Describe your agency, the trades you assess and your source countries, and we will reply with how a cooperation could begin.
Kardzhali Province lies in the Eastern Rhodopes on Bulgaria’s southern frontier with Greece. It is a province of hills, reservoirs, and hundreds of small villages rather than large plains, with seven municipalities: Kardzhali, Momchilgrad, Krumovgrad, Kirkovo, Ardino, Dzhebel, and Chernoochene. Employers here run sewing and knitwear workshops, tobacco warehouses, bakeries and dairies, construction firms, metalworking and plastics shops, sawmills, and mines that extract metal ores and industrial minerals. The scale is smaller and the roads slower than on the Thracian plain to the north, and that shapes how recruitment should be planned.
AtoZ Serwis Plus would give agencies and workforce suppliers outside the EU a way to propose candidates to employers in the province, once a request has been checked, each assignment resting on terms signed by both sides. We would verify the employer's request is detailed enough to recruit against, advise partners on building files that show real skill, and relay questions between Kardzhali and the source country. A word on what we are not: search the Employment Agency lists of Bulgarian intermediaries and temporary work agencies, and you will not find AtoZ Serwis Plus there, nor on our premises in Bulgaria. The person who signs a worker’s contract in Kardzhali or Krumovgrad is the Bulgarian employer itself, or an intermediary or temporary work agency the employer has hired and that holds Employment Agency registration. National rules are on our Bulgaria recruiter page.
For the economic base, the gov.bg portal written for arrivals from Ukraine names mining and mineral processing (non-ferrous metals, gold and non-metallic minerals), textiles, clothing and knitwear, food, beverages and tobacco, with oriental tobacco singled out, construction, logging, and plastics, metalworking and mechanical engineering. It mentions foreign investment in clothing from Greece, Turkey, Germany and the Netherlands, and names bakeries, dairies, meat processors and tobacco processors among local employers.
A regional administration employer survey names construction workers, tailors, bakers and confectioners, and machine operators among sought occupations. Needs change, so partners should ask each employer about its own demand and treat practical trades, not general labour, as the likely focus of any request.
Clothing work rewards proven speed and quality on specific machines. Partners should establish which garments a candidate has made, on which machines (lockstitch, overlock, coverstitch) and whether they are used to piece-rate pay.
Bakers and confectioners need documented experience with dough, ovens and early-hour shifts. Dairy and meat work requires hygiene discipline. Tobacco processing and warehousing follow a seasonal rhythm linked to the crop, so each request should state whether the work is year-round.
Masons, steel fixers, carpenters and plant operators fit construction demand. Mining and mineral processingnrequireor heavy-equipment, blasting-area or processing-plant experienc,e with safety record, when an employer requests its. Logging and wood processing require chainsaw and sawmill skills, plus comfort working outdoors on slopes.
A useful request names the municipality, because a job in the city of Kardzhali and one in a Kirkovo or Ardino village are very different propositions for a newcomer. It also states the machines, shift hours, and the language supervisors speak. Partners should recruit against that description and tell the employer frankly when a candidate fits only partly.
Kardzhali’s first screen asks each person for a CV and for something that demonstrates the trade itself. Good proof might be a tailoring certificate, a former baker’s reference, photos of brickwork or garments, or a clip of the candidate operating an excavator. Passports, criminal record certificates, and medical papers do not travel at this stage; they are requested only once a shortlist exists and the employer or registered Bulgarian agency has issued its written list.
Screening questions by trade:
Asking the same questions of every candidate gives a Kardzhali employer a fair comparison.
Hypothetical example: a knitwear workshop in Momchilgrad asks for eight overlock operators for women’s tops, paid partly by piece rate, with shared flats a short walk from the workshop. The partner would first obtain the written piece-rate table and housing terms, then invite candidates to sew a timed sample of the same garment type, and propose only those whose output and finish meet the workshop’s stated standard.
The parties would agree that no candidate hears about a post until the employer is confirmed. In Bulgaria, every company has a Unified Identification Code (UIC, or EI inBBulgaria, and the RegistryAgency’ss online Commercial Register can be queried by code or name. The result shows the company type, its seat, who manages it, and which documents it has filed. A sewing workshop may be registered at an owner’s address and operate in a village hall elsewhere, so the request must include the actual site address.
If a Bulgarian intermediary or temporary work agency is part of the chain, the parties should look up its Employment Agency entry first. Under the temporary work model, the agency employs the worker and lends them to a user company, so if a registered temporary work agency is the employer, partners should confirm with it how the permit application is made.
For a Kardzhali request to be usab,le it should include:
Before anybody commits, the worker should read a draft contract in a language they know. A cooperation agreement for Kardzhali requests would cover data handling, the checks each side carries out and the consequences of an employer withdrawing. Commercial terms would be settled in writing, and candidates would never pay.
Workers with EU, EEA, or Swiss citizenship can start with a Kardzhali employer without a permit. If they stay longer than three months, they must register with the Ministry of Interior’s migration service and get a residence certificate. Under the labour market test, a Rhodope employer must first search among Bulgarians and other Europeans.
Everyone else needs Bulgarian authorisation tailored to the post. For year-round sewing, baking, building or mining posts the usual instrument is the combined residence and work permit, known as the single permit. Short tobacco or farm seasons may use seasonal procedures, but only for activities on the labour minister’s list of seasonal sectors: a declaration-based registration for seasons of 90 days or less, and a separate seasonal permit for longer stays, up to nine months in twelve. Highly qualified mining engineers or geologists may qualify for the EU Blue Card, and staff moved within an international group can use an intra-corporate transferee permit.
Bulgaria has signed bilateral labour migration agreements with Moldova, Armenia, and Georgia, and Moldova’s is in force; recruitment under them runs through the public employment services. The agreement with Uzbekistan is still a draft. Applicants of Bulgarian origin have an easier path through registration with the Employment Agency. Partners should raise either case at the outset.
The employer starts and owns the case. A firm in Kardzhali, Momchilgrad, or Krumovgrad sends its single permit application to the Interior Ministry's migration authorities, who rule only after the Employment Agency has assessed labour market access. Applications can be submitted through a government online platform, and documents for the Employment Agency are submitted electronically, signed with a qualified electronic signature. The Employment Agency has a labour office directorate in Kardzhali. The ageThe Agency's asks whether advertising the Kardzhali post drew no fit applsuitable applicantslgaria, the EU, the EEA or Swit, zerland, whethe; pay and conditions match those of a Bulgarian in the same work, and wh;ther the candidate is qualified. A ceiling also applies: non-EU single permit staff may not exceed a set proportion of the employer’s average workforce, higher for SMEs. For small Kardzhali employers, the ceiling may allow only a few hires, and partners should ask before recruiting a team.
With a positive decision in hand, the worker visits the Bulgarian consulate serving their home country for a type D visa, travels in, and collects the residence card on Bulgarian soil. Because the permit is tied to that employer and that post, any later move to a different Kardzhali business needs a new authorisation; a proposed change to ease such moves is not yet in force.
A foreign worker in Kardzhali Province has the same labour rights as a Bulgarian colleague. The normal working week is forty hours spread over five days, normally eight hours a day. Night shifts, which a bakery may need, are shorter by law and paid at a higher rate. The Labour Code generally forbids overtime and allows it only in specific cases, such as urgent repairs or intensive seasonal work, within limits and with extra pay. Paid annual leave is at least 20 working days.
The government decree sets a minimum wage for all of Bulgaria. No pay figures are given; the job request and draft contract should state gross pay, supplements for night or overtime work and, for sewing, how piece rates produce monthly earnings. Pay is made in euros, at least monthly, and can go into a bank account the worker names.
A Kardzhali payslip may show only deductions that legislation allows, tax and contributions above all, or deductions the worker has accepted in writing, and limits still bind them. Rent, meals, or transport taken from wages should be written into the request and the contract before departure. Partners can ask each candidate to sign a short note confirming the net pay they expect, so the first Kardzhali payslpayslip doesn't come shock.
Kardzhali Province is mountainous and spread out, with hundreds of small settlements. A worker placed in a village workshop may have no shop, pharmacy or bus within walking distance, and partners should ask the employer what public transport, if any, links the villages. The job request should therefore state exactly where the worker will live, how they will get to work, and how they will reach the city of Kardzhali for banking, documents, and health care.
The government information portal places the province on the European transport corridor running from Ruse through Dimitrovgrad to Alexandroupolis in Greece. It putsthe Makaza croputs thebout 50 kilometres from the city of Kardzhali. The Ministry of Foreign Affairs has reported the Makaza-Nymfaia crossing open to cars, lorries and buses. The Greek port of Alexandroupolis is roughly 170 kilometres away. The province has an airport; arrivals come by road from Plovdiv, Sofia, or o or Burgas airports, and partners should plan that leg.
Agree on accommodation in writing before travel: address, number of people per room, heating, kitchen and washing facilities, rent, and whether it is deducted. Partners should never present housing as free unless a Kardzhali employer puts that commitment on paper. The law requires written terms when an employer houses seasonal workers. Each non-EU newcomer fills in an address card for the Interior Ministry, and the residence file must show where they will sleep.
Settling in a small town takes effort on both sides. A newcomer in Ardino or Kirkovo may find few other foreign residents nearby. So, an employer who arranges a shared kitchen, an internet connection, and a regular lift to the city of Kardzhali gives the placement a better chance of lasting.
Rhodope winters can bring snow and ice on mountain roads, and heating matters. Workers should bring warm clothing, and partners should ask how the employer handles transport on snowy days.
A CV and proof of the core trade are enough to open a file. Passports, legalised or apostilled diplomas, criminal rrecord certificates and medical certificates are collected only for shortlisted candidates and only against theemployer's written list or the reregistered Bulgarian agencyGathering full identity scans from dozens of applicants who will never reach an interview serves no one.
Recruitment files fall under the GDPR and the Bulgarian data protection statute, enforced by the CPDP, the national data protection commission. Each party should clearly state whether it is a controller or a processor, protect what it holds, and erase it when the purpose ends. When files flow from the EU to a sending agency outside the EU, a GDPR transfer tool must cover them, most simply, standard contractual clauses that both parties sign.
Candidates deserve a plain explanation in their own language of who will receive their data, for what and for how long, and of their right to see, correct or withdraw it.
Interviews would be held via video with the employer’s foreman or owner, with annterpreter where necessary. Formats we would suggest:
The partner should send the employer a brief written record of each test and its result. Nothing is filmed unless the candidate agrees and knows which people at the workshop will watch.
Small Kardzhali employers may have no translator on site, so the request should state which language the owner or supervisor uses day to day.
The briefing should cover the town or village, the employer, working hours, gross and net pay, deductions, housing, mountain weather and what to bring, including winter clothing. The worker should carry a signed contract, translated into their language.
On arrival, the employer may not start a shift until it has lodged the contract online with the revenue agency and given the worker proof of that lodging; once a non-EU worker has started, the employer also reports it to the Labour Inspectorate. An LNCh, the foreigner’s personal number, then links the worker’s tax, insurance, and employment entries. The NSSI handles pensions and other social insurance, while the revenue agency collects contributions. Health insurance hinges on the residence category held, so partners should obtain the employer’s written explanation of how health care is arranged from the start.
Distance makes early support more important here. A named contact, a lift to the city to open a bank account and register the address, help with a phone line, and apartner’ss phone call once the first fortnight is over will all ease the start in a small Rhodope town.
In Bulgaria, a registered employment intermediary may not charge a jobseeker any fee, whether directly, indirectly, in full or in part. Cooperation through AtoZ Serwis Plus would adopt the same rule and accept no charges to candidates at all, whether framed as a fee, a deposit, a visa service or a training cost. A partner that takes money from workers cannot participate.
A worker in Kardzhali Province whoexperiencess unfair treatment can file a complaint with the regional office of the Labour Inspectorate by web form, email, letter or in person. The CPDP handles misuse of personal details. The regional Ministry of Interior directorate in Kardzhali deals with police matters, and 112 is the emergency number. Partners should give workers these contacts before they travel.
Isolation can make abuse harder to see. Warning signs include demanding paymentt for a job, replacing contractsts on arrival, holdinholding g identity documents, unpaid wages, or offers to move to another EU country on a Bulgarian permit. A state anti-trafficking commission steers prevention and help for victims, and a hotline run by a non-governmental organisation answers at any hour in many languages. Call 112 in an emergency.
Partners should report concerns immediately. A worker keeps their own passport.
The public sources belohelp you checkng employers and procedures in the province.
Agencies recruiting tailors and machine sewers, bakers and confectioners, masons and other building trades, machine operators, miners and plant operators, forestry workers, or drivers, and that can show how they test those skills are the ones we most want to hear from. Tell us which countries you recruit in, how you screen, how you prepare candidates for life in a small mountain town and how you protect their data. The government information portal lists mining and mineral processing, textiles, clothing and knitwear, food, beverages and tobacco, construction, logging, and plastics, metalworking and mechanical engineering. Bakeries, dairies, meat and tobacco processors are named among local employers.
A regional administration employer survey named construction workers, tailors, bakers and confectioners and machine operators among sought occupations in Kardzhali Province. Demand changes, so partners should ask each employer about its own need before sourcing anyone.
Yes, where an employer requests it. The government portal lists clothing and knitwear among the province's sectors, and tailors appeared in a regional administration survey of sought occupations. Candidates should prove speed and quality on lockstitch, overlock or coverstitch machines with a timed sample.
Bakeries are named among local employers on the government portal, and bakers and confectioners appeared in a regional administration employer survey. Partners should ask each Kardzhali bakery about its own need, look for documented experience and readiness for night or dawn shifts, and test with a filmed bake.
The government information portal lists mining and mineral processing, including non-ferrous metals, gold and non-metallic minerals, among the province's sectors. Any mining request would come from a named company, and candidates need documented equipment and safety experience.
Food, beverages and tobacco form one of the province's sectors, with oriental tobacco singled out by the government information portal, and the regional administration's report mentions tobacco warehousing. Tobacco work can be seasonal, so the request should state its pattern.
Construction is one of the sectors listed for the province, and construction workers appeared in a regional administration survey of sought occupations; ask each employer about its own need. Masons, steel fixers, carpenters and plant operators with proof of past work are the profiles to prepare.
The government information portal mentions logging, with several forestry units in the province. Chainsaw operators, sawmill workers and timber handlers with safety certification and outdoor stamina could fit if an employer asks for them.
Seven: Kardzhali, Momchilgrad, Krumovgrad, Kirkovo, Ardino, Dzhebel and Chernoochene. The province has hundreds of small settlements, so the exact location of the workplace matters greatly for housing and transport.
The province borders Greece. The government information portal puts the Makaza crossing about 50 kilometres from the city of Kardzhali, with Komotini about 78 kilometres away and the port of Alexandroupolis about 170 kilometres away.
The Bulgarian Consulate General in Thessaloniki has reported the Makaza-Nymfaia crossing open to cars, lorries and buses. Partners should check current crossing conditions before planning travel by that route.
No. Its scope stops at the Bulgarian border and at the one approved employer and post. Bulgaria is a full Schengen member, so short visits to Greece are possible within the 90 in 180 day rule, but working there needs Greek authorisation.
No. Workers arrive by road, for example from Plovdiv, Sofia or Burgas airports. The job request or the partner's plan should cover that final leg, ideally with the employer arranging a pick-up.
Yes. The Employment Agency has a labour office directorate in Kardzhali. Employers deal with it on registered vacancies, while opinions on labour market access for permits are given by the Employment Agency itself.
The employer and its UIC, the exact settlement, the duties, working hours and early or night shifts, gross pay, overtime and piece rates, housing and transport with costs, the start date and the contract length.
Search the Registry Agency's Commercial Register online by name or UIC to see the company type, seat, managers and filed documents. If the seat differs from the workshop, ask for the workshop address in writing and match it to the request.
The employer, never the worker alone. Its application goes to the Interior Ministry's migration authorities, who await the Employment Agency's view on labour market access before ruling.
That an advert for the post attracted no fit applicant from Bulgaria, the EU, the EEA or Switzerland, that pay and conditions match a Bulgarian's in the same work, that the candidate is qualified, and that it stays within its cap on non-EU staff.
The cap is a proportion of each employer's average workforce, higher for SMEs. A small Kardzhali workshop may therefore be able to hire only a few non-EU workers. A reform to raise the cap is proposed but not law.
A long-stay type D visa from a Bulgarian embassy or consulate, normally in the worker's country of residence. After entering Bulgaria, the worker receives the residence document.
Only with a new authorisation, since the permit belongs to one employer and post. Changes to make switching easier have been proposed in Parliament and are not yet in force.
No. Nationality of any EU or EEA state or of Switzerland is enough to work; only a stay over three months triggers a residence certificate from the Interior Ministry's migration service.
Not for ordinary employment. Visiting for up to 90 days in any 180, visa or not, does not cover a normal job. Seasonal work of up to 90 days in a listed sector can run on the employer's registration with the Employment Agency, without a residence permit, provided it is registered before work starts.
Only for activities on the labour minister's seasonal sector list. Short seasons, 90 days at most, rest on the employer's declaration to the Employment Agency; longer ones, capped at nine months in any 12 months, call for a seasonal worker permit.
Possibly. It targets highly qualified people holding a degree or, in certain fields, experience accepted in its place, a contract of six months or more and a salary above the national threshold. It is outside the cap and the advertising requirement.
Labour migration agreements with Moldova, Armenia and Georgia have been signed, with Moldova's in force, and public employment services handle recruitment under them. A text with Uzbekistan is only a draft. People of Bulgarian origin have easier access through registration; other nationalities use the general rules.
A five-day, forty-hour week, normally eight hours a day. Night shifts have shorter limits and higher pay, and overtime is permitted only in cases listed in the Labour Code, within limits and with a premium.
Night work has stricter limits and must be paid at a higher rate. The bakery's request should set out start times, shift length and supplements, and partners should make sure candidates accept the hours before they commit.
Gross pay and supplements come from the Kardzhali employer in its request and draft contract, paid in euros, at a level no worse than a Bulgarian doing the same job would get. Regional wage data is available from the National Statistical Institute.
The workshop should describe in writing how piece rates turn into monthly pay and how that relates to the national minimum wage. Partners should go through an example with the candidate before they accept.
Only under a statutory rule or with the worker's signed agreement, and inside the legal ceiling. Such deductions should appear in the request and contract before departure so that expected net pay is clear.
Twenty working days each year at minimum; some groups get extra, and contracts or collective agreements may add more.
A CV and proof of the trade, such as a certificate, a former employer's reference, photos of finished work or a short clip. Passports and official certificates are requested later, on the employer's or registered agency's written list.
Whatever the Kardzhali employer or its registered agency puts on its list, which may mean passport pages, legalised qualifications, work history evidence, a police record extract and an accommodation document, gathered only from shortlisted people.
EU and Bulgarian data protection law both apply, with the CPDP as regulator. A file leaving the EU side for a non-EU sending agency needs a written transfer safeguard such as signed standard contractual clauses.
The candidate sews a sample on the machine type the workshop uses, within a set time, and the result is photographed or filmed for the employer. Filming needs the candidate's consent and a statement of who will view it.
Photos of past work, the trades they hold, plan-reading ability and a short practical task. Experience with formwork, rebar or masonry should be matched to what the Kardzhali employer has asked for.
The employer decides. Small Kardzhali firms may have no translator, so the request should state which language the owner or foreman uses. Partners can then test that language rather than assume.
It depends on the employer. Some posts are in the city of Kardzhali, others in Momchilgrad, Krumovgrad or village workshops. The request should give the address and explain how the worker reaches work, shops and services.
Winters can bring snow and ice on mountain roads, and heating becomes important. Workers should pack warm clothing, and partners should ask how the employer handles heating in housing and transport on snowy days.
Connections between small Rhodope settlements can be limited, so partners should ask the Kardzhali employer whether it provides transport and how a worker would reach the city of Kardzhali for banking, documents and health care.
Yes, if a haulier asks. Beyond the right category and Code 95, a licence from outside the EU is exchangeable only when a qualifying country issued it, a tachograph card requires a driving licence issued in the EU, EEA or Switzerland and normal residence in Bulgaria, and international work needs a driver attestation.
Put the contract in writing, lodge it online with the revenue agency and hand the worker proof of the lodging, all before the first shift. Once a non-EU worker has started, the employer also informs the Labour Inspectorate.
A foreigner's personal number that comes with the residence card and lets Bulgarian offices match one worker across tax, insurance and employment files.
Health insurance status depends on residence status. Partners should get the employer's written explanation of how health care is arranged from the first day, and confirm that social insurance contributions are paid.
Look it up on the Employment Agency's public list of intermediaries and temporary work agencies. For any agency joining a Kardzhali recruitment, the parties would do this before a single file changes hands.
No. It holds no Bulgarian registration as an intermediary or temporary work agency, has no office in Bulgaria and announces no vacancies. A Kardzhali worker's contract is with the employer, or with a registered Bulgarian agency the employer brings in.
The government information portal places Kardzhali Province on the European transport corridor running from Ruse through Dimitrovgrad to Alexandroupolis, with the Makaza crossing about 50 kilometres from the city of Kardzhali. Partners can ask whether a workplace lies on that route or in a remote village.
No. Registered intermediaries in Bulgaria may not charge jobseekers any fee, and cooperation with AtoZ Serwis Plus would accept no charges to candidates, whether called a fee, deposit, visa service or training cost.
The Labour Inspectorate's regional office takes workplace complaints by web form, email, letter or visit; misuse of data goes to the CPDP. Police matters fall to the regional Interior Ministry directorate in Kardzhali, and 112 covers emergencies.
Money demanded for a job, contracts replaced on arrival, passports held by an employer or landlord, unpaid wages and offers to move on to another EU country. The national anti-trafficking commission coordinates support, and an NGO hotline is open day and night.
Haskovo Province sits on the Maritsa corridor with chemicals, wine and logistics near Turkey. Kardzhali Province is mountainous, with small towns, sewing, bakeries, construction, mining, tobacco and wood, and a crossing to Greece at Makaza.
Introduce your agency through the recruiter registration form, stating your source countries and the trades you test. Terms would be signed before any recruitment for a Kardzhali employer starts.
