Lithuania Moves to Expand Citizenship Revocation Law for Dual Nationals Supporting Aggressor States
A new legislative proposal introduced by members of Lithuania’s conservative Homeland Union (TS-LKD) seeks to expand the legal basis for revoking Lithuanian citizenship from dual nationals who support aggressor states or threaten national security.
The bill, backed by MPs Agnė Bilotaitė, Laurynas Kasčiūnas, Dalia Asanavičiūtė, Arvydas Anušauskas, and Žygimantas Pavilionis, would apply to all dual citizens—regardless of how they acquired Lithuanian citizenship. If passed, it would prevent such individuals from acquiring, regaining, or retaining Lithuanian citizenship.
MEP Dalia Asanavičiūtė explained that the motivation behind the proposal is to stop individuals—particularly Russian regime supporters and their descendants—from exploiting Lithuanian citizenship to bypass international sanctions. “They are not pursuing Lithuanian citizenship out of patriotism or connection to their roots, but rather to evade restrictions,” she said.
The proposal clarifies that it will only affect individuals holding multiple nationalities. In line with the Convention on the Reduction of Statelessness, Lithuania will not revoke someone's sole citizenship.
This initiative builds on amendments made in 2023, which allowed revocation of citizenship granted by exception if the individual posed a national security threat or supported states hostile to Lithuania or its allies.
Sanctions Extended on Russian, Not Belarusian, Nationals
In a separate decision, Lithuania’s parliament recently extended sanctions on Russian citizens for another year. Under the new measures, Russians who travel to Russia or Belarus more than once every three months could lose their legal residency rights in Lithuania. However, the restrictions were not extended to Belarusian nationals following the final parliamentary vote.
