Tell us which trades you source and from where, and we will reply about cooperation on Bihor cases.
Bihor lies in northwestern Romania on the border with Hungary, and its county seat, the municipality of Oradea, sits close to that frontier. The county council describes it as the second-largest economy in the North-West development region by output, a statistical and planning grouping shared with Cluj, Maramureș, Satu Mare, Sălaj and Bistrița-Năsăud. Development regions have no power over hiring, visas, or inspections; those sit with county institutions and national bodies.
Recruitment agencies abroad, workforce suppliers and recruitment partners weighing cases between the Hungarian border and the Apuseni will find here who does what, the sectors on official record, where workplaces sit and the rules at each step. The country overview on our Romania recruiter page covers the national picture; this one stays local.
On Bihor cases, AtoZ Serwis Plus is not a Romanian placement agency, so it lodges nothing on WorkinRomania and signs no contract with a worker. For D/AM2 cases, a placement agency authorised by ANOF files the application M or, exceptionally, an authorised employer does; for D/AM1 Cases, the registered employer files it itself. Our part is to coordinate cooperation between partner agencies abroad and that Romanian side. The employer or the authorised agency decides which roles reach which partner.
Nothing here is a vacancy or a job order, and there is no AtoZ Serwis Plus office in Oradea or anywhere else in the county. The sectors below appear because the county council and the city hall document them, not because orders exist in them.
Fees, timelines and the exact split of tasks are commercial matters set out in a written agreement before any candidate is approached.
The county council’s economy page, built on National Institute of Statistics data, shows a split that matters for sourcing. Service firms are the most numerous and cluster in Oradea and the surrounding communes, notably Sânmartin, Oșorhei, Borș and Sântandrei. Industry and construction account for a minority of firms but generate most of the county’s turnover. The same page names four manufacturing branches where the county is more specialised than Romania as a whole.
Electronic assembly means small components, magnification, electrostatic discharge rules and quality checks at every station. Ask candidates which products they built, whether they soldered by hand or tended automated lines, and how they coped with rotating shifts. An eyesight test is reasonable where the work is fine; a general medical history is not.
Garment work depends on the machine. A candidate who has run a lockstitch machine for years may never have used an overlock or a bar-tack unit. Ask what operations they performed, what fabrics they handled, and whether output was measured against a norm. If pay includes a productivity element, the base must still respect the minimum wage and the formula must appear in the contract.
Injection moulding, extrusion and glass processing involve heat, heavy handling and set-up work. Separate operators from setters and maintenance technicians, because the skills and pay differ. Oradea’s municipality has reported an investment in flat glass processing in its Eurobusiness IV industrial park. An investment announcement shows where activity is heading; it is not a job order.
Furniture plants need panel saw, edge-banding and CNC operators, upholsterers and finishers. Practical tests beat interviews here, and dust, noise and lifting should be described plainly.
The county council lists Băile Felix and Băile 1 Mai as its main spa resorts, notes the balneary potential of Stâna de Vale and describes the Apuseni Natural Park, the Bears’ Cave area at Chișcău and the ski slope at Vârtop. Hotels and treatment bases need cooks, waiting staff, housekeeping and, where licensed, therapy assistants. Demand rises and falls with the season, so check the visa route before sourcing anyone for a seasonal contract.
An order that says “Bihor” is too vague: the address should be precise down to the commune.
Transport links shape recruitment. A section of the A3 Transylvania motorway between Biharia and Borș has opened, and the municipality’s metropolitan road project links its ring road to the motorway. The Borș II crossing connects the county with Nagykereki in Hungary. Oradea Airport handles scheduled passenger flights and has also handled cargo flights.
The border is close, but it changes less than candidates expect. Romania is a full Schengen member, so there are no routine checks on the road to Hungary. A Romanian visa or residence permit still does not grant the right to work there, and a worker housed near the border cannot take shifts across the frontier on that basis.
Roles that match the sectors on record include production operators, assemblers, machine setters, sewing machinists, woodworkers, warehouse staff, drivers and hotel staff. Before sourcing begins, the partner should hold a written description of each role covering tasks, shift pattern, the workplace commune and the language used on the floor.
No candidate should hear about a Bihor role until the employer and the order pass these checks.
Two local checks help. Ask whether the employer is a resident of one of the industrial or smart specialisation parks, and confirm the street address against the park’s location. And ask whether the employer has hired non-EU workers before, through which route, and how those workers are housed.
The first question for any Bihor candidate is whether a work visa is needed.
A spa hotel team at Băile Felix could mix an EU citizen, a dual national and two visa candidates. Identify each person’s route separately.
Under the Government Emergency Ordinance on foreigners’ access to the Romanian labour market, the old work authorisation has been replaced by a single application filed on WorkinRomania. ANOFM and AJOFM Bihor, the General Inspectorate for Immigration (IGI), and the Labour Inspection use that platform.
This route covers highly qualified workers and listed special categories, including professional athletes, workers on certain infrastructure projects and full-time workers who are citizens of Moldova, Ukraine or Serbia. Once registered, the employer files on its own, with no shortage list test. A research contract in the country may use D/AM1 or a host-institution researcher visa, depending on its terms.
Permanent, seasonal and cross-border workers come under D/AM2. The occupation must be on the list of shortage occupations approved by the Minister of Labour, the annual Government quota applies, and filing goes through an ANOFM-authorised agency unless the employer holds authorised employer status. Seasonal work is capped at 180 days in any twelve months, and a seasonal visa runs for the contract length plus 5 days, up to 90 days. When a court suspended the shortage list, D/AM2 filings stopped; the Ministry of Labour said it would appeal, so check the outcome. For a spa hotel or a furniture line alike, confirm with WorkinRomania or the authorised agency that filings have resumed and the occupation is listed before sourcing.
Next comes the consulate stage: the candidate attends a Romanian mission, with the form completed on the Ministry of Foreign Affairs e-Visa portal (evisa.mae.ro). Nobody can sell or promise an appointment. With the long-stay work visa valid for 90 days, you must lodge the residence permit application with the Serviciul pentru Imigrări al Județului Bihor within that window. IGI has posted a notice about this office’s premises, so check the current address on its county page before booking travel.
Every contract must pay at least the national gross minimum wage, which the Government sets by decision and revises periodically. An old advert may quote an outdated figure, so take the current rate from the Ministry of Labour or ITM Bihor. Equal treatment means a foreign machinist is paid on the same terms as a Romanian colleague doing the same work.
Where a garment or electronics employer adds a productivity element, ask for a worked example: gross pay for a standard month, a month with overtime and a month with a productivity bonus. Show candidates the net figure, not the gross alone.
Accommodation is settled before travel, with the employer putting accommodation, meal and transport costs in writing. Ask for the address and commune, the number of people per room, kitchen and laundry access, the rent and how it is deducted, and who signs the lease. A partner may call a room free of charge only once the employer has written that down.
Commuting depends on location. Oradea Transport Local (OTL) runs trams and buses in Oradea and serves neighbouring communes including Borș, Sânmartin, Paleu, Cetariu and Hidișelu de Sus, with a cross-border line to Biharkeresztes in Hungary. For the outlying towns, the county council publishes routes and timetables for county buses and minibuses on its transport portal. Compare the timetable with the shift, because an early start in a park on the city’s edge may require a company bus.
Residence permits record the worker’s address, so housing must be lawful and changes must be reported to IGI.
Collect only what each stage needs. Candidate data falls under GDPR whenever the Romanian side or an EU-based party processes it, and ANSPDCP is the Romanian supervisor. Agencies outside the EU work under their home data law and the sharing terms signed with the Romanian side.
Do not ask for religion, health history beyond what the role lawfully requires, family plans or social media passwords.
The parties can agree a two-part format: a short call with the supervisor, then a practical test. For sewing roles, a sample seam on the right machine says more than any CV. For electronics, a dexterity or component identification exercise is reasonable. For spa hotel kitchens, a cooked dish on video followed by questions on hygiene is a fair test.
Before travel, each worker should hold the signed contract in Romanian and in a language they understand, the written statement of housing, meal and transport costs, the visa, and the name and phone number of the person meeting them. Before boarding, each worker learns that the employer, not the worker, files the REGES-ONLINE entry no later than the day before work starts, and that asking to see proof is fair.
After arrival, the employer or agency organises the medical check, safety training and the residence permit application with the county immigration service. Ask whether the employer offers Romanian lessons. Employers also report certain events, such as unjustified absence, through the platform. EU citizens staying beyond three months obtain their registration certificate from the same service.
Agree on check-ins after the first week and the first month, so housing, shift or pay questions reach the employer contact early.
Workers placed through a cooperation must know where to complain. ITM Bihor investigates breaches of pay, working time, safety and undeclared work, and the Labour Inspection accepts online petitions. IGI handles questions about residence status. The county employment agency deals with vacancy declarations and registered employers.
Fraud in this field follows patterns. Watch for offers naming a well-known Oradea park but no employer, promises of visa appointments for payment, requests to send passports by courier to an unverified address, and job offers in Hungary attached to a Romanian visa. Each of these should stop the case until it is checked.
Report suspected trafficking or exploitation to the police and the labour inspectorate, and to the authorities in your own country.
These public bodies hold the current rules and the county contacts. Check addresses and opening hours on each site before visiting.
If your agency recruits for manufacturing, furniture, garment, or hospitality roles and wants to work on Bihor cases under clear written terms, please teusss which occupations you sourc fromm those countries, under what licence, and how you pre-screen. We will explain how we would set up a case for an Oradea or outlying employer and what we would need from you.
The first step is our recruiter partner registration form. Include your licence details and the trades you know best, and say whether you have placed workers in Romania before.
Register as a partner and tell us the trades and countries you cover. We will explain how a Bihor case would be organised.
No. AtoZ Serwis Plus has no office in the county, and no vacancies are listed for the county. Orders come from a registered employer or an ANOFM-authorised placement agency, which chooses the roles it shares and the partners it shares them with. We coordinate between that side and agencies abroad.
The Bihor County Council’s economy page names computers, electronics and optical products, textiles and clothing, plastics and other non-metallic products, and furniture as branches where the county is more specialised than Romania overall. Knowing the branch tells a partner which skills to look for, but an employer in Salonta or anywhere else still has to be verified and issue a written order.
The county council reports that service firms cluster in Oradea and nearby communes such as Sânmartin, Oșorhei, Borș and Sântandrei. Industry is spread across the city’s parks and towns including Aleșd, Beiuș, Marghita, Salonta and Ștei. Always ask for the exact workplace address.
Yes. The Borș II crossing links the county with Nagykereki in Hungary, and as Romania is a full Schengen member, there are no routine checks there. The long-stay visa must still be in the passport before travel, and crossing at Borș gives no right to work on the Hungarian side.
The municipality’s metropolitan road project lists Oradea, Biharia, Borș, Cetariu, Girișu de Criș, Ineu, Nojorid, Oșorhei, Paleu, Sânmartin, Sântandrei, and Toboliu. A plant in any of the eleven communes is near the city rather than in it, so give candidates the commune name and a realistic commuting time.
They are industrial parks in Oradea that the municipality has reported. Eurobusiness IV lies on Corneliu Baba Street, and the city has reported a flat glass processing investment there. An investment announced in a park does not mean a job order exists or that any role is open to foreign workers.
The county council’s project, run with the Oradea Local Development Agency and the town halls, offers park plots in these four towns to small and medium-sized firms with an innovation element. Firms based there may be smaller employers, so check their WorkinRomania registration and hiring history carefully.
Oradea Transport Local runs tram and bus lines in the city and in neighbouring communes such as Borș, Sânmartin, Paleu, Cetariu and Hidișelu de Sus. Compare the first and last services with the shift times, because a night shift may need an employer shuttle.
The Bihor County Council publishes routes and timetables for county buses and minibuses on its transport portal. Journeys from the county seat to the outlying towns take time, so ask whether housing near the workplace is offered. Ask the employer where previous staff lived and how they travelled.
No, not on a Romanian work visa or residence permit. Romania is a full Schengen member, and the road to Hungary has no routine checks, but the Romanian permit authorises work only in Romania. Treat any offer combining Romanian housing with Hungarian shifts as a warning sign.
The airport, which the county council lists among its partner institutions, operates scheduled passenger flights and has started cargo operations. Whether a convenient route exists from acandidate’ss country varies, so compare it with arrivals through other Romanian or Hungarian airports and the onward journey.
The A3 Transylvania motorway has an open section between Biharia and Borș, and Oradea’s metropolitan road project links its ring road to it. National roads DN1 and DN19 also serve the county. Ask a haulier or warehouse which of these roads its routes use.
The county council names Băile Felix and Băile 1 Mai as the county’s main spa resorts and mentions Stâna de Vale’s potential. Hotels and treatment bases employ cooks, waiting staff and housekeeping. Demand depends on the season, and seasonal non-EU hiring needs D/AM2, so confirm that its filings, suspended with the shortage list, have resumed.
The county council describes a ski slope at Vârtop and tourist areas in the Apuseni Natural Park, such as Pădiș and Chișcău. Mountain sites are remote, so housing, transport, and winter conditions must be clear before any candidate agrees to go.
Ask which products the candidate assembled, whether they soldered by hand or tended machines, how they handled electrostatic discharge rules and whether they have worked rotating shifts. A simple dexterity test and an eyesight check are fair. General medical history is not needed.
Ask which machines they ran (e.g., lockstitch or overlock), which operations they performed and on what fabrics, and whether output was measured against a norm. A sample seam on video is the best test. Productivity pay must sit above the minimum wage and be written into the contract.
Expect practical tests: reading a cutting list, measuring accurately and explaining settings on a panel saw, edge-bander or CNC machine. Furniture is one of the branches the county council lists as specialised, and work involves dust, noise and lifting that candidates should understand beforehand.
For D/AM1, the registered employer files a single application on WorkinRomania. For D/AM2, an ANOFM-authorised placement agency files it, or an authorised employer, once filings suspended with the shortage list are confirmed to have resumed. The worker then takes the approved application to a Romanian consulate. AtoZ Serwis Plus files nothing.
Full-time workers who are citizens of Moldova, Ukraine or Serbia fall within D/AM1, so the employer files directly and the shortage list does not apply. Many Moldovan candidates also hold Romanian citizenship, in which case they work in Bihor as EU citizens without a visa. Confirm each candidate’s position individually.
Only if D/AM2 filings have resumed, they stopped when a court suspended the national shortage list, and the Ministry of Labour said it would appeal, so check the outcome on WorkinRomania or with the authorised agency, confirm the occupation is listed, and then source for Băile Felix or a city furniture line.
For a D/AM2 hire, yes: AJOFM Bihor must have the post declared vacant, and the occupation must sit on the shortage list in force. Ask the employer or authorised agency for proof of the declaration, and check whether D/AM2 filings have resumed, before presenting anyone.
The agency is at str. Transilvaniei nr. 14 in Oradea, with work points in Aleșd, Beiuș, Marghita and Salonta. It handles vacancy declarations and labour market matters for employers in the county. Check its page on the ANOFM site for current hours and contacts.
The Serviciul pentru Imigrări al Județului Bihor, IGI’s county office, handles them. IGI has posted a notice about the office’s premises, so confirm the address on its county page before the appointment and bring the documents on the employer’s or agency’s written list.
The Territorial Labour Inspectorate, ITM Bihor, checks contracts, pay, working time, safety and undeclared work. It publishes notices on its own site, and the national Labour Inspection accepts online petitions. Workers may complain directly without asking the employer.
The prefect is the Government’s representative in the county and ensures that county council and town hall acts are lawful. The Instituția Prefectului does not issue work visas or residence permits; those go through WorkinRomania and the county immigration service.
The county statistics directorate publishes county data, while the employment agency posts monthly unemployment figures as spreadsheets. The county council’s economy page summarises sector specialisation. Use current official figures rather than numbers quoted in adverts or older reports.
Check the company in the Trade Register, confirm its WorkinRomania registration, verify any placement agency’s ANOFM authorisation in the platform registers, and obtain a written job order and a draft bilingual contract. If the plant and the registered office are in different places, both should appear in the order.
Not before it has a year or more of real trading behind it. The platform also refuses firms with unpaid tax, recent penalties for labour-law breaches such as undeclared work, or relevant convictions, so a newly arrived investor in Eurobusiness may need time before it can file.
The floor is the national gross minimum wage, fixed by Government decision and revised from time to time. Ask ITM Bihor or the Ministry of Labour for the current rate, and remember that foreign workers are paid on equal terms with Romanian colleagues.
Overtime is compensated with paid time off within 60 days or, if that is not possible, with a pay premium of at least 75%. Total weekly hours including overtime may not exceed 48 on average over the reference period. Ask the employer how often overtime has been needed.
Rent charged for employer-provided housing may not exceed a quarter of net pay, and all deductions together may not exceed half of net monthly pay. Deductions are allowed only where the law provides. The worker receives a written statement of housing, meal and transport costs before leaving home.
Ask for the address and its commune, room sharing, kitchen and laundry facilities, the rent and how it is deducted, who holds the lease, and how far it is from the workplace. A room counts as free of charge only if the employer says so in writing.
Electronics, plastics and garment plants may run rotating shifts, and hotels work weekends and holidays. The exact pattern belongs in the written job order. Tell candidates who have only worked days clearly before they agree to be presented.
Ask the employer which language is used on the floor and whether any supervisor speaks Hungarian or English in addition to Romanian. Also ask which language instructions and safety training will be given in, because safety training must be given in a language the worker understands.
Only a CV and evidence of the core skill, for example a seam sample or a photo of finished panels. Identity documents and certificates come later, from the written list the Bihor employer or authorised agency provides. Collect only what each stage needs.
It applies whenever the Romanian side or an EU-based party processes a candidate’s data, with ANSPDCP as the Romanian supervisor. Agencies outside the EU apply their home data law plus the sharing terms signed for this case. Delete files the Bihor case no longer needs.
The parties can agree on a short video interview with the supervisor followed by a practical test. Sewing, furniture and electronics roles suit hands-on tests, and spa hotel kitchens suit a cooked dish on video with hygiene questions. Share recordings only under the agreed data terms.
No. Romanian rules forbid charging a worker any commission, fee, tax, guarantee or deposit, and no cooperation on a Bihor case will accept it. The employer pays placement costs, and partners should say so in writing at first contact.
Usually not: the first six months of activity are tied to the original employer unless it seriously breaches its obligations. A D/AM2 worker who wants to change within the first two years goes through the placement agency, once that route is confirmed open for the case. Explain this before a candidate commits to an employer.
It must be in Romanian and in a language the worker understands, and the employer must register it in REGES-ONLINE no later than the day before work starts. A Romanian-only version exposes the employer to fines. Share a draft before interviews.
The passport with visa, the signed bilingual contract, the written statement of housing, meal and transport costs, qualification certificates and the contact details of the person meeting them. A printed copy of the workplace and housing addresses helps if a phone fails.
The employer or agency arranges the medical check, safety training and the residence permit application at the county immigration service, and confirms housing and transport. A check-in at the end of the first week gives the worker a chance to raise questions about shifts, pay, or housing early.
They need no work authorisation. After three months in the country, they obtain a registration certificate from IGI’s county service in Oradea, and the employer enters the contract in REGES-ONLINE no later than the day before work starts.
Yes. Temporary protection granted in Romania to people displaced from Ukraine includes access to the labour market. The EU sets the duration, so check the IGI site before planning a long assignment anywhere in the country.
Yes. Under Romanian Road Authority rules, drivers prove competence with Code 95 on the licence or a driver qualification card. A haulier sending non-EU drivers on international runs as a Romanian carrier also needs a driver attestation for each of them, which ARR issues to the carrier, not the driver.
SPCRPCIV Bihor handles exchange or recognition and depends on the country that issued the licence. Confirm the current rules with the authorities before promising a candidate that a driving role is possible.
The council sits at Calea Republicii nr. 35 in Oradea. Its site includes an economy page on sector specialisation, a tourism page on spa and mountain areas, county bus and minibus timetables, and a list of partner institutions, including the city’s airport.
Warning signs include offers naming an Oradea industrial park without an employer, payment for visa appointments, requests to courier passports to unknown addresses, and jobs in Hungary tied to a Romanian visa. Stop the case and verify with the employer, the county employment agency or the labour inspectorate.
The county council’s economy page shows that service firms are more numerous, but industry and construction generate most of the county’s turnover. For partners, that means a smaller group of production employers carries much of the activity, and each one needs full verification before candidates hear about it.
No. Employers and landlords may not keep a worker’s passport or residence permit. If a worker reports that documents have been taken, raise it immediately with the employer, the authorised agency and, if not resolved, ITM Bihor or the police.
Register through the recruiter partner registration with your licence details, source countries and trades. We will explain how we would organise a case for a county employer and what we would need from you.
Yes. Share the employer’s details and the role; we set up cooperation so we check its Trade Register record, WorkinRomania registration, and any agency authorisation before approaching candidates. Start with the registration form, so we have your licence information on file.
Injection moulding, extrusion and glass processing need operators, setters and maintenance technicians, and the three should be screened separately because skills and pay differ. Ask about heat, heavy handling, and set-up duties, which the written plant order should describe.
