Tell us where you recruit and which occupations you cover, and we will outline what a Vaslui order would need to show.
Vaslui County occupies the central Moldavian plateau in eastern Romania. Its eastern edge follows the Prut, which borders the Republic of Moldova; Iași lies to the north, Galați to the south, and Neamț, Bacău, and Vrancea to the west. The county council lists three municipalities (Vaslui, the county seat, plus Bârlad and Huși), two towns (Negrești and Murgeni) and 81 communes. More of the population lives in villages than in towns, and the council’s own profile describes rolling hills and broad valleys where farming, orchards and vineyards share the land.
Its readers include recruitment agencies abroad, workforce suppliers, and recruitment partners who may cooperate with AtoZ Serwis Plus on work in Prut County. AtoZ Serwis Plus hasPlus has no office in Vaslui County; this page lists no vacancies and implies no job orders. Its purpose is to describe the county as official sources record it and to set out the checks that come first.
The five urban centres are quite different from one another:
AJOFM Vaslui runs local agencies in Vaslui, Bârlad and Huși and a working point in Negrești. For any order, the first question is which of these places the work is in, or which commune near them. A site outside a town is near Bârlad or near Huși, not in it, and the transport plan must start from that.
The county council’s business-environment page and its analysis of the county’s economic development give an unusually direct account of local industry. By its figures, industry provides the largest share of jobs in the county, ahead of commerce, construction and transport, and most firms are micro-enterprises, with only a small number of large and medium employers.
The council describes food and drink as the largest branch of industrial output, covering poultry processing, meat products, milling and beverages. Candidates for these plants need to be comfortable on cold, wet and repetitive lines, accept strict hygiene rules and work rotating shifts. Ask the employer whether work is on the slaughter line, in cutting, in packing or in dispatch, because the demands differ sharply.
The council places this branch in Bârlad, around a bearings factory it describes as the county’s largest private employer. Typical roles include CNC and lathe operators, grinders, heat-treatment staff, maintenance mechanics, and quality controllers. Screening should test the ability to read drawings and tolerances and to use micrometres and gauges.
The council notes that footwear manufacturing in Huși has expanded with both foreign and Romanian capital. Roles include cutting, stitching, lasting and finishing. The most reliable test is a practical sample of the upper or sole the factory produces.
Clothing has been a large employer in the county, but the council describes it as contracting under rising labour costs and emigration. Treat new clothing orders with care: check how the employer’s order book supports a contract of the length offered, and ask how output norms work.
The council calls construction and wood processing developing sectors, with furniture makers gaining in importance. Carpenters, furniture assemblers, panel-line operators and general construction trades are the likely profiles.
Agriculture uses most of the county’s land. Yet, the council stresses that it contributes only a modest share of the economy’s value, and that farming relies heavily on traditional methods and the weather. The climate supports field crops, fruit growing, viticulture, fish farming, beekeeping and livestock.
For a partner, that has two consequences. Where a larger farm, orchard, or vineyard needs seasonal help, demand is tied to sowing, harvest, or grape picking, and dates move with the weather. Workers who need a visa can do seasonal work only on a D/AM visa, for up to 180 days in any 12 months, in an occupation on the shortage list, with a visa covering the contract plus 5 d, days, capped at 90 days. Because D/AM2 filings and the shortage list were suspended, confirm they have resumed before approaching anyone for a vineyard or orchard season.
Vineyard and orchard work is physical and outdoor, and pay may be calculated by the day or by quantity picked, so ask for the method in writing and check that it never falls below the minimum wage. Ask a farm employer about the exact tasks, the expected start and end dates, what happens if the season starts late, how workers are housed in the countryside and how they reach the fields each day.
The county council’s own analysis names the emigration of skilled people to university cities and abroad as one of the county’s main problems. It links it to a cycle of underdevelopment. For partners, this is useful context: an employer looking abroad may be replacing people who left. It also means candidates will compare a Vaslui offer with what they could earn elsewhere in the EU, and some will see Romania as a stepping stone. Screen for that early.
Proximity to the Republic of Moldova also shapes the local labour pool. Many Moldovan citizens also hold Romanian citizenship and can work in Vaslui as EU citizens, which an employer may already be drawing on. Ask what the employer has tried locally and across the border before it turns to more distant sourcing countries.
In Romanian terms, AtoZ Serwis Plus is no placement agency. An ANOFM-authorised Romanian placement agency or an employer with authorised-employer status makes filings on the D/AM2 route, after the parties check whether those filings are accepted again; the registered employer makes D/AM1 filings. AtoZ Serwis Plus coordinates cooperation between partner agencies abroad and the Romanian side. Which roles are offered to which: the employer or the authorised agency decides the partner
In practice, the work would be split like this:
The businesses should set out prices, payment terms, and timing in a written agreement. The candidate pays nothing: Romanian rules bar any commission, fee, tax, guarantee or deposit charged to a foreign worker for placement, and placement costs belong to the employer.
Cooperation is set up so that these checks are agreed and carried out before an order is advertised:
Keep a written note of each check, the date it was made, and who confirmed it so that you can answer a later question from a candidate, an authority, or the employer from the file. A border county attracts a particular kind of fraud: offers that use Romania as a gateway to “Europe”. Stop if you see any of these:
The Government Emergency Ordinance on foreigners’ access to the Romanian labour market abolished the separate work authorisation. Instead, workers lodge a single application (cerere unică) on WorkinRomania. With approval in hand, the worker lodges a long-stay employment visa request at a Romanian diplomatic mission via the Ministry of Foreign Affairs e-Visa portal (evisa.mae.ro). That visa’s 990-day validity opens a window in which the worker, once in Vaslui, applies to IGI for a residence permit for work.
D/AM1 applies to highly qualified workers and certain categories, including professional athletes, workers on specific infrastructure projects, and full-time employees of citizens of the Republic of Moldova, Ukraine, and Serbia. The employer files directly, and the shortage list does not apply. For a Vaslui employer, a Moldovan or Ukrainian candidate without Romanian citizenship, offered a full-time contract, would normally be considered here, if the employer confirms the category.
Permanent, seasonal and cross-border hires belong on D/AM2. The occupation must appear on the shortage list approved by the Minister of Labour, the annual quota fixed by Government decision applies, and the file usually passes through an ANOFM-authorised placement agency. Food-line, footwear, clothing and farm roles for candidates from further afield would fall here.
Because D/AM2 rests on the shortage list, a court suspension of the order approving that list led the platform to switch off employer registration and authorisation and D/AM2 applications, and the Ministry of Labour said it would appeal, so check the outcome. For any D/AM2 role in Vaslui, confirm on WorkinRomania and with Mithat that they’re accepting filings and that the occupation is listed before sourcing a single candidate.
No one can guarantee or sell a consular appointment. Romania is a full Schengen member, but a Romanian work visa or residence permit does not grant the right to work in any other EU state.
Several groups can take a job in Vaslui without a work visa. Citizens of EU and EEA states and Switzerland need no authorisation and, after three months, register their residence with IGI for a registration certificate. Romanian citizens are in the same position, including many Moldovan candidates who also hold Romanian citizenship: as Romanian citizens, they work as EU citizens.
People displaced from Ukraine who hold temporary protection in Romania under the EU scheme also have access to the labour market. Check the current terms on IGI’s site before agreeing to a long contract, because the EU decides the scheme’s duration.
For each of these workers, the employer still provides a written contract, enters it in REGES-ONLINE no later than the day before work starts, and applies Romanian pay and safety rules in full.
No contract may pay below the national gross minimum wage. The Government sets it by decision and revises it periodically, so confirm the current amount with the Ministry of Labour or ITM Vaslui before assessing an order. Foreign and Romanian workers in the same Bârlad or Huși post are treated equally, and wages go into a bank account.
Under the Labour Code:
On poultry and meat lines, ask how weekend and night work are rostered and paid. In Huși, if footwear or clothing work is paid by output, get the norm in writing. Set out costs for housing, meals, or transport in writing before departure, and where the employer provides housing, the rent may not exceed a quarter of net pay.
Ask every employer, in writing:
Never describe the housing as free unless the employer has put that in writing.
Transport needs specific planning. The municipality of Vaslui lists Transurb among its subordinate companies for city transport. Between towns, the county council runs a county passenger transport programme of licensed regular routes, with timetables and stops published on its site. These routes suit weekend trips but may not fit shift times. Because Vaslui and Bârlad are similar-sized municipalities with their own employers, a worker housed in one and employed in the other faces a daily journey between towns; check the travel time and cost before accepting such an arrangement. In any case, ask whether the employer runs a shuttle, especially for sites near Bârlad or Huși. No airport is located in the county, according to the official sources we checked; the nearest options are airports in neighbouring counties, such as George Enescu in Bacău, and the onward transfer should be arranged before booking a flight.
Collect documents in proportion to the stage. Shortlist: CV, contact details, proof of the main skill. Offer: identity documents and certificates only from the employer’s or authorised agency’s written list. Visa: the list published by the mission. Never keep a candidate’s passport and never request health records before an offer.
The GDPR applies to personal data processed by the Romanian employer or agency and by parties based in the EU, under the supervision of ANSPDCP. Partners outside the EU operate under their own national data law and the written sharing terms agreed. Agree on how long data is kept and how it is deleted.
Interviews should include someone from the site who can describe the actual job. Skills checks to consider:
Under Romanian Road Authority rules, professional drivers show competence through Code 95 on the licence or a driver qualification card. A non-EU driver doing international haulage for a Romanian carrier also needs the driver attestation that ARR issues to the carrier. Licence exchange depends on the issuing country; SPCRPCIV Vaslui, the county driving licence and vehicle registration service, and ARR can confirm the position.
Before leaving home, the worker should have the signed bilingual contract, written housing and cost details, the workplace address, a named employer contact, and a travel plan from the arrival airport to the town. By then, the contract should already be in REGES-ONLINE, since registration falls due no later than the day before work starts.
After arrival, the employer provides safety training in a language the worker understands and helps with the residence permit application at the IGI county immigration service for Vaslui within the visa’s validity. Ask whether the employer offers Romanian lessons. Confirm the service’s address and appointment rules on igi.mai.gov.ro.
Changing employers is generally not permitted in the first six months unless the employer commits a serious breach, and D/AM2 workers can change only through the placement agency in the first years. Make this clear before departure, and confirm with the placement agency how it handles requests.
ITM Vaslui is the authority for complaints about pay, hours, safety and undeclared work in the county, and the Labour Inspection accepts online petitions. Give each worker these contacts on paper. Agree with the employer to keep in touch during the first months, and plan extra contact for workers in Huși, Negrești or rural sites, where fewer people may share their language.
Suppose your agency places food-processing staff, machinists, footwear or clothing operatives, furniture workers, or drivers, and you would like to explore cooperation on roles in Vaslui, Bârlad, or Huși, tell us where you recruit, which occupations you cover, and what licence you hold. We will reply via chat with what the Vaslui order would need to clear and how responsibilities would be split.
Use the recruiter partner registration to begin, or see the Romania recruiter page for national context.
Share your occupations, sourcing countries and licence details, and we will explain what cooperation on Vaslui County roles would involve.
No. There is no AtoZ Serwis Plus office in Vaslui County; this page lists no vacancies, and nothing here implies a job order. The parties would agree to cooperate with partner agencies in writing, with employer and order checks that the parties settle before sharing anything.
The county council lists three municipalities, Vaslui (the county seat), Bârlad and Huși, and two towns, Negrești and Murgeni, plus 81 communes. Always ask which of these places, or which commune near them, the workplace is in.
Yes. The county council states that the Prut forms the county’s eastern boundary with the Republic of Moldova. The Romanian Border Police publishes the crossing points for the counties along that border on its website.
The county council reports that most firms are micro-enterprises, with only a small number of large and medium employers, and that industry provides the largest share of jobs, ahead of commerce, construction and transport. Check each employer’s size and activity on its ONRC record before sourcing.
In the municipality of Vaslui. The county council is on Strada Ștefan cel Mare, the city hall is at Strada Spiru Haret 2, and AJOFM Vaslui is nearby, at Strada Spiru Haret 5. nearby
Food and drink processing, machinery and bearings in Bârlad, footwear in Huși, clothing, and developing construction and wood furniture sectors. Agriculture uses most of the land but, by thecouncil’ss account, produces a modest share of the county’s value added.
The county council has located Vaslui’s machinery and bearings branch in Bârlad, near a bearings factory it describes as the county’s largest private employer. Likely profiles are machinists, grinders, maintenance mechanics and quality controllers.
The county council records that footwear manufacturing in Huși has expanded with both foreign and Romanian capital. Typical roles include cutting, stitching, lasting, and finishing, and the best test is a practical sample of the factory’s product.
The council describes food and drink as the largest branch of industrial output, covering poultry processing, meat products, milling and beverages. Candidates should expect cold, wet, repetitive lines, strict hygiene rules and rotating shifts.
Treat it with care. The county council describes clothing as contracting under rising labour costs and emigration. Ask the employer how its order book supports the contract length offered and how output norms work before sourcing.
The county council calls construction and wood processing developing sectors, with furniture makers gaining importance. Possible profiles include carpenters, assemblers, panel-line operators, and construction trades, subject to a verified order.
Possibly, on larger farms, orchards or vineyards, tied to sowing, harvest or grape picking. The county council notes that farming relies heavily on traditional methods and the weather, so dates move. Visa holders would need D/AM2 seasonal status in a listed occupation once D/AM2 filings are confirmed to have resumed.
The county council’s own analysis names the emigration of skilled people to university cities and abroad as a major problem for the county. An employer recruiting abroad may be replacing workers who left, which is worth understanding before sourcing.
Some may. Ask why they want to work in Vaslui County specifically and explain clearly that a Romanian permit does not allow work in any other EU state. Candidates who plan to move on are likely to leave early.
It is worth asking what they have tried. Many Moldovan candidates also hold Romanian citizenship and can work in Vaslui as EU citizens, and Moldovans without it can use D/AM1 on a full-time contract. Distant sourcing makes sense once you’ve explored those options.
No. Because it is outside the Romanian placement-agency system, AtoZ Serwis Plus does not file anything itself. D/AM2 files go through an ANOFM-authorised agency or an authorised employer, provided D/AM2 filings have resumed, and the registered employer in Vaslui submits D/AM1 files.
The employer or the authorised Romanian agency decides which Vaslui roles are offered and to which partners. Cooperation is arranged so the employer and the paperwork behind an order are checked, as the parties agree, before sharing it.
No. Under Romanian rules, a foreign worker owes no commission, fee, tax, guarantee or deposit for placement, and the employer bears placement costs. Charging candidates is not accepted in any cooperation on roles in Vaslui, Bârlad or Huși.
In addition to its head office at Strada Spiru Haret 5 in the seat, AJOFM Vaslui runs local agencies in Vaslui, Bârlad, and Huși, and a working point in Negrești. For a site outside the seat, the nearest local agency can describe the area’s labour market.
For D/AM2 hires, yes. AJOFM Vaslui must receive a vacancy declaration for the post, and the occupation must be listed on the current shortage list. Ask for evidence of the declaration, and check that D/AM2 filings have resumed before sourcing begins.
To register on WorkinRomania, an employer needs, among other conditions, at least a year of real activity, no tax arrears, no recent sanctions for labour-law or undeclared-work breaches, and no relevant convictions. Direct D/AM2 filing requires stricter authorised-employer status, and its current status should be checked.
Typical fraud risks include offers that present Romania as a gateway to other EU countries, payment demands from candidates, offers without an employer name or address, paid visa appointments, and contracts only in Romanian. Any of these should halt the process.
Ukrainian citizens hired on a full-time contract fall within the D/AM1 categories, so the employer files directly and the shortage list does not apply. Holders of EU temporary protection can work in Vaslui without a work visa, and anyone who also holds Romanian citizenship works as an EU citizen.
Food-line, footwear, clothing and farm roles for candidates from countries outside the D/AM1 categories, where the worker is not highly qualified. The occupation must be on the shortage list, the annual quota applies, and you must first confirm whether D/AM2 filings have resumed.
Check before assuming so. A court suspension of the order behind the shortage list led the platform to deactivate D/AM2 filings and related functions. Confirm with WorkinRomania and the Ministry of Labour that they accept filings and list the occupation.
Seasonal work for a visa holder runs on D/AM2 and is limited to 180 days in any 12 months, in an occupation on the shortage list. Check first whether D/AM2 filings have resumed. Harvest and grape-picking dates in Vaslui move with the weather, so build that into the contract.
No. Anyone with Romanian citizenship, including any Moldovan candidates with dual nationality, can work in Vaslui as an EU citizen. The employer still issues a contract and registers it in REGES-ONLINE no later than the day before work starts.
Nothing to obtain the right to work. After three months in Vaslui, they obtain a registration certificate by registering their residence with IGI. They must follow the same pay and safety rules.
Yes. Beneficiaries of EU temporary protection in Romania have access to the labour market without a work visa. Check IGI’s current terms before agreeing to a long contract, since the scheme’s duration is set at EU level.
A Romanian embassy or consulate takes the application once the single application is approved, with the form on the Ministry of Foreign Affairs e-Visa portal (evisa.mae.ro). Each mission runs its own appointment system for Vaslui-bound candidates, and nobody can guarantee or sell an appointment.
The IGI county immigration service for Vaslui, where the worker applies within the 90-day validity of the work visa. Confirm the current address and appointment arrangements on igi.mai.gov.ro and agree on who will accompany the worker.
No. Brief visits to Schengen states are not the same as a right to work there, and a Romanian work permit grants no such right in Hungary or anywhere else in the EU. Short visits are a separate matter from the right to work.
Yes. Nobody in Vaslui may be paid below the national gross minimum wage, which the Government sets by decision and revises periodically. Confirm the current amount with the Ministry of Labour or ITM Vaslui, and check that foreign and Romanian staff are treated equally.
The normal day is 8 hours and the normal week is 40. With overtime, weekly hours may not exceed 48 on average across the reference period. Ask poultry and meat employers how they roster and pay weekend and night work.
Only as a fallback. The rule is paid time off within 60 days, or, if that is not possible, a premium of at least 75%. The employer should state in writing which method applies and how hours are recorded on the line.
Deductions are lawful only in the cases the law provides and together may not exceed half of net monthly pay. Where the employer provides housing, the rent may not exceed a quarter of net pay, and every charge in a Vaslui contract must be written down before departure.
Footwear and clothing work may be organised around output norms. Ask the Huși employer whether that applies, for the norm in writing, how pay works while a new worker learns, and what happens when the product changes.
Only if the employer arranges it. Ask in writing where it is, how many share a room, the monthly cost, what it includes, how it is deducted and who handles repairs. Do not call it free without written confirmation.
The municipality of Vaslui lists Transurb as one of its subordinate companies for city transport. Ask the employer whether a route serves the site at the start and end of each shift, especially for night work.
The county council runs a county passenger transport programme of licensed regular routes, with timetables and stops on its website. These may not match shift times, so ask whether the employer runs a shuttle to sites near Bârlad or Huși.
No airport is located in Vaslui County, according to the official sources we checked. The nearest options are airports in neighbouring counties, such as George Enescu in BBacău; plan the transfer to Vaslui before booking.
At first screening, only a CV and evidence of the core skill. At offer, identity documents and certificates, only from the employer’s or authorised agency’s written list. For the visa, the mission’s list. Never keep passports and never request health records before an offer.
ANSPDCP supervises the GDPR in Romania, which covers personal data processed by the Romanian employer or agency and by EU-based parties. Partners outside the EU follow their own data laws and the written sharing terms agreed.
Drawing and measuring tasks for Bârlad machining; a stitching or cutting sample for Huși footwear; hygiene and knife-safety questions for poultry and meat lines; an assembly task for furniture; and licence checks for drivers.
Proof of competence, meaning Code 95 on the licence or a driver qualification card, as ARR requires. For international routes run by a Romanian carrier, a non-EU driver also needs a driver attestation, which ARR sends to the carrier. SPCRPCIV Vaslui and ARR confirm licence exchange.
The employer must enter it in REGES-ONLINE, the electronic register kept by the Labour Inspection, no later than the day before work starts. ITM Vaslui checks compliance, and the contract must be written in Romanian and in a language the worker understands.
The signed bilingual contract, written housing and cost details, the workplace address, a named employer contact, and a travel plan from the arrival airport to the town of Vaslui. Check each item before buying the ticket.
Safety training in a language the worker understands and support with the residence permit application at the IGI service for Vaslui within the visa’s validity. Ask whether the employer offers Romanian lessons, and agree on who will check in during the first weeks.
Generally not within the first six months, unless the employer commits a serious breach. A D/AM2 worker can change only through the placement agency in the first two years, so confirm how that agency handles a request. Explain this before departure to Vaslui.
To ITM Vaslui, the county labour inspectorate, or through the Labour Inspection’s online petition form. Give each worker these contacts on paper so they can act without going through the employer.
Show candidates the expected net pay, confirm housing and transport in writing, and agree who keeps in touch in the first months. Plan extra contact for workers in Huși, Negrești or rural sites, where fewer people may share their language.
AJOFM Vaslui publishes unemployment statistics on anofm. ro, the county statistics directorate publishes county data on insse .ro, and the county council’s site carries its analysis of the county economy.
