The Southern Region is the country’s working south, plus a band of inner-harbour towns, centred on Qormi. The airport sits at Luqa, with its terminal in Gudja; heavy airframe maintenance fills a park at Ħal Far; transhipment boxes move over the quays at Birżebbua; and the main thermal power station stands at Delimara. Three of thecountry’ss largest industrial estates, at Ħal Far, Bulebel and Marsa, handle pharmaceuticals, plastics, chemicals, printing and fabrication. Behind the capital, the same region holds Qormi’s bread trade and Ħamrun’s schools, which is not what the word southern leads an employer to expect.
Half of this region is not in the south. Ħamrun, Santa Venera, Qormi and Marsa are inner-harbour towns immediately behind the capital. At the same time, the region runs down to Birżebbuġa and Marsaxlokk, and no statistics district matches that shape, so district figures and this region don’t cover the same geography. Two more things catch people out on paperwork. The airport is in Luqa, while the current passenger terminal is in Gudja, so a contract, an application, and a candidate’s travel instructions can each name a different locality for the same site. And Ħal Far and Kalafrana are places within Birżebbuġa rather than councils, so a form asking for a locality will list neither: give Birżebbuġa and keep the estate name for the address line.
The employer, not the worker, applies through the Government’s single permit portal, and the application must be approved before anything is filed. An authorised live-in carer may lodge one personally, with the employer endorsing it, which is the only exception. Whichever way, the authorisation is specific to that employer and the role named in it.
An employer using a temping, recruitment or outsourcing agency should check one thing before anything else: the agency must hold an employment agency licence from the employment relations regulator before it submits any application. Where an agency applies, the assessment covers its client as well, and a client that fails the labour market test takes the agency’s application down with it.
One stale document causes more trouble here than any other. Exemption now reaches health and care work, sportspersons, recognised student work and structured placements, regulator-endorsed cases and a change of employer. A broader list naming accountancy, engineering, gaming, construction trades and information technology work remains on the employment agency’s website, and it is not the position either body applies.
Some duties cannot be handed over. The employer remains the applicant, and the same fee and wage rules bind a client employer as an agency. Our fee is the employer’s, never the worker’s. We sit outside Malta’s licensing and registration arrangements, are unconnected to any authority there, and promise no result, decision, or day.
An employer recruiting into the Southern Region does two things at once: satisfies a national procedure that treats every region alike, and fills a post in a labour market that does not. The sections below take the second of those as the subject and leave the first settled.
Four national-scale operations stand within a few kilometres of each other, and all want the same tested technicians in the same month, which keeps local shortlists thin.
Near-continuous running needs crews deep enough to cover nights, weekends and public holidays, and a small resident catchment cannot do that without permanent overtime nobody wants to sign up to.
The published night routes serve Valletta, Kalkara, Dingli, Żurrieq, Xgħajra, Pembroke and Bugibba, so an employer sited away from them has to put transport in the offer to hold a shortlist.
Airframe work depends on process and type certification assessed before anyone starts, and the island’s qualified hands are already in the two operations that dominate the sector.
Process operators, moulding setters, fabricators, and press hands are wanted on three estates at once, so one plant’s intake empties the shortlist the next-door plant was working through.
Marsaskala grew into the largest urban centre in the south-east and is largely residential, with residents commuting out of it, so the nearest population is committed elsewhere by the time you advertise.
Fishing here is artisanal, and many full-time fishermen own the boats they work, so that experience stays on the quay rather than coming ashore into a factory or a cold store.
Driving posts need a check first. Exchange for a Maltese licence is limited to a short, closed list of countries, and most sending countries fall outside it. Anyone holding a licence from elsewhere may drive here for up to twelve months counted from their last entry, and exchange depends on a long spell of residence in Malta, so it is not something to settle from abroad.
Before the employer contacts a single candidate, three things must be fixed: the designation, the pay and hours that will go into the contract, and whether the position allows an application at all. Screening against a job description that keeps moving produces a shortlist that must be screened again, and a candidate kept waiting takes other work.
The question to settle early is whether the post is a regulated profession. If it is not, the file usually needs a recognition statement on the academic qualification. If it is, the worker must also register with that profession’s regulator before the employer can declare the person suitable. Guessing between the two wastes the most time.
Set the requirement from the task. Reading a method statement, taking a booking, writing a shift handover, giving an instruction to follow on a noisy site: those are different standards, and they are testable. A line in an advert asking for fluency, with no task attached, screens out people who could do the job and keeps in people who cannot.
The order is not a preference. The advert has a window, and the employer tests the worker’s eligibility at the point of application rather than at offer. The worker cannot lawfully start before the authorisation issues. Each of those bites on a different date, and any sequence that ignores them produces a start date nobody can meet.
This part of the page is specific to the Southern Region; the rest is not. Authorisation, timing, and duties are national; which employers are hiring, for what, and on what shift pattern is local, and the sections under this heading cover that.
Hangars recruit airframe fitters, sheet metal workers, composite repair technicians, avionics technicians, non-destructive testing operators, licensed engineers, maintenance planners and quality inspectors.
Ħal Farrug Park, within Luqa’s limits, is dedicated to airframe maintenance, and its taxiway accommodates wide-body aircraft, so base checks happen here and nowhere else in the country.
Two large employers dominate it, and each check has a fixed start and finish, so crews assemble around input slots rather than a standing rota.
Ramp and ground handling work runs to departure time, whatever weather arrives. Airside access and driving authorisation for the apron are granted after vetting and training, take time, and must be planned into the start date.
Handlers recruit ramp agents, baggage handlers, check-in and boarding staff, aircraft cleaners, load controllers, pushback and tug drivers, cargo handlers and duty supervisors.
The airport site carries more than a terminal: cargo handling, an office park, the area control centre, the meteorological office and the air wing’s hangars all sit within the fence.
Express and direct bus services run from the airport, making it the only site in this region that can be staffed from across the island without a car.
The record is as much of the job as the task: parts are traceable, tooling is calibrated, and nothing is signed off unless it was done as written. A candidate who worked abroad without owning the paperwork finds that harder.
Terminals recruit ship-to-shore crane operators, straddle carrier drivers, lashing gangs, yard planners, gate clerks, reefer monitors, maintenance fitters and shift controllers.
The container terminal operates on the Kalafrana shore at Birżebbuġa, and almost all its traffic is transhipment, boxes moving from ship to ship, so the quay never closes.
A single large terminal operator dominates it, and the rota runs around the clock, so an advert has to give the shift cycle and explain how a night crew gets to the gate.
Nothing on a quay is safe by default: machines reverse without seeing, loads swing, and the induction that teaches where a person may walk comes before the first shift. Lashing and securing is heavy work done at height in the open.
Plants recruit production operatives, packaging line staff, quality control analysts, validation technicians, documentation officers, warehouse operatives, maintenance technicians and shift team leaders.
Ħal Far Industrial Estate, within Birżebbuġa, is the largest estate the state operator administers, and a cluster of pharmaceutical firms sits there beside plastics, automotive components and oil and gas services.
Gowning, documentation, and batch discipline are as much the job as the process, so say in the advert that the floor is a controlled area and that training happens on site.
Laboratory and quality posts turn on a named discipline and on documented training in the methods actually used. Data integrity is the part that takes longest to teach, so ask what the candidate could sign for and what was countersigned.
Moulders recruit injection moulding setters, extrusion operators, tool setters, process technicians, quality inspectors, assembly operatives, materials handlers and shift leaders.
Plastics and plastic products form a cluster at Ħal Far and a line of trade on the Marsa estate, so the same skills move between sites, not apart.
Machines don’t stop for a handover, so the shift changes at the press and the tool-making operator picks up a running tool: candidates should hear that before they accept.
The hire that matters is the setter, not the operator. Mounting a tool, setting a process, and finding the cause of a short shot are skills learned over years, so include a tool change in the interview.
Estate employers recruit process operators, blending and batching hands, laboratory technicians, filling line staff, quality technicians, safety officers, warehouse handlers and maintenance fitters.
Bulebel Industrial Estate, onŻejtun’ss edge, was among the first built during the country’s mid-century industrialisation and hosts chemical, paint, cosmetics, pharmaceutical, and paper production.
A shared childcare centre operates on that estate, which is the most useful line an employer there can put in a shift advert, so name it rather than bury it.
Training is substance-by-substance and recorded that way, and an operator who cannot read the safety data sheet in a language they actually read hasn’t been trained. Settle that, and the emergency drill, before anyone handles a drum.
Printers recruit press operators, prepress technicians, print finishers, bindery hands, machine minders, quality controllers, materials controllers and despatch clerks for the estate floors.
Security printing and paper production sit among the industries the Bulebel estate lists, so a vacancy in this trade is tied to a particular floor rather than to a choice of employers.
Work arrives in long runs, with overtime bunched on them, and the production floor is access-controlled, so lay out the pattern and the checks before a candidate accepts.
Controlled work changes the job: every sheet is accounted for, spoilage is counted and destroyed under supervision, and access is restricted by task. Say that in the posting, because the discipline suits some experienced press hands and not others.
Workshops recruit steel fabricators, welders, machinists, furniture assemblers, upholsterers, vehicle component fitters, engineering service hands and stores controllers across the estate units.
Marsa Industrial Estate lies at the innermost end of the Grand Harbour, a short run from both the airport and the harbour quays, with Albert Town and Tal-Ħandaq alongside it.
A park-and-ride at Marsa feeds three routes, serving the day shift but not the early shift, so give the start time and say whether transport is provided.
Stainless steel and aluminium work is not structural steel with a different filler: contamination discipline, separate tooling and the visible finish are the whole job. Overhead lifting and slinging require their own recorded training for whoever is doing the welding.
Operators recruit shift control room staff, mechanical fitters, electrical technicians, instrumentation technicians, water treatment operators, stores keepers, safety officers and maintenance planners.
The country’s main thermal generating site stands beside Marsaxlokk at Delimara, runs on gas with standby liquid fuel capacity, and feeds the grid through high-voltage lines.
A continuous rota makes nights, weekends and public holidays ordinary rather than exceptional, so publish the cycle, the handover point and the travel arrangement in the advert itself.
High-voltage switching requires personal authorisation issued by the undertaking after its own assessment, and nothing from a previous employer transfers. Allow for that assessment period before the post is counted as filled.
Boat owners recruit deckhands, net menders, fish graders, packers, ice and quay hands, engine mechanics, aquaculture farm hands and quayside sales staff.
Marsaxlokk is the principal fishing port, and the national aquaculture centre is also there in a bay it shares with the container terminal and the power station complex.
The fleet is seasonal and weather-dependent; quayside selling runs on Sundays, and crews are called at short notice, so shore work must fit around the fleet’s own week.
Nobody sails without basic sea safety training and a fitness certificate, and the skipper’s ticket is a separate qualification from a deckhand’s. Settle how that training is arranged and recorded before agreeing a start date.
Bakeries recruit bakers, oven hands, dough mixers, bench hands, pastry makers, packers, van loaders and counter staff for the town’s bread trade.
Qormi is the recognised centre of Maltese bread-making and holds more bakeries than any other town, several of them still working wood-fired ovens that need a hand who knows them.
The trade starts in the small hours and finishes by midday, so an advert that omits the start time wastes everybody’s interviews.
Production runs when the shops are shut. Bakery and processing shifts start in the small hours or run through the night, and a candidate should read that in the advert, because it is the usual reason an offer is declined.
Payrolls here reach well past those eleven headings: learning support assistants and caretakers across Ħamrun’s schools, head office clerks at Tal-Bajjad in Qormi, freight forwarding and customs clearance clerks at the air cargo sheds, state estate maintenance and cleansing crews, stable hands at the Marsa track, olive and vineyard hands at Żejtun, and shuttle drivers serving the estates.
An occupation missing from the list is not thereby closed, and one present is not thereby open. The employment agency can recommend temporary or lasting restrictions on recruitment into named roles or sectors, so the honest answer to an unusual vacancy is that we check it.
The ceiling is recalculated every month by comparing the current workforce with the workforce in the same month a year earlier. Permits already issued and applications recommended but not yet collected both count against it, and once it is exceeded in a month, it stops further recommendations.
The leaving record is not a simple count of departures. The termination form includes a long list of reasons, and several are excluded from the calculation: retirement, death, ill health, further study, the end of an apprenticeship, and internal transfers.
A vacancy in the Southern Region the same way as any other: the employer’s eligibility first, the advert next, the file after that, and the duties that begin when the worker starts. The items below are the pieces of that, each one something we actually do.
Thresholds here are phased and have been restated more than once, so we take the current figures from the labour migration policy in force rather than quoting a number at an employer. Micro employers sit outside the termination test, and the tests begin from anemployer’ss third year of operation.
The employer must produce most of the file. Exceptions set the timetable: academic recognition sits with the national recognition body, professional registration with the relevant competent authority, legalisation with the state that issued the paper, and the course certificate with its provider. Those four start on day one.
Induction here has a legal order. Biometrics and originals come first, then the interim receipt with temporary authorisation to work, then Jobsplus registration, and only then the first shift. The engagement form follows within four working days. We give the employer that order as a dated checklist.
Our invoice goes only to the employer. A worker pays nothing at any stage to find or arrange work, and no one may deduct from their wages for it; charging one is an offence under the regulations governing employment agencies. That is the rule, not our policy.
When a temping, recruitment, or outsourcing agency is involved, the licensing step comes before the application, not alongside it: the employment relations regulator must issue the licence first. When the agency applies, the end client is also assessed, and a failure there sinks the application.
Shorter decision periods apply to the higher-salary routes, and where they appear, matters: they are in the issuing authority’s published answers to questions, not on the eligibility pages for those routes. The published answers give five working days for one and fifteen working days for the other.
Papers issued abroad move at the pace of whoever issued them. Legalisation, apostilles, and sworn translation sit with authorities in another state, and a missing stamp is discovered late because nobody checks it until the file is otherwise complete. We ask for those documents first.
The list below deliberately avoids the things an employer in the Southern Region cannot verify. No success rate, no client named, no claim to a Maltese licence or registration, and no suggestion that we have a relationship with any Maltese authority, because we do not. We can trace every requirement we state to the page we took it from.
Doing this alone usually means starting at the candidate. We start with the employer because the application limit, the termination test, and the redundancy bar can end the exercise before a shortlist exists, and finding that out late costs a vacancy and a candidate’s goodwill.
The instrument governs,,notd a summart, which matters most when the summary sits on a government site. We work from what the labour migration policy, the single permit regulations and the employment agency regulations actually require, and we show where we read it. You can appeal a refusal to an appeals board within short filing periods counted in working days, and the notice has to go in. We do not predict what that board will do, and an adviser who tells an employer how an appeal ends is inventing it.
Change of shift is a physical event in this region. The main access road into Ħal Far is a former runway, one wide route in and out, which makes a shuttle simple to run and the queue at change of shift predictable rather than surprising, so stagger start times against your neighbours on the estate. At the other end of the region, Luqa and Gudja are small, densely built towns immediately beside the airport, so airport and hangar staff can live within walking or cycling distance of the gate, which is rare here and worth putting in an advert. Marsaskala, by contrast, is where people live and commute from, so treat it as a catchment area rather than a place you are recruiting into. AtoZSerwisPlus does not run an office in the Southern Region and says so plainly.
Ask us about a vacancy in the Southern Region, and we’ll start with your eligibility.
Use this as orientation and take the binding wording from the official source, which is where a change appears first. We found superseded figures on Maltese government pages, the exemption list, and the salary floors the employment agency publishes. None of this is legal advice; the position changes without notice, and no approval, decision, date or outcome is undertaken here at all.
Employers in the Southern Region can talk to AtoZSerwisPlus about which route a post takes, what the file will need, and what nobody can undertake about timing.
Jobsplus has its head office at Ħal Far, on the same estate as many of the occupiers, so an employer there can deal with it face to face without crossing the island. Treat that as convenience and nothing more, because none of the requirements changes with your address.
Register with Jobsplus, have Identità open the single permit portal for the company, advertise the post as the route requires, and only then apply. Each of those is a precondition, and a file lodged without them is wasted effort.
It authorises the holder to live in Malta and perform the specific job described in the application for the named employer. It authorises nothing else: not other work, not another employer, not duties carried out abroad.
The employer, in every ordinary case. Identità states that applicants cannot apply directly and that the prospective employer must apply online on their behalf, which puts responsibility for the accuracy of the filing on the employer.
Fix the length of the engagement before anything else. Everything downstream follows: which authority decides, which documents are demanded, and how long the employer should expect to wait before anyone can lawfully start.
A promotion that changes the designation needs a new application, not a note to file. An employer reading the permit as a licence to employ that person generally is reading it as something much broader than what Identità issues.
Submission authorises nothing whatever. The Government’s portal says that lodging an application is not an authorisation to reside, and the right to work arrives only when registration, the interim receipt, and its temporary authorisation are all in place.
Both publish figures, and they don’t conflict once you see what each measures. Identità describes the period the law allows and its own average; Jobsplus describes end-to-end time across every body that touches the file.
Say that the engagement opens once the authorisation is issued and registration is complete, and that no earlier date can be committed to. Candidates handle that answer better than a date that slips, and it is the only accurate one available.
An offer is where this starts, not where it is enough. Without approved portal access, a compliant advertisement, and the employer’s own compliance record in order, that offer can’t become an application.
Two weeks rather than three, on an appropriate local platform instead of the paired portal and European network. The requirement is shortened and not removed, and an advertisement that misses the shorter period still sinks the application.
Read the refusal against the gating tests rather than against the candidate. Most refusals turn on the employer’s own position: the advertisement, the reasons given for rejecting local applicants, the application limit, the termination record, or a redundancy in the post.
An appeals board hears it, under the Immigration Act, on a timetable measured in working days. It is an administrative route rather than a judicial one, and nobody involved can say in advance what it will decide.
Advertise the inner-harbour towns and the coastal estates as separate propositions. The towns behind the capital are dense, walkable, and close to the bus network, while the estates down the coast are car-and-shuttle country, and one shift pattern will not suit both.
Whether labour already available in Malta or elsewhere in the European Economic Area can do the job. That is why the platforms, the period, and the window are each prescribed: each exists to make the test real rather than nominal.
For three weeks, through Jobsplus and on the European jobs network together, and within the two months that end when the complete application is lodged. All three elements must be met, not just the duration.
The labour market testing guidelines say this directly: advertisements that don’t meet the criteria are ineligible, and the application is denied without further review. The document is published, so no employer can reasonably call it a surprise.
If the occupation sits on that list, the two-week period applies. No standalone list is currently published, so no adviser can tell an employer whether a named occupation is on it: that has to come from the authority handling the file.
No. Exemption attaches to a small number of application types and sectors, not to how skilled or hard to fill a role happens to be, and an employer reasoning from candidate scarcity to exemption is reasoning towards a denial.
Check the date and check the issuer. The exemptions now in force appear in the policy implementation document, the fact sheet, and the agency’s guidelines; an undated form that contradicts all three has been overtaken, regardless of its letterhead.
They must exist, and withstand scrutiny. The duty is to justify each rejection of an entitled applicant, so reasons invented after a refusal letter arrives are no use: the record gets built during the recruitment itself.
Growth is possible, but bounded by theemployer’ss size and history rather than a national allocation. A programme that would multiply a workforce within one year meets the application limit long before it meets any cap.
Recommendations stop for that month. The calculation runs monthly against the same month a year earlier, so the position recalculates the following month rather than closing for the year, which makes the sequencing of filings worth some thought.
Micro employers sit outside it altogether, and it applies only in an employer’s third year of trading. Everyone else is measured, at group level, against a threshold that has been tightening in stages.
Together, as one employer, unless a separate calculation has been formally requested. Both the application limit and the termination test run at group level, so one company’s record affects every other company in the group.
Both the policy implementation document and the labour market testing guidelines carry it, in the same terms. It arrived with the first phase of the labour migration policy and has been applied since.
Compliance with the disability employment legislation, either by employing to the statutory share or by paying the compensatory contribution instead, is a precondition for a third-country application. An employer that is not compliant cannot expect the application to proceed.
Ask which island you mean before you book travel or write a contract, because Santa Luċija is both a local council in this region and a hamlet in Gozo. An address without the island is how a candidate ends up crossing the channel for a post in the south.
Through Jobsplus, which publishes the forms and the current filing requirements for employers. An adviser can prepare and lodge them, but the employer whose name is on the engagement remains responsible and must meet the deadline.
Time, and the time is not recoverable. A suspension lifts only when the record is corrected, so a start date given to a candidate based on a pending application can be lost to someone else’s missed form.
No. Cash does not meet it, and an employer paying that way is not paying under the contract on which its application was approved, whatever the worker says they are willing to accept.
No. It is a pre-departure requirement verified as part of the permit process, so treating it as an induction to be arranged once the worker has landed leaves the application short of a required document.
Check the occupation against the published exclusions for that post before the vacancy goes out, and check again for the next hire. The excluded list is not fixed, and a role that sat outside it may not do so next time.
Treat it with care. Commentary describing a card scheme for the sector as running does not match anything published, and an employer asked for such a card by an intermediary should ask what instrument requires it.
Satisfy itself that the provider is licensed, and keep the evidence. Taking employment services from a provider without a licence is also a breach by the client, so this is not diligence for its own sake.
Evidence of the work contract, which is mandatory, and a declaration about the posting, which is verified rather than taken at face value. Both come in with each application, not once at the start of the relationship.
It is rejected with the client. The two are assessed together, so a failure on the client’s side ends the agency’s application, regardless of how far it has progressed or who prepared it.
The regulations governing employment agencies carry both limbs: nothing may be levied on a person seeking employment services, and no wage deduction may be made for services rendered. Both bind the licensed provider and the business using it.
Read the licence, read the worker’s contract, and compare the terms with what was approved on the application. Ask who paid for what in the recruitment, and keep the answer in writing before the worker starts.
The employment relations department publishes the current amount, and the legal notice behind it carries the age bands that a single published figure can hide. Take both rather than one of them.
Normal hours, for one, because nothing national fills that gap where an order applies. It may also set thresholds and premiums for extra hours, and the leave an employee can take when sick, but they are not uniform across the week.
Recruit ancillary and support posts for Ħamrun before term opens, not during it, because the town has the country’s densest group of state and church schools, and they all want the same people at the same point in the calendar.
Not by itself. The limit applies to the average across the reference period so that a busy week may be offset by a quieter one, provided the rest periods are maintained and the records show it.
It cannot. There is no obligation to work overtime during pregnancy, or for twelve months after the birth or adoption of a child, so a rota built on everyone being available at all times is built wrong.
Give it immediately afterwards. Where one of the permitted circumstances prevented a full period, the compensatory rest follows at once rather than being banked, and an employer carrying owed rest has a problem it cannot pay off.
Mostly not. An employer may not replace 160 hours of this with a payment while the employment continues; only on termination does that change, and the balance is open to agreement.
The current category table, read against the wage actually payable and the worker’s birth date, which keys the band. Budget from the figures for that band rather than from a rule of thumb, and expect the table to be reissued.
The facts, not reassurance: what the policy provides for, what the portal still says, and that the two haven’t been reconciled. A written termination letter with an effective date matters more to the worker than either.
Through two separate routes. The national recognition centre handles the academic side within the authority for further and higher education, and a regulated occupation also needs registration with the body that governs that profession.
The transport authority publishes the countries it exchanges with, the residence condition and the documents each route needs. The permit-side requirement is on the checklist issued for the application, which is a different source.
