Tell us about your agency, your sourcing countries and the Toruń area roles you want to discuss.
Toruń is a mid-sized university and administrative city on the Vistula and the seat of the regional self-government of the Kujawsko-Pomorskie (Kuyavian-Pomeranian) Voivodeship. For agencies considering industrial and logistics recruitment in Toruń, the official county data are the place to start. The Wojewódzki Urząd Pracy w Toruniu publishes registered unemployment for every county each month, and its releases show Toruń with a rate well below both the surrounding rural Toruń county and the voivodeship average.
The difference shapes recruitment. A low city rate suggests employers in Toruń compete for staff in production, warehousing, and construction. A much higher county rate suggests local jobseekers exist nearby, so an employer must show why it needs candidates from abroad.
The same monthly WUP series counts permits, declarations and notifications across the voivodeship. Read the latest release rather than quoting an old total: a regional figure describes the market, not one employer’s needs.
AtoZ Serwis Plus has no office in Toruń, lists no vacancies here, and nothing on this page implies a job order. It explains how cooperation can work for roles in the city and its functional area, which official bodies are involved, and what we expect partners to check before approaching any candidate.
Kujawsko-Pomorskie divides its regional functions between two cities, and partners often send documents to the wrong one. The split looks like this:
The foreigners’ department also runs a Toruń branch (delegatura) at ul. S. Moniuszki 15-21, which accepts applications for temporary residence, permanent residence and EU long-term resident status. The department itself works from ul. Konarskiego 1-3 in Bydgoszcz, so a candidate living in Toruń should go wherever each summons says, for fingerprints and for collecting the residence card.
Two county labour offices also sit in Toruń. The Powiatowy Urząd Pracy dla Miasta Torunia serves the city itself. The Powiatowy Urząd Pracy dla Powiatu Toruńskiego serves the surrounding rural county from a main office at ul. Polna 115 in Toruń and a branch at ul. Św. Jana 18 in Chełmża. That split sorts jobseekers by where they live. For employers, the county office handles any business based in Toruń county, and filing is electronic through praca.gov.pl. Between the city and county offices, declarations and seasonal permit applications go to the one covering the employer’s registered seat (or a sole trader’s place of residence), not the workplace. A city-registered company with a site in Łysomice therefore deals with the city office.
Many jobs described as “in Toruń” are in fact on the edge of the city or in a neighbouring municipality. The city’s own investment materials, published on torun. pl, identify three main areas: pl, identify three main areas: pl, identify three main areas:
The city has also described a distribution park in north-eastern Toruń, about 10 km from the centre and about 2 km from an A1 junction. Distances like that shape shift travel.
Outside the city boundary, the regional investor service of the marshal’s office describes a subzone of the Pomeranian Special Economic Zone in Ostaszewo, in Łysomice municipality, developed as an electronics complex originally built around LCD module production, and a smaller subzone in Kowalewo Pomorskie. A job there is “near Toruń” or “in the Toruń area”, and the commute has to be planned, not assumed.
Toruń’s investor promotion names pharmaceuticals, logistics, furniture manufacturing and construction among the sectors developing in the city, and its investment zones are offered for production, storage and warehousing. Add the electronics subzone in Łysomice, andyou gets a fair picture of the roles most likely to appear in job orders in the Toruń area. Each needs its own screening.
Distribution work in the east zone and near the A1 usually means picking, packing, loading and forklift operation on rotating shifts. Ask whether the employer needs a Polish forklift (UDT) qualification or will train on site, whether the role involves cold storage and whether night shifts are standard. Candidates should know that sites outside the centre may rely on limited bus links at shift change.
Assembly work in the Łysomice subzone and elsewhere rewards fine motor skills, eyesight suited to small components and tolerances, and adherence to clean-room or anti-static rules. Practical tests matter more than CVs here. Ask the employer about vision requirements, gowning procedures and quality targets, and tell candidates honestly that the work is repetitive.
Regulated production environments require strict hygiene, documentation dddiscipline nd, fooften, Polish sanitary-epidemiological cccertificateor food-contactroles. Clarify who arranges medical checks and what language the hygiene training is delivered in.
Upholstery, panel cutting and assembly roles vary from semi-skilled to skilled. Ask for the machine types, the expected output rate and whether previous furniture experience is required or merely preferred.
Building trades need verified skills, safety training and suitable work clothing. Ask the employer who provides personal protective equipment, how work at height is supervised and whether the site moves during the contract.
We work with recruitment agencies and overseas workforce suppliers that source candidates lawfully in their own countries. The arrangement rests on a written agreement that sets out who does what. Typical points to agree include:
Partners must hold whatever licence their home country requires for recruitment or overseas placement. Agencies operating in Poland must appear in the national register of employment agencies (KRAZ). Under Polish law, people placed in work must not be charged placement fees, apart from narrowly defined costs that the act allows only for work abroad. In practice, candidates for jobs in Toruń must not pay anyone for the job itself. Partnershould also read the rules in their ownjurisdictiono.
Partners can review our general approach on the Poland recruiter page or register as a recruiter partner to start a conversation.
Most recruitment problems in Poland begin with a vague job order. Before advertising a Toruń role, partners should expect, and help us check, the following:
Check the workplace against the zones above. An address in Łysomice, Lubicz or Obrowo is in the Toruń county area, not in the city. That affects travel time, housing options and the description given to candidates, though not which office processes the paperwork.
The minister responsible for labour keeps a register of county lists of occupations for which work permits may be refused. Check the register for the county of the employer’s seat and the county where the work is done (which here may be the city of Toruń or Toruń county), and recheck it, because lists can change.
The route to lawful work in Toruń depends on nationality, current status and role. In outline:
Keep three things separate. A work permit allows work for a named employer in Poland. A visa or residence permit allows the stay. Neither allows work in another EU country. Apply for National D visas at a Polish consulate through e-Konsulat; appointment availability varies by consulate. Citizens of Georgia, Colombia and Venezuela may not work during a visa-free stay; those who had already started legal work before the restriction may continue on existing terms until that stay ends, and all three nationalities can still be employed through the normal routes with an appropriate visa or residence permit.
Residence applications, including the single permit for temporary residence and work, are submitted electronically through the MOS portal, and the applicant is then called to the voivodeship office for fingerprints. For someone living in Toruń, the letter may name the Moniuszki Street branch or the Bydgoszcz department, so follow the address in each summons.
Every offer for a Toruń role should state gross monthly or hourly pay. The national minimum wage is set by a Council of Ministers regulation and revised every year, with the new rate taking effect on 1 January; a monthly minimum applies to employment contracts and a minimum hourly rate to certain civil-law contracts. Check the current figures on thegovernment’ss minimum wage page when an order arrives. A permit can be refused where pay is below the minimum or below what comparable staff earn, so ask how the employer’s rate compares with its Polish workers in the same role.
The Labour Code sets the norm at 8 hours a day and an average of 40 hours a week over the settlement period, and overtime beyond that earns a supplement. Shift patterns in logistics and electronics often rotate weekly; candidates need to know before departure whether nights and Saturdays are expected.
Deductions from pay are allowed only as the Labour Code permits. If housing or transport costs will be deducted, the worker’s written consent and the amounts must be clear, andcandidatest should be shownthe net results in their own language. A contract must be signed before work starts. The employer sends a Polish copy through praca.gov.pl before the first shift, and the worker receives a version in a language they understand.
Accommodation is often the deciding factor in whether a worker stays. Ask the employer whether it provides housing, recommends a provider or leaves the worker to find a room. Never describe accommodation as free unless the employer has confirmed that in writing, and say who signs the tenancy or accommodation agreement.
Public transport in the city is run by MZK w Toruniu, the municipal transport company, with trams and buses. Suburban lines to Łysomice and Zławieś Wielka run under agreements with those municipalities. Check the current timetable for the exact stop nearest the workplace and the first and last departures against shift times. Toruń East, Toruń West and the Łysomice subzone may each need a different answer.
A practical screening question works well here: “Your shift starts at 6:00 in Łysomice. How will you get there in your first week?” A candidate who has thought about it is more likely to stay.
Collect only what the current step needs. At first contact, a CV, contact details and a statement of the legal route are usually enough. Passport copies, diplomas and references follow once a candidate is shortlisted for a confirmed order. GDPR applies to data about candidates from any country when it is processed for a Polish employer, so agree in writing who is controller, who is processor and how long data is kept.
Interviews for Toruń roles should test what the job needs: a short practical test for assembly or furniture work, a forklift or picking simulation where relevant, and a plain conversation about shift work, distance from home and expected living costs. Record results consistently so the employer can compare candidates fairly. Do not request documents that reveal health, religion or similar details unless the law clearly requires them for the role.
Before travel, each candidate should have a signed contract or final draft, the confirmed workplace address, the accommodation address, the name of a contact person and a copy of the work authorisation or visa.
Reporting after arrival depends on the route. Under a declaration, the employer reports to the county labour office through praca.gov.pl: the start of work within 7 days of the first day, a non-start within 14 days, and a worker who will not start or who leaves before thedeclaration’ss end date, which invalidates the entry. A type A permit has no start report; the employer must notify the voivode within 7 days if the worker does not start work within the period set by law, interrupts work for a long period, or ends it early. On the notification route, the filing itself is the report and is due within 7 days of the first day. Partners help by confirming arrivals and withdrawals promptly. In the first weeks, check in with workers on pay, hours and housing; early questions are cheaper to solve than resignations.
A city with low registered unemployment gives a newly arrived worker choices. If the pay, shift pattern, or room differs from what was promised, the worker can often find another employer quickly, sometimes before the first month ends. In Toruń, geography sharpens that risk: a worker housed in the city centre but employed at a site on the edge of the A1 corridor or in Łysomice spends real time and money on travel each day,. Thatcost is easy to underestimate during recruitment.
Retention therefore starts at screening. Ask candidates what monthly net income they need, then compare it with an honest estimate that includes any agreed housing deduction and travel. Ask whether they have worked rotating shifts before. Note that a change of employer usually needs a new work authorisation, so a worker who leaves early may also lose lawful status for a time.
Hypothetical example: a partner shortlists twelve candidates for a picking role east of the city, with shifts at 6:00 and 14:00 and housing in the centre. Asked how workers reach the site, the employer explains that a company minibus runs from one central stop for the morning shift only. The partner adds this to the briefing, and two candidates who would have relied on buses for late finishes withdraw before travel rather than leaving after a week.
We ask partners to record what each candidate was told, so that the employer, the partner and AtoZ Serwis Plus all work from the same facts.
Workers in Toruń can raise legal employment concerns with the State Labour Inspection. The district inspectorate for Kujawsko-Pomorskie is the Okręgowy Inspektorat Pracy in Bydgoszcz, which runs a branch in Toruń at ul. Mickiewicza 10-16. Partners should give every worker the inspection’s contact route and the national Zielona Linia helpline before departure.
Watch for these signs and stop if you see them:
We expect partners to report concerns to us and, where needed, to the authorities. A clear complaints process, written down for each worker, protects everyone in the chain.
If you recruit for logistics, assembly, production or construction roles and want to discuss cooperation involving Toruń or nearby municipalities, tell us which countries you source from, which licences you hold and which roles you have experience filling. We will reply with the questions we need answered before discussing any job order. You can register as a recruiter partner to begin.
Register your agency and tell us which roles and countries you work with. We will explain the checks needed before any Toruń job order is discussed.
No to both. AtoZ Serwis Plus has no office in Toruń; this page lists no vacancies, and it does not imply any job order. Cooperation is handled remotely, and work on a specific order depends on the employer providing written details, the workplace address and a draft contract before any sourcing begins.
No. A type A permit comes from the voivode competent for the employer’s registered seat, regardless of where the site is. A Poznań-based company hiring for a Toruń warehouse applies to the Wielkopolskie Voivode. Only employers seated in Kujawsko-Pomorskie apply to the Kujawsko-Pomorskie Voivode, whose office is in Bydgoszcz.
The WUP in Toruń publishes county rates every month, and the city has consistently recorded far lower registered unemployment than the rural Toruń county around it. The city has more jobs; the county has more registered jobseekers. An employer recruiting abroad for a Toruń site should be able to explain why local hiring is not enough.
The Kujawsko-Pomorskie Voivode and the main seat of the Kujawsko-Pomorski Urząd Wojewódzki are in Bydgoszcz, at ul. Jagiellońska 3. Toruń hosts the regional self-government, meaning the Sejmik and the Marshal’s Office. The voivode handles work and residence permits, so partners should not send them to the Marshal’s Office.
Yes. The foreigners’ department of the Kujawsko-Pomorski Urząd Wojewódzki runs a Toruń branch at ul. S. Moniuszki 15-21, which accepts temporary residence, permanent residence and EU long-term resident applications. The department’s main base is in Bydgoszcz, so after filing an MO,g, the applicant should go wherever each summons says.
Sometimes. MZK w Toruniu runs suburban lines to Łysomice under an agreement with that municipality, but timetables may not match early or late shifts. Compare the first and last departures with shift times, ask whether the employer runs its own transport, and consider whether housing nearer the site would suit the worker better.
The Urząd Marszałkowski at plac Teatralny 2 runs regional development, EU programmes and investor promotion. Work and residence permits are outside its remit. Its publications and investor service pages can help partners understand the regional economy, such as special economic zone subzones near Toruń.
The Wojewódzki Urząd Pracy is in Toruń, at ul. Szosa Chełmińska 30/32. It publishes monthly labour market information for the region and its counties, supports EURES services and coordinates regional employment policy. It does not issue individual work permits, which come from the voivode.
The Powiatowy Urząd Pracy dla Miasta Torunia serves the city. Its website is muptorun.praca.gov.pl, and it has a section on employing foreigners. Employers file declarations and seasonal permit applications electronically through praca.gov.pl, and the competent office is the one for the employer’s registered seat, even when the site is in the county.
The Powiatowy Urząd Pracy dla Powiatu Toruńskiego, acting as one office for every employer based in Toruń county. Its main office is at ul. Polna 115 in Toruń and its Chełmża branch divide jobseekers by place of residence, not employers. Employers file electronically through praca.gov.pl, and a city-registered company with a Łysomice site still uses the city office.
Toruń’s investor promotion names pharmaceuticals, logistics, furniture manufacturing and construction, and the city’s zones are offered for production and warehousing. The Łysomice subzone adds electronics assembly. Screening plans for the Toruń area usually start with these sectors.
City investment materials describe the Toruń East industrial and logistics zone, with access to national roads and the A1 motorway, and a distribution park in north-eastern Toruń about 10 km from the centre. Left-bank sites along Poznańska and Łódzka streets are also offered for warehousing and production.
No. The Ostaszewo subzone of the Pomeranian Special Economic Zone lies in Łysomice municipality, Toruń county, outside the city boundary, and the regional investor service describes it as an electronics complex. Describe a job there as near Toruń. This affects commuting and where workers might live, while the labour office still follows the employer’s seat.
No. A declaration cannot be used for members of a management board, a commercial proxy (prokurent) or a partner representing a limited partnership. Those roles need another legal basis. For ordinary production, warehouse or construction roles in Toruń, the declaration route stays open to eligible nationalities.
It is an area in western Toruń that the city promotes for IT, high-technology industry, creative industries and research and development, with announced support from the national investment agency and the Pomeranian Special Economic Zone. It is still being developed, so check what actually operates there before mentioning it to candidates.
A type A permit carries no start report. The employer informs the voivode who issued it, the Kujawsko-Pomorskie Voivode for a company seated in the region, within 7 days if the worker does not take up work within the period set by law, interrupts work for a long period or ends it early. Partners should flag withdrawals at once.
The city has commissioned a transport plan for the Toruń metropolitan area, which may change routes and timetables when it is implemented. Partners should recheck commuting arrangements close to each worker’s arrival rather than rely on older information.
Only if the contract and the work authorisation cover that workplace and the worker has agreed to it. A job order that moves staff between Toruń, Bydgoszcz and other towns without explanation is a warning sign. Ask the employer to name every workplace in writing before sourcing candidates.
Toruń falls under the Okręgowy Inspektorat Pracy in Bydgoszcz, which runs a branch in Toruń at ul. Mickiewicza 10-16. Workers can raise concerns about pay, hours or the legality of their employment with the inspection. Current contact channels are on bydgoszcz.pip.gov.pl.
Starosts can set such lists with the voivode’s approval, and the minister responsible for labour publishes a register in the Public Information Bulletin. Check the register for the county of the employer’s seat and for the county where the work is done before planning a work permit application, because lists can be introduced or changed.
That depends on the site and season. Ask the employer whether it provides accommodation, recommends a provider or leaves workers to search. Get the address, the cost and any deduction terms in writing. Do not present housing to Toruń candidates as costless unless the employer confirms it in writing.
Many warehouse employers ask for a forklift qualification recognised in Poland, issued under the technical inspection system (UDT). Some train new staff on site. Ask the employer exactly what it accepts before advertising, and don’t tell candidates a foreign certificate will be accepted without confirmation.
Strict hygiene rules, documentation and quality checks. Food-contact roles often require a Polish sanitary-epidemiological certificate. Confirm with the employer who arranges medical checks, what language safety and hygiene training is delivered in and whether gowning or clean-room procedures apply to the role.
Both exist. Upholstery or CNC panel cutting may need experience, while packing and basic assembly may not. Ask the employer for the machine types, expected output and whether previous furniture experience is required. A short practical test is often more reliable than a CV.
It starts with a conversation about your licensing, sourcing countries and experience, followed by a written agreement that sets out roles and responsibilities. You can register as a recruiter partner to introduce your agency. No candidate should be approached until a verified job order exists.
That is agreed in writing for each cooperation. Often the partner runs first interviews and skills tests in the home country, and the employer runs a final interview, with AtoZ Serwis Plus coordinating communication. The aim is consistent, documented assessment that the employer can rely on.
Commercial terms are matters to agree in a written agreement. This page does not set fees, commissions, refund rules or replacement arrangements. Partners should not quote any such terms to candidates or employers based on this page.
No placement fee may be charged to people placed in work in Poland. Polish law bars employment agencies from charging such fees, apart from narrowly defined costs that apply only to work abroad. Partners must also respect their own country’s rules on recruitment fees.
KRAZ, the national register of employment agencies, lists every agency allowed to offer placement or temporary work services in Poland. Anyone can search it online through praca.gov.pl, and checking an entry is a basic step before a Toruń order passes through any intermediary.
Check the company in the National Court Register (KRS) or, for sole traders, the CEIDG business register. Compare the registered address with the stated workplace. Ask for a written job order and a draft contract. Missing or inconsistent details are a reason to pause.
The declaration list covers four countries: Armenia, Belarus, Moldova and Ukraine. Georgia has been removed, although declarations already registered for Georgian citizens remain valid until they expire. Work under a declaration can last up to 24 months and must start within 6 months of filing.
Visas issued for tourism, visits to family or friends, certain education or training, medical treatment, temporary protection or other purposes do not allow work under a permit or declaration. However, an other-purposes visa issued to a Karta Polaka holder on that basis is an exception. Nor can a Toruń job be taken up on a Schengen visa issued by another member state.
No. Seasonal permits cover only listed agricultural and horticultural activities and a small number of accommodation and food-service activities. Warehouse, manufacturing and construction roles in Toruń need another route, such as a work permit or a declaration for eligible nationalities.
No. A work permit allows a named employer to employ the worker in Poland. The worker still needs a visa or residence permit that allows entry, stay and work. Neither the permit nor a Polish national visa allows work in other EU countries.
Not on a visa-free stay. Georgian, Colombian and Venezuelan citizens are barred from working during one. Anyone from those countries who began legal work before the restriction may carry on under existing terms until that stay ends. For a Toruń warehouse or factory role, the usual path is a work permit plus a work-allowing visa or residence permit.
It covers anyone holding temporary protection in Poland, of any nationality, and, for three years under a transitional rule, Ukrainian citizens legally resident here without protection. A Toruń employer files the notification with the county labour office on praca.gov.pl no later than 7 days after the first working day. Confirm the protection end date on gov.pl before long assignments.
EU, EEA and Swiss citizens need no work permit. A stay longer than three months requires residence registration at the voivodeship office. They still need a proper contract for a role in Toruń, and the employer must meet standard Polish employment and social security obligations.
Applicants submit applications for temporary residence, including the single permit for residence and work, electronically through the MOS portal. The applicant is then called to the voivodeship office to give fingerprints. The office competent for the place of stay handles the case.
National D visas are applied for at Polish consulates, with appointments booked through e-Konsulat. Each consulate sets its own rules, and some use queues or draws. Partners should read the specific consulate’s page and never promise candidates an appointment date or a visa.
The Council of Ministers sets it nationally by regulation and revises it every year, with new rates from 1 January. A monthly minimum applies to employment contracts, and an hourly minimum applies to certain civil-law contracts. Check current figures on gov.pl, and confirm the pay also matches comparable employees.
Polish law sets a norm, not a ceiling, of 8 hours a day and an average of 40 hours a week across the settlement period. Hours above the norm count as overtime and carry a supplement. Warehouse shifts around Toruń East may rotate, so the job order should spell out nights and Saturdays.
Only within the limits set by the Labour Code, typically with the employee’s written consent. The amount and method should be clear in writing before departure. Partners should show candidates an estimate of net income after any agreed deductions, in a language they understand.
The contract must be in writing, signed before work starts, and in a language the worker understands. It should show the employer, workplace, role, gross pay, working time and contract type. Before the first shift, the employer uploads a Polish-language copy to praca.gov.pl.
At first contact, a CV, contact details and enough information to identify the legal route are usually sufficient. Passport copies, diplomas and references can follow once a candidate is shortlisted for a confirmed order. Collect only what the current step needs.
GDPR applies when a Polish employer processes candidate data, wherever the candidate lives. Agree in writing who is the controller and processor, how data is transferred and how long it is kept. Avoid collecting sensitive data unless the law clearly requires it.
Use tests that mirror the work. Assembly roles suit dexterity and visual accuracy tasks; warehouse roles suit picking or scanner simulations; furniture roles suit measurement and tool handling. Record results in a consistent format so the employer can compare candidates fairly.
A valid passport with the correct visa or residence document, the signed contract or final draft, the work authorisation where applicable, the accommodation address and a local contact name and phone number. Warm clothing matters in winter, especially for workers at sites outside the centre.
Under a declaration, the employer reports to the county labour office through praca.gov.pl: the start of work within 7 days of the first day, a non-start within 14 days, and a worker who will not start or has left before the declaration’s end date, which invalidates the entry. Partners should pass on delays promptly.
Not on the same permit. A type A permit names the employer and the role, so moving to another Toruń firm usually requires a new work authorisation before the worker starts there. A worker who leaves early can lose lawful work status for a time, which is why honest briefing on pay, shifts and housing matters at screening.
Requests for payment for a job or visa slot, job orders without a named workplace, pay quoted only as net, offers to travel on tourist visas and promises of work in other EU countries on a Polish permit. Any of these should halt sourcing and be reported to AtoZ Serwis Plus.
No. Which nationalities can be considered depends on the legal route, the role and the employer’s requirements for each order. Some routes are limited to specific countries. Partners should confirm eligibility for each order before sourcing candidates.
Our Poland recruiter page explains our general approach to cooperation. For official rules, the Zielona Linia website and praca.gov.pl are the best starting points. Both are run by public authorities and are updated when the law changes.
Yes, if qualified. Drivers need initial qualification and periodic training, confirmed by Code 95 or a driver qualification card. A non-EU driver doing international haulage for an EU carrier also needs a driver attestation. Whether a foreign licence can be exchanged depends on the issuing country, so ask the relevant licensing office before starting in Toruń.
