Tell us which trades you test and where you recruit, and we will reply with the checks that apply to Tulcea employers.
Tulcea County occupies the north-eastern corner of Dobrogea, at Romania’s eastern edge, with the Danube Delta within its borders and the Republic of Moldova and Ukraine across the river to the north. According to Consiliul Județean Tulcea, it is the fourth-largest county by area, and a large share of that surface is delta wetland and lagoon. Distances are long, settlements are small, and some of them sit on river channels rather than roads. All of this changes how a partner agency should approach recruitment cooperation for employers based here. This page guides recruitment agencies abroad, workforce suppliers, and recruitment partners; it advertises no jobs.
The county council describes an economy built on industry, agriculture and tourism, with fishing and aquaculture, agriculture and viticulture, Delta tourism, sm and the extraction of construction stone among the main activities, as well as wind energy installations in several communes. The South-East regional development agency lists Tulcea among the region’s five locations and notes that it has the largest number of farms in the region. AJOFM Tulcea’s activity reporting shows demand for cooks, bartenders and servers, electricians, carpenters and masons, cleaners, elderly care workers, machine operators and welders.
AJOFM Tulcea’s reporting also describes employment programmes aimed at rural localities such as Topolog and Horia, the town of Isaccea, and communities in Babadag and Măcin, and notes that it holds its general job fairs in Tulcea municipality. Local jobseekers are therefore reached first through these channels. For partners, the practical step is to ask whether the employer has already used these local channels, which shifts proved hard to fill, and why local candidates did not stay. Those answers make a sharper screening brief than a bare job title.
Sector demand does not equal a job order. A Tulcea employer must still be verified and sign a written request before anyone sources a single candidate.
Romanian law does not treat AtoZ Serwis Plus as a placement agency, and ANOFM has not authorised it to place workers in the county or anywhere else. For a third-country worker needing a D/AM2 visa, a placement agency authorised by ANOFM or an employer with authorised-employer status files; for D/AM1, the registered employer files. AtoZ Serwis Plus connects partner agencies abroad with the Rothe Romanian and coordinates the operation. The employer or authorised agency chooses which Tulcea roles to share and with whom. AtoZ Serwis Plus has no office in Tulcea County, and nothing here suggests an open vacancy or an active job order.
Each cooperation starts with a written task allocation. In a Tulcea context, this usually covers:
Costs, timescales, and any commercial terms should be set out in a written agreement between the parties.
Many workplaces in the county sit far from a large city, on the river or in small communes, and the work can be physically demanding. Screening should test both points directly.
Ask about the welding processes and positions the candidate has worked in, the materials and thicknesses, and the standard under which their certificate was issued. Ask whether they have worked inside hulls or confined spaces, at height, and on shift systems. Confirm with the employer which certificates it accepts and whether it retests on arrival.
Fish farm and processing work follows production cycles, can start very early and involves cold, wet conditions. Ask candidates about previous work in food processing, any hygiene training, and their comfort with work on or near water. Ask the employer whether any boat handling or crew qualification is needed, since river work can carry its own rules.
Some guesthouses and hotels in the Delta operate only part of the year, and some are only accessible by boat. Candidates should understand that free time is spent in a small community, with limited shops and services. Ask whether they have worked a season in a remote place before and completed it.
Check trade experience, the equipment the candidate has operated, and any safety training. Quarries and wind farm sites are located in rural communes rather than in Tulcea city, so travel and housing questions matter from the first interview.
Verification protects the worker, the partner and the employer. Work through these checks in order, and stop if any fails.
If an employer asks you to source before these items exist, or asks you to describe a role as permanent when the order says seasonal, decline and tell us.
Romania replaced the old work authorisation with a single application under the Government Emergency Ordinance on foreigners’ access to the Romanian labour market. The application is filed on the WorkinRomania platform, which AJOFM Tulcea, ANOFM, the immigration inspectorate and the Labour Inspection all use.
D/AM1 applies to highly qualified workers and listed special categories, including candidates for an EU Blue Card, citizens of the Republic of Moldova, Ukraine, and Serbia on a full-time contract, professional athletes, and workers on specified infrastructure projects. The registered employer files directly; there is no shortage list test and no quota. For a county that faces Moldova and Ukraine across the Danube, this route can be relevant for many candidates.
D/AM2 is the route for permanent, seasonal and cross-border hires such as Delta cooks or fish farm hands. Three conditions must be met: the occupation must appear on the list of shortage occupations approved by the Minister of Labour, the Government’s annual quota of newly admitted workers must have room, and the job must be declared vacant to AJOFM Tulcea. An ANOFM-authorised placement agency or an authorised employer files it. A summer in a Delta guesthouse or a harvest in the Măcin hills on D/AM2 cannot exceed 180 days in 12 months.
The D/AM2 route depends on the shortage list. When the Bucharest Court of Appeal suspended the order approving that list, the platform switched off its employer registration and authorisation flows and D/AM2 filings, and the Ministry of Labour said it would appeal, so check the outcome. Before recruiting for any occupation on D/AM2, confirm on WorkinRomania, with the Ministry of Labour, or with the authorised agency that filings have resumed and the occupation is on the list in force.
Request the visa at a Romanian embassy or consulate through the Ministry of Foreign Affairs e-Visa portal (evisa.mae.ro). The long-stay work visa is valid for 90 days, and during that period the worker applies for a work residence permit at the IGI county immigration service in Tulcea. A seasonal visa for a Delta summer is shorter: it matches the contract length plus 5 days, up to 90 days. That permit gives no right to work in other EU countries, even though Romania is a full Schengen member.
Tulcea’s position on the Danube border means partners will meet candidates whose status is easy to misread.
Keep these groups separate in your records, because the documents, timelines, and the employer’s obligations differ.
A foreign worker in Tulcea must receive equal treatment and at least the national gross minimum wage, which the Government sets by decision and revises periodically. Ask the employer or ITM Tulcea for the current figure and, for construction, whether a higher sector minimum applies; do not quote figures from old adverts.
Under the Labour Code, a normal shift is 8 hours and a normal week is 40. Overtime is allowed, with a ceiling of 48 hours a week averaged over the reference period. The eemployer first compensatesovertime with paid time off within 60 days; if tthat isn’t possible the worker receives a supplement of at least 75% on top of pay. Shipyard shift patterns and summer weeks in Delta hospitality both raise overtime questions, so ask how hours are recorded.
The employer may deduct from wages only in cases permitted by law, and all deductions together may not exceed half of net monthly pay. Rent for employer-provided housing is capped at a quarter of net pay. Before leaving home, the worker must receive a written statement of any housing, meal, or transport costs. Placement costs belong to the employer: candidates are never charged fees, commissions, or deposits, and the agency refuses cooperation to anyone who does.
Tulcea municipality is the county seat and the main urban labour market, with the AJOFM head office on strada Grigore Antipa. Tulcea City Hall publishes a sustainable urban mobility plan, and minibuses link the city with surrounding localities. Shift workers should confirm that a service runs at their start and finish times, or that the employer provides transport.
Măcin, Babadag, Isaccea and Sulina are the county’s other towns. AJOFM Tulcea runs work points in Măcin and Babadag. A worker based near Măcin or near Babadag lives in a small town or commune, with fewer rental options and longer journeys to services.
Delta settlements such as Sulina, Sfântu Gheorghe and Chilia Veche have river ports, and journeys there can depend on boat schedules. Ask the employer exactly how a worker reaches the site, how often, and who pays. In winter, or when water levels or weather disrupt a crossing, a worker in a Delta settlement may be cut off from the city for longer than planned, so agree in writing how pay, food and medical help are handled on such days.
For arrivals, the county council lists the Delta Dunării airport near Cataloi, about 15 km from Tulcea, and a suspension bridge over the Danube connecting the county with Brăila. Ask the employer which route the worker will use on the first day.
Questions on housing:
Never describe a Tulcea bed as free unless the employer has confirmed that in writing.
In Tulcea, a tested weld or a filmed shift says more than any well-written CV. Plan assessments with the employer and record them.
The employer makes the final decision. Tell unsuccessful candidates promptly and do not reroute them to another role without consent.
Ask for documents only when a stage needs them. GDPR covers personal data handled by the Tulcea employer, the Romanian agency, and any EU-based party; partners outside the EU follow their own data laws and the data-sharing terms agreed in writing. Complaints about data handling in Romania go to ANSPDCP.
Never hold a candidate’s original passport. For drivers in quarry, construction or freight work, check proof of professional competence, meaning Code 95 on the licence or a driver qualification card, under Romanian Road Authority rules; where a non-EU driver will do international haulage for a Romanian carrier, the driver attestation that ARR issues to the carrier; and licence exchange with SPCRPCIV Tulcea, the county driving licence and vehicle registration service.
Before departure, each worker should have the bilingual contract (or its final draft), the workplace and housing addresses, a named employer contact, the travel plan to the site, and the written cost statement. Tell the worker that the employer must register the contract in REGES-ONLINE, the LabourInspection’ss employee register, no later than the day before work starts.
Explain the climate and the setting: hot summers with mosquitoes in the Delta, cold winters, wind on the river, and small communities where few people speak languages other than Romanian. Ask whether the employer offers Romanian lessons, and give each worker a short list of everyday Romanian phrases for shops, transport and the workplace.
After arrival, and before the 90-day visa expires, the worker applies to the IGI county immigration service for the residence permit for work, and the employer should explain who books the appointment. Workers should also know that changing employers is generally not allowed in the first six months unless the employer seriously breaches its obligations, and that D/AM2 workers in their first two years change through the placement agency.
Workers can report problems with pay, hours, safety or undeclared work to ITM Tulcea, the territorial labour inspectorate, or through the Labour Inspection online petition system. Residence questions go to IGI. Give workers both routes before travel, in writing and in their language.
Warning signs in a remote county differ slightly. Watch for:
No intermediary in a Delta village or abroad can sell a consular slot or vouch for IGI’s permit decision. Any agency that takes money from workers or hides a boat-only commute behind a city address is excluded from any cooperation on these orders.
AJOFM Tulcea reports that registered unemployment in the county has stayed relatively stable without large swings; check its statistics page for the current rate before concluding local labour supply.
If your agency can supply tested welders, fitters, machine operators, hospitality staff, construction trades or farm and processing workers, and can follow the verification and welfare steps on this page, we would like to hear how you work. Please tell us your source countries, the trades you test and how, and the languages your team speaks. More background on national rules is on our Romania recruiter page.
Start with the recruiter partner registration form. We will follow up with the questions that apply to Tulcea roles and the evidence we need before discussing any cooperation.
Register your agency and describe the trades you can test. We will reply with the verification steps that apply to Tulcea employers before any cooperation is discussed.
Consiliul Județean Tulcea describes an economy based on industry, agriculture, and tourism, with fishing and aquaculture, viticulture, Delta tourism, and construction stone extraction among the main activities. The regional development agency lists a shipyard in Tulcea. Wind energy installations are found in several communes.
AJOFM Tulcea’s activity report mentions demand for cooks, bartenders, servers, electricians, carpenters, masons, cleaners, elderly care workers, machine operators, and welders. This reflects local demand, not live orders. A verified employer must still sign a written job order before sourcing.
AtoZ Serwis Plus has no office in Tulcea, and this page lists no vacancies or job orders. We coordinate cooperation between partner agencies abroad and verified Romanian employers or authorised agencies, under written terms agreed before recruitment starts.
Not AtoZ Serwis Plus. An ANOFM-authorised Romanian placement agency or an authorised employer files D/AM2 filings, once that agency confirms it has resumed after the court suspension. The registered employer files D/AM1. AtoZ Serwis Plus coordinates the cooperation around those filings.
The head office is at strada Grigore Antipa nr. 10 in Tulcea. AJOFM Tulcea also has work points in Măcin and Babadag. It handles vacancy declarations for employers based in the county and publishes statistics and activity reports.
For D/AM2 hires, the job must be declared vacant with the employment agency, and the occupation must be on the shortage list. For a Tulcea employer,r that agency is AJOFM Tulcea. Ask the authorised agency for evidence of the declaration, and check whether the agency is accepting D/AM2 filings again.
The South-East regional development agency lists Tulcea among the region’s five shipyard locations. Shipbuilding work requires welders, fitters, and machine operators. Whether any shipyard or subcontractor has a job order is a separate question that only a verified employer can answer.
Use a test piece in the processes and positions listed on listed on therdhave assessed by a qualif assess itied examiner, and share the results with the employer. Ask which certificate standards the employer accepts and whether it retests on arrival.
Yes. The regional development agency records that Tulcea has the most fish farms in the South-East region, and the county council lists fishing and aquaculture among its main activities. Work follows production cycles and involves cold, wet conditions.
Shifts can start early, the work is cold and wet, and food hygiene rules are strict. Ask about previous processing experience and hygiene training. Explain conditions honestly at the interview so that candidates who accept understand the job.
Much Delta hospitality is concentrated in the warm months. For a candidate who needs a visa, seasonal work uses D/AM2 within 180 days in any 12 months, but D/AM2 filings were halted when the shortage list was suspended, so get the agency to confirm they have resumed first. Also check the contract dates and housing at season end.
Expect a small community, limited shops and services, travel that may depend on boats, and long days in peak weeks. Ask whether the candidate has already completed a season somewhere remote. Describe the setting frankly at interview.
The county’s other towns are Măcin, Babadag, Isaccea and Sulina. Tulcea municipality is the county seat. Describe a workplace in a commune near one of these towns as near the town, and include its actual address.
Sulina is a Delta town with a river port, and travel there depends on boat schedules. Before presenting a Sulina role, ask the employer how the worker will reach the site, how often transport runs and who pays for it.
The county council lists ports at Tulcea, Sulina, Sfântu Gheorghe, Isaccea, Chilia Veche and Măcin. River and port work can require its own crew and safety requirements, so ask the employer which qualifications apply.
The county council lists the Delta Dunării airport near Cataloi, about 15 km from Tulcea, and a Danube suspension bridge linking the county with Brăila. Ask the employer which route the worker should take and who arranges the first journey to the site.
According to the county council, Tulcea borders Galați, Brăila, and Constanța counties, and, to the north, the Republic of Moldova and Ukraine. Because of that border, ask early whether a candidate holds Romanian citizenship, or is a Moldovan or Ukrainian citizen eligible for D/AM1 on a full-time contract.
No. Anyone who travels on a Romanian passport works as an EU citizen, regardless of any other nationality they hold, so ask which passport the candidate will use. A Ukrainian passport alone points to D/AM1, which needs a full-time contract with a registered employer.
In Tulcea, a Moldovan candidate with a Romanian passport is treated as an EU citizen. Those without it fall under D/AM1 on a full-time contract, where the registered employer files directly without the shortage list. Confirm eligibility with the employer before the candidate makes plans.
Yes. Displaced Ukrainians with temporary protection can work in Tulcea without a visa. AJOFM Tulcea reports support for displaced persons registered as jobseekers. Check IGI’s site for the scheme’s current conditions before agreeing to a long contract.
No work authorisation. EU, EEA and Swiss citizens staying over three months register their residence with IGI and receive a registration certificate. Their contract must still be submitted to REGES-ONLINE no later than the day before work starts, with Romanian pay and safety rules fully applied.
D/AM1 covers highly qualified workers, candidates for an EU Blue Card, and special categories such as citizens of Moldova, Ukraine, and Serbia on a full-time contract, professional athletes, and workers on specified infrastructure projects—the registered employer files directly, with no shortage list test or quota.
That D/AM2 filings are running on WorkinRomania and that the occupation is on the shortage list in force. After a court suspended the order approving the list, the related platform functions were switched off. Check with the platform and the authorised agency first.
Yes, for D/AM2. The Government sets a yearly quota of newly admitted permanent, seasonal and cross-border workers. It does not apply to D/AM1. Ask the authorised agency whether quota room exists for the planned hires.
At the IGCounty Immigration Service in Tulcea, before the 90-day work visa expires. The current address and hours are on igi.mai.gov.ro. The employer should explain who books the appointment.
No. A Romanian work residence permit covers work only for a Romanian employer. Romania is a full Schengen member, so short visits are possible, but work in another EU state needs that state’s own authorisation.
Search the National Trade Register Office for the registered name, code, office, activity and status. Compare the activity with the job described. Then confirm platform registration on WorkinRomania and, for D/AM2, the authorised agency’s register entry.
It could. Registration requires, among other conditions, at least a year of real activity, no tax arrears, no recent penalties for labour-law breaches including undeclared work, and no relevant convictions. A newly formed seasonal business may not qualify, so check before sourcing.
The exact location: Tulcea city, a named town such as Măcin or Babadag, a commune, a port area or a Delta settlement. Location drives housing, travel and the worker’s address for IGI. Vague wording such as ‘Tulcea area’ is not enough.
No. It must be bilingual, in Romanian and a language the worker understands, and a Romanian-only version exposes the employer to fines. Compare the draft with the job order and send it to the candidate before departure.
Nothing below the national gross minimum wage, which the Government revises by decision, and the same treatment a Romanian colleague receives. Ask the employer or ITM Tulcea for the current figure, and check whether a higher construction minimum applies.
Paid time off within 60 days comes first; if that is not possible, a supplement of at least 75% applies. Averaged over the reference period, a shipyard week cannot exceed 48 hours, including overtime. Ask how the yard logs hours.
Only within the law. Rent for employer housing may not exceed a quarter of net pay, total deductions may not exceed half of net pay, and costs must be stated in writing before departure. Ask the employer to show the figures.
No. Romanian rules prohibit charging workers any fee, commission, guarantee, or deposit, and the employer pays placement costs. An agency that bills candidates has no place in the cooperation.
Tulcea City Hall publishes a sustainable urban mobility plan, and minibuses run between the city and nearby localities. Shift workers should check that services match their hours, or confirm employer transport in writing.
Ask where the accommodation is, how many share a room, whether it is heated, what it costs and what happens when the season ends. Rural and Delta settlements have few rental options, so employer housing is often the only practical choice.
Assume it is charged unless the Delta employer has put a nil cost in writing. Otherwise, the cost must appear in the written statement given before departure and stay within the legal cap of a quarter of net pay. Do not repeat verbal promises to candidates.
A CV, contact details and evidence of the trade, such as a welding certificate or a hospitality reference. Identity documents and police certificates come later, as partofm the written list the authorised agency or employer issues for the application.
The GDPR applies to the Tulcea employer, the Romanian agency, and any EU-based party handling the data. A partner outside the EU follows its own data law plus the data-sharing terms agreed in writing. Collect only what each stage needs.
Yes. Anyone driving stone or freight lorries out of the county’s quarries professionally needs proof of competence, meaning Code 95 on the licence or a driver qualification card, under ARR rules. If a non-EU driver will run international haulage for a Romanian carrier, ARR issues a driver attestation to that carrier as well.
SPCRPCIV Tulcea handles licence exchange in the county, including driving licences and vehicle registration. Eligibility depends on the issuing country. Confirm before any driver travels expecting to work on a foreign licence.
AJOFM Tulcea reports that its general job fairs take place in Tulcea municipality. At the same time, its employment programmes reach rural localities such as Topolog and Horia, the town of Isaccea and communities around Babadag and Măcin. Ask employers in those areas whether they have already tried these local channels.
The employer records each contract in REGES-ONLINE, the Labour Inspection’s employee register, no later than the day before work starts. Workers can ask for confirmation, and ITM Tulcea can check if they have doubts.
Summers are hot, with mosquitoes in the Delta; winters are cold and windy on the river. Workers should bring clothing for both and insect protection for summer. Ask the employer whether housing is heated.
Not straight away. In the first six months of activity, a change is ruled out unless the employer is in serious breach, and for two years a D/AM2 worker can move only through the placement agency, so check how the suspended D/AM2 flows affect that step. Explain this clearly before the worker signs.
ITM Tulceaacceptss complaints about pay and safety, and the Labour Inspection also accepts onlin petitionse. Residence questions go to IGI. Give workers both routes before they travel.
Offers without a named employer or settlement, payment requests, promises of city housing for a Delta job, and pressure to travel on a tourist visa. Verify every offer in the official registers and report suspicious ones.
No. The prefect is the Government’s representative in Tulcea County and has no role in recruitment or immigration decisions, though public services such as the county driving licence service work under it. Its site is on prefectura.mai.gov.ro.
No. The county council is the elected county authority and publishes county data, but it does not authorise agencies or file work applications. Applications for third-country workers go through WorkinRomania.
AJOFM Tulcea publishes monthly statistics on anofm. ro, and the county statistics directorate publishes data on insse .ro. AJOFM reports that registered unemployment has stayed relatively stable; check the latest release rather than older figures.
The county council lists wind energy among activities in several communes. Construction and maintenance of wind sites may create demand for electricians and machine operators, but only a verifieemployer’s's job order makes a role real.
Register through the recruiter partner registration form, naming your source countries, tested trades and team languages. We reply with the checks and questions that apply to Tulcea employers before discussing any cooperation.
Start with AJOFM Tulcea and WorkinRomania for labour matters; IGI for residence; the Labour Inspection for complaints; and the county council and Tulcea City Hall for local information. Statistics come from tulcea.insse.ro.
