversion are funded before output is expected.
Stations hire control room operators, shift engineers, electrical technicians, mechanical fitters, instrument technicians, hydraulic structures inspectors, maintenance planners and dam attendants.
The country’s largest power station of any type stands on the Daugava at Aizkraukle, a fixed site that runs continuously, with the river, not a customer, setting the day.
The town is the terminus of an electrified line into the capital, so a day shift can be filled from a station while a night turn cannot.
Much of the work is watching the plant run properly, then acting in the few minutes when it doesn’t. Ask a candidate about the last alarm they took and what they did, and how they keep the log.
Operators seek drill rig operators, blasting supervisors, crusher and screen operators, loading shovel drivers, dumper drivers, plant fitters, weighbridge clerks and quarry foremen.
Dolomite and limestone quarrying clusters around Jēkabpils and Pļaviņas, with clay, gypsum, gravel, and sand worked elsewhere in the region, and peat cut on the bogs.
Peat cutting follows a dry spell and halts in the wet, so a seasonal advert has to be clear about how many weeks the work will likely run.
Dust and noise come with paperwork: measured exposure, water suppression or extraction, face-fitted masks, and health surveillance that follows the person. Settle who arranges the fit testing and who holds the surveillance records before anyone starts.
Plants want mixing plant operators, extrusion line operators, packaging line hands, quality technicians, warehouse pickers, forklift drivers, maintenance fitters and process shift leaders.
Dobele manufactures insulation and construction sealant, making it a work address in its own right, not simply a market town for the farms around it.
Line work is measured in output across a shift, so test for pace at interview and say whether the plant runs two turns or three.
Mortar, render and screed will not go down in frost, and a wet week stops pours and deliveries alike. Decide before recruiting what a crew does on a stopped day, what indoor work they move onto, and who makes that call.
Fabricators seek coded stainless welders, plate rollers, platers, pipe fitters, polishers, pressure-test hands, crane operators, and fabrication supervisors for tank and vessel work.
Iecava builds very large stainless tanks and processing equipment for food, chemical, and pharmaceutical use, then ships them out of the region for projects elsewhere.
Vessel work is won on ticket, so ask for the welder’s current coding at the first conversation and say who pays for revalidation while the post runs.
A fabricated section is moved many times before it leaves the shop. Slinging and signalling a crane are separate competencies from driving one, and the chains, shackles, and webbing need inspection on record. Decide who is appointed to each duty.
Workshops look for structural welders, fitters, press brake operators, plasma cutting hands, shot blasters, paint line operators, dimensional inspectors and dispatch coordinators.
Dobele builds welded structures for wind turbines and cranes, while Gardene makes woodworking machinery, crushing and press parts, boilers, and crane parts.
Large sections leave by road on escorted loads, so build the shift around loading windows and settle at the outset whether the yard works Saturdays.
Many units are built mechanically and wired electrically by one person, which is two competences in one post. Decide whether you are recruiting one hire or two, and who is authorised to certify the electrical side when the builder is not.
Joinery shops hire bench joiners, router operators, panel-line assemblers, glazing fitters, timber-frame erectors, finishers, sawyers, and production planners.
Kalnciems builds timber frame and modular houses and wood windows; Aizkraukle builds interior doors; and Jelgava builds wood doors and glazed facade systems.
Erection crews travel to the customer’s site while the shop stays put, so make clear which of the two the post is and who drives the van.
Grading is a judgement made at speed that determines the output’s value, and it requires certificated competence. Settle who grades, how a grader’s calls are checked against a second opinion, and who trains the eye.
Hauliers hire tipper drivers, bulk tanker drivers, grain lorry drivers, low loader operators, traffic clerks, transport planners, vehicle fitters, and yard supervisors.
Three main A roads leave the capital southward across this region, and Bauska sits on the one carrying long north-to-south lorry traffic through the country.
Bauska has no service on the national passenger route list, so a depot start there assumes a car or a company vehicle from the first morning.
Restraining a load is the part of the job that goes wrong quietly. Straps, chocks, headboards, and axle weights belong to the driver, so train them, supply the kit, and check the restraint before the vehicle leaves the yard.
Admission wards in Jelgava, Jēkabpils, and Dobele are hiring ward nurses, theatre assistants, radiographers, and hospital porters. The region also recruits plastic pipe extrusion operators, crafts school instructors, dairy processing staff, laboratory analysts in agricultural research centres, and station and ticket staff on the two electrified lines.
Four things decide it, and none of them is the heading on a sector page: how the occupation is classified, the applicable wage conditions, the proficiency level attached to the post, and which competent body, if any, must recognise the qualification.
No regional version of either list exists, so a figure or heading that appears to describe one area’s shortages describes something else entirely. Treat both lists as national documents, as the publisher itself does.
What we do with an unlisted occupation is exactly what we do with a listed one. We put the duties into classifier terms, take the current wage figure from the authority, read the prescribed level for that code, and check the recognition position.
Employers in Zemgale come to us at different points: some with a defined post and a candidate in mind, others with a rota they cannot cover. The list below starts at the earliest of those points, because starting later usually means going back to it.
Name the occupation the way the classifier names it, not the way the trade says it. The authorisation will be tied to that wording; the official language level is read from the matching code, and a loose job title in an advertisement becomes a mismatch in the file.
Collecting a candidate’s papers before the post’s conditions are fixed is the usual way round, and the usual way to redo it. A wage change or a renamed occupation sends every document referring to either one back around the loop a second time.
The duties do not stop once the person is at work. The person must notify the migration authority of changes to hours, place of work, or pay, and the window to do so is short. Hence, the notification belongs in the same conversation as the change.
Renewal runs as its own procedure. It is not an extension granted on the strength of the last one, and the fact that nothing has changed does not make it administrative: the application is made again, with the current conditions, and it is decided on those alone.
The worker cannot begin this. The employer acts first, and tworkerrcan applyble only after the employer’s side has been approved, which is why a candidate who says they will sort out their own paperwork has misunderstood whose paperwork it is and the order it moves in.
Take the current periods from the authority that applies them. A period reproduced on somebody else’s page is a photograph of whatever was true when that page was written, and pages of that kind are rarely dated and rarely revisited. Only the authority’s page has reason to be current.
Qualification recognition in regulated professions is a two-step process: first, an academic comparison, then whatever the profession’s competent body requires of an applicant. Neither body works to an employer’s start date, and the later step cannot open before the earlier one has closed.
Read this section as a set of commitments about method. For an employer in Zemgale, the useful ones are dull: figures taken from the authority, the language level established before advertising, the open questions named, nothing filed that nobody on either side has read.
The second thing is a record. The vacancy stage produces assessments and reasons, the file produces figures and sources, and the employer ends up holding both. That matters later, when somebody asks how a candidate was chosen or where a number came from.
Reading the instrument has visible consequences. It is the difference between a vacancy stage described as a waiting period and one described as a selection, and between a salary condition read forwards and the same condition read backwards. Both errors circulate, and both are expensive.
Not possible is also an answer, and it is worth having early. A licence that cannot be exchanged before arrival, a profession whose own body has to recognise the qualification, a post whose duties nobody can match: better said at the outset than discovered.
The second thing to plan around is the timetable, because two of the country’s four electrified rail corridors end in this region, and the rest of it has none. Jelgava and Aizkraukle both have electric service into the capital; Dobele and Jēkabpilsrunt on diesel routes, and Bauska has no passenger service at all. That split determines which of your posts are reachable from a station and which are not. It also sets your competition: Jelgava is named in the capital’s outer commuting ring, so the same people who read a vacancy there are reading one in the city, on a train that makes the comparison easy. Price the post against that rather than against the district. AtoZSerwisPlus does not run an office in Zemgale and says so plainly.
If you are recruiting into Zemgale, start with the post, not the shortlist.
Nothing here is advice. The page describes a framework in general terms, and a particular case may turn on something it does not mention. If this text differs from an official publication, the official one is right. We undertake no decision, approval, date or result. The immigration statute was recently replaced, and some official pages still carry the figures it displaced.
AtoZSerwisPlus supports employers in Zemgale on international recruitment: the occupation, the language level, candidate checks, the file and arrival.
Start the paperwork a season before the field you need covered, because the window for combine and grain intake work is weeks long and will not move for anyone. Ask us to run the seasonal route separately from the permanent one.
Size is not a condition. What matters is that the company can register a vacancy, cooperate with the employment service on candidates, pay the required remuneration and accept responsibility for the worker’s stay.
A long-stay visa with employment rights, used for short engagements, and a temporary residence permit with the same rights, used for longer ones. The right itself is a remark on the document, not a separate card.
Duration decides it, and the authority distinguishes between short-term and long-term employment. Settle which one the post is before drafting the vacancy, because the route determines the documents and where the worker applies.
Changes to the conditions the application was granted on, including working hours, the place of work and pay, and the ending of the employment. The duties rest with the employer, not the worker.
State each as a condition and keep them apart, because a brief that merges them produces applications that cannot be completed. Latvia grants no employment visa to a Russian Federation national. Where an activity carries the critical infrastructure designation, citizenship governs who may hold the post, and the legislation specifies which citizenships are allowed.
Not on a first authorisation. The right to work must be on the visa or permit before any duties are performed, and work done before that is unlawful employment, whoever turns up to ask about it.
Because the governing immigration statute was replaced and the durations attached to permits and decisions moved with it. Take the current periods from the migration authority, which publishes them, rather than from earlier commentary.
Give the sequence in writing instead, with the step the file is at and what happens next. That is more useful than a date, and it is the only thing that can honestly be put on paper.
If the employing entity changes, yes. The authorisation names one business, so moving onto another company’s payroll is treated as a change of employer unless it goes through intra-company transfer arrangements.
If the duties are the same and only the label changes, the occupation has not changed. If the duties change, the occupation has changed, regardless of what the title says, and the document has to catch up.
Early, and before the current authorisation is close to running out. The periods aren’t stated here because the underlying statute changed, so use the current ones from the migration authority and work backwards.
The migration authority handles status, and the employer should not improvise an answer; instead, it should notify promptly and name the body that handles the question. It should also record the twelve-month period the opinion runs for a replacement.
Expect to train as much as to find. The technical college and the craft schools in Jelgava feed the local shops, so a coded stainless or structural welder usually comes from outside the district and needs a start date you can hold.
An opinion already issued can cover a replacement without a new vacancy for a limited window, but a genuinely additional post is a new case. Check which of the two you are actually in.
Work with the agency on the candidates it puts forward, assess them properly and publish the results, with a reason recorded for each rejection. Doing none of that is a ground for refusal.
No, the migration authority sees it electronically. The employer does have to file its own invitation or summons while the opinion is still within the filing window.
Two questions settle it: is the source Latvian, and when was it last revised? On this subject, both the Latvian authority’s older pages and the Union portal fail one of those tests.
Both routes exist. A refusal is an administrative act open to challenge, first to the agency director and then before a court; separately, the selection can be run again, which is often quicker when the record is thin.
The statistics body publishes the averages, and the migration authority republishes the table it applies. Read both from the authority rather than from a commercial summary, because the base year matters and summaries lag.
Its own sector average, which may sit some way under the national one. The limit bites only upward, so a hospitality or retail employer uses the sector figure rather than the national average.
The statistics body publishes the previous period’s average annually, and the migration authority begins applying the new figures from a set date each year. Between those two points, the old figure is still the operative one.
Because the wording and the application diverge. The regulation reads as a minimum, the authority applies and publishes it as a limit, and one official translation reverses that relationship.
No. It is tied to a qualification level or equivalent experience, so a skilled trade without that qualification goes on the ordinary employment route, with the vacancy step and the sector-based salary condition.
Not often, based on the evidence available, and that matters when a recruitment plan depends on it. Check the instrument’s current state rather than assuming a list has moved with the labour market.
Nobody can give that answer reliably, and an adviser who does is guessing. Identify the occupational classifier code for the post and compare it with the published instrument, or ask the body that publishes it.
The applicable Cabinet regulation fixes the level by occupation, not by what the employer would prefer to ask for. You can’t set it aside by agreement, so the post must match what the regulation prescribes.
Yes, and on the same train. Put the travelling time and the shift pattern in the opening line, because a candidate will weigh your post against a city one before reading any further.
Read it yourself, or have it read for you, before the post is defined. The employer has to know what the occupation requires, and a candidate cannot tell you.
Beware the older sources on this. The school’s curriculum body once issued certificates, and pages naming it are still in circulation, but the state education development agency now organises the examination.
Before work commences, in writing, under the Labour Law. That timing is independent of the occupational-level question, so a contract cannot wait for an examination result or a certificate to arrive.
The statutory test is objective justification, measured against the duties of the post rather than against the preferences of the hiring manager. An employer can show why the duties need it and is within the rule.
Where a candidate volunteers a language, note it if it is useful and leave it there. The restriction bites on what the employer requires and asks about, so the safe course is to treat the offer as information rather than as a criterion.
Recognition compares the education, qualifications, and practical training behind the foreign award with what Latvia requires for the same level. The output is a statement about the award, not a judgement about the person.
Construction works manager, electrical engineer, surveyor and security worker are all regulated, alongside veterinarian, teacher and sports coach. None of those reads like a licensed profession to an employer recruiting abroad, and each needs the extra decision.
Evidence of official language proficiency is among the documents registration calls for. No level is stated here for any clinical occupation, because the regulation’s own table is unreadable; take it from the regulation against the post’s code.
Before work starts; the employer’s responsibility. The worker registers as a taxpayer, and the employer registers the employment, both before the first shift, so neither can wait until the first payroll run.
If a file does not succeed, the position on fees is between the employer and us, as set out in the engagement terms. In no version of it does a cost fall on the worker.
The Labour Law applies in full, the same as to any other employee: normal hours, overtime limits and premiums, daily and weekly rest, and annual leave. A worker recruited abroad is not on a separate standard.
Budgeting a recruitment at the statutory minimum and assuming the pay condition is met. It is not, and the gap is wide enough to break a business case built on the lower figure.
Construction sits under a generally binding sectoral agreement whose wage floor stands above the statutory national minimum. The industry’s position is that a third-country recruit is paid at that agreement rate instead of the sector average.
Not the department withdepartment with the region’s name, unless your site is inis in Dobele, Jelgava, or Bauska. Check the municipality first, because in Jēkabpils and Aizkraukle the office is different and will tell you.
Normal daily working time is not more than eight hours and normal weekly working time is forty hours. The Labour Law sets a five-day week by default, and the contract should specify which pattern applies.
Record the hours against the reference period you use, keep the written agreement, and pay the supplement in the pay run that covers the work. Reconstructing all three later is where disputes start.
Average earnings form the basis for the paid leave period, which is not the same as the basic rate for a worker whose earnings vary. Work that out before the leave year starts, not in the week of the holiday.
No percentage appears here.C abinet regulation sets the ratesn andrevises them;, a single quoted combined figure dates quickly, and the authority’s own site has been found serving older versionsalongsidee current ones. Read the rates at source.
Inspection can happen without prior notice. The regulator can issue warnings and orders, suspend activity in whole or in part, seal the equipment it has stopped, impose administrative fines, require documents, and refer material to law enforcement.
The work right should not be priced into the package as a certainty. Base the offer on the recruited worker’s own earnings, and treat a second income as something to confirm rather than include in the proposition.
Exchange is available only after arrival, because it depends on the person being resident here. So it cannot be handled from abroad as part of the pre-departure paperwork, however convenient that would be.
The pay basis for the route, confirmed with the authority rather than taken from a published page, together with any sectoral floor that reaches the work. Advertising a rate you have not confirmed is the most expensive error available.
