Tell AtoZ Serwis Plus which countries and trades you cover, and you will receive a written reply.
Liberec lies beneath the Ještěd ridge in northern Bohemia, where the Czech Republic meets Poland and Germany, and serves as the seat of the Liberec Region. Its employers make vehicle components, rubber and plastic goods, glass and jewellery, and they serve visitors in the Jizera Mountains and the western Krkonoše.
The arrangement would begin when a Liberec employer sets out a need in writing. AtoZ Serwis Plus would examine that need and, if a suitable, verified request arises, forward a defined profile to one partner whose market and trades match it. That partner would source and pre-screen;n, the employer would interview and make the hiring decision, and the employer alone would become the party to the employment contract.
One clarification belongs at the start: AtoZ Serwis Plus is not a Czech employment agency with a ministry permit; it has no office in the Czech Republic, and no vacancy, job order or client in Liberec is implied by anything here. The Czech employer handles the contract, registration, reporting, and payroll. If a Czech agency were to join the chain, it could do so only under a permit from the Ministry of Labour and Social Affairs.
Each cooperation would start with a signed agreement that allocates contact with candidates, data protection duties, complaint handling and the principle that candidates are never charged. National background is collected on the Czech Republic recruiter page.
According to the Czech Statistical Office, the Liberec Region remains mainly industrial, and tourism is a significant part of its economy. Each activity below translates into a different recruiting brief.
Textiles have lost their former dominance. The regional authority is preparing a new road link between the Jih zone and the I/35, which is still under preparation. Current figures are available from the Czech Statistical Office.
Liberec sits close to both Poland and Germany, inside the Neisse-Nisa-Nysa euroregion, so partners will ask about crossing borders. The answers are firm.
Everyone else from outside the EU needs one of the permits in the next section. Visa-free entry and tourist visas never permit work; a visitor who starts a job in Liberec commits an offence, and so does the employer who allows it.
The employee card is the standard way for a non-EU national to take a long-term job in the Czech Republic. It is a residence permit for over three months which, as a dual card, also covers work in one particular post. The steps follow in this order:
Embassy capacity is capped: a government regulation limits how many card applications each post accepts. Priority goes to employers accepted into one of three government schemes (Highly Qualified Employee; Qualified Employee, open to nationals of listed states; Key and Scientific Staff), so employers should check early.
Alternatives include the EU Blue Card for degree holders earning well above the average salary; the intra-company transfer card for staff moved inside a multinational group; seasonal work in listed sectors such as accommodation, food services and agriculture, with a Labour Office work permit and a short seasonal Schengen visa of no more than 90 days or a longer seasonal visa; and Labour Office work permits for a few other situations.
Card holders who want another employer must give the Interior Ministry advance notice and wait for its confirmation. An initial period normally rules a change out, and losing a job without notifying a new one inside a set time ends the card. A new foreigners’ entry and residence act has cleared the lower house of Parliament but has not taken effect; updates appear on ipc.gov.cz.
A request would go to a partner only after the parties have confirmed the employer exists, trades, and can lawfully hire. The checks they would agree to carry out:
Czech agencies may appear in a request. One holding a ministry permit may employ a holder of an employee card and assign that person to a user plant, subject to a government regulation that bars such assignments mainly for low-skilled work. A card holder is not allowed to switch later to an agency employer. Handing workers over to another firm without a permit, under the guise of a work contract or service, is unlawful in the Czech Republic, and the parties would walk away.
Money from candidates is off limits. Czech law forbids demanding payment from a jobseeker whose employment is arranged for a fee, and any cooperation involving AtoZ Serwis Plus excludes charges of any kind to candidates. A partner taking such money would forfeit its place in any agreement.
Any search would follow a profile signed off by the employer, naming the post, the CZ-ISCO code under which it will be filed, the decisive skill, the rota, the workplace and the working language. A partner would never advertise a post the employer has not signed off.
Round one asks for only two things: a CV and evidence that the candidate can perform the core task. For a setter that might be a record of the machines handled; for a glass cutter, photographs of finished pieces; for a cook, a trade certificate or references from kitchens. Identity papers, passport scans and family information have no place in this round.
Screening questions would follow the sector:
Haulage and delivery requests add driver rules. Professional lorry and bus drivers must hold Code 95, the certificate of professional competence, and a non-EU national driving for a Czech employer may acquire it in the Czech Republic. Permanent residents and temporary residents whose long-term visa runs for over one year, must convert a foreign licence within a set period, and drivers whose habitual home is in the country can obtain a digital tachograph card from a municipal office. For journeys abroad, partners should check driver attestation requirements with the Ministry of Transport.
The Liberec employer makes hiring decisions and documents them in writing. Partners prepare candidates, book sessions and arrange interpreters where asked.
A fair interview would use the same core questions for everyone, a realistic picture of the plant or hotel, a frank explanation of rotas, housing and winter conditions, and time for questions from the candidate. Video suits the first stage; finalists may meet the employer in person.
Trade tests make claims visible. A setter could show a changeover on a familiar machine type, a quality inspector could measure parts against a drawing, a glass cutter could produce a sample piece for the employer’s judgement, and a cook could prepare set dishes under observation.
Hypothetical example: a component plant in the Jih industrial zone in Liberec asks for three machine setters for injection moulding on three shifts. After the employer checks, the partner screens CVs and machine records, the employer holds video interviews, a supervised changeover test follows in a training centre abroad, and only the chosen setters are then asked for identity documents.
A candidate who is turned down gets a prompt answer, and the file is closed unless the candidate asks to be kept for later rounds.
Documents follow the process rather than precede it. At first screening the partner holds only the CV and evidence of the main skill. Identity documents are requested later, and only those on the employer’s written list.
The GDPR and the Czech Act on Processingg PersonalData apply at every step, and the Office for Personal Data Protection oversees compliance. Collection would stay minimal, each data set would carry a retention date, and files would be destroyed when a selection round ends.
Data passing from AtoZ Serwis Plus, as the EU-based party, to a partner outside the EU, or travelling the other way, would move only under an adequacy decision or the European Commission’s standard contractual clauses, with technical safeguards and a named contact for candidates who want to exercise their rights. Each candidate would get a written notice explaining who keeps the data.
Foreign employees with work authorisation share the pay and conditions of Czech staff in the same post. The national minimum wage, set by government regulation, is the sole statutory floor in private firms, and card posts must reach it. Each request would give gross monthly pay, any shift or performance elements and the payday.
Component plants on continuous lines and hotels in high season both test the working-time rules. Candidates should know that:
An employer may charge for accommodation, meals, transport to a mountain hotel, or protective clothing. Deductions are possible only as the law allows; partners would check each one with the employer, and the written offer would show each sum before the candidate accepts.
Agency workers placed at a Liberec plant are entitled to terms at least as good as those of comparable plant employees, and the agency and the user would confirm this in writing.
Housing has to be in place before the card application, because proof of accommodation forms part of the file. Accepted forms include a tenancy agreement, evidence of ownership, or a landlord’s confirmation with an officially certified signature; an employer admitted to a government scheme may submit a declaration instead.
Worker housing must not be obviously inadequate and must give each person at least the minimum floor area set by law. Anyone accommodating foreigners for payment, or housing more than five, must report each to the police within three working days and keep records open to inspection. Where seasonal staff live in employer-arranged housing, the visa file includes the employer’s confirmation of their agreed wage. No partner should present housing as free unless the employer puts that in writing.
Getting to work differs by site. An expressway links Liberec with Prague; inside the region, journeys to the zones, glassworks and resorts depend on local roads. Resort jobs in the mountains may include on-site staff housing and limited public transport out of season. A request would say how workers travel to night shifts, whether the employer provides transport and how long the journey takes.
Before travel,, each worker would receive the address, room details, ren,t and house rules, along with the name of the person meeting them in Liberec.
Each selected worker would leave home with the signed contract in an understood language, a pay and deduction sheet, housing details and an emergency contact, knowing the permit ties them to one employer and post.
The employer acts before the first shift:
On arrival, thcardholderr presents at an Interior Ministry office within the set periodafterg arrival, providess biometric,s and receives the card. The place of residence is notified to the Foreign Police within three working days ,unless the landlord has dalready one iso The employer wouldprovider safety trainin, an,d for mountain hotel,s an introduction to winter condition, before the first shift.
After the first weeks, a review involving the partner, the worker, and the employer would compare actual pay, hours, and housing with the offer.
Each worker would have a named person at the employer and a direct line to the partner in the worker’s own language, and would be told that raising a problem carries no penalty.
The State Labour Inspection Office and the regional labour inspectorate for the Ústí nad Labem and Liberec regions accept complaints about pay, working time, safety and illegal work. A complaint costs nothing, can be lodged online, through a data box, by letter, or in person, and the inspectorate must protect the identity of the person complaining.
Czech law counts three things as illegal work: dependent workdisguisedp as self-employment, a foreigner workingwithout ao valid permit or beyond what it allows, and a foreigner workingwithout ag valid residenc permite. Inspectorates fcan ine employers heavily and can falso ine workers Trafficking for forced labour is a serious offence; exploitation may be reported to the police or an inspectorate, and victims can receive help through a support programme financed by the Interior Ministry.
Scams can misuse real company names. Signs to watch for: requests for money from candidates, offers of work in Germany or Poland on a Czech permit, contracts that differ from what was promised, and pressure to enter on a tourist visa. A partner who sees any of these would halt the process and report it.
Partners can rely on these official pages for permits, employer duties and regional information. Pages are updated so that the parties would recheck the relevant source before each request.
Agencies that can source machine setters, plastics technicians, glass and jewellery craftspeople, hotel and kitchen staff, or drivers, and are willing to follow Czech rules on fees, documents, and data, can register through the AtoZ Serwis Plus recruiter registration.
Describe the countries you recruit in, the trades you test, the methods you use, the licences you hold in your own country and how you keep candidates free from charges. AtoZ Serwis Plus would respond in writing, anif Liberec receivesld a suitable, verified requeec, a signed partnership agreement would precede any approach to candidates.
Agencies that can test setters, plastics technicians, glass craftspeople and hotel staff to Czech standards can present themselves for the Liberec Region.
Car component makers, rubber and plastics plants, glass and jewellery firms, hotels and resorts in the mountains, and health care. The authority would first verify each request and require a specific post description signed off by the employer.
The regional authority refers to the Jih zone on the city's south side and the Sever zone on the north side. Either would provide the exact plant address so partners can explain the location and commute to candidates.
The Liberec Region refers to DENSO Manufacturing Czech in connection with the road project for the Jih industrial zone. Partners would treat that as background, and any enquiry from a plant in the zone would go through the same employer checks as any other.
No. The regional authority is acquiring land and preparing a direct link from the zone to the I/35, and construction depends on completing that work. Partners should describe commuting based on existing roads.
Crystal Valley joins glassworks, jewellery makers, designers and schools in the region. Requests from such firms would require specific hand skills, so screening would rely on photographs or samples of finished work rather than general factory experience.
They can be. Rubber and plastic goods are an important part of the regional manufacturing base, and moulding plants may seek tool setters, mould changers and process technicians. The employer would specify machine types and the shift pattern.
Accommodation and food services are listed seasonal sectors, so a hotel in the Jizera Mountains or the western Krkonoše could use the seasonal routes, normally with a Labour Office work permit. The season’s length determines whether to use a short-stay Schengen visa or a long-stay seasonal visa.
Textiles no longer dominate the region’s industry. A textile request would be judged like any other, with the employer stating the machines and techniques involved.
No. Czech cards are valid for Czech jobs alone. The holder may visit Germany for short stays, but a job across the border needs German authorisation. Partners should say this before candidates commit.
No. Poles, like other EU, EEA and Swiss nationals, have free access to the Czech labour market. Their Liberec employer files the usual report before they start.
The employer notifies the Labour Office of the post and allows it to enter the central register of posts open to card holders. The candidate then quotes the vacancy number in the embassy application.
The general labour market test has been dropped for employee cards and Blue Cards, so the post is listed instead of waiting a fixed period for local applicants. Partners should still ask the Labour Office in Liberec what the listing involves.
Only someone already resident in the country on a valid basis can apply at an Interior Ministry office. Candidates still living abroad must apply in person at the competent Czech mission.
A government regulation fixes, for each embassy and consulate, how many employee card applications it accepts. When that capacity is used up, the post accepts no more for the period. Partners should check before planning dates.
Employers admitted to the Highly Qualified Employee, Qualified Employee or Key and Scientific Staff programmes. The Qualified Employee programme serves nationals of only a listed group of countries, so the candidate’s citizenship matters.
The statute allows 60 days, which can be extended in complex cases. That limit says nothing about embassy wait times, and no one can promise a candidate a decision date.
Only after giving the Interior Ministry advance notice and receiving its confirmation. An initial period normally prevents a change, with exceptions, and the card ends if the holder does not notify the ministry of a new job within the set time after the old one ends.
Yes, if it holds a ministry permit, but not for work that a government regulation excludes, mainly low-skilled posts. A cardholderalso cannot later cswitchto an agency as a new employer.
The Ministry of Labour and Social Affairs grants agency permits, and the Labour Office maintains a public list of permitted agencies. Searching by company name and identification number would come before any cooperation.
Not if it is really staff supply without an agency permit. Handing workers to another firm under a works contract or service label is unlawful in the Czech Republic, and the parties would refuse it.
Czech law forbids demanding payment from a jobseeker when employment is arranged for a fee, so the employer bears the costs. NAcandiA candidatever never charged in cooperationtoZ Serwis Plus.
Possibly. The EU Blue Card suits degree holders whose post matches their qualification and whose pay is well above the average salary. Researchers may also fall under special free access rules, which the institution would confirm.
Moving managers, specialists or trainees from a non-EU part of a multinational group to its Czech branch or subsidiary, after a period of earlier employment in the group. It is not used for external hiring.
For seasonal work, some short-term jobs, traineeships and workers posted to the Czech Republic by a foreign employer, among other cases. Holders of an eThe employee card, Blue Card,, or intra-company transfer card are exempt.
Beyond EU, EEA and Swiss nationals, the government list includes countries such as Australia, South Korea and the United States. Permanent residents, refugees, graduates of Czech schools, and full-time students also have free access, but they still need a valid residence permit.
Some people under temporary protection may already live in the region, and the status gives free access to the labour market. Their employer reports them before the first shift, like any other foreign employee.
No. Neither tourist visas nor visa-free entry allow work, and taking a job on them is illegal work for the worker and the employer. The proper route starts from the home country.
A new act on entry and residence of foreigners has cleared the lower house of Parliament but has no legal effect yet.Checkh the ipc.gov.cz portal before relying ontheset steps.
The national minimum wage set by government regulation is the floor, and foreign staff receive the same pay and conditions as Czech staff in the same post. The request would state gross monthly pay and any shift elements.
The full-time week is shorter than the standard 40 hours for three-shift, continuous work; a single shift may last at most 12 hours, and breaks and rest between shifts are compulsory.
Legal caps apply, and each overtime hour earns a premium of at least 25 per cent, unless the worker takes agreed time off instead. Night and weekend hours attract a premium of at least 10 per cent of average earnings, and public holiday work is compensated with time off or extra pay.
At least four weeks per year under the Labour Code. A Liberec employer offering more would show it in the written offer.
Only as the law allows, and partners would check any deduction with the employer. A Liberec mountain hotel would show any board-and-lodging charge in the written offer before the candidate accepts, so net pay is clear in advance.
Yes. Their terms may not fall below those of comparable direct employees at the plant. The agency and the plant would confirm equal pay and conditions in writing before any assignment.
A tenancy agreement, proof of ownership or a landlord’s confirmation with an officially certified signature. Under the government schemes, an employer declaration may stand in for these.
The Foreign Police. Anyone housing foreigners for payment, or more than five of them, must report each guest within three working days, keep records, allow inspection, and ensure rooms meet a minimum floor area per person.
The Jih zone lies on the southern edge of the city and the Sever zone on the northern side. The employer would state whether it runs shift transport, how night shifts reach the plant and how long the journey takes.
An expressway links Liberec with Prague, according to the Czech Statistical Office. The employer would explain how new workers get from Prague airport to their housing and who pays for the journey.
Only a CV with proof of the main skill, for instance machine records, photographs of glass or jewellery work, or a kitchen certificate. We do not request passport copies or personal identity data at this stage.
First,, the passport, a photograph, the signed contract (or a contract of future employment,) and the vacancy number;; then proof of accommodation, a criminal record extrac,t and any qualification evidence, with certified Czech translations.
Under the GDPR and the Czech Personal Data Act, supervised by the Office for Personal Data Protection. Any transfer between AtoZ Serwis Plus and a partner outside the EU would be covered by an adequacy decision or by Commission-approved contractual clauses.
The employer, after interviews and any required tests. Partners arrange sessions and interpreters, but the Liberec company decides and records the outcome in writing.
A sample piece, cut, engraved or assembled to the employer’s specification and judged by the employer, is the most direct evidence. Tests would take place in a recognised workshop and be recorded.
Professional lorry and bus drivers need the Code 95 competence certificate, which a non-EU national driving for a Czech employer may acquire in the country. For international journeys, partners should check driver attestation requirements with the Ministry of Transport.
Within a set period after qualifying, which applies to permanent residents and temporary residents holding a long-term visa of over one year, a non-EU national must request the exchange. After that, the foreign licence no longer entitles the holder to drive in the country.
Yes, from a municipal office with extended powers, once the driver’s habitual residence is in the Czech Republic. You can apply with a foreign driving licence.
A written contract, electronic registration with social security through the unified monthly employer report, the foreign employee report and health insurance enrolment. Skipping the report can make the start count as undeclared work.
Attend an Interior Ministry office within the set period after arrival, provide biometrics, collect the card, and ensure the address reaches the Foreign Police within three working days if the landlord has not sent it.
The regional labour inspectorate covering the Ústí nad Labem and Liberec regions, under the State Labour Inspection Office. Complaints cost nothing, can be lodged online or at the office, and inspectors keep the complainant's name secret.
Three situations: dependent work presented as freelance work; a foreigner working without a permit or outside its scope; and a foreigner working without a valid residence permit. Inspectorates fine employers heavily and can fine workers too.
Warning signs include requests for money, offers of work in Germany or Poland on a Czech permit, contracts that don't match the promise, and pressure to travel as a tourist. Bear in mind that AtoZ Serwis Plus has no office in the Czech Republic and advertises no vacancies there, so an offer claiming otherwise is suspect.
The public register on justice.cz, the ARES database, and the VAT register, plus a genuine workplace and a signed sheet on pay, hours, and housing, all agreed between the parties before profiles move.
Present your agency through the recruiter registration for, mincludingh the countries and trades you cover, your testing method,s and your home licences. Should a suitable, verified request arise, a signed agreement would come first.
