Who Decides and How the Appeal Works

The Directorate of Immigration (UDI), or a Norwegian embassy, decides work and residence permits. To appeal, you submit your appeal within three weeks of receiving the decision to UDI or the embassy that issued it. They first reconsider the case and can reverse the decision; if they do not, the case is forwarded to the Immigration Appeals Board (UNE).

What to Include

State your reason for appealing and include your DUF number and case number, along with any new information or documentation. You can authorise a family member, a friend in Norway, or a lawyer to appeal on your behalf. If UDI reverses its decision in your favour, you may be able to claim necessary costs, such as lawyer expenses.

The Final Stage

The Immigration Appeals Board reviews the case against the same rules as UDI, so most refusals are not reversed. Once UNE has decided, the decision is final in the administrative system, and any further challenge would be through the courts.

Reapplying

You can also apply again later if you are confident you meet the requirements, which can be more practical where a clear gap caused the refusal.
