Describe your agency, sourcing countries and the trades you can test for Hunedoara County employers.
Hunedoara County, in western Romania with its seat at Deva, was built on mining and metallurgy. The county council’s presentation lists gold and silver ores, coking coal in the Jiu Valley and a steel tradition tied to the iron ores of the Poiana Ruscăi Mountains, and then points to newer manufacturing: parts and wiring harnesses for motor vehicles. The county is also covered by the EU-funded Just Transition programme, which supports regions moving away from carbon-intensive activity.
For recruitment agencies abroad, workforce suppliers and recruitment partners, that history shapes the work. The county has a pool of registered jobseekers, reported monthly by AJOFM, whose training centres in Deva and Petroșani run retraining courses. Ask each employer what its local search produced before a request reaches candidates abroad, and prepare people who can show exactly the skill asked for, whether harness assembly, welding or a season in the Retezat.
This page explains how cooperation with AtoZ Serwis Plus is organised, what to check, and which Deva offices are involved.
The council’s presentation identifies motor vehicle parts and wiring harness production as the modern face of local industry. Harness work is manual and precise: routing cables on assembly boards, taping, fitting connectors and electrical testing. Screen for finger dexterity, colour recognition, patience with repetitive tasks and readiness for shifts. A short test with real connectors reveals more than any CV line.
The steel and mining past left a workforce culture of heavy industry and, where plants remain, a demand for welders, locksmith fitters, maintenance electricians and machine operators. Welding requests should name the process (MIG/MAG, TIG or manual arc), the materials and the positions required, and the employer should say how it will test them. Certificates issued abroad may need to be checked against what the employer accepts.
Deva City Hall’s investor portal describes two privately owned industrial zones in the municipality, one a compact area of about 130 hectares, crossed by the railway of the pan-European Corridor IV and reached from the A1 through the Șoimuș and Simeria junctions. It cites a logistics depot among the activities there and lists construction, transport and warehousing among local sectors. Warehouse roles require forklift competence recognised in Romania, scanner use, and shift readiness; construction roles require trade proof and safety awareness, and weather makes outdoor work seasonal.
Tourism draws on Corvin Castle in the city of Hunedoara, the ruins of the two capitals of ancient Dacia, Sarmizegetusa Regia and Ulpia Traiana Sarmizegetusa, and the Retezat National Park, all named in the county council’s presentation. Guesthouses and mountain accommodation follow the hiking and winter seasons, while hotels in Deva work more steadily. A cook or room attendant needing a visa outside D/AM1 would go through D/AM2, at most 180 days in any 12 months and only in a listed occupation, so first check whether those suspended filings have resumed.
The Just Transition programme exists because the county is moving away from carbon-intensive activity, which in Hunedoara means above all Jiu Valley coal. Partners should not expect mining job orders; any energy or decommissioning work will be specialist and closely regulated.
The county council includes seven municipalities, Deva, Hunedoara, Petroșani, Vulcan, Lupeni, Brad, and Orăștie, plus seven towns and 55 communes. Deva is the county seat (municipiu reședință de județ); Hunedoara, a separate municipality, is distinct from the county as a whole, which matters when a job order says “Hunedoara”. Always ask which is meant.
The labour geography falls into clusters. Deva, Simeria, and Orăștie lie on the Mureș corridor, which carries pan-European Corridor IV, the E68 road, and the railway, and the council describes Simeria as the area’s most important railway junction. The city of Hunedoara, with Călan and Hațeg, forms a second cluster. Petroșani, Vulcan, and Lupeni form the Jiu Valley cluster, and Brad stands apart again. AJOFMHunedoara’s offices follow the same map: its head office in Deva and offices in Brad, Ilia, Simeria, Orăștie, Călan, Hațeg, Hunedoara, Petroșani, Lupeni and Vulcan.
These clusters are not one commuting zone. A worker housed in Deva cannot easily take a job in the Jiu Valley, and a site in a commune outside Deva is near Deva, not in it. Ask for the exact workplace address and how workers reach it at shift change. In Deva, Societatea de Transport Public Local Deva runs local buses on routes in the municipality and its component localities; interurban routes fall under the county council’s transport authority. Ask whether a works bus covers night shifts.
On accommodation, get in writing who provides it, the monthly charge and how it is deducted, room occupancy, the distance to the site and what happens if the contract ends early. If the employer supplies the housing, the charge may not exceed a quarter of the worker’s net pay under the ordinance. A hostel bed near a Simeria or Orăștie site counts as free only if the employer says so in writing.
AtoZ Serwis Plus never lodges an application for a Deva or Petroșani employer because it is not a Romanian placement agency. Under the Government Emergency Ordinance on foreigners’ access to the Romanian labour market, the registered employer lodges a D/AM1 case. In contrast, a D/AM2 case requires an ANOFM-authorised Romanian placement agency or an authorised employer, once those suspended filings are confirmed as running again. AtoZ Serwis Plus connects partner agencies abroad with that Romanian side. The cooperation is set up so the job order, draft contract, and what candidates are told are compared before travel is booked, and any gap is raised with the employer.
A typical division looks like this:
Only the employer or its authorised agency opens a post to partners abroad, and it picks which ones. The parties should set out fees, liabilities, and service levels in a written agreement. There is no AtoZ Serwis Plus office in the county, and this page lists no vacancies or job orders.
The cooperation is set up so that four checks come first, in this order.
A D/AM2 request has two legal conditions: a vacancy declaration lodged with AJOFM in Deva, and an occupation on the shortage list. Ask the employer how the local search went; it shapes how you should present the request to candidates.
Read each request closely, because the job title rarely says enough. “Welder” for a structural steel shop differs from “welder” for thin-sheet automotive parts, and a harness operator is not a general assembly worker.
Questions that separate strong candidates:
Set expectations about place. Deva and Hunedoara are mid-sized cities; the Jiu Valley towns and mountain areas are smaller and quieter. Say so plainly at the first contact, so a candidate weighing a move from a capital city knows what evenings in Lupeni or Brad look like.
Ask the employer about language at work. Safety induction must reach the worker in a language they understand, even if the shift leader at a Hunedoara plant speaks only Romanian. A candidate with some Romanian or English, or a bilingual colleague on the same shift, lowers risk.
The candidate’s citizenship sets the route.
Verify citizenship from documents at the selection stage. A candidate living in one country may hold another country's passport, and the route follows the passport. Many Moldovan candidates also hold Romanian citizenship and need no visa, while others from the same area do.
The emergency ordinance replaced the work authorisation (aviz de muncă) with a single application (cerere unică) on WorkinRomania, a platform developed by the Ministry of Internal Affairs and used by ANOFM, the county AJOFM, IGI and the Labour Inspection.
D/AM1 is for highly qualified staff, including candidates for an EU Blue Card, and for specific groups: specialists, professional athletes, people on certain infrastructure projects, and Moldovan, Ukrainian, or Serbian citizens on a full-time contract. Here the employer lodges the file in its own name, outside the shortage list.
D/AM2 serves permanent, seasonal and cross-border workers. The occupation must be on the shortage list approved by the Minister of Labour, and the yearly quota set by Government decision applies. An ANOFM-authorised placement agency normally files; an employer may file alone only as an authorised employer, a status that requires a long continuous activity record, an average staff of at least 50, clean compliance, and a per-worker financial guarantee.
D/AM2 depends on the list. A court order suspended the national List of Shortage Occupations; the platform stopped taking D/AM2 filings, and the Ministry of Labour said it would appeal, so check the outcome. A harness plant near Orăștie or a Retezat guesthouse waits on that route until WorkinRomania or the authorised agency confirms filings are open again for the occupation.
The worker then applies for the visa at a Romanian mission, using the Ministry of Foreign Affairs e-Visa portal (evisa.mae.ro); appointment systems differ by mission, and no one can sell one. The long-stay work visa lasts 90 days, and the worker files for the residence permit at IGI in Deva before it runs out; a seasonal visa lasts as long as the contract plus 5 days, never beyond 90. IGI lists its Hunedoara office at Strada Mihai Eminescu 130 to 133 in Deva. The permit does not allow work in other EU states, even though Romania is a full Schengen member. A change of employer is generally barred in the first six months unless the employer seriously breaches its duties, and D/AM2 workers can change employers through the placement agency in the first two years.
Pay may not be below the national gross minimum wage, which the Government sets by decision and revises periodically, or below a higher sector or collective minimum. For the current figure, ask the Deva inspectorate rather than relying on an old advert. Foreign workers are owed the same treatment as Romanian colleagues in the same posts.
The Labour Code standard is 8 hours a day and 40 a week, and total working time including overtime may not exceed 48 hours a week on average over the reference period. Overtime is first compensated with paid time off within 60 days; if that cannot be granted, the employer pays at least 75% on top. Ask how a three-shift harness line or a summer building site records and pays extra hours.
Deductions are permitted only in cases set by law and, taken together, may not exceed half the net monthly salary. Charges for housing, meals or transport are notified in writing before departure. REGES-ONLINE has to carry the contract no later than the day before work starts. Breaches of these duties can be fined per worker.
Collect documents in proportion to the stage. First screening needs only a CV and evidence of the core skill, such as a photo of a weld coupon or a harness test result. Identity documents come after selection: the employer or authorised agency issues a written list for the single application and visa, along with any criminal record certificate, medical evidence, and qualification documents. Nothing more should be collected in advance.
Personal data handled by the Romanian employer, the Romanian agency and EU-based parties falls under GDPR, with ANSPDCP as the supervisory authority. Partners established outside the EU follow their own law and the written data-sharing terms. Agree on transfer channels and deletion periods, and never circulate passports in group chats.
A nurse or doctor needs CNRED recognition and professional body registration, so ask early whether the role is regulated. Welders and electricians may be asked to prove their qualifications or pass a test before or after arrival; ask the employer which.
The employer or its authorised agency conducts the selection interview. Prepare candidates with a summary of the site, the town, and the shifts; check the connection, and confirm identity. Agree trade tests with the employer: a connector and taping exercise for harness work, a filmed weld coupon for welders, a forklift handling task for warehouses, and a short service role-play for hospitality. Report results candidly.
Each worker should travel with a written pack: employer and workplace addresses, the town or commune, the agreed arrival point and transfer, where the first night is spent, a local contact, and pay, hours and charges as written in the contract.
The first week ttypically includes contract signing re if not completed eearlierier, confirmation that the REGES-ONLINE entry was made no later than the day before work starts, a safety induction in a language the worker understands, aany requiredmedical cchecks and a bank account for wages. The residence permit request goes to IGI’s office in Deva within the legal deadline; the employer agrees and books it.
Explain conditions honestly. Winters in the Jiu Valley and the Retezat are cold and snowy, and buses between clusters run only limited hours at night. Workers placed in smaller towns should know where to shop, see a doctor and get help.
Keep a contact routine for the first month: after the first week, after the first payslip, and before the end of probation. Write down issues raised and how they were resolved.
A welder travelling to Călan or a cook heading for Hațeg pays no commission, fee, tax, deposit or guarantee for the placement; Romanian rules put those costs on the employer. A partner that takes money from candidates is out of the cooperation.
Workers with complaints about pay, hours, contracts or safety can contact ITM Hunedoara, the territorial labour inspectorate, or file an electronic petition on the Labour Inspection website. Provide these contacts in writing before departure.
Fraud signals include requests for money from candidates, paid visa appointments, an employer missing from the trade register, an agency absent from the WorkinRomania registers, a job order without a workplace address, and pressure to decide immediately. Suspicion of trafficking or forced labour goes straight to the police.
Welfare also means isolation risk. In small Jiu Valley or mountain settlements, a worker without a contact person may leave. Name a contact who answers, explain how to raise a problem, and ask the employer how disputes in shared housing are handled.
If your agency can supply tested harness operators, welders, warehouse staff, construction tradespeople or seasonal hospitality workers, and wants to support requests from registered employers in the county or ANOFM-authorised Romanian agencies, register as a recruiter partner. Include the countries you work in, the trades you can test and how you manage candidate data. We will follow up with the questions that must be answered before we share any request. For national rules, see our Romania recruiter page.
Register as a recruiter partner and tell us which trades your agency can test for Hunedoara County employers and authorised Romanian agencies.
The county council’s presentation describes an economy based on gold and silver mining, Jiu Valley coal and steel, and newer manufacturing of vehicle parts and wiring harnesses. Logistics, construction and tourism also feature, and the Just Transition programme covers the county.
No. Deva is the county seat. Hunedoara is a separate municipality, home to Corvin Castle. When a request says Hunedoara, always confirm whether it means the city or somewhere in the county.
The county council lists seven municipalities: Deva, Hunedoara, Petroșani, Vulcan, Lupeni, Brad and Orăștie, along with seven towns and 55 communes. Each cluster has its own labour market and commuting pattern.
The head office is at Piața Unirii 2 in Deva. AJOFM Hunedoara also runs offices in Brad, Ilia, Simeria, Orăștie, Călan, Hațeg, Hunedoara, Petroșani, Lupeni and Vulcan, plus training centres in Deva and Petroșani.
The county has a pool of registered jobseekers that AJOFM Hunedoara reports monthly, and its training centres in Deva and Petroșani run retraining. Knowing what the local search produced tells a partner which trade or shift pattern the employer still needs.
Do not expect them. The county is covered by the Just Transition programme, which supports the move away from carbon-intensive activity such as Jiu Valley coal. Any energy or decommissioning work that appears will be specialist and tightly regulated.
Finger dexterity, colour recognition, patience with repetitive work, and readiness for shifts. Experience with assembly boards, taping, connectors and electrical testers is the strongest evidence. A practical test with real connectors is the best screen.
The welding process, materials, thicknesses and positions, plus how the employer will test candidates. Structural steel and thin-sheet automotive welding are different trades, so a vague request leads to poor matches.
Deva City Hall’s investor portal describes two privately owned industrial zones in the municipality, one of about 130 hectares, crossed by the Corridor IV railway and reached from the A1 via the Șoimuș and Simeria junctions.
Brad lies in the county's north, away from the Mureș corridor, the Hunedoara and Hațeg cluster, and the Jiu Valley. AJOFM keeps a separate office there. A candidate for a Brad site needs housing in or near the town, since daily travel from Deva is long.
Forklift competence recognised in Romania, scanner and warehouse system use, picking accuracy, and shift readiness. Ask the employer whether they accept foreign forklift certificates or require local training before work.
Outdoor construction slows in winter, so contract length and winter arrangements should be clear. Trade proof and safety awareness matter, and a candidate needing D/AM2 waits until filings on that route are confirmed as resumed for the occupation.
The county council names Corvin Castle, the Dacian capitals Sarmizegetusa Regia and Ulpia Traiana Sarmizegetusa, and the Retezat National Park. Mountain accommodation is seasonal, while hotels in Deva operate more consistently year-round.
If the cook needs a work visa and isn't covered by D/AM1, seasonal work uses D/AM2, but only for listed occupations and for up to 180 days in any 12 months. Confirm first that D/AM2 filings are operating for that occupation.
Not easily. Deva on the Mureș corridor and Petroșani, Vulcan and Lupeni in the Jiu Valley are separate clusters. Housing should be close to the workplace, and night-shift travel needs a clear plan.
Societatea de Transport Public Local Deva runs routes in the municipality and its component localities, according to Deva City Hall. Interurban routes fall under the county council’s transport authority. Check whether either fits the shift times.
Petroșani, Vulcan, and Lupeni as Jiu Valley municipalities, and AJOFM has an office in each, with a training centre in Petroșani. Winters there are cold and snowy, so check the heating in housing and the night bus situation.
Who provides it, the monthly charge and how it is deducted, room occupancy, distance to the site, and what happens if the contract ends early. A Deva or Petroșani employer that houses workers may charge no more than a quarter of net pay.
No, it doesn't lodge anything on the platform. A D/AM1 file comes from the registered employer, and a D/AM2 file from an ANOFM-authorised agency or an authorised employer, once D/AM2 filings are confirmed as resumed after their suspension.
No. We have no office in Hunedoara County, and this page neither advertises vacancies nor implies that a job order exists. Employers or authorised agencies submit requests, and they decide which partners see them.
When an authorised placement agency places a third-country worker, it signs a contract with the employer and the worker setting out each party’s obligations. Ask to see the draft before a Hunedoara candidate commits.
Look it up in the trade register and compare main activity, registered office and work points with the request. Then confirm its WorkinRomania registration and, for D/AM2, the agency’s ANOFM authorisation and whether filings have resumed.
The county council describes Simeria as the area’s most important railway junction, on the Mureș corridor near Deva, and AJOFM keeps an office there. Ask the employer how a worker arriving at Simeria station reaches the site and the housing.
Occupation, number of posts, workplace address, gross pay, hours, shift pattern, contract length and any housing, meals or transport. The employer or authorised agency must sign it before sourcing starts.
Yes. The post must be notified as vacant to AJOFM Hunedoara, and the occupation must be listed on the shortage list in force. Ask the employer for evidence of both, and check whether D/AM2 filings have resumed.
A Moldovan who also holds Romanian citizenship can work in Deva or Petroșani as an EU citizen, without a visa. Without Romanian citizenship, a Moldovan can use D/AM1 on a full-time contract with a registered employer, and the shortage list test does not apply.
A Serbian citizen hired full-time by a registered employer can use D/AM1, so the shortage list does not apply. The employer files the single application on WorkinRomania, and the welder then applies for the visa at a Romanian mission.
Yes. A Ukrainian under temporary protection may work without a work visa. The protection has its own end date and conditions, so read IGI’s guidance before a Deva employer signs anyone for longer.
No work authorisation is needed, but for stays over three months, EU, EEA, and Swiss citizens register their residence with IGI and receive a registration certificate for this countr, country, that means IGI’s bureau abureau att Strada Mihai Eminescu 13-133 in Deva.
Do not assume it is. The route stopped accepting filings once a court suspended the national shortage list. Confirm on WorkinRomania or with the authorised agency that they have resumed and that the occupation is listed before sourcing.
AJOFM Hunedoara has its head office at Piața Unirii, and the Deva City Hall is at Piața Unirii 4; the IGI bureau is at Strada Mihai Eminescu 1-o 133. Check each office’s opening hours and appointment rules before sending a worker.
Only as an authorised employer, which needs a long continuous activity record, an average staff of at least 50, clean compliance and a financial guarantee for each worker. Otherwise, an ANOFM-authorised agency file, in both case, buts only after checking that D/AM2 filings have resumed.
No. Schengen membership lets the holder make short trips, but a Romanian visa or permit gives no right to work in Austria, Germany, or any other EU state. Say this at the first interview.
Nothing below the national gross minimum wage set by Government decision, or more where a sector or collective agreement says so. The figure changes over time, so check it with ITM Hunedoara rather than an old advert.
First through paid time off within 60 days; if that cannot be granted, through a premium of at least 75%. Weekly working time including overtime may not exceed 48 hours on average over the reference period.
Deductions need a legal basis, and their total must not exceed half the net monthly salary. Employers must notify workers in writing of housing, meal, or transport charges before departure so workers can calculate net pay.
REGES-ONLINE, the Labour Inspection’s electronic register, must show the contract no later than the day before work starts. For a Deva start, ask the employer for proof of the entry before the worker travels.
Only a CV and evidence of the core skill, such as a photo of a weld coupon or a harness test score. Identity documents, criminal record certificates, medical evidence and qualifications follow once the employer or authorised agency selects the candidate and issues its written list.
Processing by the Romanian employer, the Romanian agency, and EU-based parties falls under GDPR and is supervised by ANSPDCP. Partners outside the EU follow their own law and the written data-sharing terms, including deletion periods.
It depends on the employer. Some accept foreign certificates after a practical tes;, others require local certification. Ask before sourcing, and note that regulated professions need diploma recognition through CNRED.
The employer or its authorised agency. The partner prepares the candidate with a summary of the site, town, and shifts, checks the connection, and confirms identity at the start.
A connector and taping exercise for harness work, a filmed weld coupon for welders, a forklift handling task for warehouses and a short service role-play for hospitality. Agree each format with the employer first.
Employer and workplace addresses, the town or commune, the arrival point and transfer, first night’s accommodation, a local contact, and pay, hours and charges exactly as in the contract.
Sign the contract if you didn't do so earlier, confirm that the REGES-ONLINE entry was made no later than the day before work starts, complete a safety induction in a language you understand, complete any required medical check, and open a bank account and submit the residence permit request to IGI in Deva.
During the first six months of activity, the worker stays put, unless the employer seriously breaches its duties. A D/AM2 worker can change only through the placement agency in the first two years, and D/AM2 filings were suspended, so check their status first.
No. A worker owes nothing for the placement: no commission, fee, tax, guarantee or deposit. The employer carries placement costs, and a partner that charges candidates is out of the cooperation.
To ITM Hunedoara, the territorial labour inspectorate, or through an electronic petition on the Labour Inspection website. Workers should receive these contacts in writing before they leave home.
Look out for payment demands, paid visa appointments, a company missing from the trade register, an agency not in the WorkinRomania registers, no workplace address, and pressure to decide fast. Verify before telling candidates anything.
No. Booking rules vary by Romanian mission, and the form is completed on the Ministry of Foreign Affairs e-Visa portal (evisa.mae.ro). Anyone offering a Deva-bound candidate a slot for money signals fraud and should be reported.
Competence is proven by Code 95 on the licence or a driver qualification card. A non-EU driver doing international haulage for a Romanian carrier in Hunedoara County also needs a driver attestation, which ARR issues to the carrier. Licence exchange depends on the issuing country.
Give them a named contact who answers, explain where to shop, see a doctor, and get help, and keep calling regularly in the first month. Jiu Valley and mountain settlements are small, so ask the employer what support it offers new arrivals.
The prefect represents the Government in the county and checks the legality of local acts, while the county council runs county services, including the county public transport authority. Neither handles work or residence applications.
Use our recruiter partner registration to describe your sourcing countries, tested trades and data handling. We then explain the checks and division of responsibilities before discussing any Hunedoara request.
