Swiss Greens Renew Push to Abolish Golden Visa Program Amid Growing Concerns
Switzerland’s Green Party is renewing its efforts to abolish the Golden Visa Program, arguing that it disproportionately benefits the wealthy and opens the door to oligarchs and potentially undesirable individuals, according to a report by SRF.
Nearly 500 Individuals Hold Swiss Golden Visas
The Golden Visa Program, formally known as the Residence-by-Investment scheme, offers residency to wealthy non-EU nationals in exchange for significant financial contributions. The cost of obtaining a golden visa varies by canton, ranging from CHF 250,000 (€256,000) in Obwalden to at least CHF 1 million (€1,070,370) in Zurich.
As of the latest data from the Swiss Secretariat for Migration, 496 individuals currently hold a Swiss golden visa, up from 404 in 2022.
Introduced in 2008 to Attract Foreign Capital
The scheme was introduced in 2008 to draw investment from wealthy foreigners outside the EU. It grants residency rights, which may lead to citizenship after ten years, provided other criteria are met.
Besides individual investors, Switzerland also offers residency to entrepreneurs planning to establish businesses within the country. Additionally, many Swiss cantons offer special flat-tax agreements to foreign nationals who do not generate income within Swiss borders.
These tax incentives and investor visas are seen as a way to encourage affluent individuals to relocate and manage global assets from Switzerland, without engaging in the local labor market.
Immigration Debate Splits Political Lines
While the Green Party criticizes the program for undermining fairness in immigration, the right-wing Swiss People’s Party supports its continuation. They argue that immigration is necessary for Switzerland’s economy and that the investor visa program is a valuable tool for attracting needed resources and talent.
Across Europe, similar Golden Visa programs remain controversial, facing criticism over alleged ties to money laundering, tax evasion, and corruption, prompting several EU countries to scale them back or phase them out entirely.
