The Eastern Region is the built-up strip along Marsamxett and the north-east coast, with inland towns behind it; it is the smallest region by area and the most densely developed—Sliema and San Ġiljan form a single frontage of hotels, restaurants, and entertainment venues. Inland at Mrieħel, inside Birkirkara, sits the designated business district, with the financial services regulator and the national one-stop shop for business at the same address. Msida puts the university and the main hospital side by side, with the medical school in a hospital wing and the life sciences park a walk away. Nowhere else on the island puts clinical, academic and research work on one site.
Check which name an older record was filed under before you rely on it. This region carried a different name until the reorganisation, and datasets, planning files, and encyclopaedia entries still list Msida, Birkirkara, Sliema, and San Ġiljan under the superseded name, so an address history can look like it belongs somewhere else entirely. The business district compounds it. Mrieħel has its own brand and postcode prefix. Hence, a line reading business district with a Birkirkara postcode looks like neither Birkirkara nor this region to anyone unfamiliar, and a candidate searching for the brand alone will find no locality with that name. The statisticians also disagree, splitting these localities between two of their own districts, so no statistical district matches the region.
The first question isn’t which permit, but how long the job lasts. For jobs beyond six months, the employer applies to Identità for a single permit. For jobs under six months, the employer applies to Jobsplus for an employment licence. The answer also clarifies what may change later: neither document follows a worker into a new role or a new payroll without a fresh application.
Questions about the vacancy, the advert, and the employer’s own eligibility belong to the employment agency, which runs a freephone line for employers to check their labour market testing position. Questions about the permit, its documents and its fees belong to Identità. Send it to the wrong body, and the answer, however confident it sounds, binds nobody.
Three weeks is the standard period, but it is two for key employee and specialist employee initiatives, the European Union’s blue card, and roles on the skilled occupation list. The applicable period depends on the route, so the route must be settled before the advert goes up, rather than after the response rate disappoints.
Item by item, the work is screening, file assembly, lodging, follow-up, and handover, with the employer invoiced and the worker charged nothing, by us or anyone acting for us. We hold nothing from Malta: no licence, no registration, no authorisation, no tie to any authority, and we promise no result, no ruling and no date.
Authorisation is national, so employers in the Eastern Region answer to the same authority, the same employment agency and the same conditions as everyone else. The local question is different: which posts are genuinely hard to fill here, and does the permit designation match the work being done?
Every employer along this coast draws from the same streets at the same time, so a vacancy here goes to the first offer, not the one that arrives later.
The hospital, the university, and the research park sit within walking distance of Msida, so clinical and laboratory employers compete for the same shortlists at the same sites.
Registration with a profession’s competent authority gates clinical posts at Msida, and that single requirement empties a shortlist faster than any wage comparison.
Teaching in the language schools needs a current permit from the sector’s regulator, so the teaching half of an intake cannot be recruited as fast as the other half.
Support desks here run around the clock and ask for named working languages, and the island does not produce that combination of language and shift tolerance in volume.
The region is the smallest by area and almost entirely built out, so an employer cannot widen the catchment by moving the workplace a few kilometres inland.
Yacht trades, marina engineering, and finishing work are learned afloat or in a yard, and the creeks here have more berths than the island has trained hands.
Two situations need separating. An application for someone already in Malta on a visa with no right to work is refused, sportspersons apart, so you may not be able to hire a candidate you meet locally through that route. Someone already working here lawfully is a change of employer, which requires its own application and no advertising. Neither is a transfer.
Screening works down a fixed order: identity documents and their validity; the qualification claimed and whether it needs academic recognition, professional registration or neither; experience that can be evidenced rather than described; the language standard the post actually sets; and anything that will need legalisation or translation. Anyone who will fail should fail at the top, not at submission.
We will not tell an employer what recognition costs and how long it takes. Neither is published in a form we are prepared to repeat, and an estimate from us would become a date in somebody’s plan. Both come from the body itself, which in a regulated profession means the profession’s regulator, not a general enquiry line.
Employers often forget the second-language question: the one that applies to the documents. Contracts, safety instructions, method statements, and shift notices must be understood by the people working to them, and an employer that issues them in a language its workforce cannot read has an employment relations problem rather than a recruitment one, and a safety problem too.
An employer can fail this on its own account, with a faultless candidate in hand. The application limit measured against its own headcount, its termination record, a redundancy made in that same role over the previous twelve months, the disability employment obligation: any one of them can stop the application. Where an agency applies for a client, the client’s failure stops the agency too.
Sectors appear here because they employ people in the Eastern Region, not because they are large elsewhere in Malta. The same logic governs the roles listed inside each one: they come from what those employers recruit, rather than from a standard list of job titles that would fit anywhere.
Wards recruit staff nurses, midwives, theatre practitioners, radiographers, phlebotomists, medical laboratory scientists, physiotherapists and healthcare assistants at the main hospital in Msida.
The acute general and teaching hospital at Msida includes the emergency department, the adjacent oncology hospital, and the medical school in a purpose-built wing, so one site handles most clinical hiring.
Msida is the busnetwork’ss principal secondary hub, so most of the island can reach an early or late rota there without changing in Valletta.
Patient contact and the written record may require different languages, and both are requirements of the post, not preferences. Test them in context, because a consent conversation and a handover note are not the same skill as small talk.
Faculties hire laboratory technicians, research assistants, teaching support staff, library assistants, student services officers, admissions clerks, estates maintenance hands and audiovisual technicians on the Msida campus.
The university adjoins the hospital at Msida, so its laboratories, lecture rooms, and student services are within walking distance of the wards and the research park.
Terms set the hiring calendar and much of the support work is fixed-term, so state which term the post covers and whether it renews before an applicant asks.
An award gained elsewhere must be formally recognised before you can match it to a post, and that process follows its own timetable. Begin it early, because a term that opens a teacher short usually traces back to it.
Laboratories recruit analytical chemists, quality control analysts, microbiologists, bioprocess technicians, validation engineers, regulatory affairs officers, documentation controllers and cleanroom operatives at the research park.
The life sciences park is within walking distance of the hospital, the oncology hospital, and the university, so research, trial work, and knowledge-intensive manufacturing share one catchment.
These posts want documentation discipline more than volume experience, so ask a candidate to describe a deviation they wrote up, and state which shift pattern the laboratory runs.
A regulated site asks for behaviour before it asks for skill: gowning, movement, nothing written in pencil and no step done out of sequence. Ask whether the candidate has worked where the record is checked, not merely where it is kept.
Hotels recruit front desk agents, concierges, night auditors, room attendants, housekeeping supervisors, banqueting porters, baristas and reservations agents along the Sliema and San Ġiljan frontage.
This frontage trades year-round, with business travel and a resident city behind it, so a rota here isn’t built around a summer opening and a winter shutdown.
Recruit into permanent posts and say so plainly, because an applicant on this coast is weighing your offer against another year-round one and will ask about progression.
The desk is where complaints arrive first, and the night shift is a different job from the day one: alone, cash-responsible, handling whatever arrives. Advertise them separately and say which booking system the post must already know.
Venues hire bartenders, cocktail staff, door supervisors, glass collectors, cellar hands, kitchen porters, late-shift cooks, and cleaning crews across the San Ġiljan entertainment strip.
The entertainment strip in San Ġiljan runs on late licences, and the ten-minute night route out of Valletta along this coast makes those closing hours staffable at all.
Interview for the shift rather than the job: the realistic candidate works from late evening into the small hours and should be told which nights are the heavy ones.
Every person handling food needs recorded hygiene training, and the employer keeps the record, not the worker. Training completed elsewhere isn’t automatically accepted locally, so budget for retraining and decide who on each shift can answer an allergen question.
Firms recruit compliance officers, anti-money-laundering analysts, fund accountants, client onboarding officers, risk analysts, internal auditors, payroll administrators and corporate administrators at Mrieħel.
Mrieħel is a formally branded district with its own managing foundation, which is why a regulated financial employer, not just workshops, is based at an inland industrial address in Birkirkara.
The district is inland, so the coastal night route is no use to it: name the bus corridor that serves the building and say whether the post includes a parking space.
The three jobs one advert calls accounting are not interchangeable: bookkeeping, management accounts and work only a recognised practitioner may sign. Say which one the post is, and check recognition early if it is the last.
Operators recruit customer support agents, payments and fraud analysts, retention executives, account managers, affiliate coordinators, quality assurance testers, data analysts and shift team leaders.
Remote gaming offices sit on the coastal strip at Sliema and San Ġiljan and in the business district at Mrieħel, and the work is support, payments and account handling more than development.
Desks rotate around the clock, and a post that genuinely needs a working language should name the language and the level instead of implying either in the job title.
Some roles are key functions for the licence holder and require the regulator’s approval of the individual, which the authority decides, not anyone else. Establish which post it is before you offer it, because the timetable differs completely.
Schools engage English language teachers, academic managers, group leaders, activity leaders, student welfare officers, front office staff, accommodation coordinators and marketing assistants.
Licensed schools cluster in San Ġiljan, Sliema, Pembroke, and Swieqi, with more in Gżira and the university’s own language school in Msida, the national centre of the trade.
Only teaching roles need the sector permit and the specified qualifications, so advertise teaching and non-teaching posts separately, and start the teaching one earlier.
Ask for a demonstration lesson. Subject knowledge and the ability to hold a room are separate things, and the timetable moves with enrolment, so say in the posting that hours vary and how much notice a change carries.
Marinas recruit berthing assistants, dockmasters, yacht cleaners, teak and varnish hands, marine engineers, riggers, chandlery counter staff and provisioning runners at the creek berths.
Berthing runs from Msida and Ta’ Xbiex creek round to Gżira, with a further marina at San Ġiljan, so yacht work and office work draw on the same few streets.
Work afloat follows the owners’ calendar, heaviest before the summer and again in the laying-up weeks, so make clear in the advert whether this is cover or a yard place.
Repair work is organised around a docking window: a crew assembles for one vessel, works intensively while it is out of the water, and stands down when it sails. Say in the posting how that peak and trough is handled.
Practices take on company secretarial assistants, tax compliance officers, trust administrators, paralegals, conveyancing clerks, billing administrators, document reviewers and office managers along this coast.
Professional services took the older coastal office stock in Sliema, Gżira and Ta’ Xbiex, which is why small practices sit above shops rather than inside one business park.
The Valletta passenger ferry reaches these streets in about fifteen minutes, worth mentioning in the advert because it takes the road network out of the commute.
Decide which work is reserved for a practitioner and which isn’t, because that determines the post. A law degree from elsewhere is an academic award; the right to advise or appear is separate.
Factories hire production operatives, bakery hands, packing line staff, hygiene cleaners, quality technicians, warehouse pickers, forklift drivers and maintenance fitters on the Mrieħel estate.
The Mrieħel estate combines food and beverage manufacturing and electronics and components with retail outlets and banking offices, an unusual mix for one industrial address.
Lines start yearly, and hygiene rules decide who may work where, so set out shift clothing and training when you advertise,d not at induction. A handler’s hygiene certificate and responsibility for the food safety system require different levels of training. The person who keeps the hazard analysis current, runs the internal checks and can trace a batch back is a separate appointment, so name it.
Beyond those eleven, employers here also take on croupiers and casino cashiers, crew and ticket clerks for the Valletta passenger ferry, seasonal ticketing staff for the Gozo fast ferry at Sliema, bank branch cashiers, retail supervisors at the estate outlets, and classroom assistants and school administrators around Pembroke.
The eleven sections above are recurring posts, not a limit on what can be applied for. Thejob’ss length, designation, advertising, the employer’s standing, and whether the profession is regulated determine the ceiling.
We state no percentage for the ceiling, and an employer should distrust any page that does. The bands are phased, the dates for the later steps are given inconsistently inside one official document, and the only figure that counts sits in the policy in force.
The redundancy bar is blunt, and it surprises people. If an employer has made someone redundant for closure or lack of work in that same position within the previous twelve months,w e won’t entertain an application, and the nationality of the persons made redundant is irrelevant.
An employer in the Eastern Region can run this procedure itself, and the list below shows exactly which parts we take on if it would rather not. We don’t make any decisions, because none of the decisions in this procedure belongs to us.
Settling the employer’s own eligibility takes days and comes first, so we begin there. Those checks determine how many applications are available, whether the termination test bites, and therefore whether the employer can realistically fill this vacancy from abroad.
Order inside the file is fixed by the procedure, not by us. Proof that the vacancy ran must predate a complete application; qualification papers need recognition before they are useful; and the contract cannot be drawn until the approved conditions are fixed. Built out of order, it is built twice.
Arrival does not loosen the tie. The authorisation names one employer and one designation, so moving the worker to different duties, lending them to a related company, or placing them on another site under another payroll makes the work unauthorised, and the employer, not the worker, bears the exposure.
When employment ends, the employer notifies it within four working days, and that filing also releases the worker to take up other employment. Filing on time therefore protects the person as much as the employer. A late one suspends theemployer’ss remaining applications, renewals apart, so it costs twice.
Two things determine the order, nd neither is negotiable: what must exist before an application counts as complete, and what the authority must have decided before anyone may work. Everything in between is sequencing, and we set that sequence out in writing for the employer at the outset.
A decision period binds the authority, and that is all it does. It is not a date an employer can pass to a candidate, not a basis for a start date in a contract, and not a figure that improves because an employer needs it to. We say what is published.
Appointments are allocated, not chosen. The authority’s calendar provides the biometrics slot; the worker must be in the right place to attend, and a missed appointment goes to the back of that calendar. We tell the employer what has been offered and when.
Reasons to use an adviser are only worth stating if an employer in the Eastern Region could check them, so what follows is practice rather than claims. There is no market claim here, no placement figure, and no office in Malta that an employer could visit.
Being told early that something will not work is worth more than being helped to try. An employer that hears in the first week that a designation will not match the duties, or that a qualification cannot be recognised, still has time to recruit differently.
Search ranking is not authority. A superseded page can sit above the current one for a long time, and a confident third-party summary can outrank the issuer. We read the issuer, note the date we read it, and quote nothing we have not seen there ourselves.
The period a worker may remain after a job ends is unsettled. The labour migration policy provides for one, but each official source ties it to an amendment we cannot find, while the Government’s own portal still states the permit ends with the job.
The labour market here does not stop at the regional boundary, nor does the administration. The regional council is based in San Ġwann, a Northern Region locality, so the body governing this region sits outside it, and the industrial estate on that boundary is split between the two. Pembroke has a park-and-ride feeding several routes, which is how the eastern end of the coast absorbs staff who drive in from elsewhere. A fast ferry to Gozo leaves Sliema in the warmer half of the year, calling at Bugibba so Gozitans can reach this coast without crossing by vehicle. Recruit on that basis: the catchment is the conurbation rather than the region. AtoZSerwisPlus does not run an office in the Eastern Region and says so plainly.
For a post in the Eastern Region, send the duties and the start date you have in mind.
Treat everything above as a summary for planning and not as legal advice. Maltese requirements are being phased in and amended, and official pages still list out-of-date figures, including an exemption list and salary thresholds published by the employment agency. Check the issuingauthority’ss wording before acting on anything here. We commit to no outcome, no decision, no approval and no date for any of them.
Recruiting abroad for a post in the Eastern Region? AtoZSerwisPlus handles the procedure while the hiring decision and the terms stay with the employer.
Settle the professional registration first and let it set the date. Clinical and allied health posts at Msida require the competent authority for that profession to have registered the candidate, and a place on the ward rota follows the offer letter.
Lawful but conditional is the honest answer. Authorisation is granted where the post cannot be filled from the local, European Economic Area or Swiss labour market, so the real question is whether this particular vacancy will clear that test.
More than six months of employment is the dividing line. Below that, the route is an employment licence from Jobsplus, so an employer choosing between a season and a year is also choosing between two separate procedures with separate paperwork.
Through the Government’s single permit portal, using electronic identity credentials, after Identità approves the employer’s access. There is no paper route for a standard application, and no counter where a candidate can submit one.
No, it does not. Work lasting under six months is a Jobsplus licensing matter rather than a single-permit matter for Identità, and the two procedures require different documents.
The incoming employer submits a new application, which is exempt from the advertising requirement. The other gating tests still apply to the employer taking the worker on, so the exemption is narrower in practice than it sounds.
Prosecution under the Immigration Act, which carries a fine, imprisonment, or both, and a consequence that bites even harder: an employer convicted of employing a third-country national illegally is barred for twelve months from applying for a new or renewed licence.
Identità says the law allows four months for processing and that the average is closer to two months from the date a complete application is submitted. Jobsplus separately puts the whole process at up to four months, across every body involved.
It does not. The period Identità publishes describes what the law allows the authority, not what an applicant is owed. The average it publishes alongside is an average, not an entitlement attached to any particular file.
Run the advertisement, collect dated proof, record what happened to every local applicant, assemble the contract, position description, housing, and insurance documents, and confirm any professional registration the role requires.
Speed, mainly, and a shorter advertising period. Identità’s published answers give five working days for the key employee route and fifteen working days for the specialist route, which the eligibility pages themselves do not state.
Not when the applicant was ineligible under the single permit regulations: Identità says such applications are refused with no refund. Budget the fee as spent at the moment of filing rather than as something recoverable.
Readiness, above all. The periods run in working days from the decision itself; the submission deadline follows immediately, and the board can treat an appeal as withdrawn if it does not receive the requested information in time.
Decide it post by post and write it down. English carries most business on this coast, so many office and support roles are advertised in English alone, while front-line work with local clients or patients may genuinely need Maltese. State the level, not a list of languages.
On its own, no. The rules require the advertisement to go up on Jobsplus and the European jobs network; a commercial board may also be used, but it cannot stand in for either.
Backwards from the day a complete application goes in: the advertising must fall within the preceding two months. An advertisement that ran well and ran long but too early satisfies nothing.
Because nothing else about the application is examined, a strong candidate, a well-drafted contract and a clean compliance record save nothing once a file fails at this gate, and the money spent on them goes with it.
Identità includes it on the published fact sheet and on each route’s eligibility page, and the employment agency repeats it. The eligibility pages for the higher-salary routes are the safest place to read it.
Health roles; work caring for older adults and people with disabilities; sportspersons; a change of employer; certain students and structured placements from accredited institutions; and applications carrying a regulator’s endorsement. Nothing outside that set is exempt.
They are not. Accountancy, engineering, technology, and gaming work appears on an older exemption list that is still online, and under the rules now applied, those occupations receive at most a shortened advertising period.
The labour market testing guideline states that, where entitled nationals apply, the employer must give reasons for rejecting them, and that unsatisfactory reasons can cost the application. This is a published power, not an informal practice.
It does not. Malta has no sectoral quota or national ceiling on the number of third-country nationals, and any source describing one describes something the published rules do not contain.
Not in its first two years. The test bites from the third year of operation, so a young company’s room to apply is governed by the other gates rather than this one, and those gates still bite.
Several reasons are excluded, including the end of an apprenticeship, further study, health, retirement, death, and internal transfers. The termination form’s reason codes handle that, which is another reason to complete them accurately.
Because nobody expects a sister company’s leavers to sink their own recruitment. The assessment focuses on the employer group rather than the hiring entity, and many employers learn this for the first time when they’re refused.
Twelve months from the redundancy, counted against the position rather than against the person. An employer that cut a role for lack of work and now needs it filled is asking the agency to accept both propositions at once.
Either employ workers with disabilities to the extent the legislation sets, or pay the compensatory contribution in place of it, and keep the evidence to hand. One of the two has to be true when the application is filed.
Because the creeks at Msida, Ta’ Xbiex and Gżira are a few streets from the office stock, so a post afloat is compared on the spot with a desk one. Price the overtime and state the weeks of cover before making that comparison for you.
Yes. The form is due regardless of howregardless of how employment ended, whether the worker resigned, was dismissed, or reached the end of a definite term, and the same four working days apply to each.
Yes, all of them. One missed form for one hire holds up every other application the employer has pending, so an administrative lapse in one department affects the whole recruitment plan.
Arrangements for the transfer: the worker’s account details, the payroll run, and a record of every payment made. An employer that cannot show where the wages went has no answer when the conditions are checked.
The official portal lists the modules, fees, completion window, and interview arrangements, and it is kept up to date. Use that information for each hire rather than relying on a previous candidate’s experience.
Tourism and hospitality, and one institute issues it. It is required for third-country nationals working in the sector, including those working with a licensed establishment, unless the occupation is excluded.
Nothing for a sector credential, because you don’t have to buy one. Budget instead for the advertising period, the application itself, the course when the candidate has not held a permit before, and the time it all takes.
Ask the provider for its licence and check with the employment relations regulator that issues it. Identità states plainly that an agency without one may not submit applications.
A current employment agency licence, obtained before submitting any single permit application. The sequence is not negotiable: the licence comes first, and agencies cannot lodge an application without it.
Both parties have one, and in practice the client must solve it. The test is applied to the end client, so a provider can do everything correctly and still be refused on facts it does not control.
Exposed, whoever took it. The prohibition binds the hiring business, not just the provider it used, so an arrangement where the worker funds any part of recruitment is the employer’s problem too.
Engaging a licensed provider is necessary and not sufficient. The licence tells the business that the provider may trade; it says nothing about whether this placement is lawful, and the business is assessed on its own record in any event.
It does. Rates vary by age band, and the headline amount is the adult rate, so quoting it for a younger worker misstates the floor that applies to that person.
Which order covers the activity, and what it says about pay, hours and leave. An order that applies may set higher minimums than the national rate, so check the terms against the order as well as the national amount.
Build the rota around the last departures and put them in the advert. An applicant living along this corridor can work to closing without a car, so a closing shift here draws from a wider pool than one up the coast.
No. Consent may be withdrawn on notice, so an employer treating a signature as settling the matter for the length of the contract has mistaken what it signed. Plan on the basis that it can end.
It is not. Where an order covers the activity, both the threshold and the rate come from the order, so applying the forty-hour trigger to a sector that has its own is a costing error and a contractual one.
Choose between twenty-four consecutive hours in every seven days, forty-eight consecutive hours in fourteen, or two separate periods of twenty-four hours within fourteen. The employer can roster the pattern within those three.
From the applicable order, where the activity has one. Failing that, the general position gives two working weeks of paid sick leave across the year, and the employment relations department publishes both answers.
It does not, and no combined rate is officially published. The table gives the employee amount and the employer amount separately, so a single percentage presented as the Maltese rate is somebody’s arithmetic rather than the published position.
The termination notification is due within four working days of the actual date. Filing it on time lets the worker be taken on somewhere else, so the duty and the worker’s interest point the same way here.
The further and higher education authority publishes the regulated professions with the authority responsible for each. Take the cost and the timescale from the body itself, because neither is published centrally.
Only from a short, closed list of issuing countries, and that list excludes most of the places from which workers are actually recruited. Anyone else who holds a driving entitlement can drive for no more than twelve months after their last entry.
