Cyprus Grants Over 28,000 Golden Visas Since 2014, Majority to Chinese & Russian Nationals
Since the launch of its Golden Visa program in 2014, Cyprus has approved 28,660 residency permits under the Residency-by-Investment scheme, according to the Ministry of Finance.
Top Nationalities Benefiting from Cyprus Golden Visas
The following countries account for the highest number of beneficiaries:
- China: 10,100
- Russia: 8,478
- Lebanon: 1,822
- Ukraine: 983
- Jordan: 907
- Iran: 699
- Egypt: 586
Additional recipients include:
- Vietnam: 412
- Syria: 346
- United States: 277
- United Kingdom: 251
These figures include family dependents. In total, 14,646 main applicants have been processed since the program's inception.
Investment Requirements for Cyprus Golden Visa
To qualify for Cyprus' Golden Visa, applicants must:
- Invest €300,000 in new real estate, Cypriot investment funds, or company shares.
- Show a post-tax annual income of at least €50,000.
Notably, only new properties are eligible under the scheme, preventing competition with local homebuyers for resale properties.
From 2014 to 2025, Cyprus issued 61,128 residence permits to third-country nationals, a significant portion of which were investment-based.
Cyprus Expands Start-Up Visa Scheme to Attract Global Talent
To boost innovation and entrepreneurship, Cyprus updated its Start-Up Visa scheme earlier in 2025.
Deputy Minister Nicodemos Damianou confirmed changes that:
- Extend the initial residence permit from 2 to 3 years.
- Double the renewal period from 1 to 2 years.
- Continue offering visa access to non-EU founders and senior executives of start-ups.
The program is central to Cyprus’ strategic plan to enhance its innovation ecosystem and economic diversification.
