Portuguese Beach Concessionaires and Vacationers Welcome Smoking Ban

The bill proposing a ban on tobacco use was introduced by the Government on May 26, prohibiting smoking on sea, beaches, rivers and lakes, AtoZSerwisPlus.com reports.

“We are out here in the open air. I think this is more or less the situation that happened with the terraces of cafes. There was a bit of a shock among the population, but people ended up joining in,” Tiago Duro, owner of the Minha Praia concession in Quarteira, said.

He pointed out that based on other countries decreasing smoking rates, the ban can work to reduce smoking around the area. Similarly, another concessionaire at Praia Alegre agrees that the decision to forbid customers from smoking should be applied.

Christofe Pontes pointed out that the problem isn’t smoking rather than cigarette butts in the sand that is so negative for the environment.

He also said that smokers are a minority; however, cases of smoking should be treated by restaurants, where smokers should not disturb those that don’t smoke.

According to the proposed law, smoking will also be prohibited in certain areas, such as public swimming pools and water parks, as the Government considers these areas to be entertainment areas frequented by children.

In addition, the ban on selling tobacco products will be extended to other areas such as sports venues, swimming pools and water parks, venues and concert halls, amusement venues, bingo halls, game rooms and casinos, as well as other areas intended for shows and music festivals. Home delivery and street vending also are included in the list of areas where selling tobacco is forbidden.

Selling tobacco through vending machines is not banned in places located less than 300 metres from places designated for people under 18 years of age.

On the other hand, despite being initially announced by the Government, the proposal handed over to parliament no longer provides bans the sale of tobacco at petrol stations.

According to the Minister of Health, Manuel Pizarro, there is a lack of alternatives for the purchase of tobacco in many locations; thus, it should continue to be sold in petrol stations.

A pack of cigarettes in Portugal costs around €5, which is one of the lowest prices in Western Europe. While some argue the Government should instead increase the tobacco tax, Pizarro said that was not a priority as prices beyond a certain level would simply encourage smuggling.
